Recurring floods: A direct consequence of deforestation in the Western Ghats

The Western Ghats have been exposed to excessive human interference for past few years. Though a certain amount of forest was lent for agroforestry in this hot-spot of biological diversity, people have crossed the margin which resulted in irregular rains and floods in the region. In the past few years, south-west of India was prone to floods and landslides though the amount of rain received by these parts is relatively less.

According to environmental activist Dinesh Holla, “the shola grassland that grows in the hills of Western Ghats play a major role in holding the rainwater that flows down the hill. The roots of the grass hold the rainwater and this water is stored in the catchment area. Hence only a limited amount of rainwater joins the river. Since the shola forest is being cut down for different purposes like setting up the power plant, resorts, commercial crop plantation etc the water flows down the hill causing soil erosion and flooding as well. In 2018, Kerala and Madikeri faced major floods due to this.”

“Last year, several parts of Western Ghats suffered forest fire. This became an opportunity for estate owners to extend their land of agroforest. There are even instances where the estate owner sprayed chemicals on the grassland so that they catch fire during summer and they could occupy the reserved forest land. Also, the forest fire burns the seed that would germinate into another tree. Hence the reserved forest area is somehow devastated by the people. Though only certain parts of Western Ghats are allotted for development purpose, a large area of forest has been encroached.”

Shivananda Kalave, a water conversationalist, says, “There are   several endemic plants grown in Western Ghats. In order to make deforestation look convincing to the public, the industrialists claim it as compensatory deforestation. The suitable climate necessary for the growth of the endemic plants is only found in Western Ghats. Hence deforestation is still a damage with or without compensation.” 

“There are several plants in Western Ghats that boost our immunity but people decide to destroy forests under the pretext of development, employment and what not. What kind of unhealthy society are we building by destroying this forest which is beyond price?” he laments. 

In concern with floods, Karve says that the absorption rate of the forest in Western Ghats is 10- 12% rest of water flows down and joins the river. Since the highway has been constructed in between the forest, the water does not have a proper path to flow. Also, after immense clear cutting of the forest, the rate of absorption has declined to 4% which means the amount of rainwater that would be flowing to the river will be unendurable, resulting in floods.

The section 2 of the Forest (Conservation) Act of 1980 states that a prior approval is necessary from the central government before de-reserving the reserved forest. Several parts of Western Ghats also belong to the reserved forest. Also, according to the National Forest Policy 2016, climate change should be given importance in forest management and community management plans. The Ministry of Environment and Forest appointed the Western Ghats ecological expert panel under the chairmanship of Madhav Gadgil. The committee divided the area into three based on their ecological sensitivity. But the report faced great criticism as the people assumed it to be against farmers. Later the Kasturirangan committee was formed to examine the report of the Gadgil committee. However, this report favoured the corporates. As only 37% Western Ghats was considered an ecological sensitive zone and rest of the land is available for development projects. 

Nature has the power to generate as well as destroy. Even after facing the destruction caused by floods, humans have not learnt any lessons from the past. Clear cutting still takes place in Western Ghats, people still go there for road trips and throw plastic. This is just the beginning of karma to human society for the destruction we have caused. Destruction of nature will be nothing but us digging our own grave.

Prime Minister Narendra Modi Tuesday condoled the death of environmentalist Tulsi Gowda and said she will remain a guiding light for environmental conservation.

In a post on X, he said, "Deeply saddened by the passing of Tulsi Gowda Ji, a revered environmentalist from Karnataka and Padma Awardee. She dedicated her life to nurturing nature, planting thousands of saplings, and conserving our environment."

"She will remain a guiding light for environmental conservation. Her work will continue to inspire generations to protect our planet. Condolences to her family and admirers. Om Shanti," he added.

Tulsi Gowda, the renowned environmentalist and Padma Shri awardee known as the "Vruksha Maate" (Mother of Trees), passed away on Monday at her residence in Karnataka’s Honnali village, Ankola Taluk, Uttara Kannada district. She was 86 and had been suffering from age-related ailments.

Hailing from the Halakki tribal community, Tulsi Gowda dedicated over six decades of her life to environmental conservation, planting and nurturing thousands of trees in Ankola and its surroundings.

Her unparalleled knowledge of plants earned her the title "Encyclopaedia of Plants." She was credited with growing lakhs of saplings and was celebrated for her unique approach to nurturing them, ensuring their survival and growth.

Born in 1944 to a tribal family, Tulsi Gowda developed a deep connection with nature at a young age. She began working at a forest department nursery as a daily wage worker and eventually became a symbol of afforestation.

In 2021, Tulsi Gowda was honored with the prestigious Padma Shri, one of India’s highest civilian awards, in recognition of her immense contributions to afforestation and environmental conservation.

She received the award from former President Ram Nath Kovind, a moment that brought her years of silent work into the national spotlight. Additionally, Dharwad Agricultural University conferred upon her an honorary doctorate for her knowledge and contributions to the environment. She also received the Indira Priyadarshini Vriksha Mitra award and numerous other accolades throughout her lifetime.

Udupi: The police have booked a case against the office-bearers of the Social Democratic Party of India (SDPI) for holding 'Chalo Belagavi - Ambedkar Jatha’ without permission and thereby disrupting the movement of vehicles on national highway at Hejmadi.

The SDPI held a jatha on December 10 from 2:30 pm to 3:30 pm. According to the police, the group had unlawfully gathered near the National Highway toll gate in Hejmadi. Despite instructions from the PSI to disperse, they failed to act and disrupted the traffic on the national highway.

The police have booked case against SDPI state secretary Riyaz Kadumbu, leaders Haneef Muloor, Nooruddin Mallaru, Firoz Kanchinadka, Thoufeeq Uchila, Majeed Uchila, Ibrahim Kanchinadka and others under Sections 57, 189(2), 189(3), 281, 285 and 190 of the BNS.

About 75 to 100 people commenced a procession --without obtaining permission -- in cars and two-wheelers shouting slogans. They caused inconvenience to the vehicles moving on the national highway, police said. 

The jatha, which was launched in Udupi on December 10, is expected to cover Dakshina Kannada, Chikkamagaluru, Shivamogga, Davanagere, Haveri, Koppal, Bagalkote, Hubballi, Dharwad and reach Belagavi on December 16.

The Supreme Court on Monday while hearing a petition against the stand of Karnataka High Court's view that shouting 'Jai Sriram' inside a mosque was not an offence, sought the stand of the State of Karnataka in the matter.

A bench of Justices Pankaj Mithal and Sandeep Mehta was hearing the matter.

"Alright, they were shouting a particular religious slogan. How is that an offence?" Justice Mehta asked, as bench posted the matter for January 2025.

The bench asked if the accused persons had been identified. Kamat replied that CCT visuals had been collected and the police identified the accused persons, as recorded in the remand report. The bench asked if merely spotting the accused near the mosque would mean that they shouted the slogans.

"Are you able to identify the actual accused? What material you have brought?" the Court asked. Kamat clarified that he was only representing the complainant (caretaker of the mosque) and it is for the police to conduct the investigation and collect the evidence. The FIR need only give information about the offence and need not be an 'encyclopedia' containing all evidence, he added.

This comes after a petition was filed in the Supreme Court questioning the Karnataka High Court's order of September 13, 2024 which quashed an FIR lodged against two men for raising the 'Jai Shri Ram' slogan within mosque premises.

The high court's single judge bench of Justice M Nagaprasanna had said, "It is ununderstandable as to how if someone shouts 'Jai Shri Ram' it would outrage the religious feeling of any class, when the complainant himself states that Hindu - Muslims are living in harmony in the area".
