Bahrain’s long-serving PM Khalifa bin Salman Al Khalifa, 84, passes away

Manama, Nov 11: Bahrain’s long-serving Prime Minister Sheikh Khalifa bin Salman Al Khalifa has died, the state media reported. He was 84.

“The Royal Court mourns His Royal Highness … who passed away this morning at Mayo Clinic Hospital in the United States of America,” the Bahrain News Agency said on Wednesday, without elaborating.

The Gulf state’s King Sheikh Hamad bin Isa Al Khalifa announced official mourning for a week during which flags will be flown at half-mast, the agency said.

The burial ceremony will take place upon the repatriation of his body and the funeral will be limited to a specific number of relatives, it said.

Sheikh Khalifa was one of the world’s longest-serving prime ministers who led his island nation’s government for decades and survived the 2011 Arab Spring protests that demanded his removal over corruption allegations.

His stern response to the pro-democracy protests and criticism of similar unrest across the Arab world underlined what for many was the defining characteristic of his career, namely a stalwart defence of dynastic rule. The Al Khalifa family has ruled Bahrain since 1783.

In August, Sheikh Khalifa left the kingdom for what official media called at the time “a private visit abroad”. Earlier this year, he spent time in Germany for unspecified medical treatment, returning to Bahrain in March.

Bahrain, a staunch ally of neighbouring Saudi Arabia and the United States, is also the home base of the US Navy’s Fifth Fleet.

Controversial figure

Sheikh Khalifa’s power and wealth could be seen everywhere in Bahrain. His official portrait hung for decades on walls alongside the country’s ruler.

He had his own private island where he met foreign dignitaries, complete with a marina and a park that had peacocks and gazelle roam its grounds.

“Khalifa bin Salman represented the old guard in more ways than just age and seniority,” said Kristin Smith Diwan, a senior resident scholar at the Washington-based Arab Gulf States Institute.

“He represented an old social understanding rooted in royal privilege and expressed through personal patronage.”

The son of Bahrain’s former ruler, Sheikh Salman bin Hamad Al Khalifa, who ruled from 1942 to 1961, Sheikh Khalifa learned governance at his father’s side as the island remained a British protectorate.

His brother, Sheikh Isa bin Salman Al Khalifa, took power in 1961 and served as monarch when Bahrain gained its independence from Britain in 1971. Under an informal arrangement, Sheikh Isa handled the island’s diplomacy and ceremonial duties while Sheikh Khalifa ran the government and economy.

The years that followed saw Bahrain develop rapidly as it sought to move beyond its dependence on dwindling oil reserves. Manama at that time served as what Dubai in the United Arab Emirates ultimately became, a regional financial, service and tourism hub.

The opening of the King Fahd Causeway in 1986 gave the island nation its first land link with its rich and powerful neighbour, Saudi Arabia, and offered an escape for Westerners in the kingdom who wanted to enjoy Bahrain’s alcohol-soaked nightclubs and beaches.

But Sheikh Khalifa increasingly saw his name entangled in corruption allegations, such as a major foreign corruption practices case against aluminium producer Alcoa over using a London-based middleman to facilitate bribes for Bahraini officials. Alcoa agreed to pay $384m in fines to the US government to settle the case in 2014.

The US embassy in Manama similarly had its own suspicions about Sheikh Khalifa, writing in cables that the prince had “off-the-books access to income from the state-owned enterprises” such as the Bahrain Petroleum Co and Aluminium Bahrain, the country’s aluminium producer.

“I believe that Shaikh Khalifa is not wholly a negative influence,” wrote former US Ambassador Ronald E Neumann in 2004 in a cable released by WikiLeaks. “While certainly corrupt, he has built much of modern Bahrain.”

Those corruption allegations fuelled discontent, particularly among Bahrain’s Shia majority. In February 2011, protesters inspired by the Arab Spring demonstrations across the Middle East filled the streets and occupied the capital Manama’s Pearl Roundabout to demand political reforms and a greater say in the country’s future.

