Facebook confirms data sharing with Chinese companies, including Huawei and Oppo

Washington, Jun 6: Facebook Inc said Tuesday it has data sharing partnerships with at least four Chinese companies including Huawei, the world`s third largest smartphone maker, which has come under scrutiny from US intelligence agencies on security concerns.

The social media company said Huawei, computer maker Lenovo Group, and smartphone makers OPPO and TCL Corp were among about 60 companies worldwide that received access to some user data after they signed contracts to re-create Facebook-like experiences for their users.

Members of Congress raised concerns after The New York Times reported on the practice on Sunday, saying that data of users` friends could have been accessed without their explicit consent. Facebook denied that and said the data access was to allow its users to access account features on mobile devices.

More than half of the partnerships have already been wound down, Facebook said. It said on Tuesday it would end the Huawei agreement later this week. It is ending the other three partnerships with Chinese firms as well.

Chinese telecommunications companies have come under scrutiny from US intelligence officials who argue they provide an opportunity for foreign espionage and threaten critical US infrastructure, something the Chinese have consistently denied.

Senator Mark Warner, vice chairman of the Intelligence Committee, who asked Facebook if Huawei was among the companies that received user data, said in a statement that the House of Representatives Intelligence Committee had raised concerns about Huawei dating back in 2012.

"The news that Facebook provided privileged access to Facebook’s API to Chinese device makers like Huawei and TCL raises legitimate concerns, and I look forward to learning more about how Facebook ensured that information about their users was not sent to Chinese servers," Warner said.

API, or application program interface, essentially specifies how software components should interact.

A Facebook executive said the company had carefully managed the access it gave to the Chinese companies.

"Facebook along with many other U.S. tech companies have worked with them and other Chinese manufacturers to integrate their services onto these phones," Francisco Varela, vice president of mobile partnerships for Facebook, said in a statement. "Facebook`s integrations with Huawei, Lenovo, OPPO and TCL were controlled from the get-go — and we approved the Facebook experiences these companies built."

Varela added that "given the interest from Congress, we wanted to make clear that all the information from these integrations with Huawei was stored on the device, not on Huawei`s servers."

RESPONSE DEMANDED FROM ZUCKERBERG

Earlier on Tuesday, the Senate Commerce Committee demanded that Facebook`s chief executive officer, Mark Zuckerberg, respond to a report that user data was shared with at least 60 device manufacturers, weeks after the social media company said it would change its practices after a political firm got access to data from millions of users.

Senators John Thune, the committee`s Republican chairman, and Bill Nelson, the ranking Democrat, on Tuesday wrote to Zuckerberg after The New York Times reported that manufacturers were able to access data of users` friends even if the friends denied permission to share the information with third parties.

In April, the Federal Communications Commission proposed new rules that would bar purchases by government programs from companies that it says pose a security threat to U.S. telecoms networks, a move aimed at Huawei and ZTE Corp, China’s No. 2 telecommunications equipment maker.

The Pentagon in May ordered retail outlets on U.S. military bases to stop selling Huawei and ZTE phones, citing potential security risks.

ZTE was not among the firms that received access to Facebook data, but it has been the subject of U.S. national security concerns.

The letter asks if Facebook audited partnerships with the device manufacturers under a 2011 consent order with the Federal Trade Commission (FTC). It also asked if Zuckerberg wanted to revise his testimony before the Senate in April.

Facebook said it looks forward to addressing any questions the Commerce Committee has.

Facebook still has not answered hundreds of written questions submitted from members of Congress after Zuckerberg`s testimony in April, according to congressional staff.

The data sharing mentioned in the Times story was used over the last decade by about 60 companies, including Amazon.com Inc, Apple Inc, Blackberry Ltd, HTC Corp, Microsoft Corp and Samsung Electronics Co Ltd, Ime Archibong, Facebook vice president of product partnerships, wrote in a blog post on June 3.

The FTC confirmed in March that it was investigating Facebook`s privacy practices.

Facebook allowed Apple and other device makers to have "deep" access to users` personal data without their consent, according to the Times.

The Times said Facebook allowed companies access to the data of users` friends without their explicit consent, even after it had declared it would no longer share the information with outsiders.

Archibong said the data was only shared with device makers in order to improve Facebook users` access to the information. "These partners signed agreements that prevented people’s Facebook information from being used for any other purpose than to recreate Facebook-like experiences."

Regulators and authorities in several countries have increased scrutiny of Facebook after it failed to protect the data of some 87 million users that was shared with now-defunct political data firm Cambridge Analytica.

Two Democrats on the Senate Commerce Committee, Edward Markey and Richard Blumenthal, on Monday also wrote to Zuckerberg.

Archibong said the cases were "very different" from the use of data by third-party developers in the Cambridge row.

New York Attorney General Barbara Underwood said on Monday the "data-sharing partnerships with other corporations" is part of the ongoing investigation into the reported misuse of Facebook user data by Cambridge Analytica.

Another Palestinian journalist has been killed in an Israeli attack in the Gaza Strip, taking the death toll to 205 since early October 2023 when the occupying Tel Aviv regime launched its all-out onslaught against the blockaded coastal sliver.

