Bihar Assembly unanimously passes bill for 65% caste quota, past Supreme Court cap

Patna, Nov 9: The Bihar Assembly on Thursday unanimously passed a bill to increase reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Extremely Backward Classes in state jobs and educational institutions to 65 per cent. This is well past the Supreme Court's 50 per cent cap.

The amended bill will now have to be signed off by Governor Rajendra Arlekar before it is law.

The amendments were passed amid ruckus inside and outside the Bihar Assembly - over Chief Minister Nitish Kumar's remark this week on women's education and population control.

Under the revised quotas, Scheduled Caste candidates will have 20 per cent reservation, while those from OBCs and EBCs will get 18 and 25 per cent - a significant increase from the earlier (combined) 30 per cent. Reservation of two per cent has been proposed for ST candidates.

At present there is 18 per cent reservation for EBCs and 12 per cent for Backward Classes, 16 per cent for Scheduled Castes, and one per cent for Scheduled Tribes.

The existing three per cent reservation for women from backward classes has been scrapped.

The amended bill excludes the central government's mandatory 10 per cent reservation for individuals from Economically Weaker Sections, and will take total quotas to 75 per cent.

Nitish Kumar had proposed the amendment on Tuesday, hours after his government tabled the full report of the contentious state-wide caste survey. The report said 36 per cent of the Bihar's 13.1 crore people are from EBCs and 27.1 per cent are from Backward Classes.

Of the rest, 19.7 per cent are from Scheduled Castes and Scheduled Tribes make up 1.7 per cent of the population. The General Category accounts for 15.5 per cent of the population, the report said.

This means that over 60 per cent of Bihar hails from OBCs or EBCs.

Data from the survey was presented amid BJP claims that data about population of the Yadav - to which Deputy Chief Minister Tejashwi Yadav belongs - and Muslim communities was manipulated.

The Yadav community, which will benefit from 18 per cent reservation for OBC groups, is the largest sub-group, accounting for 14.27 per cent of the category.

The report also said that 42 per cent of all Scheduled Caste and Scheduled Tribe families live in poverty, and that 34 per cent of all families in the state survive on less than ₹ 6,000 per month.

Also according to the data, less than six per cent of individuals from Scheduled Castes had finished their schooling; i.e., cleared Class 11 and Class 12.

The report was initially criticised by the BJP; in a sharp response hours after data was released, Prime Minister Narendra Modi accused the opposition of "trying to divide the country in the name of caste".

Last week, though, Union Home Minister Amit Shah declared the BJP remains open to the idea of a nation-wide caste census, so long as due diligence is done.

The data - coming months before next year's Lok Sabha poll - underlines the electoral importance of OBCs and marginalised communities - both for the BJP, which has opposed calls for a national caste census, and the opposition, which has been increasingly more and more vocal on the subject.

Iran has urged Muslim countries to cut all relations with the Israeli regime as means of pressuring Tel Aviv to end its ongoing genocidal war on the Gaza Strip.

Foreign Minister Hossein Amir-Abdollahian made the remarks on Saturday, addressing the 15th Heads of State and Government Summit of the Organization of Islamic Cooperation (OIC) in Gambia’s capital Banjul.

“Beyond doubt, this time period will also pass by, despite all its hardships and adversities for the Palestinian nation,” he said.

“However, the manner and quality of the role that is played by us, Muslim states, in the face of this crisis will go down in history,” the top diplomat added.

“Undoubtedly, severance of diplomatic and economic ties and [imposition of] practical arms and trade embargo [on Israel] serves as an important means of cessation of its genocide in Gaza and atrocities in the West Bank and the Noble al-Quds.”

At least 34,654 people have died in Gaza since October 7, when the Israeli regime began the war in response to al-Aqsa Storm, a retaliatory operation by the coastal sliver’s resistance groups.

Despite the unabated campaign of bloodshed and destruction, the regime has so far fallen short of realizing its goals, including defeating Gaza’s resistance, causing forced displacement of the territory’s entire population to neighboring Egypt, and enabling the release of those who were taken captive during al-Aqsa Storm.

