New Delhi, Feb 27: Private hospitals can charge up to Rs 250 per dose of Covid-19 vaccine, official sources said on Saturday as India prepares to vaccinate people aged above 60 years and those over 45 with comorbidities from March 1.

The Covid-19 vaccine will be given free of cost at government hospitals, while people will need to pay for it at private facilities.

"Rs 250 will be the ceiling -- Rs 150 cost of vaccine plus Rs 100 service charge. This arrangement will remain effective till further orders," a source said.

According to sources, states and union territories have been informed about it.

The Union Health Ministry on Friday had said beneficiaries would be able to self-register in advance by downloading the Co-WIN 2.0 portal and through other IT applications such as Aarogya Setu, which will show the government and private hospitals serving as Covid-19 vaccination centres (CVCs) with date and time of the available schedules.

The beneficiary would be able to choose the CVC of his/her choice and book an appointment for vaccination, the ministry said.

There will be facility of on-site registration so that eligible beneficiaries can walk into identified vaccination centres, get themselves registered and inoculated.

"Eligible beneficiaries would be able to register themselves on the Co-WIN platform from March 1 itself," R S Sharma, Chairman of Empowered Group on Covid-19 Vaccine Administration had said.

The nationwide Covid-19 vaccination drive was launched on January 16. This is now to be exponentially expanded to the age-groups -- all citizens above 60 years and those within the age bracket of 45 to 59 years with specified co-morbidities -- from March 1.

During a meeting held on Friday, representatives of states and UTs were explained the basic features of version 2.0 of the digital platform Co-WIN, which is a population-scale software with capacity of processing several thousands of entries.

It was pointed out that all CVCs must be health facilities which are government health facilities such as sub health centres (SHCs), primary health centres (PHCs), community health centres (CHCs), Ayushman Bharat Health and Wellness Centres, Sub-Division Hospitals, District Hospitals and Medical College Hospitals or private hospitals empanelled under the Central Government Health Scheme (CGHS), Ayushman Bharat- Pradhan Mantri Jan Aarogya Yojana (AB-PM JAY) and similar State Health Insurance Schemes.

States and UTs were asked to ensure that the private health facilities have adequate space for the vaccination process, as detailed in the comprehensive SOPs issued by the ministry, basic cold chain equipments, their own team of vaccinators and staff, and adequate facility for management of any adverse event following immunisation (AEFI) cases for using them as CVCs.

All beneficiaries, regardless of the mode of access will have to carry any one of the following photo ID documents -- Aadhaar Card, Electoral Photo Identity Card (EPIC), Photo ID card specified at the time of registration in case of online registration (if not Aadhaar or EPIC), certificate of co-morbidity for citizens in age group of 45 years to 59 years (signed by a registered medical practitioner), and employment certificate/Official Identity Card for healthcare workers (HCWs) and frontline workers (FLWs).

States and UTs  on Friday explained the simplified process of registration, which shall be through three routes -- advance self-registration, on-site registration and facilitated cohort registration.

Under the first route, beneficiaries will be able to self register in advance by downloading the Co-WIN 2.0 portal and through other IT applications such as Aarogya Setu.

"This will show the government and private hospitals serving as CVCs with date and time of the available schedules. The beneficiary would be able to choose the CVC of his/her choice and book an appointment for vaccination.

"The facility of on-site registration allows those who cannot self register in advance to walk into the identified CVCs and get themselves registered on-site and then vaccinated," the ministry said.

Under the facilitated cohort registration mechanism, the state and UT government will take proactive lead, the ministry said in the statement.

Specific date(s) for COVID-19 vaccination will be decided where target groups of potential beneficiates will be vaccinated. State and health authorities will ensure that that the target groups are actively mobilised and brought to the vaccination centres. ASHAs, ANMs, Panchayati Raj representatives and Women's Self Help Groups (SHGs) will be utilised for mobilising the target groups.

Vaccination will be free of charge at the government vaccination centres. The beneficiary will have to show a photo ID document for proof of age (preferably Aadhaar card or EPIC card) and certificate of co-morbidity (if required). Those taking the Covid-19 vaccine at any designated/empanelled private health facility will have to pay a pre-fixed charge.

Hamas says the Israeli regime’s sole objective lies in “erasing” the entirety of the Palestinian population from across the Palestinian territories.

Khalil al-Hayya, a ranking official with the Gaza Strip-based Palestinian resistance movement, made the remarks to the Palestinian al-Aqsa TV on Wednesday.

“The occupation targets everyone—it strikes hospitals, civil defense, women, children, and the elderly,” he said, adding that the regime sought to “empty Gaza of its residents, and displace the Palestinian people to fulfill its dreams of building a Zionist Jewish state across all of Palestine.”

The remarks came amid the regime’s October 2023-present war of genocide on the coastal sliver that has so far claimed the lives of nearly 44,000 Palestinians, mostly women and children.

“This unprecedented aggression in modern times evokes scenes from the dark ages of human history, having crossed all red lines and exceeded every expectation of brutality in the modern era,” the Palestinian official lamented.

