Police suspect ISI hand in two rail accidents in Uttar Pradesh

January 18, 2017

Patna/Delhi, Jan 18: Two major train accidents near Kanpur which resulted in deaths of 151 passengers and injuries to 200 others, were carried out on the instructions of Pakistan's external spy agency ISI, according to the Bihar police.

ISI

The ISI hand was exposed following the arrest of three criminals Umashankar Patel, Motilal Paswan and Mukesh Yadav from Motihari on the Indo-Nepal border who were working at the instance of an ISI agent, a Nepalese citizen based in Dubai.

"These criminals were arrested for their involvement in placing a cooker bomb on the railway track near Ghorasahan in the district on October 1 last year. They have confessed to having worked for an ISI agent," district SP Jitender Rana told TOI over phone, adding one of them confessed to his involvement in planting explosives to derail the Indore-Patna Express and Ajmer-Sealdah Express trains near Kanpur last year.

The disclosure marks a new dimension of the subversion carried out by ISI, and has exposed the vulnerability of railways to terrorists. With the case throwing up clear external linkages with conspirators based in Nepal, Pakistan and UAE, the NIA is closely following the investigation by the Bihar police.

"Our team of investigators are in touch with the local police and will examine the disclosures made by the arrested accused. If our preliminary conclusions vet the ISI-link theory, there is a possibility of NIA taking over the investigation," said an NIA official.

Those involved in the plot could have killed many more if they had succeeded in derailing a passenger train by setting off an explosion on a rail track. Also, a major train accident was foiled on January 1 by the railway patrolling staff, who detected that 50 elastic rail clips and three pairs of fishplates were removed and deliberate damage caused by a hacksaw on the track between Kalyanpur and Mandhana stations in the Farrukhabad-Kanpur Anwarganj section.

Railways has already asked CBI to inquire into the incident which happened a day before Prime Minister Narendra Modi was scheduled to address a political rally in Lucknow.

"Fortunately, the bomb at Ghorasahan was detected with the help of villagers and defused," Rana said about the attempt by the trio to cause an accident in East Champaran district of Bihar on October 1 last year.

Passengers of the Indore-Patna Express were not so lucky. At least 151 were killed when the train flew off the track on November 21 last year. Just over a month later, more than 50 people were injured when Ajmer-Sealdah Express derailed, again near Kanpur, on December 28.

Rana said the trio had received around Rs 3 lakh till now from Brij Kishore Giri for engineering train accidents. Brij is a Nepali citizen. He along with Shambhu Giri and Mujahir Ansari was arrested by Nepal police recently. "The Nepal police have shared vital information with us regarding their ISI links," Rana said, adding that the state ATS (anti-terrorism squad) and other security agencies have been informed about their confession. RPF is also in touch with the Bihar police and is coordinating efforts to reach the bottom of the conspiracy.

Rana said Motilal was earlier a Maoist operating in Adapur block of East Champaran district. "Umashankar has at least four criminals cases against him while 12 cases are lodged against Motilal and Mukesh," the SP said, adding investigations were on to gather information on the main handler of the gang.

Police officials are verifying if Motilal was the area commander of an extremist group, an assumption which if proved correct, will suggest that concerns over ISI enlisting local disaffected groups may have come true.

Sources said Motilal told police he had planted explosives on the tracks near Kanpur for derailing the two trains. "Brij had received funds from Dubai for the purpose. Brij had promised flats, vehicles and finances to produce a Bhojpuri movie to the trio arrested from Motihari," said a police officer involved in the interrogation.

Police have now launched a manhunt for two others, identified as Gajendra Sharma and Rakesh Yadav, who are said to be hiding in East Champaran, the sources said.

Incidentally, Indian Mujahideen chief Yasin Bhatkal was arrested from Raxaul in East Champaran district in August 2013.

New Delhi: In a big blow to Brij Bhushan Sharan Singh, a Delhi court has ordered the framing of charges against the former Wrestling Federation of India chief in the sexual harassment allegations levelled by women wrestlers. The court has said there is sufficient evidence on record to do so, and the trial against him can now begin.

Friday's order by the Rouse Avenue court comes days after the BJP decided not to repeat Mr Singh, who is the party MP from Uttar Pradesh's Kaiserganj, as the candidate from the constituency and decided to field his son Karan Bhushan Singh instead.

The court has ordered the framing of charges under Indian Penal Code sections Ordered to frame charges against Brij Bhushan under sections 354 (outraging a woman's modesty), 354-A (sexual harassment) and 506 (criminal intimidation). The Delhi Police had filed a chargesheet against under these sections and one additional section - 354D (stalking) - on June 15 last year.

Charges should also be framed against the former assistant secretary of the Federation, Vinod Tomar, under Section 506, the court said.

Additional Chief Metropolitan Magistrate Priyanka Rajpoot said the charges will be framed against Mr Singh for sexually harassing five wrestlers and that he stands discharged in the allegations levelled by the sixth.

