Govt releases detailed guidelines for mass covid vaccination drive

New Delhi, Dec 15: From vaccinating 100-200 people during each session per day, to monitoring them for 30 minutes for any adverse event, using Covid Vaccine Intelligence Network to track beneficiaries, the Central government has released a set of detailed guidelines for the mass vaccination drive, which will commence once the vaccines get emergency use approval form the drug regulator.

The Health Ministry had recently marked thirty crore Indian population for the phase one of the large-scale immunisation of Covid-19 vaccine. It includes one crore healthcare workers, two crore frontline workers and 27 crore general population falling in priority groups set by the expert group.

According to the guidelines issued on December 12, the latest electoral roll for Lok Sabha and legislative assembly election will be used to identify the population aged 50 years or more.

Around 100 to 200 people will be vaccinated during each session per day and will then be monitored for 30 minutes pursuant to getting the shots for any adverse event. The vaccination team will be five-membered.

"If the session site has adequate logistics and space available for waiting room and observation room along with arrangement for crowd management, one more vaccinator officer can be added to create a session for 200 beneficiaries," the guidelines stated.

A digitalized platform for vaccine delivery called Covid Vaccine Intelligence Network or Co-WIN will be used to track enlisted beneficiaries for the vaccination on a real-time basis.

Besides, 12 photo-identity documents, including Voter ID, Aadhaar card, driving license, passport and pension document will be required for self-registration on digital platform.

Only pre-registered beneficiaries will be vaccinated at the vaccination site in accordance with the prioritization charted out by the ministry. The guidelines state that there will be no provision for on the-spot registrations.

Notably, states have been asked to allocate vaccine from one manufacturer to a district to avoid "mixing of different vaccines in the field."

They have been further directed to implement an integrated 360-degree comprehensive advocacy communication and social mobilisation strategy to address the challenges surrounding vaccine rollout.

"It further states that all measures should be taken to avoid exposing the vaccine carrier, vaccine vials or ice packs to direct sunlight," the guidelines further stated, adding that vaccines and diluents should be kept inside the vaccine carrier with the lid closed until a beneficiary comes to the centre for vaccination.

The guidelines further said that there may not be vaccine vial monitors (VVM) and Date of Expiry on the label of Covid-19 vaccine, but it should not discourage vaccinators from using the vaccine.

"At the end of the session, the vaccine carrier with all ice packs and unopened vaccine vials should be sent back to the distributing cold chain point," it stated.

Prominent NRI community leader SM Syed Khalilur Rehman, fondly known as CA Khalil, passed away in Dubai on Thursday at the age of 86 after a brief illness.

Khalil had been admitted to Aster Hospital in Mankhool on Tuesday after experiencing severe leg weakness. Despite the best efforts of the medical team, he succumbed to a double heart attack that worsened his condition, his son Rais Ahmed confirmed.

The news of his passing has sent waves of grief across communities, particularly in his hometown of Bhatkal, Karnataka, where he was a celebrated figure. Tributes have been pouring in on social media, highlighting his significant contributions to international trade, social service, and education.

A Legacy of Leadership and Service

A chartered accountant by profession, Khalil was a founding member of the Dubai chapter of the Institute of Chartered Accountants of India (ICAI), where he served as chairman from 1987 to 1994. His illustrious career included key leadership roles, such as general manager of Khaleej Times, group executive director of the Ilyas and Mustafa Galadari Group, and vice-chairman of the Jashanmal Group of Companies.

He also chaired Maadhyama Communications and Sahil Online, a web-based news platform, and was a director and trustee of several media companies and charitable organisations in Dubai and India.

A Champion for Education and Philanthropy

Khalil’s impact extended far beyond his professional achievements. As president and general secretary of Anjuman Hami-e-Muslimeen, he played a pivotal role in the development of educational institutions, including schools and colleges in Bhatkal and surrounding areas. His dedication to social upliftment earned him recognition from the Government of Karnataka, which honoured him with a prestigious award for his philanthropic contributions.

A Life Celebrated

The Bhatkal Muslim Khaleej Council (BMKC) recently released a documentary celebrating Khalil’s remarkable life and service to the community—a testament to his enduring legacy.

CA Khalil is survived by his family and countless admirers across the globe. His passing marks the end of an era for Indian expatriates in the UAE and beyond, leaving behind a legacy of leadership, generosity, and commitment to community service.

Mangaluru: A five-year-long pursuit of justice continues for several youths from Dakshina Kannada who fell victim to a fraudulent food delivery job scam in Kuwait. The victims, lured by promises of lucrative overseas employment, now find themselves entangled in legal battles and financial ruin.

In a recent development, the Enforcement Directorate (ED) summoned the victims to its Mangaluru office as part of the ongoing investigation. The case, which dates back to May 28, 2019, was initially registered at the Mangaluru North police station based on a complaint filed by Usman, a resident of Jalligudde. His brother, Aboobakkar Siddique, was among the 34 victims duped by Manikya Associates, a recruitment agency operated by Prasad Shetty.

According to the complaint, the victims were promised jobs as food delivery executives in Kuwait with a salary of ₹40,000 per month. “I paid ₹80,000 to the agent and ended up spending seven harrowing months in Kuwait without any salary,” shared a victim who now works in construction. Another victim, now employed as a driver, said, “I dreamt of working abroad to support my family. I even pledged jewelry to pay the fees, but it took me years to recover financially.”

The victims allege that they were left stranded in Kuwait in January 2019 after completing all formalities. With no jobs and mounting expenses, their ordeal lasted seven months. They were eventually repatriated with the help of Indian expats and the Embassy of India in Kuwait, just two months after the complaint was filed.

The ED investigation is reportedly progressing, and victims said they were assured that their payments to the agent would be refunded soon. An ED official confirmed that efforts to ensure justice are ongoing.

For these youths, the pain of shattered dreams and financial losses has lingered for years, with many still struggling to rebuild their lives. As they await justice, their plight serves as a cautionary tale about the perils of fraudulent recruitment schemes.

Mangaluru: A man fell victim to an online scam, losing Rs 1.7 crore after fraudsters posed as officials from TRAI. According to a complaint filed at the CEN police station, the incident began on November 11, when the complainant received a call from an unknown number at 9:49 am.

The caller, claiming to represent TRAI, alleged that another mobile number registered under the complainant's name was involved in illegal activities in Andheri (East), Mumbai. The caller further stated that an FIR was lodged against the complainant for harassment under the guise of marketing. He was instructed to contact Andheri (East) police station immediately or risk his mobile service being deactivated within two hours.

The complainant was subsequently connected to an individual named Pradeep Sawant, who claimed the complainant was implicated in a money laundering scheme linked to the Naresh Goyal fraud case. Sawant alleged that a fraudulent bank account under the complainant's name was opened at Canara Bank, Andheri, and used to purchase a SIM card for illegal activities. He warned that the complainant could face arrest.

Later, the complainant was contacted via WhatsApp video call by individuals posing as Rahul Kumar (a police officer) and Akanksha (a CBI officer). They allegedly sent fabricated CBI documents to his WhatsApp number. The fraudsters demanded money to "resolve" the case. Fearing threats, the complainant allegedly transferred Rs 1.7 crore through RTGS in batches of Rs 53 lakh, Rs 74 lakh, and Rs 44 lakh between November 13 and 19. A case has been registered at the CEN police station and an investigation is ongoing.
