‘Only 4.68% first-grade posts for 55% BCs; 50% for 3% Brahmins!’

Mangaluru, Mar 6: To spread light on the relevance and practicality of caste-based census with respect to social justice among castes in the country, a seminar on ‘Caste Census - Why and How’ was organised by Karnataka Beary Sahitya Academy in collaboration with Talent Research Foundation, at TRF auditorium in the city on Thursday.

Inaugurating the seminar, AHINDA district president Vasudev Boloor said that the caste census that would commence from April 11 would be the first-of-its-kind census based on caste, education and economic status to be held in Karnataka since 1931. The decision of the state government to conduct a caste-census is welcoming since it is necessary to determine adequate caste-based reservation. Backward classes and minorities such as Dalits do not have proper political representation in the country. In the state, only 4.68 percent of people from backward classes who make up 55 percent of the total population are in first-grade posts in governmental organisations, while people from the Brahmin community who make up 3 percent of the population occupy almost 50 percent of first-grade posts. Nearly 75 percent of the industrial companies are owned by people belonging to upper classes, he said, adding that the census should be taken seriously and supported by the citizens.

Chief Statistical Officer Pradeep D’Souza said that the census would be undertaken from April 11 to April 30, 2015. The census manual published by the government has listed a total of 1,503 castes, which includes 1,351 castes, 101 scheduled castes and 51 scheduled tribes in the state. The enumerators should fill the census form which has 55 questions, that includes a column for caste, sub-caste and other names that the caste is known by. There are provisions to collect information on the individual about their education, employment, source of income, usage of reservation in education or employment field, social condition, handicaps, facilities received by the government and political representation; and also to collect information on the family collectively such as their economic and social condition, he informed.

Stressing on the importance of the caste census, editor-in-chief of Vartha Bharati Abdussalam Puthige said that although there was no opportunity for discrimination against a person on the basis of his religion, there was no religious objection for the system of caste discrimination based on one’s profession. In the caste census, there should be no opportunity for discrimination between the upper and lower castes. Social workers and members of local religious committees should accompany the enumerators to help them collect information in a reliable manner. If reliable information regarding castes and the social condition of families reaches the government, the monetary allocation for the upliftment of castes or tribes in the budget can be influenced, he said.

Mangaluru, May 14: The Met department has sounded a yellow alert in 13 districts of Karnataka including the three coastal districts of Udupi, Dakshina Kannada and Uttara Kannada for next four days. 

The other districts are Belagavi, Dharwad, Haveri, Chikkamagalur, Chitradurga, Hassan, Kodagu, Mandya, Ramanagara, Shivamogga. These districts are expected to received 6-11 cm of rain, the department said.

On Monday Dakshina Kannada and Udupi experienced a monsoon-like atmosphere. Rain, accompanied by thunder and lightning, began in most parts on Sunday evening. In Udupi, rain showered in the early hours of Monday. While Kundapur and Udupi received moderate rains, Karkala experienced a heavy downpour.

The showers lowered the daytime temperature in both districts. Light rain fell in Mangaluru and its outskirts early Monday morning. Mangaluru city recorded a maximum temperature of 33.4°C and a minimum of 23.2°C on Monday. This is expected to decrease by two to four degrees in the next four days, according to the weather department.

Mangaluru: Former MLC Ivan D’Souza on Monday led a delegation to the Passport Seva Kendra in Mangaluru, urging the authorities to provide basic facilities for applicants. D’Souza addressed the media, highlighting the lack of essential amenities at the Mangaluru PSK. “I have requested the authorities to provide basic facilities for people visiting the PSK.

There are no chairs for the convenience of people who arrive at the PSK. They are forced to sit or stand by the side of the road or on footpaths. Additionally, there is no parking facility, no washrooms, and water has not been provided for the public,” the Congress leader stated.

An average of 500 to 600 people from various parts of the state visit the PSK. They have to wait in the scorching heat of the sun, D’Souza mentioned, urging the govt to address these issues promptly. “Officials have agreed to find solutions to the problems faced by the people. Meanwhile, we have also demanded that the PSK be relocated to a more convenient space. We have suggested that the PSK could be moved to the old DC’s office, where there is sufficient space. If our demands are not met, we will hold a protest,” D’Souza explained.

Ashraf Kinara, vice-president of the Dakshina Kannada Waqf Advisory Committee, echoed the sentiment, stating that the authorities should either provide all basic facilities for passport applicants at the PSK or relocate the centre to a better location.

Bengaluru: Karnataka Home Minister G Parameshwara on Sunday said that the Special Investigation Team (SIT), probing into sexual abuse charges against Hassan MP Prajwal Revanna, will not be going abroad to bring him back, and the Interpol will share information about him.

He also cautioned political leaders about making public statements or sharing information in connection with the case, which is sensitive.

The 33-year-old Prajwal Revanna, who is grandson of JD(S) patriarch and former Prime Minister H D Deve Gowda, is facing charges of sexually abusing several women.

The scandal has raised a political storm with the ruling Congress and BJP-JD(S) engaged in a slugfest.

Prajwal Revanna is said to have flown abroad on April 27, a day after the first phase of Lok Sabha polls in Karnataka was held.

He was BJP-JD(S) alliance's joint candidate from Hassan Lok Sabha segment, which went to polls in the first phase.

"No, there is no such option. Blue Corner Notice has been issued and the Interpol will share the information. The respective country in which he is found or identified - they will inform them (Interpol) and then our agencies, the CBI will get to know, and through them we will get to know."

"So far there is no information," Parameshwara said.

He was responding to a question on reports about the SIT team travelling abroad in connection with the case.

Speaking to reporters, he said, "Investigation is going on, not to affect the investigation we don't want to share any information."

Responding to a question on Union Minister Pralhad Joshi's statement alleging conspiracy behind the arrest of BJP leader Devaraje Gowda, for making allegations against Congress leaders in connection with the case, Parameshwara said, "If anyone says anything I cannot react to it. We cannot respond to every public statement. As this is a serious case, we cannot share information until the investigation is completed."

"My request to the public and to our leaders is to be cautious while making statements. If not, based on the statements given by them, we may have to call them for investigation and record their statement under 41 A of CrPC," he added.

Asked whether JD(S) leader H D Kumaraswamy will also be served notice, the Minister said he is a former CM and that he believes that the former has taken this case seriously.

"Before giving any statements on this case or before sharing any information in the public domain, one has to be cautious, and this applies to all," he added.