Local organizations identified the new victim as Ahlam al-Nafed, who recently reported from the besieged Indonesian Hospital in northern Gaza for Drop Site News and other media outlets.

She was killed on Tuesday as she was walking to al-Shifa Hospital – the largest medical complex and central hospital in the Gaza Strip, and located in the neighborhood of northern Rimal in Gaza City.

“For the past 100 days, Ahlam chronicled the genocide in northern Gaza, capturing evidence of Israeli war crimes from the besieged Indonesian Hospital.

“Through her words and images, she ensured that atrocities which might have been silenced were brought to light, allowing the world to witness the brutal reality unfolding there,” Drop Site News wrote in a statement published on its X account on Tuesday.

It underlined that Ahlam’s work documenting the attacks on the Indonesian Hospital was irreplaceable.

“She was one of the last remaining voices in northern Gaza — a voice the world desperately needed. Without her, the full extent of Israel’s actions might never have been known,” the statement also read.

For its part, the Indonesian Hospital said, “Ahlam courageously documented the genocide in north Gaza, residing in the medical facility during its siege, taking evidence of war crimes and bearing witness to tell the story with her pictures and her words, many of which we shared with you.”

Journalists working within the Palestinian territory face heightened risks while covering the genocidal war, particularly in light of Israeli ground assaults and airstrikes, as well as challenges such as disrupted communications, shortages of supplies, and power outages.

In the face of these difficulties, Palestinian journalists have continued to document the atrocities of the war, acting as the global community's eyes and ears throughout one of the most deadly wars of the 21st century.

Backed by the United States and its Western allies, Israel launched the war on Gaza on October 7, 2023, after the Palestinian resistance movement Hamas carried out Operation Al-Aqsa Flood against the Israeli regime in response to its decades-long campaign of oppression against Palestinians.

The regime’s bloody onslaught on Gaza has so far killed at least 46,645 Palestinians, mostly women and children, and injured 110,012 others. Thousands more are also missing and presumed dead under rubble.

On November 21 last year, the International Criminal Court (ICC) issued arrest warrants for Israeli prime minister Benjamin Netanyahu and former minister of military affairs Yoav Gallant for war crimes and crimes against humanity in Gaza.

Israeli settlers shielded by the occupation troops have stormed several villages in the West Bank, setting Palestinian homes, farms and vehicles on fire.

Palestinian media reported that the violent settler attacks took place on Monday night in the villages of Turmus Ayya, Tuqu', Hajjah, Fara'ata, al-Funduq and Immatain.

Prior to the raids, far-right Israeli social media groups had posted messages calling on members to join in on rampages against Palestinian villages.

The attacks took place although Israeli rights groups had demanded preventative actions by the regime's authorities.

“Once again, the army is doing nothing to prevent settler violence. This time, too, the writing was on the wall, and notices calling for riots in the villages were distributed publicly among settlers,” the Yesh Din right group said.

Settler violence has escalated significantly since October 7, 2023, when Israel unleashed a genocidal war on the Gaza Strip.

So far, the Tel Aviv regime has killed at least 45,854 Palestinians, mostly women and children, and injured 109,139 others, in its brutal Gaza onslaught.

Israel confiscates more Palestinian land

Separately on Monday, the Wafa news agency reported that Israeli authorities had seized 262,000 square meters of Palestinian land in Jaba’, al-Ram, Kafr 'Aqab, and Mukhmas, all situated in the al-Quds governorate.

Israeli human rights organization Ir Amim said that the occupying regime is seeking to annex the confiscated area to the illegal Geva Binyamin settlement.

More than 600,000 Israelis live in over 230 settlements built since the 1967 Israeli occupation of the West Bank and East al-Quds.

While all Israeli settlements are illegal under international law, Israel keeps expanding them in blatant violation of United Nations Security Council resolutions.

Bengaluru: The BJP on Tuesday accused the police of "framing" an innocent person in the cow attack case in Chamarajapet here and demanded a fair investigation into the incident.

Sheikh Nasru (30), a native of Champaran in Bihar, has been arrested for allegedly slashing the udders of three cows on Sunday.

The matter escalated into a communal controversy after the saffron party threatened to observe 'Black Sankranti' if the culprits were not arrested before the festival.

The party has since emphasised that the actual perpetrators must be apprehended.

Addressing media here, BJP state president B Y Vijayendra said, "There are claims that an innocent man has been falsely implicated and is being projected as the culprit."

Leader of Opposition R Ashoka also raised doubts about the investigation, questioning how a mentally unstable man could work at the firm for a decade.

Ashoka noted that the incident occurred at the veterinary hospital, which spans four acres.

He alleged that the hospital was recently declared Waqf property and claimed that Karna, the owner of the injured cattle, had opposed the Waqf Board’s decision, suggesting this opposition might have led to the incident.

The party leaders led by Vijayendra and Ashoka celebrated 'Sankranti' by offering special prayers to cows at the spot where the attack took place.

Meanwhile, state Home Minister G Parameshwara dismissed the opposition charges and said the police were investigating the case without any bias.

"If the investigation reveals the involvement of more people, then police will not spare them," he told reporters here.
