'Akrama-Sakrama' from mid-March

Bengaluru, Feb 25: The long-pending scheme for regularisation of unauthorised construction in urban areas, known as “Akrama-Sakrama”, will soon be a reality.

The State government will issue a fresh notification for implementing the scheme and is likely to give one year time from mid-March for people to submit applications.

The Urban Development Department (UDD) has proposed to allow all Urban Local Bodies (ULBs), including Bruhat Bangalore Mahanagara Palike (BBMP), to begin receiving applications from March 20.

The existing October 19, 2013, cut-off date for regularisation is most likely to remain unchanged, said sources in the UDD.

Though the government had issued the final notification under the Karnataka Town and Country Planning Act in June last year, it was kept pending due to a stay order by the Karnataka High Court. The court recently gave the green signal to implement the scheme.

The Congress government is keen on giving effect to the scheme as the BBMP will go to polls later this year and it will also earn good revenue to the government.

The scheme was conceived way back in 2006. Under the scheme, violations pertaining to setback, floor area ratio, non-conversion of agricultural land and formation of unauthorised layouts and sites under ULBs will be regularised.

Violations up to 50 per cent and 25 per cent will be regularised in case of residential and commercial properties respectively.

Sources, however, said the government has amended rules for regularising setback violations. Setback violations will now be calculated on all four sides of a building separately. If violation is more than 50

per cent of the stipulated setback on any one side, then the building will become ineligible for regularisation. Earlier, it was proposed to calculate the sum total of setback violation in a building, the sources said.

Under the new rules, up to 25 per cent violation in residential buildings will attract a fee of six per cent of the total guidance value of the property (either land or built-up area) and eight per cent between 25 and 50 per cent.

For non-residential buildings, regularisation charges will be 20 per cent of the guidance value for less than 12.5 per cent violation and 35 per cent of the guidance value for up to 25 per cent violation.

Scrutiny fee at the rate of Re one for every square metre of the total plot area in case of plots in unauthorised layouts and Rs 2 per sq m of total floor area of the building will be collected, the sources said.

The UDD has submitted the draft notification to Chief Minister Siddaramaiah for his approval, sources added. When contacted, UDD Secretary T K Anil Kumar said the government is still in the process of holding discussions on issuing a fresh notification.

Udupi: In a shocking case of investment fraud, a 72-year-old man from Udupi, Karnataka, lost Rs 49 lakh after falling prey to a deceptive stock market scheme. The incident highlights the growing menace of online scams targeting unsuspecting individuals.

According to the complaint filed by Francis Castelino, an unknown individual added his son's mobile number to a WhatsApp group titled "Stock Market Navigation." The group shared stock market insights and promised lucrative returns, convincing Castelino’s son to invest. Trusting the information, the son persuaded his father to make substantial investments.

On December 30, 2024, Castelino transferred Rs 17,00,000, his wife contributed Rs 10,50,000, and their son invested Rs 21,50,000 to the bank account provided by the fraudsters. 

However, when Castelino attempted to withdraw the invested money, he and his family were pressured to reinvest further. Realizing that the promised profits and their principal amount were not forthcoming, the family approached the police for help.

A case has been registered at the Udupi CEN Police Station under Sections 66(C) and 66(D) of the IT Act and 318(4) BNS. Investigations are underway to track down the culprits and recover the lost funds.

Karnataka's Urban Development Minister, BS Suresha (Byrathi), has initiated a detailed investigation into ₹5,527 crore worth of projects executed under Prime Minister Narendra Modi’s flagship Smart Cities Mission in six cities of the state.

The minister expressed dissatisfaction with the quality of work in Belagavi, Davangere, Hubballi-Dharwad, Mangaluru, Shivamogga, and Tumakuru. To ensure accountability, Suresha announced the formation of a committee comprising experts from universities and the Indian Institute of Science. The committee will assess the projects and submit its findings within three months.

Bengaluru, however, is excluded from the probe as it falls under the jurisdiction of Deputy Chief Minister DK Shivakumar.

Launched in 2015, the Smart Cities Mission aims to enhance urban infrastructure across 100 cities in India, funded jointly by the central and state governments. Karnataka has spent ₹6,405 crore under this mission, including ₹877.72 crore in Bengaluru.

"Most of the funds have been allocated to roads, drainage, and park maintenance," Suresha lamented in a statement. "The focus should have been on creating permanent infrastructure such as smart schools, hospitals, libraries, and bus stands."

Suresha pointed out that, on average, each Smart City in Karnataka received ₹990 crore, with spending patterns revealing 36% on roads, 8% on energy, 2% on education, 2% on healthcare, and 5% on sports. He criticized this distribution, emphasizing that projects under the mission should have developed long-lasting government assets instead of temporary solutions like roads and drains.

With the mission slated to conclude in March 2025, Suresha urged the remaining funds to be directed towards constructing world-class smart schools. "This will enable children from economically weaker sections to access quality education," he said.

The minister also revealed that he had received multiple complaints from elected representatives about substandard work, particularly in Belagavi, Hubballi-Dharwad, and Shivamogga. The probe, he assured, will prioritize transparency and accountability.

Bengaluru: In a sweeping anti-corruption operation, the Karnataka Lokayukta conducted simultaneous raids on the properties of eight government officials across eight districts on Wednesday. The raids, part of ongoing investigations into disproportionate assets cases, targeted over 20 locations linked to these officials.

According to Lokayukta sources, the coordinated operation spanned Bengaluru, Mandya, Bidar, Belagavi, Tumakuru, Gadag, Ballari, and Raichur. Properties of the following officials were under scrutiny:

Shobha – Joint Commissioner, Bengaluru Transport Department

S. N. Umesh – Health and Family Welfare Officer, Kadur

Ravindra – Inspector, Minor Irrigation and Groundwater Development Sub-Division, Bidar

Prakash Sridhar Gaikwad – Tahsildar, Khanapur

S. Raju – Retired RTO Officer, Tumakuru

Huchesh alias Huchappa – Assistant Executive Engineer, Gadag Municipality

R. H. Lokesh – Welfare Officer, Backward Class Department, Ballari

Huliraja – Junior Engineer (Electric), Raichur

Lokayukta officials are thoroughly examining documents, assets, cash, and other valuables found during the raids.

This operation is the Lokayukta’s first major crackdown in 2025. Notably, on December 12, the watchdog had unearthed disproportionate assets worth Rs 48.55 crore in raids on properties belonging to 10 government officials.

The Lokayukta’s intensified efforts signal its commitment to curbing corruption and ensuring accountability among government officials.