The six-time MP has been at the centre of a huge political storm since last year, when sexual harassment charges were levelled against him and protesters had hit the streets led by Olympic medallists Sakshee Malikkh and Bajrang Punia, as well as Commonwealth Games and Asian Games medallist Vinesh Phogat.

Maharashtra Leader of Opposition Vijay Namdevrao Wadettiwar waded into controversy after he alleged that an RSS-affiliated cop, and not terrorist Ajmal Kasab, killed former state anti-terrorism squad (ATS) chief Hemant Karkare during the 26/11 Mumbai terror attack.

In a video statement released on Saturday, the Congress leader alleged that the bullet that killed IPS officer Hemant Karkare did not come from the gun of Ajmal Kasab or any of the other nine Pakistani terrorists involved in the attacks.

Instead, he claimed it came from the weapon of a police officer allegedly "dedicated to" the Rashtriya Swayamsevak Sangh (RSS).

Wadettiwar also accused Ujjwal Nikam, the special public prosecutor in the case and a BJP Lok Sabha candidate from Mumbai North Central, of suppressing this information, labeling him a "traitor."

He questioned the BJP's decision to nominate Nikam for the Lok Sabha polls, accusing the party of protecting traitors.

“During the probe, key information was out. However, it was suppressed by Ujjwal Nikam, who is a traitor. My question is, why is BJP protecting a traitor and nominating such a person for Lok Sabha polls? By doing this, BJP is protecting traitors," Wadettiwar alleged, Times of India reported.

These allegations drew strong responses from Nikam and Deputy Chief Minister Devendra Fadnavis.

Nikam condemned Wadettiwar's statement as "baseless and irresponsible," expressing pain at the doubts raised over his integrity.

He emphasized the legal steps taken to convict Kasab, calling Wadettiwar's remarks an insult to the victims of the 26/11 attacks.

“What a reckless statement is being made. I am pained by such baseless allegations, raising doubts over my integrity. It clearly reflects the level of electoral politics. I never thought politicians will stoop to such low levels. For political gain? He (Wadettiwar) is insulting not me, but the 166 departed souls and all persons injured in the 26/11 attacks," Nikam said.

He added, “They (Congress) hold Kasab as innocent. Even Pakistan had accepted that Kasab was involved in the conspiracy and in the terror attack on India and was guilty".

He said Indians very well know the legal steps he had taken to ensure Kasab’s conviction.

Nikam said citizens of the nation would on 4 June, the day of results for Lok Sabha polls, give their reply to such allegations, adding he wished not to dignify the “desperate disinformation” with a further response.

Meanwhile, BJP leader and Deputy CM Fadnavis said, “Our alliance is with Nikam, while Congress has joined hands with Kasab".

Shiv Sena spokesperson Kiran Pawaskar said NIA should arrest Wadettiwar and ask him why he was defending Kasab.

Pawaskar criticized the Congress for allegedly supporting terrorists and expressed surprise at the silence of Shiv Sena chief Uddhav Thackeray on the matter.

“From Wadettiwar’s statement, it appears Congress is supporting terrorists who attacked Mumbai. More shocking is the fact that Sena (UBT) chief Uddhav Thackeray has maintained silence over the episode,” he said.

New Delhi: In fresh claim, Prime Minister Narendra Modi on Friday said that his government sent an envoy to Israel urging them to stop the airstrike in Gaza during Ramadan. He said that he urged Israel to maintain peace rather than engage in combat during the holy month.

In an interview with Aaj Tak, PM Modi said that his envoy told Israel they should not bomb Gaza, at least during the auspicious month of Ramadan.

"During the month of Ramadan, I sent my special envoy to Israel to meet and explain to Prime Minister (Benjamin Netanyahu) that he should not carry out bombings in Gaza during Ramadan. They made every effort to follow it, but in the end, there was a fight for 2-3 days," he said.

The Prime Minister said that he does not publicise such things even though people in India keep "cornering him on the Muslims issue".

PM Modi said that some other countries also tried to speak to Israel to halt the bombings and may have also achieved results.

"They may have got the results too. I also tried," he said.

During the interview, PM Modi also said that he made standalone visits to both Israel and Palestine, unlike earlier governments which used to display token secularism.

"There was a fashion earlier that if one has to go to Israel, a visit to Palestine is a must. Do secularism and come back. But I refused to do it," he said.

The Prime Minister also recounted an episode when he needed to travel to Palestine via Jordan.

"When the President of Jordan, who is a direct descendent of Prophet Muhammad, came to know that I am going to Palestine over (the airspace of Jordan), he told me 'Modi ji, you cannot go like this. You are my guest and will use my helicopter'," Modi claimed.

Describing the unique amalgamation of circumstances, he continued, "I went to his home for dinner, but the helicopter was of Jordan, the destination was Palestine, and I was escorted by Israeli flight attendants. All three are different but for Modi, all came together in the sky."
