Loan waiver to be met completely in second budget: HDK

Bengaluru, Jan 13: Karnataka Chief Minister H D Kumaraswamy has announced that he will fulfill his Rs 46,000-crore loan waiver commitment made to farmers "completely" in the Congress-JDS coalition government's second budget that he is scheduled to present on February 8.

The farm loan waiver scheme would be implemented in one stroke with required allocation in the budget instead of completing the process in four stages as was planned earlier, he said, as he took on the state and national BJP leadership for their relentless attack on him on the issue.

Kumaraswamy has come in the line of fire of BJP leadership, including Prime Minister Narendra Modi, who has been mocking the scheme, saying it had only offered a "lollipop" for an insignificant number of farmers.

The JDS leader was also critical of Union Home Minister Rajnath Singh for his reported comment at the BJP National Convention meet in New Delhi on Friday that the state government had promised waiver but was issuing notice to farmers for loan recovery.

Kumaraswamy said notices were being issued by nationalised banks that come under the central government.

"This shows the mean mentality of BJP leaders. This shows how lightly they have taken the issue of solving farmers' worries."

"...February 8. I will present a new budget of 2019-20. We have announced as a cabinet decision that loan waiver will be in four stages, we will not take it to four stages," Kumaraswamy told PTI in an interview.

"We are working out on that. In the coming budget I will be clearing the complete loan waiver. I will not take four years. I want to bring it to the notice of central BJP leaders -- it is not lollipop," he said.

Kumaraswamy asserted that it would be done without violating the fiscal responsibility.

"If an elected government makes up its mind, without violating fiscal responsibility, how it can succeed in implementing its programmes and commitment...I am going to prove it," he said.

"...Without violating fiscal responsibility Act… I'm clearing it completely with allocation for it. In the next financial year, the money that will be released will clear the Rs 46,000 crore loan waiver commitment made," he added.

Seeking to implement a key poll promise of the JDS, the Kumaraswamy government had announced over Rs 46,000-crore loan waiver scheme in July. But it has been bogged down by several issues, particularly relating to nationalised banks.

While defending the time taken in implementing loan waiver, the chief minister said, the state's scheme would become a model for other states in the days to come.

"Today in front of me is Rs 46,000 crore farm loan from nationalized and cooperative banks. I have created a separate cell for this and have appointed an IAS officer to work on this for 24 hours. CMO- my office is monitoring it every day. Our officials are working effectively so that the loan waiver reaches our farmers," he said.

He said guidelines for implementation of farm loan waiver scheme by his government would become a model for any government in future that decides to waive loans.

Noting that till January 11, loan waiver has reached 1,70,000 farmers for which about Rs 900 crore money has been released, he highlighted that in the budget presented in July after coming to power, Rs 9,000 crore was already allocated for loan waiver in the first year.

"By January 31, about Rs 11-12 lakh farmers will get the loan waive benefit," he said, as he pointed out there was much longer delay by various state governments in the past, while it was just seven months since he is in power.

"UPA government had announced about Rs 70,000 crore loan waiver, you can crosscheck how long it took for the money to reach. Many states which came to power before me and announced waiver like -- Uttar Pradesh, Maharashtra, Andhra Pradesh- you can check how much money has gone till now. It's been seven months for me," he added.

Noting that discussions were on with nationalised banks, and the government was expecting to get some relaxation in the backdrop of one-time settlement plan, he said, out of Rs 9,500 crore loan waiver details of cooperative banks that the state has, some of them were bogus claims.

"With the guidelines that we have, where certain documents need to be submitted, those misusing will be eliminated," he said.

Kumaraswamy said that implementation of farm loan waiver scheme was his "biggest achievement" so far, while highlighting the difficulties in a coalition setup.

Explaining the situation he was in when he assumed office, he said he had to continue implementation of programmes of the previous Siddaramaiah government and face BJP criticism that he had not waived loan within 24 hours of coming to power as promised in the JDS manifesto.

Listing out programmes under implementation like "Badavara Bandhu", a scheme to disburse interest-free loans to street vendors and small traders, and the Israel model of farming, Kumaraswamy said, "I have other plans too for the next budget."

Madikeri: A 15-year-old was bludgeoned to death and the accused fled with her severed head at Mutlu village in Somwarpet of Kodagu district on Thursday late night, hours after her SSLC examination result was declared.  

The victim has been identified as US Meena, a 10th grade student of Surlabbi High School. She had passed the SSLC examination and her school attained 100% results. 

However, she was brutally murdered by accused Prakash (32), a resident of the village. The police have launched a search operation to find the suspect, said Kodagu SP K Ramarajan 

It is said that the minor girl's engagement with the suspect was thwarted by officials from Women and Child Development department on May 9, and later officials had even convinced her parents of not to marry the minor girl.

However, the suspect barged into her house in the night and allegedly kidnapped her. Later, he took her to an area near the periphery of the forest and murdered her after which he fled with her severed head.

