‘8 billion global population an opportunity for India; focus should be on equity and equality’

New Delhi, Nov 15: The global population reaching eight billion should be seen as an opportunity with people as creators of resources, experts said on Tuesday but stressed that focus should be on equity and equality as well as caring for the aging populace.

The world population touched eight billion on Tuesday and India was the largest contributor to the milestone, having added 177 million people, the United Nations said, noting that for China, which added 73 million people, the projection is its contribution to the next billion in the global population is to be in the negative.

The Population Foundation of India (PFI) said this milestone should be seen as an opportunity for India to plan better and provide a healthy and happy life for all eight billion people. "We must celebrate the day the world population reaches eight billion," it had earlier said.

According to the United Nations' World Population Prospects-2022, released on July 11 (World Population Day), the global population was projected to reach eight billion on November 15.

The report also stated that the global population is growing at its slowest rate since 1950, having fallen under one per cent in 2020.

"Given the fact that India is projected to become the most populous country in the world in 2023, some sections have been expressing fear that a high population would be a problem for governance. However, this milestone should be seen as an opportunity to plan better and provide a healthy and happy life for all eight billion of us," the PFI said.

PFI executive director Poonam Muttreja said, "We know that population growth is stabilising across the world. While it took 12 years for the world population to grow from seven to eight billion, it will take approximately 15 years, until 2037, to reach nine billion, suggesting that population growth is slowing down."

"We should now focus on eliminating unmet need for contraception, so that women can decide if they want to have children and if yes, when, how many and at what intervals," she said.

There also must be a stop at creating a false dichotomy between population and limited resources, Muttreja said.

She said a skilled population is a strength and "we must see people as creators of resources".

The obsession with numbers needs to end and the need is to start thinking of "our population as people, in line with the principles of equality and equity", the PFI executive director said.

"We must also broaden our view on the multidimensional relationship between the population and the planet," Muttreja said.

Global evidence shows that a small portion of the world's people use most of the earth's resources and produce most of its greenhouse gas emissions. Over the past 25 years, the richest 10 per cent of the global population has been responsible for more than half of all carbon emissions, she claimed.

Muttreja said going forward, countries such as India also need to put in place public measures to address the needs of the growing aging population. These would include attaining universal health care and improving social security systems, she said.

With the world's population crossing 8 billion, "let us not become knee-jerk and insist that it is the root cause of all our problems nor take the diametrically opposite position that population growth produces no stress especially at a time when climate threats are exacerbating inequality and loss of livelihood, impacting adversely women and all marginal communities the most", Executive director at the Centre for Advocacy and Research, Akhila Sivadas,

"Today more than ever before we need to engage with population increase from a gender equality perspective and focus on human development and build resilience in every sense of the word," she said.

The UN Population Fund (UNFPA), in a special graphic to mark the global population reaching eight billion, said Asia and Africa have driven much of this growth and they are expected to drive the next billion by 2037, while Europe's contribution will be negative due to declining population.

The world added a billion people in the last 12 years, it said, adding that as the world adds the next billion to its tally of inhabitants, China's contribution will be negative.

"India, the largest contributor to the eight billion (177 million) will surpass China, which was the second largest contributor (73 million) and whose contribution to the next billion will be negative, as the world's most populous nation by 2023," the UNFPA said.

The UN said it took about 12 years for the world population to grow from seven to eight billion, but the next billion is expected to take about 14.5 years (2037), reflecting the slowdown in global growth.

The world population is projected to reach a peak of around 10.4 billion people during the 2080s and is expected to remain at that level until 2100.

For the increase from seven to eight billion, around 70 per cent of the added population was in low-income and lower-middle-income countries. For the increase from eight to nine billion, these two groups of countries are expected to account for more than 90 per cent of the global growth, the UN said.

Bengaluru: The Karnataka government has warned that disciplinary action will be taken against those officials who change the land mutation records and serve eviction notices to farmers under the Waqf Act.

In a letter, the Revenue Department Principal Secretary Rajender Kumar Kataria reminded all regional commissioners and deputy commissioners in the districts that Chief Minister Siddaramaiah recently had a meeting following complaints about certain land properties being made in favour of the Karnataka Board of Waqfs.

In the meeting it was decided that all the directions issued previously by any government office or authority to change the mutation records has been withdrawn, the letter said.

It added that all the notices served in the past have also been withdrawn and no action should be taken against the farmers who are cultivating on the said land.

On the directions of the chief minister, the previous letters and the latest reminders served on November 7 to the farmers and land owners have been withdraw, the letter said.

"The officials who served reminder-2 despite the chief minister's direction will face appropriate disciplinary action," Kataria said in his letter.

He said he has been instructed to strictly implement the chief minister's direction.

The fresh direction was issued in poll-bound Karnataka, where bypolls to three crucial assembly segments are due on November 13.

Some farmers in Honwad village in Vijayapura in north Karnataka had alleged last month that they were served eviction notices as the Waqf Board claimed rights over it.

Subsequently, complaints started in pouring in from some other parts of the state.

BJP leader Tejasvi Surya on October 25 alleged that Karnataka Waqf Minister B Z Zameer Ahmed Khan directed the deputy commissioners and revenue officials to register lands in favour of the Waqf Board within 15 days, which resulted in confusion.

On Surya's request, the Chairman of the Joint Committee of Parliament on the Waqf (Amendment) Bill, Jagdambika Pal visited Karnataka on November 7 and met farmers in Hubballi, Vijayapura and Belagavi districts who had alleged that their lands were marked as Waqf properties.

