Forced marriages up in countries like India, says UN report

Kabul, Sept 13: Around 50 million people globally were living in "modern slavery" in 2021, according to a report by the UN, which said that the Covid-19 pandemic has led to an increased risk of forced marriages in countries like India, Afghanistan, Bangladesh, and Egypt.

‘The Global Estimates Of Modern Slavery’, a report published by the International Labour Organization (ILO), International Organisation for Migration (IOM) and international human rights group Walk Free, said 50 million people were living in modern slavery in 2021.

Of these, 28 million were in forced labour and 22 million trapped in forced marriage.

“Forced marriages take place in every region in the world. Nearly two-thirds of all forced marriages, an estimated 14.2 million people, are in Asia and the Pacific. This is followed by 14.5 per cent in Africa (3.2 million) and 10.4 per cent in Europe and Central Asia (2.3 million),” the report released on Monday said.

It noted that when regional population is accounted for, the Arab States is the region with the highest prevalence at 4.8 per thousand people, followed by Asia and the Pacific at 3.3 per thousand.

The Americas has the lowest prevalence of forced marriage at 1.5 per thousand people.

“Covid-19 has led to increased risk of forced marriage in every region. The collection of official statistics, including civil registration systems, was interrupted during the pandemic due to mobility restrictions, safety and ethical considerations, delays in response services, or deprioritisation.

"Where data is available, increases in child and forced marriages have been reported in Afghanistan, Bangladesh, India, Indonesia, Sudan, Egypt, Yemen, Jordan, Senegal, Uganda, and Democratic Republic of the Congo,” it said.

The report added that the number of people in modern slavery has risen significantly in the last five years, with 10 million more people in modern slavery in 2021 compared to 2016, with women and children remaining disproportionately vulnerable.

“Modern slavery occurs in almost every country in the world, and cuts across ethnic, cultural and religious lines. More than half (52 per cent) of all forced labour and a quarter of all forced marriages can be found in upper-middle income or high-income countries,” it said.

“It is shocking that the situation of modern slavery is not improving. Nothing can justify the persistence of this fundamental abuse of human rights,” said ILO Director-General Guy Ryder.

“We know what needs to be done, and we know it can be done. Effective national policies and regulation are fundamental. But governments cannot do this alone. International standards provide a sound basis, and an all-hands-on-deck approach is needed. Trade unions, employers' organisations, civil society and ordinary people all have critical roles to play,” Ryder said.

At 86 per cent, most cases of forced labour are found in the private sector, the report said.

Forced labour in sectors other than commercial sexual exploitation accounts for 63 per cent of all forced labour, while forced commercial sexual exploitation represents 23 per cent of all forced labour, it said.

Almost four out of five of those in forced commercial sexual exploitation are women or girls, it said.

State-imposed forced labour accounts for 14 per cent of people in forced labour.

Almost one in eight of all those in forced labour are children (3.3 million).

More than half of these are in commercial sexual exploitation.

Migrant workers are more than three times more likely to be in forced labour than non-migrant adult workers.

While labour migration has a largely positive effect on individuals, households, communities and societies, this finding demonstrates how migrants are particularly vulnerable to forced labour and trafficking, whether because of irregular or poorly governed migration, or unfair and unethical recruitment practices.

An estimated 22 million people were living in forced marriage on any given day in 2021, a number indicating an increase of 6.6 million since the 2016 global estimates.

The true incidence of forced marriage, particularly involving children aged 16 and younger, is likely far greater than current estimates can capture; these are based on a narrow definition and do not include all child marriages.

Child marriages are considered to be forced because a child cannot legally give consent to marry, the report said.

It added that forced marriage is closely linked to long-established patriarchal attitudes and practices and is highly context specific.

The overwhelming majority of forced marriages (more than 85 per cent) was driven by family pressure.

Although two-thirds (65 per cent) of forced marriages are found in Asia and the Pacific, when regional population size is considered, the prevalence is highest in the Arab States, with 4.8 people out of every 1,000 in the region in forced marriage.

Antonio Vitorino, IOM Director-General, said the report underscores the urgency of ensuring that all migration is safe, orderly, and regular.

The report proposes a number of recommended actions which, taken together and swiftly, would mark significant progress towards ending modern slavery.

These include: improving and enforcing laws and labour inspections; ending state-imposed forced labour; stronger measures to combat forced labour and trafficking in business and supply chains; extending social protection, and strengthening legal protections, including raising the legal age of marriage to 18 without exception.

Other measures include addressing the increased risk of trafficking and forced labour for migrant workers, promoting fair and ethical recruitment, and greater support for women, girls and vulnerable individuals.

Riyadh, April 12: In a welcome move for Indian expatriates and other foreign residents in Saudi Arabia, the Kingdom has introduced a new online service that allows residents to update their passport information without visiting the General Directorate of Passports (Jawazat). The service is available through the widely used Absher platform.