Victim's mother too has suffered injuries and is admitted to a hospital for treatment. The reason for the murder will be known after the probing officials have inquired the victim's mother, said the SP.

Bengaluru, May 18: JD(S) patriarch HD Deve Gowda, who turned 92 on Saturday, broke his silence on the sexual abuse charges leveled against his grandson and MP Prajwal Revanna. He stated that he has no objection to the action taken against him if found guilty. However, he mentioned that the cases against his son, JD(S) MLA HD Revanna, who is facing charges of sexual harassment and kidnapping of a woman, were 'created'. He refrained from further commenting as the matter is sub judice.

Recently, Gowda announced his decision not to celebrate his birthday and requested well-wishers and party workers to wish him from wherever they are.

"... I don't want to comment on things that are going on in the court regarding Revanna. Prajwal Revanna has gone abroad. Regarding that, Kumaraswamy (Gowda's other son and state JD(S) chief) has, on behalf of our family, said it is the duty of the government to take action in accordance with the law of the land," Gowda said.

Addressing reporters, the former PM said, "There are several people connected to these sexual abuse cases. I don't want to mention anyone's names. Kumaraswamy has stated that those involved in this matter should face action, and the affected women should get justice and compensation."

"There is no objection from us to taking action against Prajwal. But people have come to know the facts about the allegations made against Revanna, how the case has been created. In one case, he has been granted bail, and in another case, the judgment is expected day after tomorrow... I don't want to comment on it," he said, concurring with Kumaraswamy's statement that if found guilty, no one should be spared.

Prajwal (33) is facing charges of multiple instances of sexually abusing women. The scandal has sparked a political storm with the ruling Congress and BJP-JD(S) engaged in a slugfest.

Prajwal reportedly left for Germany on April 27 and is still at large. An Interpol Blue Corner Notice has been issued against him in an effort to bring him back.

He was the BJP-JD(S) alliance's joint candidate from the Hassan Lok Sabha segment, which went to polls on April 26.

Meanwhile, Gowda's 66-year-old son, Revanna, a former Minister, has been granted interim anticipatory bail from a court here in a sexual harassment case in which his son Prajwal is also an accused.

Asked whether there was a conspiracy to defame and politically scuttle his family, Gowda said, "It is true... considering all that has happened, several people are involved. I won't mention names. Kumaraswamy will address what action needs to be taken."

Responding to a query on BJP leader and advocate G Devaraje Gowda's allegations that Deputy Chief Minister DK Shivakumar is behind the circulation of a pen drive containing explicit videos involving Prajwal Revanna, Gowda said Kumaraswamy will respond to all of this.

"We have seen in the media what Devaraje Gowda has said. Kumaraswamy, as the party's state President, has been actively responding to all this. He will speak. I won't at this point. I had campaigned for the Lok Sabha polls. On June 4, after the Lok Sabha poll results are announced, I will meet with you (media)," he added.

Gowda also appealed to media persons campaigning near his house to end it. "I also appeal to your owners."

Several women, believed to be victims of Prajwal Revanna, have left their homes in Karnataka's Hassan district over the last ten days, according to media reports.

These departures reportedly come amid fear and stigma after their identities became public due to the circulating video clips showing the women who were allegedly sexually assaulted by Prajwal Revanna.

"The entire district is in H D Revanna’s control. You speak ill about them and chances are high that it will reach them, because the family and the party have a large following," a shopkeeper in Hagare - 20 km from Hassan – was quoted as saying by the news paper. 

Hassan is the bastion of the JD(S) supremo Deve Gowda, and Prajwal, his grandson, is the sitting MP.

The family of the woman whose complaint was the basis of the first FIR against Prajwal has now left their home, the publication reported, citing a neighbour who said, "The woman worked at Revanna’s house as a house help. Some of her videos started to circulate and then, her house was seen locked. We don’t know when she left."

Notably, a former Zilla Panchayat member has also filed a rape case against Prajwal, and in that village many women who worked for the party formerly are now incommunicado, a JD(S) leader told the publication. "We noticed many of the party women deleting their photos with Prajwal on social media. In some instances, men are questioning their wives about their association with the MP. It is shattering the lives of many women in the district," he said.

The local leader added that the former Zilla Panchayat member was there on April 24, but no one had seen the family since the videos came out.

The case is currently being probed by an SIT team and when they reached the Revanna residence, party workers were reportedly heard talking about the women. "I know this woman, she lived close to our residence and was very active in JD(S) activities. Her house is locked… she has small children," one said, as per IE.

Another shopkeeper added, "It was really wrong to reveal the faces of the women. I know some of them, and they have gone into hiding. We don’t know whether they can return."

He noted that it is impossible to survive in Hassan while fighting a case against the Revanna family.

While Prajwal's father, H D Revanna is in SIT custody, a Blue Corner notice has been issued against the sitting MP.
