Karnataka govt orders uniform dress code in all schools, colleges to curb hijab

Bengaluru, Feb 5: In the wake of controversy over sudden banishment of hijab-clad girls in a couple educational institutions in Udupi district, the government of Karnataka ordered the mandatory wearing of uniform approved by the state government on school and college campuses. 

The state government referring to judgements of various High Courts, instructed that kids at government schools, colleges must wear uniforms approved by the state government and in private institutions, the uniform approved by the management.

The state government had announced on Friday that it will neither support the hijab nor does it favour the wearing of the saffron robe by the students. However, with the controversy gaining momentum in other districts and drawing the attention of the entire country, the Primary and Secondary Education Department on Saturday issued a formal order mandating a uniform dress code approved by the state government in all government schools and colleges.

While it is mandatory for the government schools kids to wear uniforms approved by the government, the students at private colleges shall wear the uniform approved by the management. Similarly, students in all PU Colleges must wear the uniform approved by the College Development Council (CDC). In case if there is no rule on the uniform, the students must wear those dress that goes well with the idea of equality and unity without affecting the law and order of the region.

Referring to multiple judgements by various High Courts including Mumbai, Kerala and other states, the government order said, "Compelling a student to remove the headscarf on school campus does not amount to a violation under the Article 25 of the Indian Constitution. Also, reviewing the various provisions under the Karnataka Education Act 1983, the state government has the right to decide on the uniform in schools and colleges. As per the sub-clause 2 under section 133 of the Education Act 1983, it is mandatory for students of the government colleges to wear uniform approved by the state government."

6The state government also noted in its order, "The government is holding programmes at various schools, colleges to facilitate uniform learning among students. However, with a few students in some of the institutions arguing to continue with their religious traditions is coming on the way of unity and equality. But the Supreme Court and several High Courts have upheld the uniform dress code over the individual dress code."

If such rules are implemented then it will create problem for all communities specially for Hindus. Concentrate on education rather than traditions. Saffron shawl is basically a political party's identity rather than religious, but still we have no objection.

Bengaluru: In response to the rising number of Caesarean deliveries in Karnataka, Minister for Health and Family Welfare, Dinesh Gundu Rao, announced on Monday that the state government would introduce a dedicated programme next month to address this issue.

Replying to MLC Jagadev Guthedar's question in the Legislative Council, the minister revealed that Caesarean deliveries now account for 46% of total births in the state. He noted that private hospitals conduct 61% of these procedures, while government hospitals perform 36%.

The minister emphasized the necessity of preventing unnecessary Caesarean deliveries. He highlighted that some private hospitals perform Caesarean sections in 80% to 90% of cases primarily for financial gain, finding it easier compared to normal deliveries. To counteract this, the Health Department plans to launch a separate programme in January aimed at reducing such procedures.

Gundu Rao underscored the importance of mentally preparing pregnant women for normal deliveries. "We are already conducting an audit of Caesarean deliveries at every hospital to understand the necessity and rationale behind the doctors' decisions," he added.

Additionally, the minister mentioned the government's intention to provide round-the-clock maternity services at taluk hospitals to further discourage unnecessary Caesarean deliveries.

Regarding foeticide cases, the minister informed the House that in 2023-24 and 2024-25, 45 individuals were arrested for violating the Pre-conception and Pre-natal Diagnostic Techniques Act. Cases were registered in Belagavi, Kolar, Mandya, and Bengaluru Rural.

Prime Minister Narendra Modi was on Sunday awarded Kuwait's highest honour ‘The Order of Mubarak Al Kabeer’. It is the 20th international award bestowed upon him by a country.

‘The Order of Mubarak Al Kabeer’ is a knighthood order of Kuwait. It is awarded to Heads of State and foreign Sovereigns and members of foreign royal families in sign of friendship.

“I am honoured to be conferred the Mubarak Al-Kabeer Order by His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al Sabah. I dedicate this honour to the people of India and to the strong friendship between India and Kuwait,” PM Modi posted on X.

It has been previously awarded to foreign leaders like Bill Clinton, Prince Charles and George Bush.

Last month, PM Modi was conferred with the highest national award of Guyana, 'The Order of Excellence' during his visit to nation.

“I express my heartfelt gratitude to my friend President Irfaan Ali for conferring upon me Guyana's highest award. This is a living proof of your deep commitment to our relations which will continue to inspire us to move forward in every field,” PM Modi had said.

The prime minister was also conferred the "Dominica Award of Honour" by President Sylvanie Burton of Dominica.

"Honoured to be conferred with highest national award by Dominica. I dedicate it to the 140 crore people of India," Modi said in a post on X.

Guard of Honour 

The prime minister received a grand ceremonial welcome in Kuwait during his state visit to the Gulf nation. He was accorded a ceremonial guard of honour at the Bayan Palace, Kuwait. The Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al Sabah also present during the ceremony.

The details of the meeting were also shared by the Spokesperson of the Ministry of External Affairs on X. "A special welcome on historic visit! PM @narendramodi arrives at the Bayan Palace in Kuwait to a ceremonial welcome and Guard of Honour. Warmly received by HH Sheikh Ahmed Abdullah Al-Ahmed Al-Sabah, PM of Kuwait. Extensive talks with HH the Amir, Crown Prince and PM of Kuwait lie ahead."

The Supreme Court on Monday while hearing a petition against the stand of Karnataka High Court's view that shouting 'Jai Sriram' inside a mosque was not an offence, sought the stand of the State of Karnataka in the matter.

A bench of Justices Pankaj Mithal and Sandeep Mehta was hearing the matter.

"Alright, they were shouting a particular religious slogan. How is that an offence?" Justice Mehta asked, as bench posted the matter for January 2025.

The bench asked if the accused persons had been identified. Kamat replied that CCT visuals had been collected and the police identified the accused persons, as recorded in the remand report. The bench asked if merely spotting the accused near the mosque would mean that they shouted the slogans.

"Are you able to identify the actual accused? What material you have brought?" the Court asked. Kamat clarified that he was only representing the complainant (caretaker of the mosque) and it is for the police to conduct the investigation and collect the evidence. The FIR need only give information about the offence and need not be an 'encyclopedia' containing all evidence, he added.

This comes after a petition was filed in the Supreme Court questioning the Karnataka High Court's order of September 13, 2024 which quashed an FIR lodged against two men for raising the 'Jai Shri Ram' slogan within mosque premises.

The high court's single judge bench of Justice M Nagaprasanna had said, "It is ununderstandable as to how if someone shouts 'Jai Shri Ram' it would outrage the religious feeling of any class, when the complainant himself states that Hindu - Muslims are living in harmony in the area".
