CID unearths international credit card fraud, arrests two

Bengaluru, May 6: The Criminal Investigation Department (CID) on Thursday busted a major credit card fraud by arresting two persons who were part of a gang that created fake debit and credit cards by stealing data using skimming machines.

The arrested are identified Kiran D, 34, of Talaghattapura and Neeta, 33, of Kasavanahalli near Parappana Agrahara in the city. Neeta's husband and the prime suspect, Manoj Kumar, 41, is at large, said the police.

“We received a tip-off that Kumar had conspired a large scale online cheating. He was planning to move out of Bengaluru and a search is on for him,” Inspector General of Police?(CID)?Hemanth Nimbalkar told reporters.

The police seized a debit/credit card printing machine, a machine reader, a writer machine, two card embossing machines, a SIM card imaging machine, a thermal printing role, VISA/ MasterCard holograms, electronic data capture machines and 2,762 debit/credit cards without names and numbers, three phones, two modems, six bank passbooks, 16 cheque books and two cars from the suspects, Nimbalkar said.

The suspects used skimming machines to retrieve confidential data from credit/debit/ATM cards. The skimming machines read and store the confidential data of cards once they are swiped. The gang prepared fake credit/debit/ATM cards using this data. They used the fake cards for online purchases and withdrawal of funds. Sometimes, they hacked accounts of not so reliable websites and stole the data, he added.

Kumar, a BBA?graduate, was been involved online cheating for the last 14 years. He was first booked by the Chennai police in 2002. The Maharashtra police arrested him in 2003 and he spent about an year in jail. He did not commit any offence for five years after his marriage in 2005. He resumed online cheating a few years later and the Tamil Nady police booked two cases against him in 2011 and 2012, Nimbalkar said.

He fled to Malaysia in 2011 where he came in contact with hackers especially from Indonesia and Malaysia.

He would receive information of Indian credit cards used in those countries and share that information to hackers there.

This resulted in huge illegal operations and the police found it difficult to arrest the suspects, Nimbalkar said. The Bengaluru police booked a case against Kumar in 2014 when after was involved in a crime in Indiranagar.

The Cyber Crime police of CID arrested him and his wife in December 2015. He came out on bail and continued his operations, the IGP said.

Dos and Dont's

The police have advised public to be cautious while using credit/debit cards. The card swiping should happen in the presence of card holders. Sometimes, cards are taken inside outlets/hotels/shops which may be swiped in skimming machines to retrieve data before swiping them for payment. * Use only secure sites for online transactions.

* Purchase merchandise from a reputable source.

* Reconcile credit card statements to avoid unauthorised charges

* Don't entertain unsolicited emails seeking card information

* Don't use cards at places having spy cameras

* Frequently change cards secret numbers

* Immediately contact banks in case of withdrawals or purchases without your notice

New Delhi: The Aam Aadmi Party on Saturday alleged that Delhi Chief Minister Arvind Kejriwal is being pushed towards a “slow death” inside Tihar jail by denying him insulin and consultations with his doctor.

Kejriwal, who has Type-2 diabetes, has been asking for insulin and a video conferencing with his family doctor but his requests are being denied by the jail administration, party spokesperson Saurabh Bharadwaj said in a press conference.

"I want to say with full responsibility that a conspiracy is underway for the slow death of Kejriwal," Bharadwaj claimed citing blood sugar readings of the Chief Minister in jail.

He also slammed the Tihar administration, BJP, Centre and Delhi LG for allegedly denying insulin to Kejriwal and said the Delhi Chief Minister had been suffering from diabetes for the last 20-22 years.

On Friday, the chief minister council Senior advocate Abhishek Singhvi said Kejriwal has not been administered insulin to control his sugar levels since his arrest, terming it “shocking” and “alarming”.

The ED had on Thursday claimed before the court that Kejriwal was eating food high in sugar like mangoes and sweets every day, despite having Type-2 diabetes, to create grounds for medical bail.

Kejriwal, however, refuted the ED’s claims by asserting before a court that the food he consumed was in conformity with the diet chart prepared by his doctor.

