2023 state assembly polls will set field for 2024 Lok Sabha polls: Chidambaram

New Delhi, Dec 11: The Congress is best placed to be the "pole" around which a non-BJP front can be built for the 2024 general elections, senior party leader P Chidambaram said on Sunday and asserted that the Aam Aadmi Party does not have much appeal outside Delhi with the exception of Haryana and Punjab.

Chidambaram also stressed that there were lessons to be learnt by the Congress from the Gujarat loss, saying there is no such thing as a "silent" campaign in a hard-fought election.

In an interview, he also said the Aam Aadmi Party (AAP) played spoiler in Gujarat, like it did earlier in Goa and Uttarakhand.

He weighed in on the recent elections in Gujarat, Himachal Pradesh assemblies and the Municipal Corporation of Delhi, saying Prime Minister Narendra Modi should reflect on the fact that the BJP was in power in all three but was defeated in two.

"That is a huge setback for the BJP. The win in Gujarat, important as it is, cannot hide the fact that the BJP, the incumbent, was defeated decisively in Himachal Pradesh and MCD," the former Union minister said.

The Congress in Himachal and the AAP in MCD polls won by a decisive margin of seats, he pointed out.

"The overall margin of votes in Himachal Pradesh may be small, but it was not a state-wide presidential kind of election. It was a constituency-wise election and we have to look at the margin in each constituency," he said.

"In many of the 40 constituencies won by the Congress, the margins were sizable. A state-wide margin is an inappropriate measure in a constituency-wise election," Chidambaram said when asked about the PM highlighting the less than one per cent vote share difference between the Congress and the BJP in Himachal.

Asked about the Congress' debacle in Gujarat and the low key campaign in the state, Chidambaram said he was not fully acquainted with the strategy, if any, followed in the state.

"My sense was the Congress did not have great expectations in Gujarat. As a general rule, I believe that in every election the party must put its best forward and throw into the battle all the available resources - human, material and digital," he said.

The Gujarat Pradesh Congress Committee ought to have mobilised the best human resources available in the Congress all over the country and deployed them in the campaign, he said.

"I also believe that there is no such thing as a 'silent' campaign in a hard-fought election. There are lessons to be learnt from the Gujarat loss," he said.

On whether the AAP would pose a challenge to the Congress' leadership of the Opposition block after winning MCD polls and bagging about 13 per cent of the vote share in Gujarat, Chidambaram said the AAP's win in the MCD election was not surprising as it is the ruling party in Delhi.

The BJP carried the burden of 15 years of incumbency in the MCD and the Congress was not a serious contender, he opined.

"However, in Gujarat, the AAP played the spoiler's role, like it did earlier in Goa and Uttarakhand. The AAP dented the chances of the Congress in 33 seats in Gujarat," Chidambaram said.

"I do not think the AAP has much appeal outside Delhi except perhaps (in) Haryana and Punjab. As the AAP travels further from Delhi, it will find that its appeal diminishes," he said.

Whether the AAP has qualified for the label of 'national' party or not, is of little significance, he added.

Asked whether the Congress still remains the fulcrum of the Opposition alliance to take on the BJP in 2024 polls, Chidambaram said, "Yes, the Congress is best placed to be the pole around which a non-BJP front can be built."

Talking about Opposition unity, he said, "Opposition unity has always been difficult to build and maintain. Remember 1977 and 1989? If the Congress undertakes the task with humility and if the other parties undertake the task with realism, I think it is possible to forge unity for an electoral alliance."

On the poll results and their implications for the road to 2024 general elections, he said that before 2024, there is 2023 and elections in several states, including Karnataka, Rajasthan, Madhya Pradesh and Chhattisgarh.

Along with the results of the recently concluded three elections in 2022, the forthcoming state elections next year will set the field for the Lok Sabha elections in 2024, he said.

"How well the BJP will do and how well the Congress and other non-BJP parties will do in the state elections will undoubtedly play a major role in determining the outcome of the Lok Sabha elections," Chidambaram opined.

Asked whether the Bharat Jodo Yatra had any impact on the recently concluded polls and whether it would pay any electoral dividends to the party going forward, he said Rahul Gandhi made it clear at the outset that the aim of the Bharat Jodo Yatra was not to reap political benefits.