Amir-Abdollahian said Gaza’s developments proved that elimination of the Palestinian resistance “was nothing but an illusion.”

“Because the Israeli regime is not a legitimate government. It is only an occupying apartheid power,” he said, adding, “Passage of time is not going to lend legitimacy to an occupying power.”

The foreign minister asserted that realization of sustainable peace and security in the region was only possible through cessation of the regime’s occupation of Palestine, Syria, and Lebanon, return of the Palestinian refugees to their homeland, and manifestation of Palestinians’ right to self-determination.

Mangaluru, May 6: A five-year-old girl from Arendur village of Siddapura taluk of Uttara Kannada district died of Kyasanur Forest Disease (monkey fever) recently.

As her health deteriorated, she was admitted to the KMC Hospital in Mangaluru, where she failed to respond to the treatment and died on Friday night.

It is learned that the KFD is slowly spreading to the newer areas of coastal and malnad areas of Karnataka

According to officials, KFD spreads due to bites of ticks that generally survive on monkeys. This tick bites humans which causes the infection. Humans also contract the disease by coming in contact with cattle bitten by ticks.

New Delhi: Congress leader Rahul Gandhi has written to Karnataka Chief Minister Siddaramaiah, urging him to extend all possible help to the victims of JD(S) leader Prajwal Revanna's alleged sexual abuse.

In a letter to Siddaramaiah, Gandhi condemned the actions of Revanna, an MP from Hassan in Karnataka, and accused him of enjoying immunity with the blessings of Prime Minister Narendra Modi and Union Home Minister Amit Shah.

In a veiled attack on Modi, the Congress leader said he has never come across a senior public representative who has constantly chosen silence in the face of untold violence against women.

"I request you to kindly extend all possible support to the victims," Gandhi said in his letter to the Karnataka chief minister.

"They deserve our compassion and solidarity as they fight their battle for justice. We have a collective duty to ensure that all parties responsible for these heinous crimes are brought to book," he added.

Describing the incidents as "horrific sexual violence" unleashed by the incumbent Member of Parliament, Gandhi alleged that Revanna sexually assaulted and filmed hundreds of women over several years.

"Many who looked up to him as a brother and son were brutalised in the most violent manner and robbed of their dignity. The rape of our mothers and sisters warrants the strictest possible punishment."

"I am deeply shocked to learn that as far back as December 2023, our Home Minister Shri Amit Shah was informed by Shri G Devaraje Gowda about Prajwal Revanna's antecedents, especially his history of sexual violence and the presence of videos filmed by the perpetrator," the former Congress chief said.

He said what is even more shocking is that despite these gruesome allegations being brought to the notice of the seniormost leadership of the ruling Bharatiya Janata Party (BJP) at the Centre, Modi campaigned and canvassed for a "mass rapist".

"Furthermore, the Union government wilfully allowed him to flee India to derail any meaningful investigation. The deeply perverse nature of these crimes and the absolute immunity enjoyed by Prajwal Revanna with the blessings of the Prime Minister and Home Minister deserves the strongest condemnation," Gandhi said.

"In my two decades in public life, I have never come across a senior public representative who has constantly chosen silence in the face of untold violence against women. From our wrestlers in Haryana to our sisters in Manipur, Indian women are bearing the brunt of the Prime Minister's tacit support for such criminals," he alleged.

In this backdrop, Gandhi said the Congress has a moral duty to fight for justice for "our mothers and sisters".

"I understand that the Karnataka government has constituted a Special Investigation Team (SIT) to investigate the grave allegations, and a request has been made to the Prime Minister to cancel Prajwal Revanna's diplomatic passport and get him extradited to India at the earliest," he said.

H D Revanna, the Janata Dal (Secular) MLA from Holenarasipura in Karnataka's Hassan district, is the son of former prime minister and JD(S) patriarch H D Deve Gowda and elder brother of former chief minister H D Kumaraswamy. He is facing allegations of sexually abusing women.
