32 convicts shifted from Bengaluru jail, DIG submits 2nd report

Bengaluru, Jul 16: In a sudden move, 32 convicts serving terms in the Parapanna Agrahara Central Prison were today shifted to two other jails in Karnataka allegedly for trying to air their grievances, an official said.

The convicts were shifted around 1 am to prisons in Ballari and Belagavi, the official said on condition of anonymity.

The convicts were shifted within days after DIG (Prisons) D Roopa submitted a report to DGP (Prisons) Sathyanarayana Rao alleging that there were "talks" that Rs two crore had exchanged hands to give preferential treatment to AIADMK (Amma) chief V K Sasikala and even said there were allegations against him as well.

The DGP had rubbished the charge while the state government on July 13 ordered a high-level probe into the allegations.

"As many as 32 convicts jailed in Parapanna Agrahara Prison have been shifted to Bellary and Belgavai prisons. They have been shifted because they tried to air their grievances and level corruption charges against senior jail authorities, including chief jail superintendent," the official said.

The official said the jail inmates were desperate to meet Roopa as they think she could solve their problems.

The jail inmates were 'unhappy' with the conduct of the prison superintendent and accused him of beating them up for airing their grievances on several occasions in the past, the official said.

The superintendent could not be reached for his comments.

In yet another development, Roopa has submitted a second report to the state officials.

"Yes, I have submitted my second report yesterday," she told PTI here.

It has been submitted to home secretary, additional chief secretaries, Anti Corruption Bureau chief, the DG and IGP R K Dutta and DG (Prisons) Rao. She, however, declined to divulge the contents of the report.

However, an official, declining to be named, said Roopa had alleged in the report that a few video footages of her interaction with prison inmates wherein they spoke of critical issues, including corruption involving jail officials, had deliberarely been deleted.

The report also alleged that a special meeting room had been provided for Sasikala.

"There are no CCTV installed in the special room," the official said quoting the report.

It was also alleged that a few CCTV cameras near Sasikala's cell were deliberately kept non-functional.

The state government, on July 14, had served a notice on Roopa for going to media with her first report, which had triggered a major controversy, leaving Chief Minister Siddaramaiah red-faced.

Lamenting Roopa's conduct, Siddramaiah had said it was "absolutely against the rule book and inappropriate on her part to share details with the media." An unfazed Roopa had said she did not divulge the details of the report to media.

Roopa said the DGP (Prisons) was the first one to talk about the report and only after that she gave her reaction.

Rao, however, had rubbished Roopa’s charge against him, terming it "absolutely false, baseless and wild." Stating that no special treatment was being given to Sasikala, he had also said he would take legal recourse against the junior officer.

Udupi: In a shocking case of investment fraud, a 72-year-old man from Udupi, Karnataka, lost Rs 49 lakh after falling prey to a deceptive stock market scheme. The incident highlights the growing menace of online scams targeting unsuspecting individuals.

According to the complaint filed by Francis Castelino, an unknown individual added his son's mobile number to a WhatsApp group titled "Stock Market Navigation." The group shared stock market insights and promised lucrative returns, convincing Castelino’s son to invest. Trusting the information, the son persuaded his father to make substantial investments.

On December 30, 2024, Castelino transferred Rs 17,00,000, his wife contributed Rs 10,50,000, and their son invested Rs 21,50,000 to the bank account provided by the fraudsters. 

However, when Castelino attempted to withdraw the invested money, he and his family were pressured to reinvest further. Realizing that the promised profits and their principal amount were not forthcoming, the family approached the police for help.

A case has been registered at the Udupi CEN Police Station under Sections 66(C) and 66(D) of the IT Act and 318(4) BNS. Investigations are underway to track down the culprits and recover the lost funds.

Udupi: Karnataka Kreedakoota-2025, a sports event organised by the Youth Empowerment and Sports Department, Karnataka Olympic Association, and the District Administration, will be held in Udupi and Dakshina Kannada districts from January 17 to January 23.

The event will feature 1,373 athletes participating in a variety of sports, including kayaking, canoeing, archery, cycling, wrestling, boxing, hockey, lawn tennis, table tennis, Kabaddi, Judo, and athletics.

Deputy Commissioner Vidya Kumari K addressed a press conference on Monday, providing details about the events in Udupi and Dakshina Kannada.

According to her, while volleyball, basketball, and swimming competitions will take place in Dakshina Kannada, events like kayaking and canoeing will be held in Brahmavara’s Swarna River, and archery will take place at the MJC Ground in Manipal.

Marena Sports Complex in Manipal will host lawn tennis and table tennis matches, she added.

The opening ceremony will take place on January 17 in Mangaluru and Chief Minister Siddaramaiah will be inaugurating the event.

The closing ceremony will be held in Udupi on January 23, with Governor Thaawarchand Gehlot and Home Minister G Parameshwar attending.

The district administration, in collaboration with Manipal Academy of Higher Education (MAHE), Manipal, has made provisions for accommodation and food for the participants, said the DC.

She also said the synthetic track at the Mahatma Gandhi District Stadium in Ajjarakad is undergoing repair work after its 10-year durability period ended in 2023, to provide athletes better infrastructure.

Mangaluru: The Tannirbhavi beach stretch up to the forest department's Tree Park is on the brink of a remarkable transformation under the ‘One Beach, One Destination’ initiative. This ambitious project aims to elevate the beach into a top-tier tourist hotspot through comprehensive upgrades and strategic developments.

Deputy Commissioner Mullai Muhilan MP shared updates during a press briefing on Tuesday, revealing that fresh tenders have been floated for maintaining the main beach. The technical evaluation of tenders for the Tannir Bhavi Blue Flag Beach is nearing completion, with the financial bids set to open shortly. “We are pleased to see major players participating in the tender process,” the DC remarked.

For the main beach, the maintenance contract will span 10 years. Meanwhile, the Blue Flag Beach’s successful bidder will face a progressive financial model—starting with a Rs 50 lakh payment in the first year, escalating to Rs 2 crore by the 10th year, alongside a minimum 5% revenue share for the administration. “Upon completion of the development, the beach will feature continuous activities to enhance its appeal,” he added.

Approximately 90% of the beach’s development work is already complete. Eco-friendly initiatives such as waste management systems and solar installations are operational at the Blue Flag Beach. While entrance work by Mangaluru Smart City Limited is ongoing, the beach remains accessible to the public. Entry fees, set in accordance with Blue Flag guidelines, aim to support sustainable maintenance efforts.

The ‘Blue Flag’ certification represents a global standard in eco-tourism, ensuring clean bathing water, state-of-the-art amenities, safety measures, and sustainable development. Karnataka’s Padubidri and Kasarkod beaches are among the few in India to hold this prestigious certification.

Mangaluru Smart City Limited is spearheading the development of the 1.8-acre area, with an investment of approximately Rs 16 crore. Once completed, the Tannirbhavi Beach is expected to stand out as a vibrant and eco-friendly destination, drawing tourists and locals alike.