While some called for a constitutional monarchy, many others pressed for the removal of the long-ruling prime minister and other members of the Sunni royal family altogether, including King Hamad bin Isa Al Khalifa.

At one point during the height of the unrest in March 2011, thousands of protesters besieged the prime minister’s office while officials met inside, demanding Sheikh Khalifa step down.

Protesters also took to waving one Bahraini dinar notes over allegations the prime minister bought the land on which Bahrain’s Financial Harbour development sits for just a single dinar.

Bahraini officials soon crushed the protests with the backing of troops from neighbouring Saudi Arabia and the UAE. Low-level unrest continued in the years that followed, with Shia protesters frequently clashing with riot police.

In recent years, Sheikh Khalifa’s influence waned as he faced unexplained health problems.

Iran’s Islamic Revolution Guards Corps (IRGC) has killed or captured 69 terrorists linked to the Israeli spy agency Mossad during a major counterterrorism drill in the country's southeast, its spokesman says.  

General Ahmad Shafaei, the spokesman for the “Martyrs of Security” drill, said Friday that a total of 23 terrorists have been killed and another 46 arrested in various clean-up operations ever since the IRGC Ground Force launched it in the Sistan and Baluchestan province on November 1.

Seven terrorists have also turned themselves in during the period.

“The undeniable fact about terrorists is that they rely on arrogant powers, particularly the intelligence service of the wicked and vicious Zionist regime," Shafaei said.

“Unfortunately, weapons and munitions at terrorists’ disposal are among the most sophisticated ones in the world. This accounts for their heavy dependence.” 

The official stated that several members of the disbanded terror teams were non-Iranian nationals, who had been hired by foreign intelligence agencies to carry out acts of sabotage and terror inside Iran.

In a most recent operation, six terrorists were arrested and four others were eliminated, three of whom were non-Iranians, he added. 

On October 26, ten members of Iran's law enforcement forces were killed in a terrorist attack in the Gohar Kuh district of Taftan in the Sistan and Baluchestan province.

The so-called Jaish al-Adl terrorist group claimed responsibility for the assault, which was one of the deadliest in the province in recent months.

The group has carried out numerous terrorist attacks in Iran, primarily in Sistan and Baluchestan.

Its tactics include the abduction of border guards as well as targeting civilians and police stations within the province to incite chaos and disorder.

In January, Iran launched a military operation during which the headquarters of the Pakistan-based terrorist group was targeted in missile strikes, destroying its infrastructure.

Bengaluru: In a boost to the ruling Congress in Karnataka, the party on Saturday swept the by-polls to three Assembly segments, causing a major setback to the BJP-JD(S) alliance in the state.

The Congress has retained Sandur, the seat considered to be its strong hold, and has also bagged Shiggaon and Channapatna segments, which were earlier held by BJP and JD(S) respectively.

The November 13 by-polls to Sandur, Shiggaon and Channapatna Assembly segments had witnessed a fierce fight between the ruling Congress and a combative BJP-JD(S) alliance.

The by-polls to Sandur, Shiggaon and Channapatna were necessitated as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister Kumaraswamy of JD(S) to Lok Sabha in May elections.

The by-polls witnessed a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance took on the grand old party.

Congress' C P Yogeeshwara won the Channapatna segment, defeating JD(S) candidate and Kumaraswamy's son Nikhil Kumaraswamy, by a margin of 25,413 votes.

Former CM Basavaraj Bommai's son Bharath Bommai of BJP faced defeat against Congress' Yasir Ahmed Khan Pathan in Shiggaon Assembly segment by a margin of 13,448 votes.

In Sandur, Congress candidate E Annapoorna, the wife of Bellary MP E Tukaram, won the seat vacated by her husband, by a margin of 9,649 votes.

Congress' win in the by-poll is seen as an endorsement of both Chief Minister Siddaramaiah and his deputy D K Shivakumar's leadership, and the government's programmes, especially the five guarantee schemes.