This initiative comes as a major time-saver for Indian expats, especially those renewing their passports, as it eliminates the need for lengthy in-person appointments and physical document submissions at Jawazat offices.

Who Can Use the Service?

The online update feature is available to expatriates aged 18 and above. Once a passport is renewed, Indian expats can log in to Absher (via their employers account), navigate to My Services, select Passport, and then access Resident Identity Services to update the relevant information.

A clear photo of the new passport must be uploaded. The system automatically extracts the passport number and expiry date using advanced digital recognition tools.

Before submitting, users are required to pledge that:

  • The old passport has not been lost.
  • There are no reports of absence from work.
  • There are no pending traffic violations linked to the resident's Iqama.
  • There are no security-related restrictions on the expat or the employer.

Important for Indian Families

If family members previously listed on the old passport have been issued individual passports, the online service cannot be used. In such cases, a personal visit to Jawazat is necessary to complete the update.

Likewise, if the passport is lost, the expat must report the loss and update information directly at the Jawazat office. Any misuse or incorrect submission will result in accountability under Saudi law, including potential charges of forgery.

Fee Details

To avail this convenience, a nominal fee of SR69 (including VAT) is applicable for each passport update request.

Why It Matters

With over 2 million Indians living and working in Saudi Arabia, this digital service is expected to ease the bureaucratic burden and save time for thousands of individuals who previously had to navigate crowded offices and long wait times. It also enhances accuracy and ensures smoother processing for both employees and employers.

New Delhi, Apr 6: President Droupadi Murmu on Saturday gave her assent to the Waqf (Amendment) Bill, 2025, which was passed by Parliament earlier this week.

Murmu also gave her assent to the Mussalman Wakf (Repeal) Bill, 2025.

"The following Act of Parliament received the assent of the president on April 5, 2025, and is hereby published for general information: The Waqf (Amendment) Act, 2025," the government said in a notification.

Parliament early on Friday approved the Bill after the Rajya Sabha gave its nod to the contentious legislation following an over 13-hour debate.

The discussion witnessed staunch objections from opposition parties, which termed the Bill "anti-Muslim" as well as "unconstitutional", while the government responded that the "historic reform" would benefit the minority community.

The Bill was passed in the Rajya Sabha with 128 members voting in favour and 95 opposing it.

It was passed in the Lok Sabha early on Thursday, with 288 members supporting it and 232 against it.

Parliament had also approved the Mussalman Wakf (Repeal) Bill, with the Rajya Sabha giving its nod. The Lok Sabha had already given its assent to the Bill.

After the president gave her assent, it has also become a law.

Congress MP Mohammad Jawed and All India Majlis-e-Ittehadul Muslimeen (AIMIM) president Asaduddin Owaisi on Friday challenged the validity of the Waqf (Amendment) Bill in the Supreme Court, saying it violated constitutional provisions. 

Jawed's plea alleged the Bill imposed "arbitrary restrictions" on Waqf properties and their management, undermining the religious autonomy of the Muslim community.
The petition, filed through advocate Anas Tanwir, said it discriminated against the Muslim community by "imposing restrictions that are not present in the governance of other religious endowments".

Jawed, the Lok Sabha MP from Kishanganj in Bihar, was a member of the Joint Parliamentary Committee on the Bill and alleged in his plea that it "introduces restrictions on the creation of Waqfs based on the duration of one's religious practice".

In his separate plea, Owaisi said the Bill took away from Waqfs various protections accorded to Waqfs and Hindu, Jain and Sikh religious and charitable endowments alike.

Owaisi's plea, filed by advocate Lzafeer Ahmad, said, "This diminishing of the protection given to Waqfs while retaining them for religious and charitable endowments of other religions constitutes hostile discrimination against Muslims and is violative of articles 14 and 15 of the Constitution, which prohibit discrimination on the grounds of religion."

Mangaluru, Apr 7: The long-standing demand for a separate Beary Development Corporation has hit a wall — the Karnataka government has officially stated that no such proposal is currently under consideration.

Beary-speaking people, mainly settled across Dakshina Kannada, Udupi, and parts of Kodagu, have been urging the government to set up a dedicated body for the welfare of their community and the promotion of their unique 1,200-year-old language. But during the recent legislative session, Minority Affairs Minister B.Z. Zameer Ahmed Khan confirmed that his department has not received any proposal on this matter.

The clarification came in response to a question by MLC Ivan D’Souza, who highlighted the community’s cultural richness and a population of over 25 lakh. “The community has raised this demand several times to support education and social upliftment, but the government hasn’t taken any concrete steps,” he said.

In his reply, the minister pointed out that the Karnataka Minorities Development Corporation (KMDC) already runs various welfare schemes for Muslim, Christian, Jain, Buddhist, Sikh, and Parsi communities. Since Beary speakers are considered part of the Muslim community, they are eligible for benefits under these existing programs, he added.

Still, many in the Beary community feel that without a separate development body, their identity, language, and specific needs risk being overlooked.
