India might see 'serious livelihood crisis': Economist Jean Dreze

India might be heading towards a "serious livelihood crisis" as the situation seems to be worse this time for the working class amid the Covid crisis and local restrictions by states already add up to something close to a nationwide lockdown, according to noted economist Jean Dreze.

In an interview, he also said the Narendra Modi government's target to make India a USD 5 trillion economy by 2024-25 was never a "feasible target" and was just to pander to the "super-power ambitions" of the Indian elite.

About the impact of the second wave of Covid on the Indian economy, the eminent economist said the situation today is not very different from what it was around this time last year as far as working people are concerned.

"The economic consequences of local lockdowns may not be as destructive as those of a national lockdown. But in some respects, things are worse this time for the working class," he opined.

Further, the eminent economist said the fear of infection is more widespread and that will make it hard to revive economic activity.

"Despite mass vaccination, there is a serious possibility that intermittent crises will continue for a long time, perhaps years.

"Compared with last year, many people have depleted savings and larger debts. Those who borrowed their way through last year's crisis may not be able to do it again this time," he observed.

Dreze also pointed out that last year there was a relief package and today relief measures are not even being discussed.

"On top of all this, local lockdowns may give way to a national lockdown relatively soon. In fact, they already add up to something close to a country-wide lockdown.

"In short, we are heading towards a serious livelihood crisis," he said.

On how the government could have missed seeing the second Covid-19 wave coming, Dreze said the Indian government has been in denial all along.

"Remember, the government refused to admit about any 'community transmission' of Covid for a long time, even as recorded cases were counted in millions.

"When an early analysis of official data exposed the collapse of health services, the government retracted the data," he said.

He pointed out that misleading statistics have been routinely invoked to reassure the public that all is well. "Denying a crisis is the surest way to make it worse. We are now paying the price of this complacency".

India has been reporting more than three lakh new Covid cases daily in recent weeks and the death toll due to the infection is also rising.

Noting that India is also paying the price of a long history of neglect of the health sector, especially public health, Dreze said nothing is more important than health for the quality of life, yet public expenditure on health in India has hovered around a measly 1 per cent of GDP for decades.
When asked about the sort of relief measures that could be put in place to deal with possible livelihood crisis, he said as a starter, the central government could replay the 2020 relief package.

"But it is important to go beyond that, and to consolidate the social security system on a durable basis," the eminent economist said, adding that ad-hoc, short-term relief measures tend to breed confusion, corruption and waste.

Dreze, who was also part of the National Advisory Council (NAC) that had advised the previous UPA government, said much can be done within the framework of existing social security schemes and laws such as the public distribution system, the National Rural Employment Guarantee Act (NREGA), the National Social Assistance Programme, and the Integrated Child Development Services.

He also noted it would be easy to provide supplementary food rations to all ration-card holders for much longer than the proposed two months, and also to expand the coverage of the public distribution system.

"Going beyond existing schemes, I think that a well-designed, inclusive cash-transfer programme would be useful," Dreze opined.

According to him, if intermittent crises are going to continue for years, which is very possible, it would really help to have a well-functioning system of cash relief that can be activated whenever the need arises.

"Turning India into a USD 5 trillion economy by 2024-25 was never a feasible target, and it is a useless target in any case. The function of this target is to pander to the super-power ambitions of the Indian elite," the Belgian-born Indian economist said. In 2019, Prime Minister Narendra Modi envisioned to make India a USD 5 trillion economy and global power house by 2024-25.

According to Dreze, even if we accept GDP as a valid development indicator, the standard approach is to look at GDP at its per capita terms.

"But then India looks like one of the poorer countries in the world, which it is. Looking at aggregate GDP, which is naturally quite large because of India's large population, creates an illusion of prosperity and power," he argued.

Dreze pointed out that actually it is not entirely an illusion because if the government's interest is in power on the world stage rather than in the living conditions of the people, then, yes, aggregate GDP would matter.

"For instance, it would enable you maintain a large army. But this has nothing to do with development," he observed.

Bengaluru: In a boost to the ruling Congress in Karnataka, the party on Saturday swept the by-polls to three Assembly segments, causing a major setback to the BJP-JD(S) alliance in the state.

The Congress has retained Sandur, the seat considered to be its strong hold, and has also bagged Shiggaon and Channapatna segments, which were earlier held by BJP and JD(S) respectively.

The November 13 by-polls to Sandur, Shiggaon and Channapatna Assembly segments had witnessed a fierce fight between the ruling Congress and a combative BJP-JD(S) alliance.

