Election Commission denies reports about postal ballot facilities for non-Gulf NRIs first

New Delhi, Dec 24: The Election Commission of India has clarified that it has not made any proposal to introduce postal ballots system for non-Gulf countries and categorical denied the media reports on the issue. 

In its reply to a Member of Parliament’s query, dated December 23, the commission has unequivocally denied reports that postal ballot facilities will be extended to select non-Gulf countries first.

“At the outset it is made clear that the commission has not made any pilot proposal,” the EC said in its reply. “The current proposal to extend the Electronically transmitted Postal Ballot System (ETPBS) voting option in favour of overseas electors is an extension of the continuing efforts of the commission to facilitate voting to the overseas electors, notwithstanding the amendment in the Act in 2011, which is yet to be materialised in the true sense.”

The commission added that the logistics of the same are being worked out in consultation with the ministry of external affairs. “The proposal, which is still to be approved by the law ministry, will be implemented across the globe, not launched selectively,” said a person familiar with the matter.

The EC wrote to the law ministry on November 27 to expedite the amendment of the People’s Representation Act, 1951, to extend the postal ballot facility to overseas electors. Of the 12.6 million Indians residing overseas, only little over a hundred thousand are registered as voters with the Election Commission of India, people familiar with the matter said. According to official estimates, at least 60-65% of the 12.6 million people residing overseas are likely to be eligible to vote in the Indian elections.

It has proposed that voting be done via Electronically Transmitted Postal Ballot System (ETPBS), which was tested in the 2019 Lok Sabha elections for service voters.

“One needs to understand how the ETPBS works,” said a person familiar with the matter. “A designated officer is appointed in the regiment of the service voter to whom postal ballots are sent electronically. The officer gives this to the voter and then posts the ballot to the Returning Officer (RO).”

The commission, in its letter to the Law Ministry, has similarly proposed the appointment of a designated officer by the diplomatic or consular representative of India. The modalities for how the postal ballot process will be conducted, however, are yet to be finalised. The commission has asked that the facility be extended before the upcoming polls next year in the states of Tamil Nadu, West Bengal, Assam, Kerala and Puducherry.

The proposed amendment faced backlash from political parties that alleged that they had not been consulted in the process. CPI(M) general secretary Sitaram Yechury had said that the amendment may be open to large-scale manipulation, with ballots being sold for profits.

Countering Yechury’s claim that political parties had not been consulted, the commission on December 19 wrote to veteran political leader, stating that the postal ballot facility was only an “extension of the continuing efforts of the Commission to facilitate voting for overseas electors”.

The commission added that detailed consultations were held with various stakeholders in 2015, including political parties, wherein a committee was set up by the EC to look into the matter.

Hamas says the Israeli regime’s sole objective lies in “erasing” the entirety of the Palestinian population from across the Palestinian territories.

Khalil al-Hayya, a ranking official with the Gaza Strip-based Palestinian resistance movement, made the remarks to the Palestinian al-Aqsa TV on Wednesday.

“The occupation targets everyone—it strikes hospitals, civil defense, women, children, and the elderly,” he said, adding that the regime sought to “empty Gaza of its residents, and displace the Palestinian people to fulfill its dreams of building a Zionist Jewish state across all of Palestine.”

The remarks came amid the regime’s October 2023-present war of genocide on the coastal sliver that has so far claimed the lives of nearly 44,000 Palestinians, mostly women and children.

“This unprecedented aggression in modern times evokes scenes from the dark ages of human history, having crossed all red lines and exceeded every expectation of brutality in the modern era,” the Palestinian official lamented.

He also regretted that the regime had added “systematic and dangerous starvation to its aggression, falsely claiming before the world that it allows 250 [aid] trucks into Gaza daily. In reality, the number of trucks is far fewer.”

Hayya, meanwhile, regretted that “scenes of children torn apart, women screaming over their children, and heart-wrenching destruction have failed to stir enough humanity to stop these crimes.”

He decried the United States for vetoing the United Nations Security Council’s resolutions that are aimed at bringing about a potential ceasefire in the war, saying this indicated Washington’s “partnership in the aggression” and a simultaneous siege that the Israeli regime has been enforcing on Gaza.

