I-T dept conducts pan-India raids against unrecognised political parties, linked funding

New Delhi, Sept 7: The income tax department on Wednesday conducted raids in multiple states as part of a pan-India tax evasion probe against certain registered unrecognised political parties (RUPP) and their alleged dubious financial transactions, official sources said.

At least 110 locations in Gujarat, Delhi, Uttar Pradesh, Maharashtra, Madhya Pradesh, Chhattisgarh, Haryana, Karnataka and some other states are being searched, they said.

The tax teams are being assisted by police.

An I-T team was seen at an office of a lawyer in the Mayur Vihar area, as part of this operation.

A coordinated action has been launched by the department against certain RUPPs, their promoters and linked entities to probe the source of their income and expenditure, the sources said.

Some other instances of political funding through alleged illegal means are also being investigated as part of the action, they said.

The surprise action is understood to have been taken by the department on a recent recommendation of the Election Commission (EC) which recently struck off at least 198 entities from its list of RUPP after they were found non-existent during physical verification.

The poll panel had announced that it was taking action against more than 2,100 entities, categorised as RUPP by it, for flouting rules and election laws, including those related to filing of monetary contributions, failing to update their address and names of office bearers.

It had said some of these parties were indulging in "serious" financial impropriety.

According to the poll panel, it acted after chief electoral officers (CEOs) of states reported that these RUPP either were "non-existent" on verification or the letters issued by authorities to verify their addresses and communication details had been returned as undelivered by the department of posts.

Subsequently, the EC decided to withdraw various benefits accorded to these parties under the Symbols Order (1968), including the allocation of a common election symbol.

In a statement issued in June, the poll panel had said any RUPP aggrieved by the decision can approach the CEO concerned within 30 days along with all evidence of existence, year-wise annual audited accounts, contribution report, expenditure report and updated list of office-bearers.

Sources in the poll panel had said there were specific details of various such parties, available publicly, that have flouted laws and rules on disclosure of funds and donations.

The EC had later also sent a reference to the Department of Revenue, under the Union finance ministry, for necessary legal and criminal action against three such parties involved in serious financial impropriety.

The Department of Revenue subsequently sent this report to the Central Board of Direct Taxes (CBDT), the administrative body of the tax department.

Various I-T department probe wings are undertaking the action on Wednesday.

According to official data, there are nearly 2,800 registered unrecognised political parties in India.

The poll panel had been pushing the government to allow it to de-register political parties.

On multiple occasions, it has written to the Law Ministry to amend the election law to give it the power to de-register so that it can deter the parties that indulge in financial and other irregularities.

Citing a May 25 order of the Election Commission, sources said various such parties across India have been availing tax relief without properly sharing their audit and contribution reports.

Chief Election Commissioner Rajiv Kumar has been spearheading the cleanup drive against such political entities.

During his earlier posting as the financial services secretary, Kumar had taken the decision to ask banks to flag shell companies deregistered by the Registrar of Companies and take appropriate action.

Mangaluru: A tragic accident took place on Saturday at Chembugudde near Thokkottu, claiming the life of a 47-year-old woman after a tanker lorry ran over her. The victim, identified as Rahmat H Rashid, was riding pillion with her husband, Abdul Rashid G, on their scooter. 

The couple was traveling from Yenepoya Hospital to Bajpe when the scooter skidded on the poorly maintained road. Rahmat fell onto the road and was fatally struck by a tanker lorry that was coming from behind. Despite being rushed to the hospital, doctors declared her dead upon arrival.

The incident prompted a swift response from the DYFI Ullal Taluk Committee, which staged a protest on Saturday night, condemning the unsafe condition of the road. Nithin Kuthar, president of the committee, criticized MLA and Legislative Assembly Speaker UT Khader for failing to ensure safe infrastructure, despite touting the road as toll-free. 

Kuthar demanded immediate repairs, warning that the committee would march to the MLA’s office with black flags if the road is not fixed within a week.