After the US prosecutors charged Gautam Adani with bribery and fraud, Congress reiterated its call for a Joint Parliamentary Committee (JPC) probe into the transactions of the Adani group, and hit out at Prime Minister Narendra Modi, alleging an "internal nexus" between him and "his favourite businessman."

Senior Congress leader Jairam Ramesh said the indictment of Gautam Adani and others by the US Securities and Exchange Commission validates his party’s call for a Joint Parliamentary Committee investigation.

The Congress has been pushing for the probe since January 2023, raising concerns over alleged irregularities involving Adani and his business dealings, said Ramesh.

Ramesh referred to the party’s “Hum Adani ke Hain” series, where 100 questions were raised about the alleged scams and the links between Prime Minister Narendra Modi and Gautam Adani.
He noted that the questions remain unanswered, reiterating the need for accountability in the matter.

The US prosecutors have charged Adani with deceiving investors by concealing information about his firm's solar energy project in India, which allegedly involved bribery.

Adani has been charged with securities fraud and conspiracy, according to an indictment unsealed on Wednesday. The case focusses on an agreement between Adani Green Energy Ltd. and another organisation to supply 12 gigawatts of solar power to the Indian government.

'BETRAYAL OF INDIAN INVESTORS'

Congress leader Pawan Khera described the allegations against Gautam Adani and his conglomerate as a “betrayal of Indian investors.”

Taking to X, Khera outlined the US charges, including claims that Adani’s group bribed Indian government officials between 2020 and 2024 to secure contracts. Citing media reports, he also pointed out that Gautam Adani personally met a government official to advance the scheme.

Khera referred to a March 2024 incident where the Adani Group allegedly misled the Bombay Stock Exchange and the National Stock Exchange, calling it a “grave violation of investor trust.”

He further highlighted a March 2023 FBI raid on the premises of Sagar Adani, Gautam Adani’s nephew, where electronic devices were seized as part of the investigation.

'SEBI NOT ABLE TO PROVE ANY CHARGES AGAINST ADANI'

Shiv Sena (UBT) leader Priyanka Chaturvedi criticised central probe agencies following US charges against Gautam Adani and others in an alleged bribery case linked to solar energy contracts.

Chaturvedi raised concerns about corporate governance and regulatory oversight in the country. “They talk about corporate governance, responsibility, and accountability. The industrialists should be asked to follow the rules and regulations, but even the agencies were defending him. The SEBI has not yet been able to prove charges against him,” she said, pointing to what she viewed as failures in ensuring accountability.

'BROUGHT DISREPUTE TO INDIA'

On US charges against Gautam Adani, AAP leader Sanjay Singh called for a probe against the industrialist. He said that the probe should be conducted by an investigation agency under the Supreme Court.

"Adani Group has brought disrepute to India. This is a very serious matter. The PM of India should come forward and answer this. All the pending matters against Adani should be probed by an investigation agency under Supreme Court monitoring, and all the corruption done by him, within and outside the country, should come out before the country and action should be taken against him," he said.

BJP DFENDS

BJP IT cell chief Amit Malviya responded sharply to the Opposition’s criticism regarding allegations involving Adani Green Energy and US-based Azure Power. He pointed out that the charges in the indictment are only allegations and emphasised, “The defendants are presumed innocent unless and until proven guilty.”

Malviya argued that the crux of the case concerns agreements to supply 12 GW of power to the Solar Energy Corporation of India (SECI), contingent on SECI securing power purchase agreements with state electricity distribution companies (SDCs).

The Taliban regime has appointed Ikramuddin Kamil as the acting consul in the Afghan mission in Mumbai, Afghan media has reported.

It is the first such appointment made by the Taliban set up to any Afghan mission in India.

There was no immediate comment from the Indian side on the appointment that came.

The Ministry of Foreign Affairs of Afghanistan has announced the appointment of Kamil as the acting consul in Mumbai, the Taliban-controlled Bakhtar News Agency reported on Monday, citing unnamed sources.

"He is currently in Mumbai, where he is fulfilling his duties as a diplomat representing the Islamic Emirate," it said.

The appointment is part of Kabul's efforts to strengthen diplomatic ties with India and enhance its presence abroad, the media outlet said

Kamil holds a PhD degree in international law and previously served as the deputy director in the department of security cooperation and border affairs in the foreign ministry, it said.

He is expected to facilitate consular services and represent the interests of Afghanistan in India, the report added.

Kamil's appointment comes days after the external affairs ministry's point-person for Afghanistan held talks with the Taliban's acting defence minister, Mullah Mohammad Yaqoob, in Kabul.

Sher Mohammad Abbas Stanikzai, the Taliban's deputy foreign minister for political affairs, also posted on X about Kamil's appointment.

The appointment of Kamil is seen as part of efforts to facilitate consular services to the Afghan population in Mumbai.

There has been almost negligible presence of diplomatic staff at the Afghan missions in India.

Most of the diplomats appointed by the Ashraf Ghani government have already left India.

In May, Zakia Wardak, the seniormost Afghan diplomat in India, resigned from her position after reports emerged that she was caught at the Mumbai airport for allegedly trying to smuggle 25 kg of gold worth Rs 18.6 crore from Dubai.

Wardak had taken charge as the acting ambassador of Afghanistan to New Delhi late last year, after working as the Afghan consul general in Mumbai for more than two years.

She took charge of the Afghan embassy in New Delhi last November, after the mission helmed by then ambassador Farid Mamundzay announced its closure.

Mamundzay, who was an appointee of the Ghani government, had moved to the United Kingdom.
