Govt set up ACB to clear hurdle for SR Nayak's appointment as Lokayukta?

Bengaluru, Mar 17: Even as the State government is facing the heat from civil society and legal experts over setting up of the Anti-Corruption Bureau (ACB), it has come to light that the Raj Bhavan had asked the Lokayukta police about the status of the complaint against Justice S R Nayak, who was recommended for the post of Lokayukta by Chief Minister Siddaramaiah.

Sources said the Lokayukta police sent a reply to the Raj Bhavan, just last week, stating that the preliminary enquiry was still on.

Raj Bhavan had sent communication to various departments, including Bangalore Development Authority, BBMP and Lokayukta police, seeking reactions in the wake of allegations against Justice Nayak. Janaadhikaara Sangharsha Parishath, an NGO, had filed a complaint to the Additional Director General of Police (Lokayukta) Dr S Parashiva Murthy accusing Justice Nayak of violation of house building society bye-laws and the Registration Act. He has also been accused of making a false statement in the sale deed and possessing assets disproportionate to his known sources of income.

A senior official from the Lokayukta police said the communication from Raj Bhavan was received last week and a reply was sent immediately. The complaint against Justice Nayak was filed on January 13, 2016. Meanwhile, social activists suspect that the State government's decision to take away the Prevention of Corruption Act from the Lokayukta police was to clear the way for Justice Nayak's appointment as Lokayukta.

Social activist S R Hiremath said: “I suspected this and setting up of the ACB?are serious indicators of the state government's objective. First, Siddaramaiah knocked off former Supreme Court judge Vikramjit Sen's candidature, which is evident from Justice Sen's letter to Law Minister T B Jayachandra.

On the other, he transferred the complaint against Justice Nayak to the ACB. Now, technically the complaint against Justice Nayak is not before the Lokayukta police but before the ACB. With one stroke, the Chief Minister had achieved many objectives.''

He said the government wrongly interpreted the Supreme Court order in the Ramaswamaiah case by ignoring the vital readings of the order.

“The Ramaswamaiah order was pronounced in 1998. It is a surprise how and why the DG&IGP woke up 18 years after this judgment. In the last para of this judgment, the Supreme Court said that Lokayukta must be armed with proper teeth and claws so that the efforts put in by them are not wasted. The Government has done exactly the opposite,'' Hiremath said.

Clarification on order

The State Government on Wednesday said the provision, in its order setting up of ACB, for prior sanction from the competing authority before starting the investigation, has been wrongly interpreted by the media. The Government Order said, “ACB cannot take up investigation against a public servant without prior sanction in connection with his official work, recommendation and decisions.''

The clarification said that this was not applicable to disproportionate assets and trap cases, but only pertaining to official work of a public servant. “This was included to instil confidence among public servants to discharge their official duties fearlessly. Hence, this protection has been given to government employees. This proposed amendment to the Prevention of Corruption Act is pending before Parliament,'' the clarification stated.

752 pending cases

The Government Order on setting up theACB states that all pending cases under the Prevention of Corruption Act with the Lokayukta will be transferred to ACB. A source said there are 752 such cases pending across the State. This include 253 cases of Disproportionate Assets, 169 cases of trap and 330 others (suo motu and court referred cases).

In a significant milestone, the Dakshina Kannada Zilla Panchayat Higher Primary School in Newpadpu, Harekala, has introduced a bilingual Kannada-English medium this academic year, a move spearheaded by Padma Shri awardee Harekala Hajabba. The school has so far received 13 admissions for its Class 1 bilingual program.

This initiative is part of a broader effort by the state government, which approved 38 schools across the district to launch bilingual mediums. Expressing his delight, Hajabba shared that he had been advocating for a bilingual school for years. "The bilingual medium will greatly benefit students in this region who otherwise rely on private schools. However, we currently face a shortage of classrooms. Construction of two additional classrooms is underway, and once completed, we expect higher admissions," he said.

The school had previously been permitted to introduce LKG and UKG classes in the last academic year. According to the school’s headmistress, Rajeshwari, while the pre-primary sections have seen good enrolment, the bilingual Class 1 faced challenges, securing only 13 students. She attributed this to the late notification of permission, which arrived a month after the academic year began, leading many children to enroll elsewhere.

Rajeshwari remains optimistic about the future. "We expect better admissions next academic year as awareness about bilingual education at this government school grows," she said, adding that the classroom shortage will soon be addressed.

Deputy Director of Public Instruction (DDPI) Venkatesha Subraya Patagara noted that bilingual schools across Dakshina Kannada have generally received a positive response, with some schools enrolling more than 100 students. The effort to offer bilingual education in government schools marks a step forward in providing affordable, quality education to underserved regions.

Mangaluru: A Mangaluru-based entrepreneur fell victim to a WhatsApp fraud, losing ₹2.7 lakh to a scammer posing as a supplier of recycled plastic granules.

The victim, who owns a unit in the Baikampady Industrial Area, was first contacted on July 24 by an individual claiming to be a granule manufacturer based in Maharashtra. The scammer, identifying himself as Nirmal Shah and representing "Zaveri Plastics," resurfaced on November 22 with a business proposal.

In need of raw materials, the entrepreneur placed an order for one metric tonne of Natural Film Grade RP Granules and transferred ₹2.7 lakh in instalments between November 25 and 28. The scammer provided invoices and a transport receipt, claiming the goods were dispatched via Balaji Transport and would arrive on November 29.

When the delivery didn’t materialize, the entrepreneur discovered that all contact numbers, including those for the transporter and driver, were unreachable. Further inquiries revealed no ties between the scammer and the legitimate Zaveri Plastics.

A case has been registered at Panambur police station, and investigations are ongoing.

Prime Minister Narendra Modi Tuesday condoled the death of environmentalist Tulsi Gowda and said she will remain a guiding light for environmental conservation.

In a post on X, he said, "Deeply saddened by the passing of Tulsi Gowda Ji, a revered environmentalist from Karnataka and Padma Awardee. She dedicated her life to nurturing nature, planting thousands of saplings, and conserving our environment."

"She will remain a guiding light for environmental conservation. Her work will continue to inspire generations to protect our planet. Condolences to her family and admirers. Om Shanti," he added.

Tulsi Gowda, the renowned environmentalist and Padma Shri awardee known as the "Vruksha Maate" (Mother of Trees), passed away on Monday at her residence in Karnataka’s Honnali village, Ankola Taluk, Uttara Kannada district. She was 86 and had been suffering from age-related ailments.

Hailing from the Halakki tribal community, Tulsi Gowda dedicated over six decades of her life to environmental conservation, planting and nurturing thousands of trees in Ankola and its surroundings.

Her unparalleled knowledge of plants earned her the title "Encyclopaedia of Plants." She was credited with growing lakhs of saplings and was celebrated for her unique approach to nurturing them, ensuring their survival and growth.

Born in 1944 to a tribal family, Tulsi Gowda developed a deep connection with nature at a young age. She began working at a forest department nursery as a daily wage worker and eventually became a symbol of afforestation.

In 2021, Tulsi Gowda was honored with the prestigious Padma Shri, one of India’s highest civilian awards, in recognition of her immense contributions to afforestation and environmental conservation.

She received the award from former President Ram Nath Kovind, a moment that brought her years of silent work into the national spotlight. Additionally, Dharwad Agricultural University conferred upon her an honorary doctorate for her knowledge and contributions to the environment. She also received the Indira Priyadarshini Vriksha Mitra award and numerous other accolades throughout her lifetime.