"Its goals were larger and with a long time view. I did not expect the BJY to influence the election in a state that the Bharat Jodo Yatra did not traverse. What impact it may have in the states that it traversed remains to be seen," Chidambaram said.

In Gujarat assembly polls, the BJP won a record 156 seats with a staggering 52.5 per cent vote share, dwarfing the Opposition Congress and the AAP, that got over 27 per cent and about 13 per cent vote share respectively. The Congress got just 17 seats while the AAP managed to bag five. Independents won three seats and the Samajwadi Party picked up one.

In Himachal Pradesh, the Congress won 40 seats and a vote share of 43.9 per cent. The BJP won 25 with 43 per cent vote share and on three seats independents were victorious.

Bengaluru: In a boost to the ruling Congress in Karnataka, the party on Saturday swept the by-polls to three Assembly segments, causing a major setback to the BJP-JD(S) alliance in the state.

The Congress has retained Sandur, the seat considered to be its strong hold, and has also bagged Shiggaon and Channapatna segments, which were earlier held by BJP and JD(S) respectively.

The November 13 by-polls to Sandur, Shiggaon and Channapatna Assembly segments had witnessed a fierce fight between the ruling Congress and a combative BJP-JD(S) alliance.

The by-polls to Sandur, Shiggaon and Channapatna were necessitated as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister Kumaraswamy of JD(S) to Lok Sabha in May elections.

The by-polls witnessed a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance took on the grand old party.

Congress' C P Yogeeshwara won the Channapatna segment, defeating JD(S) candidate and Kumaraswamy's son Nikhil Kumaraswamy, by a margin of 25,413 votes.

Former CM Basavaraj Bommai's son Bharath Bommai of BJP faced defeat against Congress' Yasir Ahmed Khan Pathan in Shiggaon Assembly segment by a margin of 13,448 votes.

In Sandur, Congress candidate E Annapoorna, the wife of Bellary MP E Tukaram, won the seat vacated by her husband, by a margin of 9,649 votes.

Congress' win in the by-poll is seen as an endorsement of both Chief Minister Siddaramaiah and his deputy D K Shivakumar's leadership, and the government's programmes, especially the five guarantee schemes.

Nikhil Kumaraswamy and Bharath Bommai, the third generation of Gowda and Bommai family respectively, who contested this bypolls, have lost. Their fathers and grandfathers had served as Karnataka's Chief Ministers in the past.

While for Bharath Bommai this was his electoral debut, for Nikhil it was his third electoral loss.

Among the three segments, Channapatna was considered to be a high profile battle, where the contest was between C P Yogeeshwara and actor-turned-politician Nikhil Kumaraswamy.

A five-time MLA from the segment and a former Minister, Yogeeshwara had joined the Congress after quitting BJP ahead of nomination.

There were plans to field Yogeeshwara on a JD(S) ticket, but he was not interested in it, and instead wanted Kumaraswamy to support him as BJP candidate. This was not acceptable to Kumaraswamy and his party, following which Yogeeshwara jumped ship.

However, Kumaraswamy had subsequently said he had agreed to Yogeeshwara contesting from BJP, and despite that he jumped ship to Congress, under the influence of Deputy Chief Minister D K Shivakumar and his brother and former MP D K Suresh.

Nikhil had faced defeat in 2019 Lok Sabha and 2023 Assembly polls. It is seen as a setback for Kumaraswamy too, as he could not ensure son's win from the Channapatna, the seat he had twice represented in the past.

Congress' win is crucial for Shivakumar, who is also the state Congress chief and his brother Suresh to strengthen their position in their home district of Ramanagara, a Vokkaliga heartland.

In Shiggaon, BJP's Bharath Bommai, son of Basavaraj Bommai lost against Congress' Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls.

Initially, former MLA Syed Azeempeer Khadri, a Congress' ticket aspirant, had raised a banner of revolt in Shiggaon, by filing his nomination as an independent, but later withdrew after intervention by party leadership.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress won from the seat vacated by her husband, against BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Sandur is a Congress' bastion, and Tukaram had represented it four times.