Former DYFI State President Sunil Kumar Bajal also voiced frustration over the deteriorating condition of Thokkottu market, highlighting the struggles people face while crossing roads riddled with dangerous potholes. In response to public outcry, temporary repairs were made to the road at Chembugudde on Sunday, though locals remain wary and demand a more permanent solution.

Bengaluru, Nov 22: For the second day running, the Karnataka BJP on Friday staged a statewide protest condemning the government’s alleged move to notify land of farmers as Waqf property.

The BJP staged a protest before the offices of Deputy Commissioners at district headquarters.

The BJP leaders are vehemently demanding that the state government cancel a 1974 Gazette notification in this regard.

The agitators are also demanding scrapping of the Waqf Board and the resignation of Chief Minister Siddaramaiah and Minister for Waqf and Housing Zameer Ahmad Khan.

The BJP MLAs, MLCs, MPs gathered in the premises of Freedom Park and staged a protest under the leadership of Leader of Opposition R. Ashoka and slammed the state government.

MLA T.S. Srivatsa led the protest in Mysuru and hundreds of party workers and farmers staged the protest under the leadership of former MP Pratap Simha in Kodagu.

Former MP Sumalatha Ambareesh led the agitation in Mandya.

This was the first time that Sumalatha took part in the party’s programme after the Lok Sabha elections.

State President B.Y. Vijayendra claimed, “The Congress government in Karnataka is issuing notices to farmers claiming the ownership of their lands to the Waqf Board and pushing them on the streets overnight.”

In the first week of December, three teams formed by the BJP will travel across the state and record the grievances of farmers.

“The state government is attempting to snatch away the lands belonging to temples as well,” Vijayendra alleged and added that the teams would comprise all senior leaders of the BJP.

Meanwhile, the police have taken Sri Ram Sena chief Pramod Muthalik into custody while staging a protest march to the office of Zameer Ahmad Khan in Bengaluru.

Muthalik along with Hindutva activists was planning to lay siege to Zameer’s office over the Waqf row.

The police stopped Muthalik and requested him to submit the memorandum by reaching the minister’s office in a vehicle. However, Muthalik refused to go with the police and continued his footmarch. The police took him into custody following arguments.

Bengaluru: The Karnataka government has warned that disciplinary action will be taken against those officials who change the land mutation records and serve eviction notices to farmers under the Waqf Act.

In a letter, the Revenue Department Principal Secretary Rajender Kumar Kataria reminded all regional commissioners and deputy commissioners in the districts that Chief Minister Siddaramaiah recently had a meeting following complaints about certain land properties being made in favour of the Karnataka Board of Waqfs.

In the meeting it was decided that all the directions issued previously by any government office or authority to change the mutation records has been withdrawn, the letter said.

It added that all the notices served in the past have also been withdrawn and no action should be taken against the farmers who are cultivating on the said land.

On the directions of the chief minister, the previous letters and the latest reminders served on November 7 to the farmers and land owners have been withdraw, the letter said.

"The officials who served reminder-2 despite the chief minister's direction will face appropriate disciplinary action," Kataria said in his letter.

He said he has been instructed to strictly implement the chief minister's direction.

The fresh direction was issued in poll-bound Karnataka, where bypolls to three crucial assembly segments are due on November 13.

Some farmers in Honwad village in Vijayapura in north Karnataka had alleged last month that they were served eviction notices as the Waqf Board claimed rights over it.

Subsequently, complaints started in pouring in from some other parts of the state.

BJP leader Tejasvi Surya on October 25 alleged that Karnataka Waqf Minister B Z Zameer Ahmed Khan directed the deputy commissioners and revenue officials to register lands in favour of the Waqf Board within 15 days, which resulted in confusion.

On Surya's request, the Chairman of the Joint Committee of Parliament on the Waqf (Amendment) Bill, Jagdambika Pal visited Karnataka on November 7 and met farmers in Hubballi, Vijayapura and Belagavi districts who had alleged that their lands were marked as Waqf properties.
