UP govt mulling merging Shia, Sunni Waqf boards to prevent ‘wastage of money’

Lucknow, Oct 22: The Uttar Pradesh government is mulling forming a "UP Muslim Waqf board" by merging the separate Sunni and Shia Waqf boards to prevent "wastage of money", Minister of State for Waqf Mohsin Raza said.

He alleged that both Sunni and Shia Waqf boards are being charged with corruption, and the government will dissolve them soon.

Though things are still to be finalised, the minister said the UP Muslif Waqf board when constituted will have members of both Sunni and Shia communities and its chairman will be selected from among them.

"The government has got a number of letter and suggestions from various quarters regarding the merger of Sunni and Shia Waqf boards. After which, the government has sought a proposal in this regard from the department concerned.

"After Law departments review of the proposal, the government will consider it and form the UP Muslim Waqf board," Raza told PTI.

He also claimed that all states of the country except UP and Bihar have only one Waqf board.

According to Raza, having separate Waqf boards in the state is not "legal".

Quoting the Waqf Act 1995, he said Shia or Sunni should have at least 15 per cent share in total Waqf units for constitution of separate boards, which he said is not the case in UP where the Shias account for only 5,000 units of the total 24,000 Waqf units.

"There should be at least 15 per cent of share of Shia or Sunni among total Waqf units. In UP there are 24,000 waqf units, of which Shia waqf has only about 5,000 units, which is only 4-5 per cent. Legally it should not be like this," he said.

The minister further said that as per the Central Waqf council, there are only 3,000 units of Shia Waqf Board, and that there was no point in keeping a separate Shia Board.

"Separate chairman, CEO and other staff incure heavy expenses. It is a wastage of money," Mohsin Raza said.

Reacting to the development, Shia Waqf board Chairman Waseem Rizvi said there is no provision to separate Sunni and Shia boards which were constituted in 2015 for the the tenure of five years.

"There is no provision to dissolve the board. After the tenure ends, the government can inquire about number of Waqf units and their income to proceed further," Rizvi said.

Rizvi also alleged that the share of income of Shia Waqf board is over 15 per cent of the total income.

However, Chairman of UP Sunni Waqf Board Zufar Farooqui said they welcome the initiative of merging both the boards into one.

But with that said, he wondered why the state government is changing a decision also taken under the BJP rule in 1999 by then Chief Minister Kalyan Singh.

"In 1999, when the BJP was in power and Kalyan Singh was the Chief Minister he constituted separate Shia and Sunni Waqf boards. Question arises whether the present government does not endorse the previous BJP governments decision," Farooqui asked.

The Taliban regime has appointed Ikramuddin Kamil as the acting consul in the Afghan mission in Mumbai, Afghan media has reported.

It is the first such appointment made by the Taliban set up to any Afghan mission in India.

There was no immediate comment from the Indian side on the appointment that came.

The Ministry of Foreign Affairs of Afghanistan has announced the appointment of Kamil as the acting consul in Mumbai, the Taliban-controlled Bakhtar News Agency reported on Monday, citing unnamed sources.

"He is currently in Mumbai, where he is fulfilling his duties as a diplomat representing the Islamic Emirate," it said.

The appointment is part of Kabul's efforts to strengthen diplomatic ties with India and enhance its presence abroad, the media outlet said

Kamil holds a PhD degree in international law and previously served as the deputy director in the department of security cooperation and border affairs in the foreign ministry, it said.

He is expected to facilitate consular services and represent the interests of Afghanistan in India, the report added.

Kamil's appointment comes days after the external affairs ministry's point-person for Afghanistan held talks with the Taliban's acting defence minister, Mullah Mohammad Yaqoob, in Kabul.

Sher Mohammad Abbas Stanikzai, the Taliban's deputy foreign minister for political affairs, also posted on X about Kamil's appointment.

The appointment of Kamil is seen as part of efforts to facilitate consular services to the Afghan population in Mumbai.

There has been almost negligible presence of diplomatic staff at the Afghan missions in India.

Most of the diplomats appointed by the Ashraf Ghani government have already left India.

In May, Zakia Wardak, the seniormost Afghan diplomat in India, resigned from her position after reports emerged that she was caught at the Mumbai airport for allegedly trying to smuggle 25 kg of gold worth Rs 18.6 crore from Dubai.

Wardak had taken charge as the acting ambassador of Afghanistan to New Delhi late last year, after working as the Afghan consul general in Mumbai for more than two years.

She took charge of the Afghan embassy in New Delhi last November, after the mission helmed by then ambassador Farid Mamundzay announced its closure.

Mamundzay, who was an appointee of the Ghani government, had moved to the United Kingdom.

Udupi, Nov 11: A traveller reportedly lost ₹4.1 lakh after attempting to book a cab online in Udupi. 

At around 1:30 PM on November 7, the man from West Bengal searched for car rentals on Google and selected a website named "Shakti Car Rentals." Shortly after, he was contacted by someone claiming to be "Rohit Sharma," who directed him to pay a registration fee of ₹150 on the site.

After unsuccessful payment attempts via both his Canara Bank debit card and SBI credit card (without receiving an OTP), "Rohit Sharma" instructed him to pay the driver directly. But at 1:47 PM, he received messages showing deductions of ₹3.3 lakh from his SBI credit card and ₹80,056 from his Canara Bank debit card, totaling ₹4.1 lakh.

The complainant alleges fraud through a deceptive link disguised as a booking token fee. A case has been registered at Udupi Town Police Station.

Bengaluru, Nov 22: For the second day running, the Karnataka BJP on Friday staged a statewide protest condemning the government’s alleged move to notify land of farmers as Waqf property.

The BJP staged a protest before the offices of Deputy Commissioners at district headquarters.

The BJP leaders are vehemently demanding that the state government cancel a 1974 Gazette notification in this regard.

The agitators are also demanding scrapping of the Waqf Board and the resignation of Chief Minister Siddaramaiah and Minister for Waqf and Housing Zameer Ahmad Khan.

The BJP MLAs, MLCs, MPs gathered in the premises of Freedom Park and staged a protest under the leadership of Leader of Opposition R. Ashoka and slammed the state government.

MLA T.S. Srivatsa led the protest in Mysuru and hundreds of party workers and farmers staged the protest under the leadership of former MP Pratap Simha in Kodagu.

Former MP Sumalatha Ambareesh led the agitation in Mandya.

This was the first time that Sumalatha took part in the party’s programme after the Lok Sabha elections.

State President B.Y. Vijayendra claimed, “The Congress government in Karnataka is issuing notices to farmers claiming the ownership of their lands to the Waqf Board and pushing them on the streets overnight.”

In the first week of December, three teams formed by the BJP will travel across the state and record the grievances of farmers.

“The state government is attempting to snatch away the lands belonging to temples as well,” Vijayendra alleged and added that the teams would comprise all senior leaders of the BJP.

Meanwhile, the police have taken Sri Ram Sena chief Pramod Muthalik into custody while staging a protest march to the office of Zameer Ahmad Khan in Bengaluru.

Muthalik along with Hindutva activists was planning to lay siege to Zameer’s office over the Waqf row.

The police stopped Muthalik and requested him to submit the memorandum by reaching the minister’s office in a vehicle. However, Muthalik refused to go with the police and continued his footmarch. The police took him into custody following arguments.