“Out of 48 meals sent from home, only three times mangoes were there…,” Singhvi told the court.

Bharadwaj said Kejriwal was allowed by the court to use a machine in the jail to monitor his daily blood sugar levels.

"Overall, it was a conspiracy to finish Kejriwal so his multiple organ damage and when he comes out of jail after 2-4 months he goes for treatment of kidney, heart and other organs," said Bharadwaj, who holds the portfolio of health in Delhi government.

With the Karnataka transport department extending the deadline for the installation of High Security Registration Plate (HSRP) twice--- in November last year and February, it is no longer planning to extend the same. The department ordered for the installation of HSRP before May 31.

The transport department through a notification in August last year, had mandated the installation on all the vehicles that were registered in the state prior to April 1, 2019. According to transport officials, there are nearly two crore vehicles that are supposed to get HSRP for their vehicles.

“As of now, the state has registered only 34 lakh HSRP installations, despite extending the deadline twice. From nearly 18 lakh installations since February, the numbers have almost doubled. However, there are still a large number of vehicles that have to opt for HSRP,” said C Mallikarjuna, Additional Commissioner for Transport (Enforcement).

“We will wait till May 31 to check for the total number of vehicles that fall in line. We are expecting HSRP installations to touch 75 lakh, after which we will consider an extension as the numbers indicate that people are falling in line and if some more time is given everyone will get it done. However, if we do not reach that number before the deadline, we will request the government not to extend the deadline but urge for an enforcement,” he said.

He also stated that a fine of Rs 500 will be imposed for the first time and if vehicle owners do not fall in line, it will be Rs 1,000 later until they have installed HSRP. “We will wait till the Model Code of Conduct ends and take the government’s opinion. We are going to request the government for strict enforcement if the HSRP installations are not satisfactory,” he added.

Hubballi, Apr 23: Karnataka Chief Minister Siddaramaiah on Tuesday spoke to father of slain student Neha Hiremath over phone and said "sorry" over his daughter's killing, and assured that "we will be on your side".

The Chief Minister also informed Niranjan Hiremath, who is also a Congress councillor of Hubballi-Dharwad Municipal Corporation, about the government's decision to hand over the murder case to the Criminal Investigation Department (CID) and setting up a special court to fast-track trial.

"Niranjan... very sorry. We will be on your side," Siddaramaiah told Hiremath over the phone call during state's Law and Parliamentary Affairs Minister H K Patil's visit to Hiremath's house here.

In the conversation on Patil's phone with speakers on, Siddaramaiah can be heard informing Hiremath about the CID probe and setting up a special court.

"It is a serious offence... setting up a special court will ensure punishment for the accused person."

Hiremath thanked Siddaramaiah on behalf of his family well-wishers and the community for handing over the case to CID and setting up a special court "...ensure there is an order at the earliest and provide us justice," he said, as he also thanked Patil, Home Minister G Parameshwara, local Congress MLA Prasad Abbayya and others for their support.

Replying to this, Siddaramaiah said, "We will ensure it, at the earliest."

In a shocking incident, Neha Hiremath (23), was stabbed to death on the campus of BVB College last Thursday. The accused Fayaz Khondunaik, who fled from the scene, was arrested by the police subsequently.

Neha was a first year Master of Computer Application (MCA) student and Fayaz was earlier her classmate.

Siddaramaih on Monday had announced his government has decided to hand over the investigation into the incident to the Crime Investigation Department, and to set up a special court for speedy disposal of the case.

The case of brutal murder, which sparked widespread outrage, has snowballed into a political slugfest between ruling Congress and opposition BJP.

While the ruling party has tried to project it as an incident with personal angle, the saffron party has called it a "love jihad" case and has said it's a testimony of deterioration of law and order in the state.

Earlier, Siddarmaiah's statement that the murder was due to "personal reasons" and Home Minister G Parameshwara's comments that the duo was in love, has elicited sharp reactions from Hiremath and family members and opposition parties.
