Mangaluru City Corporation divided into 3 administrative zones

Mangaluru, Sep 27: In a major step towards for effective administration, the Council of Mangaluru City Corporation (MCC) has approved the creation of three zones in the civic body. The zonal offices are expected to start functioning from October 15.

The decision was taken at a special meeting chaired by Mayor K Harinath. The zonal headquarter designated for the zone 1 is in Surathkal. The offices of zones 2 and 3 will function from MCC headquarters at Lalbagh instead of Kadri sub office that was designated for zone 3.

As per the cadre and recruitment rules for staff of city corporations, which came into effect in 2011-12, corporations should form zones for better administration.

MCC Commissioner Mohammed Nazeer said that until three zonal officers are appointed, the development officers will act as in-charge zonal officers. The zonal offices will distribute birth and death certificates within the time frame, issue licence, completion certificates for the residential complexes that are within 500 square meter area, issue of notices to violators under violation of KMC Act 1976 Section 321 (1), (2) and (3).

The zonal office will also register/transfer the khata of property upto Rs 50 lakh value, issue door numbers to buildings within 1,500 sq ft, initiate measures to remove illegal hoardings, issue trade licences to units of 200 sq ft area and renew trade licences among others. “It is left to the discretion of the commissioner to delegate the power to zonal officers,” said the commissioner.

Office automation

Mangaluru City Corporation also approved a Rs 1.54-crore proposal to provide 19 client services, including payment of property tax and water bill online, and make the offices of the corporation paper less by developing a software.

Once the software is operational, there will not be manual files and people could use the website of the corporation to use online client services and it would serve as the interface to the public.

Of the Rs. 1.54 crore, Rs. 94.61 lakh has been reserved for developing software and Rs. 60 lakh for purchase of hardware.

Some of the other client services planned to be brought under online are applying for water supply connection and sewage connection; applying for door number; registration and issue of khata; applying for birth and death certificates; applying for trade licence and building licence; and applying for occupation certificate.

It has planned to make the refund of deposits under engineering, revenue and town planning departments online. It also includes online revenue (bill) collection from various sources.

The proposal was part of complete automation of the offices of the corporation planned in future. The meeting authorised Keonics, a Karnataka government undertaking, the task of calling for bids for the first phase of automation.

An agenda tabled in the meeting said that the civic body had reserved Rs. 3.44 crore in the 2014-15 budget for the purpose.

The council of the corporation in its May 31, 2014, meeting had approved the proposal on complete automation. The proposal approved on Monday was part of it.

With 60 wards, Mangaluru City Corporation caters to the needs of around five lakh people in its limits.

A 91-year-old woman passed away minutes after casting her vote in Karnataka's Hunsur on Friday, April 26. Hunsur comes under Mysuru Lok Sabha constituency. Despite her advanced age, Puttamma exercised her democratic right.

Voting held on Friday in 14 constituencies in Karnataka. Polling began at 7 am and will ended at 6 pm.

Chende artiste Manohar dies

Chende artiste Manohar (58) died of cardiac arrest after exercising his franchise in Kodagu district.

He had cast his vote at B Shettigeri polling station in Ponnampet taluk. Later, Chende artiste Manohar (58) reportedly collapsed after coming out of the polling booth. Though he was rushed to hospital, doctors declared him brought dead.

Ponnampet Tahsildar Mohankumar said “Manohar had come out of the polling booth and collapsed 200 metres away from the booth.

For the uninitiated, Chende (also known as Chenda) is a cylindrical percussion instrument widely used in cultural events in Tulu Nadu of Karnataka and Tamil Nadu in India.

Guwahati: Union Home Minister Amit Shah on Tuesday condemned the alleged sexual abuse of women involving Lok Sabha MP Prajwal Revanna, asserting that the BJP will not tolerate any insult to women.

Revanna (33) is the BJP-JD(S) alliance candidate for Hassan Lok Sabha constituency, which went to polls on April 26.

Earlier in the day, the JD(S) suspended Revanna from the party with immediate effect.

“The issue regarding Revanna that has been reported in the media is very hurtful and cannot be tolerated in any way,” Shah told a press conference here.

“The BJP’s stand is very clear; we will not tolerate any insult to ‘matri aur nari shakti’ (women empowerment),” he asserted.

Some explicit video clips allegedly involving Prajwal Revanna, the grandson of former prime minister H D Deve Gowda, were circulated in Hassan over the last few days.

The home minister said Congress has been alleging that an NDA partner’s candidate is involved in the incident, “but I just want to ask a small question - whose government is there in that state (Karnataka)?”

“The Congress is in power in Karnataka, and this matter must have come to their attention. Why has it not taken any action on it so far? We cannot take any action as law and order is a state issue,” Shah said.

The JD(S) on Tuesday, April 30, announced that former Indian Prime Minister HD Deve Gowda's grandson Prajwal Revanna has been suspended from the party temporarily until allegations against him over sexual abuse are probed.

Revanna and his father HD Revanna, also a JD(S) MLA, were booked on Sunday by the police for sexual harassment and criminal intimidation based on a complaint from a woman, who worked in their household.

"We welcome SIT against Prajwal Revanna. We've taken a decision to recommend our party's national president to suspend him from the party till the SIT investigation is completed, " JD(S) core committee president GT Devegowda said.

Revanna currently is not in India. Opposition members raised concerns over how he was allowed to leave the country.

"A decision was already made. Tomorrow it is to be recommended at the core committee meeting in Hubballi. Because he (Prajwal) is a Member of Parliament, it has to be done from Delhi. So I had requested Deve Gowda (JD(S) National President and former PM). Neither he (Gowda) nor I were aware of this issue," party chief H D Kumaraswamy has said yesterday. "Some issues have come out, based on that it has been decided yesterday itself to suspend (him). But many were in a hurry."

Prajwal, 33, represents the BJP-JD(S) alliance in the Lok Sabha election in Hassan, which happened on Friday.

Kumaraswamy alleged that Congress was manipulating facts to destroy the image of his family amid the controversy over the 'obscene' video case against his nephew Prajwal.

"We are not going to protect him, we will take severe action but the government's responsibility is more," Kumaraswamy said.

"This is the manipulation of Congress to destroy the image of our family. What is the role of Dewegowda Ji or me? We are not responsible for all those things. This is the individual issue of Prajwal Revanna. I am not in contact with him (Prajwal). It is the responsibility of the government to bring him before the law. Morally we have decided to make some decisions," Kumaraswamy told reporters on Tuesday.

Prajwal Revanna sex scandal

The state government under CM Siddaramaiah has formed a Special Investigation Team to look into the matter. In recent days, certain explicit video clips purportedly featuring Prajwal have circulated in Hassan.

In response, Revanna stated his willingness to cooperate with any investigation regarding the allegations of sexual abuse against his son and himself. He affirmed their readiness to accept any legal consequences if the accusations are substantiated.

Prajwal's father HD Revanna said that his son would appear for an SIT probe whenever he is asked to.

A case of sexual harassment and stalking was registered on Sunday against HD Revanna and Prajwal Revanna at Holenarasipur police station based on a complaint by their cook.

The complainant said she is a relative of Revanna's wife Bhavani.

She claimed that four months into her employment, Revanna began sexually harassing her, while his son Prajwal engaged in video calls with her daughter, engaging in "vulgar conversations."

She also alleged that there is a threat to her life as well as other members of her family.