He also regretted that the regime had added “systematic and dangerous starvation to its aggression, falsely claiming before the world that it allows 250 [aid] trucks into Gaza daily. In reality, the number of trucks is far fewer.”

Hayya, meanwhile, regretted that “scenes of children torn apart, women screaming over their children, and heart-wrenching destruction have failed to stir enough humanity to stop these crimes.”

He decried the United States for vetoing the United Nations Security Council’s resolutions that are aimed at bringing about a potential ceasefire in the war, saying this indicated Washington’s “partnership in the aggression” and a simultaneous siege that the Israeli regime has been enforcing on Gaza.

Addressing Israeli Prime Minister Benjamin Netanyahu, the official asserted that, despite what the Israeli official is after, Hamas would not hand over the regime’s captives “without [the regime’s] stopping the war.”

He called Netanyahu “the main obstacle” in the way of cessation of the aggression, saying the Israeli premier “blocks any progress for political reasons,” and citing his preventing conclusion of a ceasefire agreement in July.

Hayya also warned that the regime sought to expand the war beyond Gaza, but asserted that its goals are “impossible and will never happen.”

“Today, the enemy exposes its true intentions of extermination and displacement, but it will fail,” he stressed.

“The Palestinian people are resilient and will not surrender, as they believe in their humanitarian and political cause. The enemy and its allies will not succeed in achieving their goals. This steadfast people will endure, and the occupation will not prevail against them.”

Bengaluru: An estimated overall 10.14 per cent voter turnout was recorded during the first two hours, since the voting began for bypolls to three Assembly segments in Karnataka on Wednesday, election officials said.

The voting began at 7 am and will go on till 6 pm.

More than seven lakh voters are eligible to cast their votes in about 770 polling stations in Shiggaon, Sandur and Channapatna, where a total of 45 candidates are in the fray.

While Channapatna recorded 10.34 per cent voter turnout till 9 am, it was 10.08 per cent in Shiggaon, and 9.99 per cent in Sandur, election officials said.

Voters, including women and elderly were seen queuing up in front of polling booths in these segments.

By-polls for Sandur, Shiggaon, and Channapatna are necessitated, as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister H D Kumaraswamy of JD(S) -- to Lok Sabha in May elections.

As many as 31 candidates are in the fray from Channapatna, while Sandur and Shiggaon have six and eight contenders, respectively.

Elaborate security arrangements have been made in the three segments for the smooth conduct of the polls.

The by-polls will witness a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance is in contest against the grand old party.

Among the three segments, Channapatna is considered to be a "high profile", where the contest is between C P Yogeeshwara, a five time MLA from the segment and former Minister, who joined the Congress quitting BJP ahead of nomination, and actor-turned -politician Nikhil Kumaraswamy, who is Kumaraswamy’s son and former PM H D Deve Gowda's grandson.

BJP's Bharath Bommai, son of Basavaraj Bommai, is fighting Congress Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls, in Shiggaon.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress is contesting from the seat vacated by her husband, against, BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Annapurna, Tukaram and other family members cast their votes at a booth in the segment.

With Nikhil Kumaraswamy and Bharath Bommai contesting, the third generation of Gowda and Bommai families are in the fray in this by-poll. Both their fathers and grandfathers have served as Karnataka's Chief Ministers in the past.

Mangaluru: A five-year-long pursuit of justice continues for several youths from Dakshina Kannada who fell victim to a fraudulent food delivery job scam in Kuwait. The victims, lured by promises of lucrative overseas employment, now find themselves entangled in legal battles and financial ruin.

In a recent development, the Enforcement Directorate (ED) summoned the victims to its Mangaluru office as part of the ongoing investigation. The case, which dates back to May 28, 2019, was initially registered at the Mangaluru North police station based on a complaint filed by Usman, a resident of Jalligudde. His brother, Aboobakkar Siddique, was among the 34 victims duped by Manikya Associates, a recruitment agency operated by Prasad Shetty.

According to the complaint, the victims were promised jobs as food delivery executives in Kuwait with a salary of ₹40,000 per month. “I paid ₹80,000 to the agent and ended up spending seven harrowing months in Kuwait without any salary,” shared a victim who now works in construction. Another victim, now employed as a driver, said, “I dreamt of working abroad to support my family. I even pledged jewelry to pay the fees, but it took me years to recover financially.”

The victims allege that they were left stranded in Kuwait in January 2019 after completing all formalities. With no jobs and mounting expenses, their ordeal lasted seven months. They were eventually repatriated with the help of Indian expats and the Embassy of India in Kuwait, just two months after the complaint was filed.

The ED investigation is reportedly progressing, and victims said they were assured that their payments to the agent would be refunded soon. An ED official confirmed that efforts to ensure justice are ongoing.

For these youths, the pain of shattered dreams and financial losses has lingered for years, with many still struggling to rebuild their lives. As they await justice, their plight serves as a cautionary tale about the perils of fraudulent recruitment schemes.
