China hikes defence budget by 7.5 percent to $177.61 billion, three times more than India

Beijing, Mar 5: China, the world's second largest military spender after the US, Tuesday announced a 7.5 per cent increase in its defence budget for this year, hiking it to a whopping USD 177.61 billion, over three times that of India.

The 2019 defence budget will be 1.19 trillion yuan (about USD 177.61 billion), according to a draft budget report to be submitted at the opening of the annual session of China's Parliament, the National People's Congress (NPC), on Tuesday.

The increase this year is lower than that of last year's 8.1 per cent which amounted to USD 175 billion.

China, which increased its defence budget in double digits till 2015, has been lowering it to single digit hikes since 2016. China's budgeted defence spending growth rate stood at 7.6 per cent in 2016, 7 per cent in 2017 and 8.1 per cent in 2018.

With this year's increase, China's defence spending moved closer to the USD 200 billion mark, making it the highest spender on defence after the United States.

India's defence budget this year was increased by 6.87 per cent to Rs 3.18 lakh crore against last year's allocation of Rs 2.98 lakh crore, notwithstanding expectations of a major hike when China and Pakistan were bolstering their military capabilities.

In recent years, China has resorted to major reforms of its military, which included giving priority to expand its navy and air force to enhance its influence abroad, while cutting down three lakh troops of the People's Liberation Army (PLA).

Even after the cuts, the PLA is the world's biggest military with two million personnel in its ranks.

Chinese President Xi Jinping, who has vowed to turn the PLA into a "world class" military by mid-century, has repeatedly called on the army to be combat-ready.

The hike comes as Beijing steps up its efforts to assert its vast territorial claims in the disputed South China Sea.

Describing China's defence budget increases in recent years as reasonable and appropriate, NPC spokesman Zhang Yesui said the raise aimed to "meet the country's demand in safeguarding national security and military reform with Chinese characteristics".

In his preparatory media conference on Monday, Zhang put up a staunch defence of China's continued heavy spending on defence, saying it was still less compared to other "major developing countries'" military expenditure.

"Whether a country is a military threat to others or not is not determined by its increase in defence expenditure, but by the foreign and national defence policies it adopts," he said.

Compared to other countries, China's defence budget accounted for 1.3 per cent of the GDP, while major developing countries spent two per cent GDP on their defence, Zhang added.

"China remains committed as always to a peaceful path of development and we pursue a defensive national defence policy. China's limited defence spending is for safeguarding the sovereignty, security and territorial integrity of the country. It is not a threat to other countries," he said.

As part of the new policy, China now has one aircraft carrier, another undergoing trials and the third one under construction.

The state media reported that China planned to have five aircraft carriers in the near future with plans to build nuclear carriers like the US. It is also rapidly adding new naval ships and submarines.

Beijing also claimed to have developed a new range of missiles and weapons systems in recent years, including stealth aircraft.

Mangaluru, Sept 16: In a heartwarming display of communal unity, members of Hindu and Christian communities celebrated Eid Milad—marking the birth of Prophet Mohammed—by distributing sweets and refreshments to their Muslim neighbors in Dakshina Kannada.

In Boliyar, near Konaje on the outskirts of Mangaluru, members of the local organization Geleyara Balaga surprised participants in the Eid Milad procession with an offering of sweets and cold drinks. 

The gesture of goodwill was led by Manoj, Sheena Poojary, Denis Lily, Sanat, Lokanath, Satish, Praveen, Madhu, and Valentine. Abdul Rahman, the khateeb of Boliyar Juma Masjid, expressed heartfelt gratitude for this act of kindness.

In a similar display of solidarity, a group of Hindus, draped in saffron shawls, distributed sweets and drinks to those partaking in the Eid Milad procession at Mani village, Bantwal taluk.

These acts of generosity highlighted the spirit of harmony and togetherness among different communities, celebrating the true essence of the festival.

