CM announces free LGP gas connections for 30 lakh poor; health scheme for all

Bengaluru, Feb 16: In his pre-assembly election budget for 2018-19, Karnataka Chief Minister Siddaramaiah today announced schemes for universal health coverage, providing free LPG gas connections and mitigating miseries of dry land farmers.

The chief minister also said the implementation of the sixth pay commission for 5.93 lakh state government employees and 5.73 lakh pensioners would cost Rs 10,508 crore to the exchequer. The commission has recommended 30 per cent hike in the salary structure and with increase in pay and other steps to increase productivity and efficiency, the government would be in a better position to implement its welfare measures, he said. Siddaramaiah, who holds the finance portfolio, announced a scheme to waive loan of up to Rs one lakh taken by a farmer member from a primary agricultural credit cooperative society on his death.

No fresh levies were announced in the Budget, which proposed an increase in rates of additional excise duty on Indian-Made Liquor by eight per cent, depending on the slabs. The 'Arogya Karnataka Yojana' (universal health coverage), to be launched this month, would be implemented across the state by the end of this year. The scheme will make available primary, and specific secondary and tertiary treatments to all people. Over 9,000 health and wellness centres would be set up by upgrading existing sub-centres for every 5,000 population in rural areas during the next seven years for providing high quality comprehensive primary health care services, he said. A total budgetary allocation of Rs 6,645 crore has been made for the health and family welfare department. The announcement comes close on the heels of what was touted as the world's largest public health scheme to cover 10 crore families unveiled in the Union Budget. In an apparent move to counter the Centre's Pradhan Mantri Ujjwala Scheme, Siddaramaiah announced that under the 'Mukhyamantri Anila Bhagya Yojana', free gas connection with twin burner stove and two refills would be provided to 30 lakh beneficiaries with an expenditure of Rs 1,350 crore. 

The scheme comes against the backdrop of sharp differences between the Siddaramaiah government and the Centre over the implementation of Ujjwala scheme. Siddaramaiah also unveiled 'Raitha Belaku', a scheme to give direct income assistance to mitigate miseries of dry land farmers. Under the scheme, Rs 5,000 per hectare, subject to a maximum of Rs 10,000 would be provided to each farmer growing rain-fed crops with money transferred directly to farmers' bank accounts. It entails expenditure of Rs 3,500 crore every year and around 70 lakh farmers would be benefited. On GST, Siddaramaiah said due to implementation problems in the initial months, systematic analysis of data and rigorous enforcement activities could not be undertaken. However, implementation of the Karnataka model of e-way bill in the entire country is expected to bring about qualitative change in tax compliance and streamline GST collection across the country.

Asserting that the state government was committed to the comprehensive development of Bengaluru, Siddaramaiah said necessary action would be taken to prepare project report for 105.55 km line under the Bengaluru Metro Phase-3. With this, the total length of Bengaluru metro rail, including all phases, would be 266 km. To manage goods and passenger transport more efficiently and quickly, and to reduce density of road traffic, a feasibility study would be undertaken for implementation of "Roll-on and Roll-off" multi-modal logistic park and sea plane services under PPP mode, he said. With elections due early this year, Siddaramaiah sought vote-on account up to July 31, 2018. Stressing his government's focus on welfare schemes, he said: "Today, there is no situation in the state where any person goes to bed with hunger," and described his government as "farmer-friendly".

"I am not an expert who has made a scholarly study of economics. There is no knowledge greater than experience," said Siddaramaiah,

His leadership is being projected by the Congress for the coming assembly polls, where he is facing a fierce fight from BJP, which is raring to return to power.

The state budget is his record 13th in more than 35 years of political career, and sixth in a row as chief minister.

Mysuru, Nov 12: Zameer Ahmad Khan, the Tourism and Waqf minister of Karnataka, who stirred a controversy by addressing the Union Minister HD Kumaraswamy as ‘Kaala Kumaraswamy’ has tendered apologies for his remarks.

Speaking to reporters in Mysuru on Tuesday, Minister Zameer stated that he will apologise if remarks have hurt JD-S workers.

“We both are very close. Then, in a total of 24 hours, we were together for 14 hours. He used to fondly address me as “kulla” (shorty) and I used to address him as “kariyanna” (blacky, kaalia),” Minister Zameer stated.

“I am not addressing him as ‘kaalia’ for the first time. I have not said something highly derogatory. It is being made as big in the backdrop of elections. With love, he used to call me a shorty and I called him a blacky. If I had caused pain to anyone by my words I apologise,” he said.

He further stated: “Kumaraswamy had said that he didn’t want the votes of the Muslim community. But now they are attempting to purchase Muslim votes. Against this backdrop, I have made the remark.”

Minister for Home G. Parameshwara stated on Tuesday, “Minister Zameer and Kumaraswamy are close friends. Their comments against each other are not significant.”

