Kejriwal helping forces wanting to disturb Punjab peace: Rahul

February 2, 2017

Sangrur (Pb), Feb 2: Launching an all-out attack against Arvind Kejriwal in the backdrop of the Maur Mandi blast, Rahul Gandhi today accused him of "helping" forces who want to disturb Punjab's peace and push it back to the dark days of militancy.

On the last day of the poll campaign in Punjab, Rahul addressed a gathering in Ballian village here and referred to the Tuesday night's car explosion in Maur Mandi, which left six dead.

The blast had occurred shortly after the "jansabha" of Congress candidate Harminder Singh Jassi, who is contesting the February 4 elections from Maur Assembly seat.

"The most important thing is the atmosphere you live in. If that atmosphere gets spoiled, violence starts or anger prevails, then the work of farmers, labourers, weaker sections suffers, entire state suffers," Rahul said.

Taking a veiled dig at the ruling Akalis and the AAP, Rahul said, "from one extremist thinking, Punjab should not go to other extremist thinking. Congress is one such party which takes all sections along. We want that Punjab should rapidly progress."

"But if violence breaks, anger prevails, then everything will be destroyed. We have to understand that those forces, which destroyed Punjab earlier (referring to militancy period in the state), because of whom violence broke, such forces are yet again raising their head."

"Bomb blast took place and six people died (Maur). Arvind Kejriwal, who is Delhi's Chief Minister, is helping these forces and helping them raise their head. And this is most dangerous thing for Punjab.

"If these forces raise their head again, then entire agenda will be hijacked and Punjab will look in some other direction," he warned.

Rahul said, "So, it is necessary all of us together, be from any religion, caste or creed, we all should again stand up so that we can build a Punjab, which was known for its spirit of giving, a path as shown Guru Nanak Dev and Guru Gobind Singh."

Addressing the gathering while sitting a cot with villagers and farmers of Ballian here, Rahul also talked about farmers issues, saying during UPA's time loans of farmers amounting to Rs 70,000 crore were waived off and promised that if Congress forms the next government in the State, the burden of state's farmers will be lessened.

Rahul is also scheduled to address poll rallies in Malwa belt today, which constitute bulk of the seats in the 117-member Punjab Assembly.

After interacting with local villagers, Rahul also sat on a mat and shared food with them.

From Sangrur constituency, Congress has fielded its former MP Vijay Inder Singla, who was also present.

With the drug menace becoming a major election issue in Punjab, Rahul promised a tough law to wipe out "chitta" and jail for those responsible for playing with the lives of youth.

He appealed to the people to strengthen the hands of the Congress to bring growth back on the rails in Punjab.

Promising to generate employment avenues for the youth if Congress forms the government in Punjab, Rahul said backlog in jobs will be cleared and employment will be given to the Dalit youth.

The state, alleged Rahul, had seen destruction under the rule of the Badals.

He said the Congress would restore the spirit of `tera hai' (it's yours) and not `mera hai' (it's mine), "which the Badals had established over the past 10 years".

Targeting the Badals, he said, "Guru Nanak Sahib said `sab tera' but the Badals' philosophy is `sab mera'".

"The money of Punjab is the money of its farmers and labourers and would be spent on their development," promised Rahul, reiterating that the loan of Punjab farmers would be waived off once the Congress comes to power.

The Congress Vice President alleged that the Badals were squarely responsible for all the mess in the state, including industrial and agricultural ruin.

"They plundered the State for their own interests. They have ruined the State by controlling everything here," he alleged.

"The industry is shifting to Jharkhand and Haryana," he said.

With the Malwa belt of Punjab also infamous for number of cancer cases, Rahul promised to have a world class cancer hospital set up so that people do not have to go elsewhere for treatment.

Referring to the train between Bathinda and Bikaner, which has come to be known as Malwa's "cancer train", Rahul said once a hospital is set up here, people need not go anywhere.

The BJP has opened its account in the ongoing Lok Sabha elections. The party's candidate from Gujarat's Surat constituency, Mukesh Dalal, has won the polls as all his opponents are now out of the fray.

BJP's Mukesh Dalal elected unopposed from the Surat Lok Sabha seat after all other candidates withdrew from the contest, the party's Gujarat unit chief CR Paatil said today. Today was the deadline for withdrawing nominations.

The nominations of the Congress party's Surat candidate and his substitute were rejected by the returning officer over alleged discrepancies in paperwork, a development that the Congress called an attempt at "match-fixing".

"Surat has presented the first lotus to Prime Minister Narendra Modi. I congratulate our candidate for Surat Lok Sabha seat Mukesh Dalal for getting elected unopposed," Mr Paatil posted on the microblogging website X, referring to the BJP's election symbol.

Eight candidates - seven of them independents - and Pyarelal Bharti of the Bahujan Samaj Party (BSP) withdrew their papers.

The nomination papers of the Congress's Surat candidate Nilesh Kumbhani was rejected on Sunday after the district returning officer Saurabh Parghi found discrepancies in the signatures of the proposers.

The nomination form of Suresh Padsala, the Congress's substitute candidate from Surat, was also found invalid.

The returning officer had said the four nomination forms submitted by the two Congress candidates did not appear genuine. The proposers, in their affidavits, had said they had not signed the forms themselves, the returning officer said in the order.

