India calls for closer and real-time intelligence sharing

United Nations, Oct 5: India has called for a closer and real-time intelligence sharing, coordination of operations and technical assistance to address the increasing challenges posed by transnational crime organisations.

Despite the development of an expanding body of international treaties and conventions, designed to address the entire range of trans-border crimes, the challenge appears to only grow further, Mayank Joshi, Counsellor at the Permanent Mission of India to the UN said while participating in General Assembly's Third Committee debate.

"A problem with a global dimension can only be tackled with effective and enhanced regional and international cooperation," said Joshi.

Terror organisations such as the UN designated entities -- the Islamic State, Al Shabaab, Al Qaeda, Boko Haram, LeT, JeM -- continue to expand their reach across continents destabilising entire regions through their cross-border financing, propaganda, recruitment over cyberspace and social media, he told the UN committee.

"All of us are aware of the importance of genuine international collaboration in meeting these multifarious challenges. This requires much closer and real-time intelligence sharing, coordination of operations, capacity building and technology assistance," he said.

They are increasingly able to target attacks according to their choosing, he said, adding that many of these networks also collaborate with others.

Further, chronic civil wars and emerging armed conflicts, many of them involving non-state actors, are leading to large movements of people fleeing for safety, falling prey to organised crime syndicates.

Smuggling and trafficking in persons, arms and drugs, money laundering seem to be on the rise, he said.

Counterfeiting and sophisticated fraud schemes too are on the rise, he added.

With an exponentially growing reach of new technologies, new crimes are emerging, Joshi said, adding that cyber safety is becoming a serious concern at individual levels.

In a world inter-connected through modern technologies, there is a deepening nexus between various types of transnational organised crimes and entities engaging in them, he told the UN committee.

"All of us are aware of the importance of genuine international collaboration in meeting these multifarious challenges. This requires much closer and real-time intelligence sharing, coordination of operations, capacity building and technology assistance," Joshi said.

In his remarks, Joshi also rued that a 'Comprehensive Convention on International Terrorism' has seen little progress and remains stalled with lack of clarity on definitional issues.

There is also a lack of common understanding on how to address areas such as cybersecurity, he said.

Earlier opening the day-long debate via video-conference from Vienna, Jean-Luc Lemahieu, Director of the Division of Policy Analysis and Public Affairs of the UN Office on Drugs and Crime (UNODC) called for increased international cooperation.

Noting that economic uncertainty is the main driver of crime and drug trafficking, he said they remained closely linked to violent extremism.

The UNODC is working to strengthen criminal justice responses to terrorism and other emerging crimes, including piracy and heroin trafficking at sea, he said.

Mangaluru: A heart-wrenching tragedy unfolded in the quiet Bellayuru village on the outskirts of Mangaluru as a man’s life ended on a railway track following an apparent double murder. Authorities from the Mulki police station identified the man as Karthik Bhat, 32, whose lifeless body was discovered on the tracks with his head positioned on the rail, indicating a tragic suicide.

Nearby, police recovered keys to a scooter and a house, which eventually led them to uncover a series of chilling events. Following the trail, officers located Bhat’s scooter parked near Mahammayi Temple. Inside the vehicle, they found documents confirming his identity, including an RC, insurance papers, and his driving license.

Their search continued to Bhat's home in Pakshikere, Kemral village, where they discovered a locked room. With the keys retrieved from the tracks, police unlocked the door, only to be confronted by a horrifying sight. The bodies of Priyanka (28) and her young son Hriday (4) lay in a pool of blood, pointing to a brutal murder that occurred just hours before Bhat’s suicide.

Initial investigations suggest Bhat, beleaguered by ongoing family disputes, committed the murders of his wife and son on the evening of November 8 before tragically ending his own life. A death note found in his diary hinted at his mental state and tragic intentions.

Priyanka’s family, residing in Shivamogga, was informed of the incident. The couple, married for six years, now leaves behind grieving relatives and unanswered questions. Police have initiated formal proceedings, collecting statements from family members as they continue their investigation into the tragic sequence of events.

Hamas says the Israeli regime’s sole objective lies in “erasing” the entirety of the Palestinian population from across the Palestinian territories.

Khalil al-Hayya, a ranking official with the Gaza Strip-based Palestinian resistance movement, made the remarks to the Palestinian al-Aqsa TV on Wednesday.

“The occupation targets everyone—it strikes hospitals, civil defense, women, children, and the elderly,” he said, adding that the regime sought to “empty Gaza of its residents, and displace the Palestinian people to fulfill its dreams of building a Zionist Jewish state across all of Palestine.”

The remarks came amid the regime’s October 2023-present war of genocide on the coastal sliver that has so far claimed the lives of nearly 44,000 Palestinians, mostly women and children.

“This unprecedented aggression in modern times evokes scenes from the dark ages of human history, having crossed all red lines and exceeded every expectation of brutality in the modern era,” the Palestinian official lamented.

He also regretted that the regime had added “systematic and dangerous starvation to its aggression, falsely claiming before the world that it allows 250 [aid] trucks into Gaza daily. In reality, the number of trucks is far fewer.”

Hayya, meanwhile, regretted that “scenes of children torn apart, women screaming over their children, and heart-wrenching destruction have failed to stir enough humanity to stop these crimes.”

He decried the United States for vetoing the United Nations Security Council’s resolutions that are aimed at bringing about a potential ceasefire in the war, saying this indicated Washington’s “partnership in the aggression” and a simultaneous siege that the Israeli regime has been enforcing on Gaza.

Addressing Israeli Prime Minister Benjamin Netanyahu, the official asserted that, despite what the Israeli official is after, Hamas would not hand over the regime’s captives “without [the regime’s] stopping the war.”

He called Netanyahu “the main obstacle” in the way of cessation of the aggression, saying the Israeli premier “blocks any progress for political reasons,” and citing his preventing conclusion of a ceasefire agreement in July.

Hayya also warned that the regime sought to expand the war beyond Gaza, but asserted that its goals are “impossible and will never happen.”

“Today, the enemy exposes its true intentions of extermination and displacement, but it will fail,” he stressed.

“The Palestinian people are resilient and will not surrender, as they believe in their humanitarian and political cause. The enemy and its allies will not succeed in achieving their goals. This steadfast people will endure, and the occupation will not prevail against them.”

Mangaluru: The Ullal police have arrested Manohar, the owner of Vazco Beach Resort, and its manager Bharath in connection with the drowning of three college girls from Mysuru at the resort’s swimming pool on November 17.

City Commissioner of Police Anupam Agrawal confirmed the arrests, stating that a case has been registered under Section 106 of BNS. The bodies of the victims, all in their twenties, have been handed over to their parents. The women had arrived at the resort for a weekend getaway on November 16.

Following the tragic incident, the resort was sealed by officials led by Mangaluru Assistant Commissioner Harshavardhan. The trade license of the resort, issued on June 13, 2024, has been suspended, and the tourism department has temporarily revoked the resort's registration. These actions prohibit the resort from engaging in any tourism-related activities until further notice.

Someshwara TMC Chief Officer stated that the suspension was due to the resort's failure to implement adequate safety measures, which resulted in the loss of three lives. Further investigations are underway.