Congress winning the by-polls is seen as "crucial" for Chief Minister Siddaramaiah to assert himself , amid demands for his resignation following charges against him in the MUDA site allotment case.

There were also behind-the-scenes political activities within the ruling Congress earlier this year, with a few ministers in his Cabinet holding closed door meetings, fueling speculation about leadership change. But such activities came to a halt following instructions from the party high command.

It is equally important for Shivakumar, who has not shied away from openly expressing his Chief Ministerial ambitions, amid speculations over "rotational Chief Minister formula," according to which he will become CM after two-and-half years (in this govt's five years tenure), but they have not been officially confirmed by the party.

The defeat in this by-poll is seen as a setback for state BJP President Vijayendra, who has been facing intense criticism and opposition from a section within the party, who have raised a banner of revolt against his leadership accusing him and his father, veteran leader B S Yediyurappa of "adjustment politics".

Bengaluru: The Karnataka government has warned that disciplinary action will be taken against those officials who change the land mutation records and serve eviction notices to farmers under the Waqf Act.

In a letter, the Revenue Department Principal Secretary Rajender Kumar Kataria reminded all regional commissioners and deputy commissioners in the districts that Chief Minister Siddaramaiah recently had a meeting following complaints about certain land properties being made in favour of the Karnataka Board of Waqfs.

In the meeting it was decided that all the directions issued previously by any government office or authority to change the mutation records has been withdrawn, the letter said.

It added that all the notices served in the past have also been withdrawn and no action should be taken against the farmers who are cultivating on the said land.

On the directions of the chief minister, the previous letters and the latest reminders served on November 7 to the farmers and land owners have been withdraw, the letter said.

"The officials who served reminder-2 despite the chief minister's direction will face appropriate disciplinary action," Kataria said in his letter.

He said he has been instructed to strictly implement the chief minister's direction.

The fresh direction was issued in poll-bound Karnataka, where bypolls to three crucial assembly segments are due on November 13.

Some farmers in Honwad village in Vijayapura in north Karnataka had alleged last month that they were served eviction notices as the Waqf Board claimed rights over it.

Subsequently, complaints started in pouring in from some other parts of the state.

BJP leader Tejasvi Surya on October 25 alleged that Karnataka Waqf Minister B Z Zameer Ahmed Khan directed the deputy commissioners and revenue officials to register lands in favour of the Waqf Board within 15 days, which resulted in confusion.

On Surya's request, the Chairman of the Joint Committee of Parliament on the Waqf (Amendment) Bill, Jagdambika Pal visited Karnataka on November 7 and met farmers in Hubballi, Vijayapura and Belagavi districts who had alleged that their lands were marked as Waqf properties.

Mangaluru: The Kavoor police in Mangaluru, Karnataka, have arrested three individuals from Kerala in connection with two separate cybercrime cases, including one involving extortion under the guise of a "digital arrest."

City Commissioner of Police Anupam Agrawal reported that one of the arrested individuals, Nisar, a resident of Ernakulam district, posed as a CBI officer. He allegedly threatened the complainant with arrest and extorted Rs 68 lakh. A case has been filed under sections 66 (C) and 66 (D) of the IT Act, and sections 308 (2) and 381 (4) of BNS.

In another case, the Kavoor police arrested two men, Sahil K P of Thiruvannur, Kozhikode, and Muhammad Nashath of Mappila Koyilandy, Kerala, in connection with a share trade fraud. The accused are alleged to have deceived the complainant by promising substantial profits from an investment in the stock market. Trusting the fraudsters, the complainant invested Rs 90 lakh, which was subsequently lost. A case has been registered under sections 66 (C) and 66 (D) of the IT Act, and sections 318 (4) and 3 (5) of BNS.

The accused were arrested in Koyilandi and presented before the court. The operation was carried out under the guidance of City Police Commissioner Anupam Agrawal, led by Mangaluru North Sub-Division ACP Srikanth K, Kavoor Inspector Raghavendra Byndoor, Kavoor PSI Mallikarjuna Biradara, and staff members Ramanna Shetty, Bhuvaneshwari, Rajappa Kashibai, Praveen N, and Malatesh.
