6 killed in Mumbai bridge collapse, cops book BMC and railway officials for negligence

Mumbai, Mar 15: In yet another bridge collapse near the city’s suburban railway stations, the nodal foot over-bridge at the northern end of Chhatrapati Shivaji Maharaj Terminus (CSMT) came crashing down on Thursday evening. Six commuters were killed and at least 34 injured. The number of casualties is expected to rise.

A safety audit of the structure by the civic authority last year had declared the bridge “safe”. A Central Railway spokesperson said, “The collapsed portion did connect the station but it was in the BMC area and constructed and maintained by the civic authorities.”

At 7.31pm, there was a loud thud. The flooring of the ‘Himalaya bridge’ on the arterial D N Road had given way, taking down scores of rush-hour commuters from a height of 35 feet.

CM Devendra Fadnavis announced an ex-gratia of Rs 5 lakh to the families of the dead and Rs 50,000 for the injured.“I have ordered a high-level inquiry. Such an incident raises questions about the audit,” he said.

The city police has lodged an FIR against some BMC and CR officials for negligence leading to death. They may also add a charge of culpable homicide not amounting to murder after ascertaining details about the role of the BMC and railways.

Shortly after the CST footover bridge disaster, joint commissioner of police (law and order) Deven Bharati said police had registered a case of causing death by negligence under Section 304 (A) of the Indian Penal Code against concerned officials of the BMC and railways. “More stringent sections will be applied if additional facts emerge during the course of the investigation,” he said. Another senior officer said they may add the section of culpable homicide not amounting to murder. A senior officer said welding points at the girders appeared to have rusted and will be examined as a cause of the collapse.

Given that thousands of commuters used this 30-year-old bridge every day, the BMC decided to puncture the road divider underneath to enable railway passengers to cross. A road divider approximately 4 feet in height was demolished to create the crossing after the tragedy in the evening. The BMC also summoned its structural auditor to determine if the remaining portion of the bridge should be razed. An earlier civic audit in 2017 had shown that the structure needed “minor repairs.”

Meanwhile amid the chaos, passersby including TOI employees rushed to help scores of injured people who lay helpless beneath the rubble and upon the road. The TOI office is located across the road from CSMT. Multiple willing hands pulled concrete slabs aside, halted passing vehicles and waved them on their way to the nearby GT and St George hospitals. Others began ringing police, disaster management and civic authorities to seek help. Himalaya Bridge has been the key exit point for passengers heading towards Crawford Market, BMC and the police commissionerate.

Personnel from Azad Maidan police station, MRA Marg and L T Marg responded and began to cordon off the area, watchful lest the remaining portion of the bridge should fall too. Several onlookers wanted to get closer in the craze to shoot pictures and selfies, and the authorities tried to dissuade them. Eyewitnesses said that most of the injured had been moved to hospital by the time the time BMC’s disaster management and fire brigade personnel arrived and got their act together. After a brief delay, police barricaded traffic to and from JJ flyover, Crawford Market and CSMT.

PM Narendra Modi and Union home minister Rajnath Singh tweeted their condolences.

State education minister Vinod Tawde, who arrived at the site, said an inquiry would be conducted jointly by the railway and the BMC, and the guilty would be “sacked.” Congress’s former MP Milind Deora demanded that an FIR be lodged under Section 302 against BMC officers and structural auditors for giving a “wrong report.”

Few know the bridge leading out from CSMT station by its official name of Himalaya Bridge. For years, commuters had noticed the structure shake beneath their feet, especially during peak-hour pedestrian movement, or when trains passed beneath the portion leading to the platforms. The authorities had relaid the tiles in 2016, but this problem persisted. On Thursday, their worst fears were realised as the structure collapsed, causing pedestrians to plunge from a height of 35ft.

Maharashtra chief minister Devendra Fadnavis visited the collapse FOB spot at CSTM on Friday morning and asked BMC to submit its report fixing a primary responsibility. He already ordered a high-level probe of the incident. The chief minister also visited both GT and St George Hospital.

Hamas says the Israeli regime’s sole objective lies in “erasing” the entirety of the Palestinian population from across the Palestinian territories.

Khalil al-Hayya, a ranking official with the Gaza Strip-based Palestinian resistance movement, made the remarks to the Palestinian al-Aqsa TV on Wednesday.

“The occupation targets everyone—it strikes hospitals, civil defense, women, children, and the elderly,” he said, adding that the regime sought to “empty Gaza of its residents, and displace the Palestinian people to fulfill its dreams of building a Zionist Jewish state across all of Palestine.”

The remarks came amid the regime’s October 2023-present war of genocide on the coastal sliver that has so far claimed the lives of nearly 44,000 Palestinians, mostly women and children.

“This unprecedented aggression in modern times evokes scenes from the dark ages of human history, having crossed all red lines and exceeded every expectation of brutality in the modern era,” the Palestinian official lamented.

He also regretted that the regime had added “systematic and dangerous starvation to its aggression, falsely claiming before the world that it allows 250 [aid] trucks into Gaza daily. In reality, the number of trucks is far fewer.”

Hayya, meanwhile, regretted that “scenes of children torn apart, women screaming over their children, and heart-wrenching destruction have failed to stir enough humanity to stop these crimes.”

He decried the United States for vetoing the United Nations Security Council’s resolutions that are aimed at bringing about a potential ceasefire in the war, saying this indicated Washington’s “partnership in the aggression” and a simultaneous siege that the Israeli regime has been enforcing on Gaza.

Addressing Israeli Prime Minister Benjamin Netanyahu, the official asserted that, despite what the Israeli official is after, Hamas would not hand over the regime’s captives “without [the regime’s] stopping the war.”

