Delhi reports India's 4th monkeypox case in man with no foreign travel history

New Delhi, July 24: Delhi has reported the first case of monkeypox virus after a man with likely no history of foreign travel tested positive on Sunday. The 31-year-old resident of west Delhi has been hospitalised.

This is India's fourth case, with the remaining three from Kerala. 

On Saturday, the World Health Organization (WHO) declared monkeypox as a global public health emergency.

Elaborating on the virus - which has now spread to 75 countries and has reported more than 17,000 cases across the world, WHO chief Tedros Adhanom Ghebreyesus said that there is a “clear risk of further international spread” although the risk of interference with global traffic remains “low at the moment”.

“So in short, we have an outbreak that has spread around the world rapidly, through new modes of transmission, about which we understand too little and which meets the criteria in the International Health Regulations,” Ghebreyesus added, while speaking at the UN health agency's press briefing.

The WHO underlined that a large number of monkeypox cases have been reported among men who have sex with men. He, however, urged an discrimination-free approach to combat the latest global outbreak.

Meanwhile, Poonam Khetrapal Singh, regional director of WHO South-East Asia Region, said that it is possible to reduce the further spread of the zoonotic disease with focused efforts among the at-risk population.

She echoed Ghebreyesus in noting that these efforts and measures should be “sensitive, devoid of stigma or discrimination”.

“Though the risk of Monkeypox globally and in the (southeast Asia) region is moderate, the potential of its further international spread is real. Also, there are still many unknowns about the virus. We need to stay alert and prepared to roll out intense response to curtail further spread of Monkeypox,” Singh added.

According to the WHO, the zoonotic disease is transmitted to humans through close contact with an infected person or animal with “lesions, body fluids and respiratory droplets”, or with material contaminated with the monkeypox virus.

Notably, India's first monkeypox case was detected earlier this month in Kerala, following which the Centre rushed a multidisciplinary team to the region to allay the outbreak. The Indian Council of Medical Research (ICMR) has trained as many as 15 research diagnostic laboratories across the country for early detection of the virus.

Furthermore, the central government released a host of guidelines to check the virus spread in India, including those at the entry points to the country. International passengers have been advised to avoid close contact with sick persons, dead or live wild animals, and others. They have also been advised against eating or preparing meat from wild game or using items such as powders and lotions, derived from wild animals from Africa.

Additionally, if a person develops symptoms of the virus, including fever and skin rash, and were in a region where monkeypox has been reported or had come in contact with someone who may have contracted it, then he/she is advised to immediately consult the nearest health facility.

Bengaluru: The Karnataka government has warned that disciplinary action will be taken against those officials who change the land mutation records and serve eviction notices to farmers under the Waqf Act.

In a letter, the Revenue Department Principal Secretary Rajender Kumar Kataria reminded all regional commissioners and deputy commissioners in the districts that Chief Minister Siddaramaiah recently had a meeting following complaints about certain land properties being made in favour of the Karnataka Board of Waqfs.

In the meeting it was decided that all the directions issued previously by any government office or authority to change the mutation records has been withdrawn, the letter said.

It added that all the notices served in the past have also been withdrawn and no action should be taken against the farmers who are cultivating on the said land.

On the directions of the chief minister, the previous letters and the latest reminders served on November 7 to the farmers and land owners have been withdraw, the letter said.

"The officials who served reminder-2 despite the chief minister's direction will face appropriate disciplinary action," Kataria said in his letter.

He said he has been instructed to strictly implement the chief minister's direction.

The fresh direction was issued in poll-bound Karnataka, where bypolls to three crucial assembly segments are due on November 13.

Some farmers in Honwad village in Vijayapura in north Karnataka had alleged last month that they were served eviction notices as the Waqf Board claimed rights over it.

Subsequently, complaints started in pouring in from some other parts of the state.

BJP leader Tejasvi Surya on October 25 alleged that Karnataka Waqf Minister B Z Zameer Ahmed Khan directed the deputy commissioners and revenue officials to register lands in favour of the Waqf Board within 15 days, which resulted in confusion.

On Surya's request, the Chairman of the Joint Committee of Parliament on the Waqf (Amendment) Bill, Jagdambika Pal visited Karnataka on November 7 and met farmers in Hubballi, Vijayapura and Belagavi districts who had alleged that their lands were marked as Waqf properties.

Mangaluru: A tragic accident took place on Saturday at Chembugudde near Thokkottu, claiming the life of a 47-year-old woman after a tanker lorry ran over her. The victim, identified as Rahmat H Rashid, was riding pillion with her husband, Abdul Rashid G, on their scooter. 

The couple was traveling from Yenepoya Hospital to Bajpe when the scooter skidded on the poorly maintained road. Rahmat fell onto the road and was fatally struck by a tanker lorry that was coming from behind. Despite being rushed to the hospital, doctors declared her dead upon arrival.

The incident prompted a swift response from the DYFI Ullal Taluk Committee, which staged a protest on Saturday night, condemning the unsafe condition of the road. Nithin Kuthar, president of the committee, criticized MLA and Legislative Assembly Speaker UT Khader for failing to ensure safe infrastructure, despite touting the road as toll-free. 

Kuthar demanded immediate repairs, warning that the committee would march to the MLA’s office with black flags if the road is not fixed within a week.

Former DYFI State President Sunil Kumar Bajal also voiced frustration over the deteriorating condition of Thokkottu market, highlighting the struggles people face while crossing roads riddled with dangerous potholes. In response to public outcry, temporary repairs were made to the road at Chembugudde on Sunday, though locals remain wary and demand a more permanent solution.

The Taliban regime has appointed Ikramuddin Kamil as the acting consul in the Afghan mission in Mumbai, Afghan media has reported.

It is the first such appointment made by the Taliban set up to any Afghan mission in India.

There was no immediate comment from the Indian side on the appointment that came.

The Ministry of Foreign Affairs of Afghanistan has announced the appointment of Kamil as the acting consul in Mumbai, the Taliban-controlled Bakhtar News Agency reported on Monday, citing unnamed sources.

"He is currently in Mumbai, where he is fulfilling his duties as a diplomat representing the Islamic Emirate," it said.

The appointment is part of Kabul's efforts to strengthen diplomatic ties with India and enhance its presence abroad, the media outlet said

Kamil holds a PhD degree in international law and previously served as the deputy director in the department of security cooperation and border affairs in the foreign ministry, it said.

He is expected to facilitate consular services and represent the interests of Afghanistan in India, the report added.

Kamil's appointment comes days after the external affairs ministry's point-person for Afghanistan held talks with the Taliban's acting defence minister, Mullah Mohammad Yaqoob, in Kabul.

Sher Mohammad Abbas Stanikzai, the Taliban's deputy foreign minister for political affairs, also posted on X about Kamil's appointment.

The appointment of Kamil is seen as part of efforts to facilitate consular services to the Afghan population in Mumbai.

There has been almost negligible presence of diplomatic staff at the Afghan missions in India.

Most of the diplomats appointed by the Ashraf Ghani government have already left India.

In May, Zakia Wardak, the seniormost Afghan diplomat in India, resigned from her position after reports emerged that she was caught at the Mumbai airport for allegedly trying to smuggle 25 kg of gold worth Rs 18.6 crore from Dubai.

Wardak had taken charge as the acting ambassador of Afghanistan to New Delhi late last year, after working as the Afghan consul general in Mumbai for more than two years.

She took charge of the Afghan embassy in New Delhi last November, after the mission helmed by then ambassador Farid Mamundzay announced its closure.

Mamundzay, who was an appointee of the Ghani government, had moved to the United Kingdom.
