On day of Manipur horror, more young women were raped, tortured and killed by majority community mob

Imphal, July 22: On the same day two tribal women were stripped, paraded and allegedly gang raped by a mob in Manipur in an incident that has triggered massive outrage, at least two other young women from the state's Kangpokpi district were brutally assaulted and murdered amidst a wave of ethnic violence that is yet to abate.

The victims, aged 21 and 24, were working at a car wash in the Konung Mamang area of the Imphal East district, around 40 kilometres away from the site of the other incident, when they were targeted by a mob on May 4.

The two women at the car wash were reportedly assaulted by a large group of men, accompanied by some women. A male co-worker, who witnessed the incident, told The Times of India that the women in the mob encouraged the men to take the victims inside a room and sexually assault them.

The victims were dragged into the room, the lights were switched off, and they were gagged with clothes to prevent them from screaming. After enduring this horrific ordeal for about one-and-a-half hours, the victims were dragged outside and dumped next to a sawmill in the vicinity. Their clothes were torn, their hair chopped off, and their bodies were covered in blood.

The identities of the victims were initially not reported due to the fear of stigma associated with sexual assault. However, the mother of one of the victims mustered the courage to file a Zero FIR at Saikul police station on May 16th, The Indian Express reported.

The FIR, which stated that her daughter and the other woman were "brutally murdered after being raped and gruesomely tortured," was later transferred to Porompat police station in Imphal East district. 

"Their dead bodies are not yet recovered, and their whereabouts are also not known till date," the police complaint read, putting the number of assailants at about 100-200.

It was at the same police station that another FIR was registered concerning the alleged abduction, rape, and murder of the two women whose horrific ordeal was recorded on video and has triggered nationwide anger.

Police sources have confirmed that no arrests have been made in this case so far. The Manipur police are currently examining thousands of complaints related to various crimes, including weapon looting, arson, killings, and assaults on women.

The incidents have also been flagged to the National Commission for Women in a complaint by two activists and the North American Manipur Tribal Association.

They are the latest tale of horror to emerge from the state, where at least 150 people have been killed and more than 40,000 displaced since the violence erupted on May 3.

The clashes in the state bordering Myanmar began when the Kuki tribal group clashed with a non-tribal group, the ethnic majority Meitei, over sharing economic benefits and quotas given to the tribes.

The trouble appeared to subside after the central government rushed thousands of paramilitary and army troops to the state of 32 lakh people, but sporadic violence and killings resumed soon afterwards and the state has remained tense since.

New Delhi: A man who recently travelled from a country experiencing mpox transmission has tested positive for the disease, the Union Health Ministry said on Monday.

"The previously suspected case of mpox has been verified as a travel-related infection. Laboratory testing has confirmed the presence of mpox virus of the West African clade-2 in the patient," it said.

The ministry said that it is an isolated case, similar to the earlier 30 cases reported in India from July 2022 onwards. It is not a part of the current public health emergency reported by WHO which is regarding clade 1 of mpox, it underlined.

"The individual, a young male who recently travelled from a country experiencing ongoing mpox transmission, is currently isolated at a designated tertiary care isolation facility. The patient remains clinically stable and is without any systemic illness or comorbidities," the ministry said.

The case aligns with earlier risk assessments and continues to be managed according to established protocols, it said, adding that public health measures, including contact tracing and monitoring, are actively in place to ensure the situation is contained.

"There is no indication of any widespread risk to the public at this time," the health ministry stated.

The World Health Organisation (WHO) last month declared mpox a Public Health Emergency of International Concern (PHEIC) for the second time in view of its prevalence and spread across many parts of Africa.

New Delhi, Sept 17: Atishi will be the new Chief Minister of Delhi. The decision came after a legislative party meeting was chaired by Arvind Kejriwal at his Delhi residence earlier today.

Kejriwal is expected to tender his resignation later today, and will also meet Lieutenant Governor VK Saxena at 4.30 pm.

On September 13, Arvind Kejriwal was released from Tihar Jail, where he had been lodged for his alleged involvement in the Delhi liquor policy case. Nearly two days after his release, on Sunday, Kejriwal said he would resign as the Chief Minister within 48 hours.

He also sought early polls in Delhi, and vowed not to sit in the chief minister’s chair until people gave him a “certificate of honesty”.

On Monday, the AAP held a series of meetings as Kejriwal sought feedback from members of the political affairs committee, the party’s highest decision-making body, on his successor in one-on-one meetings at his official residence.

Names of Delhi ministers Atishi, Gopal Rai, Kailash Gahlot and Saurabh Bharadwaj were making the rounds as contenders, news agency PTI had quoted party insiders as saying and added that Kejriwal’s wife Sunita Kejriwal and Assembly Speaker Ram Niwas Goel were also the probables.

Mangolpuri MLA Rakhi Birla, who is also the deputy speaker in the assembly, and Kondli legislator Kuldeep Kumar were also potential candidates, they added.

Earlier, sources with the AAP had told PTI that the surprise candidate could also be a member of the minority community as the party has witnessed its support among the community wavering since the 2020 Delhi riots.

Union Home Minister Amit Shah on Tuesday, September 17, said the Waqf (Amendment) Bill, 2024 will be passed in the Parliament in the coming days. He said the Bill is committed to the management, preservation and misuse of Waqf properties.

The Joint Parliamentary Committee (JPC) on the Waqf Bill will meet from September 18 to 20. The JPC is scrutinising the Waqf (Amendment) Bill, 2024 which seeks to amend the Waqf (Amendment) Act of 2013.

On September 14, a Muslim organisation headed by Congress MP Tariq Anwar demanded the rejection of the Waqf (Amendment) Bill. The organisation alleged that the proposed legislation is an "indirect attempt to seize control of Muslim religious properties".

The All India Qaumi Tanzeem submitted 14 pages of suggestions and objections to the bill to the JPC through the Lok Sabha Secretariat.

The Bill was introduced in Lok Sabha on August 8.

On September 11, a Rajya Sabha panel summoned Minority Affairs Ministry officials to explain reasons for the delay in completing the process for framing subordinate legislation under the 2013 Waqf law.

The new bill seeks to change the registration process for Waqf properties through a centralised portal. It proposes several things, including establishing a Central Waqf Council alongside state Waqf Boards with representation to Muslim women and non-Muslim representatives.

A contentious provision of the Bill is the proposal to designate the district collector as the primary authority in determining whether a property is classified as Waqf or government land.

The Waqf (Amendment) Bill also aims at renaming the act to the Unified Waqf Management, Empowerment, Efficiency and Development Act, 1995.