Zameer Ahmad Khan, the Tourism and Waqf minister of Karnataka stirred a controversy on Monday as he addressed the Union Minister as ‘Kaala Kumaraswamy’.

JD-S on Tuesday demanded a public apology and resignation of Minister for Waqf and Tourism Zameer Ahmad Khan over his ‘racist’ remarks.

“Remember, there is no place here for your divisive policies. You have insulted the people by making ethnic, racist and discriminatory statements. You should apologize to the people of the state and resign,” the JD (S) demanded in the post.

Union Parliamentary Affairs and Minister for Minority Affairs Kiren Rijiju reacted sternly to the racist jibe and stated, “I strongly deplore Congress Minister Zameer Ahmed calling Union Minister and former Chief Minister of Karnataka Kumaraswamy as 'Kaalia Kumaraswamy'.

Mangaluru: A tragic incident unfolded on Sunday, November 17, at Vazco Resort (VAZCO), situated at Battappadi Cross Road in Someshwara on the outskirts of the city, when three young women drowned in the resort’s swimming pool. 

Disturbingly, an iPhone recording and CCTV footage captured their final moments, providing insights into the heartbreaking accident.

According to City Police Commissioner Anupam Agrawal, the tragedy occurred at approximately 10:05 AM. The victims were identified as:

Keerthana N (21) from Devaraj Mohalla, Hebbal Second Stage, Vijayanagar Post.
Nishitha M.D (21) from 4th Cross, Kuribarahalli, Mysuru.
Parvathi S (20) from Ramanuja Road, K.R. Mohalla, Mysuru.

Sequence of Events

The three women had checked into Room No. 2 of the resort on the morning of November 16 and stayed overnight. On Sunday morning, around 10 AM, they entered the swimming pool to play. Reports suggest that they placed their clothes poolside and set an iPhone to record the activity.

Initial findings indicate one woman slipped underwater and began to struggle. When the second attempted a rescue, she too drowned, followed by the third woman. Within minutes, the tragedy claimed all three lives. CCTV footage from the resort corroborates the sequence, showing the young women struggling before succumbing to the water.

Investigation Underway

The resort staff discovered the lifeless bodies and immediately raised the alarm. Ullal Police Inspector H N Balakrishna and his team are conducting an investigation. Preliminary reports suggest the women were non-swimmers, and the lack of safety measures contributed to the tragedy.

The resort is owned by Manohar, as per police records. While the formal case is yet to be registered, the incident has raised serious questions about safety protocols at resorts offering pool facilities.

Former minister and ex-MLC C M Ibrahim claimed that he still heads the original JD(S) and asked former prime minister and party supremo H D Deve Gowda to cut ties with the BJP, so that the party can be strengthened again. He also said options are being explored to either strengthen the JD(S) or to float a new regional party.

He was speaking to media persons, in Mysuru, on Monday, after meeting JD(S) MLA and former minister G T Deve Gowda, who has expressed his displeasure that he has been sidelined in the party and the party leaders have indicated his retirement from politics.

He stated, “If Deve Gowda had joined the Congress, during the last Assembly election, he would have been a minister now. We retained him in the JD(S), to strengthen the party. Now, efforts are being made to strangulate Deve Gowda’s political career. I have discussed all matters with Deve Gowda. In two days, I will start a Karnataka state tour and meet some leaders. After that, I will meet Deve Gowda again, and then decide on the further course of action.”

Ibrahim said, “The original JD(S) is ours. I am still its state president. All documents and accounts are in our name. Even now, if Deve Gowda leaves BJP’s company and returns, we will build the JD(S) again”.

“Union Minister H D Kumaraswamy should mend his ways and stop making JD(S) into a family-owned company. The JD(S)’s situation has become hopeless. Its love for the BJP is over. He should understand this,” he said.

“When I was with Kumaraswamy, he spent just Rs 4 crore in Channapatna and won by 20,000 votes. Now, without me, he spent Rs 150 crore and still lost by 25,000 votes. Without Muslims’ support, the JD(S) cannot win a single seat. Now, it is proved that 19 MLAs of the JD(S) won in 2023, because of Muslims,” he added.

Speaking on other options available, Ibrahim said, “We have not yet decided to go with the Congress. We are only considering to establish a third front. Whether it is founding a new regional party, forming a third front, or strengthening the JD(S), will be decided shortly.”

Earlier during the day, before meeting Deve Gowda, Ibrahim had said, that 12 to 13 JD(S) MLAs were dissatisfied with the party, but like Deve Gowda, were enduring pain.

“Now, I have started the task of uniting them. I as the JD(S) state president, it is my responsibility to address our MLAs’ grievances. At present, the JD(S) is on fire and all JD(S) MLAs want to protect their respective constituency. Hence, they have started speaking one by one,” he said.
