Mangaluru, Jul 31: All encroachments on the “daana patra” (gift deed) land surrendered to the Mangaluru City Corporation in the city should be removed, said Mayor Jacintha Vijaya Alfred.
When the councillors across party lines demanded in a monthly meeting of the council on Thursday o get such encroachments removed, the Mayor initially said that it would be “examined”. But when they pressed for their removal and a “ruling” by her to this effect, she, without any alternative, “ruled” that they should be removed. However, she did not fix any deadline for the task.
A councillor pointed out that a bank, near the entrance to St Aloysius Pre-University College, which has built a new building on the Karnad Sadshiva Rao road, has built its compound wall on the land surrendered to the corporation through “daana patra”. He said that such buildings should not be given completion certificates. Another member pointed out that a bank in another place has opened its ATM on the slab laid over a drain.
The councillors said that the land surrendered through “daana patra” was needed for widening roads and providing other civic amenities. Owners who have surrendered them had no rights to make it a part of their premises by building compound walls and the corporation should take all such land into its possession, they added. The councillors took the officials concerned to task for extending the services of a security agency hired by the civic body though its contract ended in December, 2014. The councillors questioned why bids were not invited at least three months ahead of December. The Deputy Commissioner (Revenue) in a December 24, 2014 report said that the number of security personnel deployed by the agency was less than expected and hence there were lapses.
Commissioner in-charge N. Gokuldas Nayak said that the corporation has not settled the bills of the agency since last July after Deputy Commissioner (Revenue) pointed out the lapses.
Finally, the council decided to invite short-term bids by cancelling the present bid. It was mainly to eliminate the agency with whom the official had found lapses from getting selected.