He called Netanyahu “the main obstacle” in the way of cessation of the aggression, saying the Israeli premier “blocks any progress for political reasons,” and citing his preventing conclusion of a ceasefire agreement in July.

Hayya also warned that the regime sought to expand the war beyond Gaza, but asserted that its goals are “impossible and will never happen.”

“Today, the enemy exposes its true intentions of extermination and displacement, but it will fail,” he stressed.

“The Palestinian people are resilient and will not surrender, as they believe in their humanitarian and political cause. The enemy and its allies will not succeed in achieving their goals. This steadfast people will endure, and the occupation will not prevail against them.”

Bengaluru: Karnataka Deputy Chief Minister D K Shivakumar on Thursday backed Chief Minister Siddaramaiah over his claim that the BJP had offered Rs 50 crore each to 50 Congress MLAs in an attempt to "topple" the state government.

Addressing reporters here, Shivakumar, also the Congress state president, said, “The BJP indeed lured 50 Congress MLAs with Rs 50 crore each.”

He defended Siddaramaiah’s statement and said the Congress MLAs were briefed about the BJP’s alleged 'Operation Lotus', a term used to describe the BJP's attempts to destabilise ruling governments through horse-trading.

“Some of our MLAs informed the Chief Minister about this matter, and he, in turn, shared it with the media,” Shivakumar said.

At an event in Mysuru, Siddaramaiah reiterated the claim that "none of the Congress MLAs had accepted the offer".

He also accused the BJP of filing false cases against him in a bid to "remove him and overthrow his government".

The BJP has yet to respond to the allegations.

Bengaluru: In a boost to the ruling Congress in Karnataka, the party on Saturday swept the by-polls to three Assembly segments, causing a major setback to the BJP-JD(S) alliance in the state.

The Congress has retained Sandur, the seat considered to be its strong hold, and has also bagged Shiggaon and Channapatna segments, which were earlier held by BJP and JD(S) respectively.

The November 13 by-polls to Sandur, Shiggaon and Channapatna Assembly segments had witnessed a fierce fight between the ruling Congress and a combative BJP-JD(S) alliance.

The by-polls to Sandur, Shiggaon and Channapatna were necessitated as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister Kumaraswamy of JD(S) to Lok Sabha in May elections.

The by-polls witnessed a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance took on the grand old party.

Congress' C P Yogeeshwara won the Channapatna segment, defeating JD(S) candidate and Kumaraswamy's son Nikhil Kumaraswamy, by a margin of 25,413 votes.

Former CM Basavaraj Bommai's son Bharath Bommai of BJP faced defeat against Congress' Yasir Ahmed Khan Pathan in Shiggaon Assembly segment by a margin of 13,448 votes.

In Sandur, Congress candidate E Annapoorna, the wife of Bellary MP E Tukaram, won the seat vacated by her husband, by a margin of 9,649 votes.

Congress' win in the by-poll is seen as an endorsement of both Chief Minister Siddaramaiah and his deputy D K Shivakumar's leadership, and the government's programmes, especially the five guarantee schemes.

Nikhil Kumaraswamy and Bharath Bommai, the third generation of Gowda and Bommai family respectively, who contested this bypolls, have lost. Their fathers and grandfathers had served as Karnataka's Chief Ministers in the past.

While for Bharath Bommai this was his electoral debut, for Nikhil it was his third electoral loss.

Among the three segments, Channapatna was considered to be a high profile battle, where the contest was between C P Yogeeshwara and actor-turned-politician Nikhil Kumaraswamy.

A five-time MLA from the segment and a former Minister, Yogeeshwara had joined the Congress after quitting BJP ahead of nomination.

There were plans to field Yogeeshwara on a JD(S) ticket, but he was not interested in it, and instead wanted Kumaraswamy to support him as BJP candidate. This was not acceptable to Kumaraswamy and his party, following which Yogeeshwara jumped ship.

However, Kumaraswamy had subsequently said he had agreed to Yogeeshwara contesting from BJP, and despite that he jumped ship to Congress, under the influence of Deputy Chief Minister D K Shivakumar and his brother and former MP D K Suresh.

Nikhil had faced defeat in 2019 Lok Sabha and 2023 Assembly polls. It is seen as a setback for Kumaraswamy too, as he could not ensure son's win from the Channapatna, the seat he had twice represented in the past.

Congress' win is crucial for Shivakumar, who is also the state Congress chief and his brother Suresh to strengthen their position in their home district of Ramanagara, a Vokkaliga heartland.

In Shiggaon, BJP's Bharath Bommai, son of Basavaraj Bommai lost against Congress' Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls.

Initially, former MLA Syed Azeempeer Khadri, a Congress' ticket aspirant, had raised a banner of revolt in Shiggaon, by filing his nomination as an independent, but later withdrew after intervention by party leadership.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress won from the seat vacated by her husband, against BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Sandur is a Congress' bastion, and Tukaram had represented it four times.

Congress winning the by-polls is seen as "crucial" for Chief Minister Siddaramaiah to assert himself , amid demands for his resignation following charges against him in the MUDA site allotment case.

There were also behind-the-scenes political activities within the ruling Congress earlier this year, with a few ministers in his Cabinet holding closed door meetings, fueling speculation about leadership change. But such activities came to a halt following instructions from the party high command.

It is equally important for Shivakumar, who has not shied away from openly expressing his Chief Ministerial ambitions, amid speculations over "rotational Chief Minister formula," according to which he will become CM after two-and-half years (in this govt's five years tenure), but they have not been officially confirmed by the party.

The defeat in this by-poll is seen as a setback for state BJP President Vijayendra, who has been facing intense criticism and opposition from a section within the party, who have raised a banner of revolt against his leadership accusing him and his father, veteran leader B S Yediyurappa of "adjustment politics".