Congress lawyer Babu Mangukiya said the party will approach the high court and the Supreme Court for relief.

Congress leader Jairam Ramesh in a post on X said the Surat developments indicate "democracy is under threat". "Our elections, our democracy, Babasaheb Ambedkar's Constitution - all are under a generational threat. This is the most important election of our lifetime," Mr Ramesh said.

Mr Ramesh alleged the "distress" of micro, small and medium enterprise (MSME) owners and the business community in PM Modi's "Anyay Kaal" and their anger have "spooked the BJP so badly that they are attempting to match-fix the Surat Lok Sabha polls, which they have won consistently since the 1984 Lok Sabha elections."

Ambikapur (Chhattisgarh): Prime Minister Narendra Modi on Wednesday hit out at the Congress, saying the 'vote bank hungry' party wanted to implement reservation on the basis of religion.

Addressing a poll rally in Ambikapur, the headquarters of Surguja district in Chhattisgarh, PM Modi also said the Congress wanted to impose inheritance tax in the country and snatch the rights of people's children.

Some forces want a "weak" government of the Congress and "I.N.D.I." alliance in the country as they thought that if India becomes 'atmanirbhar' (self-reliant), their shops will be shut, he said.

"Today when I have come to Surguja, I want to present the Muslim League thinking of the Congress in front of the country. When their manifesto was released, on the same day I had said, and saying today also that the Congress manifesto has the imprint of Muslim League," Modi said.

When the Constitution was being drafted, it was decided under the leadership of Babasaheb Ambedkar that there would be no reservation on the basis of religion in India, he said.

"If there will be reservation then it will be for by Dalit brothers and sisters and tribal brothers and sisters," he said.

"But the vote bank hungry Congress never cared about the words of the great personalities, sanctity of the Constitution and the words of Babasaheb Ambedkar. Years ago, the Congress made an attempt to implement reservation on the basis of religion in Andhra Pradesh. Then Congress has planned to implement it in the entire country," Modi said.

They talked about implementing 15 per cent reservation on the basis of religion and said it will be done after curtailing the quota of the Scheduled Castes, Scheduled Tribes and Other Backward Classes, he added.

In its 2009 manifesto, Congress's intention was the same and in the 2014 manifesto, it clearly said it will not leave this issue, the prime minister said.

The Congress wanted to change the Constitution and hand over rights of the SCs, STs and OBCs to its vote bank, he said.

The intention of the Congress is not good, it is not according to the Constitution, social justice and secularism. If anyone can protect your reservation, it is the BJP, Modi said.

"The Congress's eyes are not only on your reservation, but also on your earnings, your houses, shops and farms. The 'shehzada' of Congress (apparently referring to Rahul Gandhi) says they will conduct an X-ray of the property of every house and every family in the country. The Congress will snatch all these from you and they say that they will equally distribute them," he said.

Do you know to whom they will distribute it after 'looting' it from you? Modi asked, to which the people replied in affirmative.

"I need not to tell you to whom they will distribute," he added.

Modi further said the 'dangerous intentions' of Congress are coming to forth one by one and now it says it will impose inheritance tax.

"The advisor of shehzada of the shahi parivar, who was also the advisor to the shehzada's father, had said that more tax should be imposed on the middle class and those who earn by toiling hard. Now the Congress says it will impose inheritance tax. It will impose tax on the assets inherited by people from their parents. Now, the panja (Congress poll symbol) will snatch the assets from your children," he said without taking any name.

The Congress' mantra is 'loot of Congress zindagi ke sath bhi, zindagi ke baad bhi', he said.

"They (Congress) want to snatch your assets and rights of your children," Modi added.

The PM also said he had come to seek people's blessings for a developed Chhattisgarh and a developed India.

New Delhi:  Twenty-nine Maoists, including a senior rebel leader - Shankar Rao, who had a bounty of ₹ 25 lakh on his head - were killed by security forces during an encounter in Chhattisgarh's Kanker district on Tuesday afternoon. A huge quantity of weapons, including Ak-47 and INSAS rifles, were recovered.

Three security personnel were injured in the gunfight, which took place in forests near the village of Binagunda after a joint team of District Reserve Guard and Border Security Force were attacked.

Two of the three injured are from the BSF. Their condition is stable but the third - from the DRG - is in critical care. All three received treatment at a local hospital and are to be shifted to a larger facility.

Sources said the fighting began at around 2 PM, when a joint DRG-BSF team was conducting an anti-Maoist operation. The DRG was set up in in 2008 to combat Maoist activities in the state, and the Border Security Force has been deployed extensively in the area to for counter-insurgency ops.

There was another encounter in the district last month, in which two people - a Maoist and a cop - were killed, and security forces recovered a gun, some explosives, and other incriminating materials.

Personnel from the DRG and Bastar Fighters, both units of the state police force, with the Border Security Force, were involved in that operation, officials told news agency PTI. The patrolling team was cordoning off a forested area when fired on indiscriminately, leading to the gun battle.

In November last year, while the state was voting in the first phase of an Assembly election, a gunfight broke out between security forces and Maoist rebels in the same district.

An Ak-47 rifle was recovered from the encounter site.

On the same day, while polling was taking place, Maoists fired at DRG personnel deployed near a polling station in Banda in Dantewada district.