The by-polls to Sandur, Shiggaon and Channapatna were necessitated as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister Kumaraswamy of JD(S) to Lok Sabha in May elections.

The by-polls witnessed a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance took on the grand old party.

Congress' C P Yogeeshwara won the Channapatna segment, defeating JD(S) candidate and Kumaraswamy's son Nikhil Kumaraswamy, by a margin of 25,413 votes.

Former CM Basavaraj Bommai's son Bharath Bommai of BJP faced defeat against Congress' Yasir Ahmed Khan Pathan in Shiggaon Assembly segment by a margin of 13,448 votes.

In Sandur, Congress candidate E Annapoorna, the wife of Bellary MP E Tukaram, won the seat vacated by her husband, by a margin of 9,649 votes.

Congress' win in the by-poll is seen as an endorsement of both Chief Minister Siddaramaiah and his deputy D K Shivakumar's leadership, and the government's programmes, especially the five guarantee schemes.

Nikhil Kumaraswamy and Bharath Bommai, the third generation of Gowda and Bommai family respectively, who contested this bypolls, have lost. Their fathers and grandfathers had served as Karnataka's Chief Ministers in the past.

While for Bharath Bommai this was his electoral debut, for Nikhil it was his third electoral loss.

Among the three segments, Channapatna was considered to be a high profile battle, where the contest was between C P Yogeeshwara and actor-turned-politician Nikhil Kumaraswamy.

A five-time MLA from the segment and a former Minister, Yogeeshwara had joined the Congress after quitting BJP ahead of nomination.

There were plans to field Yogeeshwara on a JD(S) ticket, but he was not interested in it, and instead wanted Kumaraswamy to support him as BJP candidate. This was not acceptable to Kumaraswamy and his party, following which Yogeeshwara jumped ship.

However, Kumaraswamy had subsequently said he had agreed to Yogeeshwara contesting from BJP, and despite that he jumped ship to Congress, under the influence of Deputy Chief Minister D K Shivakumar and his brother and former MP D K Suresh.

Nikhil had faced defeat in 2019 Lok Sabha and 2023 Assembly polls. It is seen as a setback for Kumaraswamy too, as he could not ensure son's win from the Channapatna, the seat he had twice represented in the past.

Congress' win is crucial for Shivakumar, who is also the state Congress chief and his brother Suresh to strengthen their position in their home district of Ramanagara, a Vokkaliga heartland.

In Shiggaon, BJP's Bharath Bommai, son of Basavaraj Bommai lost against Congress' Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls.

Initially, former MLA Syed Azeempeer Khadri, a Congress' ticket aspirant, had raised a banner of revolt in Shiggaon, by filing his nomination as an independent, but later withdrew after intervention by party leadership.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress won from the seat vacated by her husband, against BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Sandur is a Congress' bastion, and Tukaram had represented it four times.

Congress winning the by-polls is seen as "crucial" for Chief Minister Siddaramaiah to assert himself , amid demands for his resignation following charges against him in the MUDA site allotment case.

There were also behind-the-scenes political activities within the ruling Congress earlier this year, with a few ministers in his Cabinet holding closed door meetings, fueling speculation about leadership change. But such activities came to a halt following instructions from the party high command.

It is equally important for Shivakumar, who has not shied away from openly expressing his Chief Ministerial ambitions, amid speculations over "rotational Chief Minister formula," according to which he will become CM after two-and-half years (in this govt's five years tenure), but they have not been officially confirmed by the party.

The defeat in this by-poll is seen as a setback for state BJP President Vijayendra, who has been facing intense criticism and opposition from a section within the party, who have raised a banner of revolt against his leadership accusing him and his father, veteran leader B S Yediyurappa of "adjustment politics".

Udupi: Six junior artists from the prequel of Kannada blockbuster film ‘Kantara’ were injured, when the bus they were travelling in overturned in the district, police said on Monday.

According to police, the accident occurred near Jadkal on Sunday night when the mini-bus carrying the crew of the film overturned.

“The incident happened while they were returning to Kollur after completing the shoot at Mudoor in Jadkal. The mini-bus was carrying 20 junior artistes when it met with the accident,” a police officer said.

The injured were rushed to hospitals in Jadkal and Kundapur for treatment, they said.

The Kollur police are investigating the matter.

"The news making rounds is completely false. The Kantara: Chapter 1 team began shooting at 06:00 AM today, and everything is proceeding as normal. A minor accident occurred 20 kilometres away from the shooting location, involving a local bus carrying some members of the Kantara team. However, no injuries were reported," a source close to the production said.