New Delhi: Two days after he was granted bail and walked out of prison after six months, Delhi Chief Minister Arvind Kejriwal announced his shock resignation from the top post at a party meeting this afternoon. "Two days later, I will resign as Chief Minister. I will not sit on that chair till the people announce their verdict. Elections in Delhi are months away. I got justice from the legal court, now I will get justice from the people's court. I will sit on the Chief Minister's chair only after the order of the people," he said. 

"I want to ask the people of Delhi, is Kejriwal innocent or guilty? If I have worked, vote for me," he said, adding that a meeting of AAP MLAs will be held within the next two days to choose the new Chief Minister for the national capital.

The Aam Aadmi Party (AAP) leader said a member of the party will be named Chief Minister after his resignation. He said he would go among the people and ask for their support. Mr Kejriwal also demanded that the elections in the national capital, scheduled for February, be held in November along with the polls in Maharashtra.

In his address to the AAP workers, Mr Kejriwal launched an all-out attack against the Narendra Modi government and said it was more dictatorial than the British.

He said he did not resign as Chief Minister despite being arrested because he wanted to save democracy. "They have registered cases against (Karnataka Chief Minister) Siddaramaiah, (Kerala Chief Minister) Pinarayi Vijayan, (Bengal Chief Minister) Mamata didi (Banerjee). I want to appeal to non-BJP, do not resign if they register cases against you. This is their new game," he said.

Mr Kejriwal said he had also spoken to former Deputy Chief Minister Manish Sisodia about the issue. Mr Sisodia too was recently granted bail in connection with corruption allegations surrounding Delhi's now-scrapped liquor policy. "I spoke to Manish, he too has said that he will handle the post only after the people say we are honest. My and Sisodia's fate are in your hands now," he said.

Responding to the shocking development, BJP's Harish Khurana questioned why the AAP leader is creating a drama. "Why after 48 hours? he should resign today. In the past too, he has done this. People of Delhi are asking, he can't go to the secretariat, can't sign documents? What is the point then?" Asked if the BJP was ready for early polls, Mr Khurana replied, "We are ready, whether it is today or tomorrow. We will return to power in Delhi after 25 years."

Mangaluru, Sep 20: The bye-election for the MLC seat, vacated by Kota Srinivas Poojary after his election as an MP, will take place on October 21. The election covers 6,037 voters from 392 local bodies across Dakshina Kannada and Udupi districts. Dakshina Kannada Deputy Commissioner and election officer Mullai Muhilan provided details at a press conference held at the DC office on Thursday.

Key Election Dates:

Nomination Period: September 26 to October 3
Verification of Nominations: October 4
Last Date for Withdrawal of Nominations: October 7
Election Day: October 21 (Polling from 8 AM to 4 PM)
Vote Counting: October 24

Code of Conduct:

The model code of conduct came into effect on September 19 and will remain in place until October 28 in both Dakshina Kannada and Udupi districts. During this period, government development projects cannot be announced, and foundation stone-laying ceremonies are prohibited. Political banners and hoardings are also banned. Government officials are restricted from participating in public programs or meetings. The Election Commission will oversee all political events, and the regulations that apply to MP and MLA elections will also govern this MLC bye-election.

Election Management:

Additional DCs of Dakshina Kannada and Udupi will assist as election officers. While no election-related check posts will be set up, flying squads and video surveillance teams will monitor compliance. Political party buntings and hoardings will be removed immediately.

Voter and Polling Information:

Dakshina Kannada and Udupi districts fall under the Dakshina Kannada local body authority. In this bye-election, eligible voters include members of gram panchayats, city corporations, city municipalities, town municipalities, town panchayats, as well as MLAs, MLCs, and MPs.

Dakshina Kannada: 3,551 voters, 234 polling booths
Udupi: 2,486 voters, 158 polling booths

Officials Present:

The press conference was attended by ZP CEO Dr. Anand, Additional DC Dr. Santhosh Kumar, Police Commissioner Anupam Agarwal, SP Yatheesh, MCC Commissioner Anand C L, and Assistant Commissioner Girish Nandan.

This election marks a significant political event for both districts, with voters from various local bodies participating in the process.