Addressing Israeli Prime Minister Benjamin Netanyahu, the official asserted that, despite what the Israeli official is after, Hamas would not hand over the regime’s captives “without [the regime’s] stopping the war.”

He called Netanyahu “the main obstacle” in the way of cessation of the aggression, saying the Israeli premier “blocks any progress for political reasons,” and citing his preventing conclusion of a ceasefire agreement in July.

Hayya also warned that the regime sought to expand the war beyond Gaza, but asserted that its goals are “impossible and will never happen.”

“Today, the enemy exposes its true intentions of extermination and displacement, but it will fail,” he stressed.

“The Palestinian people are resilient and will not surrender, as they believe in their humanitarian and political cause. The enemy and its allies will not succeed in achieving their goals. This steadfast people will endure, and the occupation will not prevail against them.”

Bengaluru: The Janata Dal (Secular) is grappling with its most tumultuous political crisis yet, with speculation rife about imminent defections among its lawmakers. This storm comes in the aftermath of party scion Nikhil Kumaraswamy's humiliating defeat in the Channapatna bypoll—his third consecutive electoral loss after setbacks in Mandya (2019) and Ramanagara (2023). With the regional party’s Assembly tally shrinking to 18 from 19, questions are being raised about its survival.

The murmurs of rebellion were amplified on Monday when Health Minister Dinesh Gundu Rao and Congress MLA CP Yogeshwar openly hinted at possible desertions within the JD(S) ranks. Yogeshwar, newly elected from Channapatna, declared he could orchestrate a migration of JD(S) MLAs to Congress. “I’ll meet them at the Belagavi session. Within a month, they’ll be in Congress,” he confidently stated during a televised interview. Yogeshwar has a history of engineering defections, having played a pivotal role in the collapse of the JD(S)-Congress coalition government in 2019 during his stint with the BJP.

Dinesh Gundu Rao, not mincing words, slammed the JD(S) leadership for fostering "self-serving politics," criticizing the HD Deve Gowda family for failing to nurture party talent. “There’s no trust. Their MLAs will seek survival—either in BJP or Congress,” he remarked.

Meanwhile, the expelled JD(S) state president CM Ibrahim added fuel to the fire by claiming that 12-13 MLAs are "disillusioned" with the current leadership. Speculations around senior JD(S) leader GT Deve Gowda joining Congress have also intensified. DK Shivakumar, Karnataka’s Deputy CM and Congress president, described GT Deve Gowda as a “valuable leader” who might be frustrated with the party’s internal dynamics.

While Congress leaders seem eager to poach JD(S) legislators, the BJP is not far behind in targeting the floundering party. The situation signals a decisive moment for the JD(S), as its survival now hinges on how it manages this brewing storm of discontent.

Union minister Amit Shah on Friday, November 15, said PM Narendra Modi will amend the Waqf Act despite opposition from leaders like Uddhav Thackeray and Sharad Pawar.

"Modi ji wants to change the Waqf Board law, but Uddhav ji, Sharad Pawar and Supriya Sule are opposing it," Shah said, addressing a rally at Umarkhed in Maharashtra's Yavatmal district.

"Uddhav ji, listen carefully, you all can protest as much as you want, but Modi ji will amend the Waqf Act," he said. Shah said there are two camps in the November 20 Maharashtra assembly polls, one of 'Pandavas' represented by the BJP-led Mahayuti and the other of 'Kauravas' represented by Maha Vikas Aghadi.

"Uddhav Thackeray claims that his Shiv Sena is the real one. Can the real Shiv Sena go against renaming Aurangabad to Sambhajinagar? Can the real Shiv Sena go against renaming Ahmednagar to Ahilyanagar? The real Shiv Sena stands with the BJP," Shah said.

"Rahul Baba used to say that his government would credit money in the accounts of the people instantly. You were unable to fulfil your promises in Himachal, Karnataka, and Telangana," he said.

Shah said the Mahayuti alliance has promised that women will get Rs 2,100 per month under the Ladki Bahin Yojana. "Kashmir is an integral part of India and no power in the world can snatch it away from us," Shah said.