Nikhil Kumaraswamy and Bharath Bommai, the third generation of Gowda and Bommai family respectively, who contested this bypolls, have lost. Their fathers and grandfathers had served as Karnataka's Chief Ministers in the past.

While for Bharath Bommai this was his electoral debut, for Nikhil it was his third electoral loss.

Among the three segments, Channapatna was considered to be a high profile battle, where the contest was between C P Yogeeshwara and actor-turned-politician Nikhil Kumaraswamy.

A five-time MLA from the segment and a former Minister, Yogeeshwara had joined the Congress after quitting BJP ahead of nomination.

There were plans to field Yogeeshwara on a JD(S) ticket, but he was not interested in it, and instead wanted Kumaraswamy to support him as BJP candidate. This was not acceptable to Kumaraswamy and his party, following which Yogeeshwara jumped ship.

However, Kumaraswamy had subsequently said he had agreed to Yogeeshwara contesting from BJP, and despite that he jumped ship to Congress, under the influence of Deputy Chief Minister D K Shivakumar and his brother and former MP D K Suresh.

Nikhil had faced defeat in 2019 Lok Sabha and 2023 Assembly polls. It is seen as a setback for Kumaraswamy too, as he could not ensure son's win from the Channapatna, the seat he had twice represented in the past.

Congress' win is crucial for Shivakumar, who is also the state Congress chief and his brother Suresh to strengthen their position in their home district of Ramanagara, a Vokkaliga heartland.

In Shiggaon, BJP's Bharath Bommai, son of Basavaraj Bommai lost against Congress' Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls.

Initially, former MLA Syed Azeempeer Khadri, a Congress' ticket aspirant, had raised a banner of revolt in Shiggaon, by filing his nomination as an independent, but later withdrew after intervention by party leadership.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress won from the seat vacated by her husband, against BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Sandur is a Congress' bastion, and Tukaram had represented it four times.

Congress winning the by-polls is seen as "crucial" for Chief Minister Siddaramaiah to assert himself , amid demands for his resignation following charges against him in the MUDA site allotment case.

There were also behind-the-scenes political activities within the ruling Congress earlier this year, with a few ministers in his Cabinet holding closed door meetings, fueling speculation about leadership change. But such activities came to a halt following instructions from the party high command.

It is equally important for Shivakumar, who has not shied away from openly expressing his Chief Ministerial ambitions, amid speculations over "rotational Chief Minister formula," according to which he will become CM after two-and-half years (in this govt's five years tenure), but they have not been officially confirmed by the party.

The defeat in this by-poll is seen as a setback for state BJP President Vijayendra, who has been facing intense criticism and opposition from a section within the party, who have raised a banner of revolt against his leadership accusing him and his father, veteran leader B S Yediyurappa of "adjustment politics".

Udupi, Nov 11: The Karkala town police in Udupi have arrested Krishna Naik, the sculptor responsible for installing a 33-foot Parashurama statue at Umikkal Hill in Bailur, Karkala taluk. 

Naik, the owner of Krish Art World and a resident of Bengaluru's Visvesvaraya Layout, was apprehended in Mahe, part of the Union Territory of Puducherry, for allegedly substituting a look-alike statue in place of a genuine bronze figure at the Parashurama Theme Park in Karkala.

Udupi Superintendent of Police Dr. Arun K confirmed the arrest, stating that Naik faces charges under Sections 420 (cheating) and 409 (criminal breach of trust) of the Indian Penal Code. 

This legal action followed a complaint lodged in June by Krishna Shetty, a resident of Nallur village, Karkala. Shetty claimed that Naik had received a payment of ₹1,25,50,000 from Udupi Nirmithi Kendra for the installation of a bronze Parashurama statue. However, Naik allegedly deceived the government by installing a replica instead.

The statue was unveiled on January 27, 2023, by then Chief Minister Basavaraj Bommai. Current Chief Minister Siddaramaiah has since ordered a CID investigation to probe deeper into the alleged fraud surrounding the statue's installation at the theme park.
