Good conduct certificates for UAE work visas comes into effect

Dubai, Feb 4: The United Arab Emirates has introduced an amendment to its work visa policy by adding a certificate proving the applicant's good conduct to the requirements. The change, which came into effect on Sunday, February 4, will be a major one to the Emirates' visa system for expatriate, migrant workers and is implemented to verify that they do not have a criminal record either in their home country or a previous country of residence.

Earlier this year, a committee in charge of implementing the Cabinet resolution had announced that the certificate should be issued by the country of origin of the person, or the country where he/she has been residing in for the past five years. It should then be ratified by the state's mission, as well as the UAE Ministry of Foreign Affairs and International Cooperation.

The certificate will only be applicable for the worker concerned and not his/her dependents. Those coming to the country on visit, tourist or student visas needn't get the certificate either.

When the decision was announced, the committee, which includes representatives from multiple government agencies, said the action comes within the framework of the efforts of the UAE government to create "a safer and more sustainable society".

"Making the UAE one of the safest countries in the world is the government's main aim," the committee noted in a statement.

Major-General Khalil Ibrahim Al Mansouri, assistant commander-in-chief of the Dubai Police for criminal investigation affairs, had earlier said that the certificate is aimed at preventing and reducing crime in the UAE. The new procedure will also help those involved in financial cases to clear their names and come back or continue to work in the country.

"The new requirement will definitively prevent criminals from entering the country ... The state has the right to protect society and its members," he said.

Major-General Al Mansouri also pointed out the Sharjah incident involving the rape and murder of a nine-year-old Jordanian boy, who was murdered by a person who had undergone a sentence in his home country for his involvement in dangerous criminal acts.

Mangaluru: A man fell victim to an online scam, losing Rs 1.7 crore after fraudsters posed as officials from TRAI. According to a complaint filed at the CEN police station, the incident began on November 11, when the complainant received a call from an unknown number at 9:49 am.

The caller, claiming to represent TRAI, alleged that another mobile number registered under the complainant's name was involved in illegal activities in Andheri (East), Mumbai. The caller further stated that an FIR was lodged against the complainant for harassment under the guise of marketing. He was instructed to contact Andheri (East) police station immediately or risk his mobile service being deactivated within two hours.

The complainant was subsequently connected to an individual named Pradeep Sawant, who claimed the complainant was implicated in a money laundering scheme linked to the Naresh Goyal fraud case. Sawant alleged that a fraudulent bank account under the complainant's name was opened at Canara Bank, Andheri, and used to purchase a SIM card for illegal activities. He warned that the complainant could face arrest.

Later, the complainant was contacted via WhatsApp video call by individuals posing as Rahul Kumar (a police officer) and Akanksha (a CBI officer). They allegedly sent fabricated CBI documents to his WhatsApp number. The fraudsters demanded money to "resolve" the case. Fearing threats, the complainant allegedly transferred Rs 1.7 crore through RTGS in batches of Rs 53 lakh, Rs 74 lakh, and Rs 44 lakh between November 13 and 19. A case has been registered at the CEN police station and an investigation is ongoing.

Mangaluru: Dakshina Kannada MP Captain Brijesh Chowta recently met with Union Minister for Railways Ashwini Vaishnav to discuss urgent concerns regarding the region's railway infrastructure development. Key issues raised during the meeting included the long-pending Mangaluru-Bengaluru connectivity, the Shiradi Ghat stretch, and other vital railway concerns impacting the region.

In addition to discussing these issues, Captain Chowta submitted a letter requesting the Union Minister's intervention and support. The letter emphasized the need to merge Konkan Railway with Indian Railways and called for the doubling of railway tracks between Bengaluru and Mangaluru, which would significantly improve rail connectivity between the state capital and Mangaluru.

Further, Captain Chowta raised concerns about enhancing passenger facilities along the region's rail routes, particularly the need for better services between Subrahmanya and Mangaluru.

To bring more attention to these pressing issues, Captain Chowta took to social media, urging the state government’s support. In a tweet on his official X handle, he requested Chief Minister Siddaramaiah to expedite the resolution of these concerns. “In this direction, I request our Karnataka government led by CM Shri @siddaramaiah to kindly provide the necessary state support for the swift redressal of various concerns pertaining to both Konkan Railways as well as HMRDC to ease movement of both people and cargo in this important stretch between Mangalore and Bangalore,” he posted.

The meeting with the Union Minister was attended by Bengaluru Rural MP Dr. CN Manjunath, Udupi-Chikmagalur MP Kota Srinivas Poojary, and Uttara Karnataka MP Vishweshwara Hegde Kageri, all of whom supported the discussion on enhancing railway infrastructure in the region.

Speaking to reporters in Mysuru on Tuesday, Minister Zameer stated that he will apologise if remarks have hurt JD-S workers.

“We both are very close. Then, in a total of 24 hours, we were together for 14 hours. He used to fondly address me as “kulla” (shorty) and I used to address him as “kariyanna” (blacky, kaalia),” Minister Zameer stated.

“I am not addressing him as ‘kaalia’ for the first time. I have not said something highly derogatory. It is being made as big in the backdrop of elections. With love, he used to call me a shorty and I called him a blacky. If I had caused pain to anyone by my words I apologise,” he said.

He further stated: “Kumaraswamy had said that he didn’t want the votes of the Muslim community. But now they are attempting to purchase Muslim votes. Against this backdrop, I have made the remark.”
