PM highlights govt's outreach, underscores backwardness among Pasmanda Muslims

Prime Minister Narendra Modi on Monday emphasised the importance of good governance for reaching the last mile, saying such an approach will have no scope for discrimination and corruption.

Modi also underscored backwardness among Pasmanda Muslims as he highlighted his government's efforts to reach out to the most deprived sections of society with its various welfare schemes.

In a post-budget webinar on "reaching the last mile", the prime minister said his government is launching a special mission for the most deprived among the tribals.

"We have to quickly provide various facilities to our tribes people in over 200 districts and over 22,000 villages of the country. Similarly among our minorities, especially among Muslims we have Pasmanda Muslims. How we have to take benefits to them... as they even today after so many years of Independence remain far behind," he said.

The backward sections of Muslims are described as Pasmanda Muslims.

Modi said the policy of saturation, a reference to maximum coverage of various schemes, and the approach of reaching the last mile complement each other.

The prime minister said along with money, political will is needed for development and asserted that the development of tribal communities has been a priority for his government.

Emphasising the importance of good governance and constant monitoring for the desired goals, he said, "The more emphasis we put on good governance, the more easily our goal of reaching the last mile will be accomplished."

For the first time, he asserted, the country is tapping the huge potential of its tribals at this scale, adding that the latest Union Budget has paid special attention to taking the mantra of reaching the last mile to tribal and rural areas.

This post-budget brainstorming is important from the point of view of implementation and time-bound delivery. This also ensures proper utilisation of every penny of taxpayers money, he said.

A "whole-of-the-nation" approach is needed to rapidly provide facilities as a special mission for the most deprived among the tribal community, he said.

In the context, the prime minister said the aspirational district programme has emerged as a successful model in terms of reaching the last mile.

Monday's address was the fourth in a series of 12 post-budget webinars organised by the government to seek ideas and suggestions for the effective implementation of the initiatives announced in the Union Budget 2023.

Modi gave the example of new approaches in the immunisation and vaccine coverage in Mission Indradhanush and the Covid pandemic to illustrate the power of good governance in the last mile delivery.

He said as opposed to the earlier practices when the poor ran after the government for basic facilities, now the government is reaching the doorsteps of the poor.

"The day we decide that every basic facility will be provided to every citizen in every area, then we will see what a big change will come in the work culture at the local level. This is the spirit behind the policy of saturation. When our aim is to reach everyone, then there will be no scope for discrimination, nepotism and corruption," he said.

He said work has started on more than 60,000 "Amrit Sarovars" and 30,000 of them have already been constructed.

Thousands of crores of rupees have been allocated to the Jal Jeevan Mission for making drinking water available in rural areas, he said.

Till 2019, only three crore houses in rural areas received piped drinking water and their numbers have now crossed 11 crore, he noted.

"These campaigns are improving the standard of living of those Indians living far and wide, who have been waiting for such facilities for decades. We do not have to stop here. We also have to review what can be done to further strengthen the water committee," he added.

The prime minister asked stakeholders to discuss ways of linking housing with technology for finding ways of making strong but affordable houses, finding easy ways of benefiting from solar power and group-housing models acceptable in both urban and rural areas.

He noted that this year's budget has kept Rs 80 thousand crore for housing for the poor.

A target has also been set in this budget to completely get rid of sickle cell disease. For this "whole of the nation approach" is needed, he said, noting every stakeholder related to health will have to work fast.

After the US prosecutors charged Gautam Adani with bribery and fraud, Congress reiterated its call for a Joint Parliamentary Committee (JPC) probe into the transactions of the Adani group, and hit out at Prime Minister Narendra Modi, alleging an "internal nexus" between him and "his favourite businessman."

Senior Congress leader Jairam Ramesh said the indictment of Gautam Adani and others by the US Securities and Exchange Commission validates his party’s call for a Joint Parliamentary Committee investigation.

The Congress has been pushing for the probe since January 2023, raising concerns over alleged irregularities involving Adani and his business dealings, said Ramesh.

Ramesh referred to the party’s “Hum Adani ke Hain” series, where 100 questions were raised about the alleged scams and the links between Prime Minister Narendra Modi and Gautam Adani.
He noted that the questions remain unanswered, reiterating the need for accountability in the matter.

The US prosecutors have charged Adani with deceiving investors by concealing information about his firm's solar energy project in India, which allegedly involved bribery.

Adani has been charged with securities fraud and conspiracy, according to an indictment unsealed on Wednesday. The case focusses on an agreement between Adani Green Energy Ltd. and another organisation to supply 12 gigawatts of solar power to the Indian government.

'BETRAYAL OF INDIAN INVESTORS'

Congress leader Pawan Khera described the allegations against Gautam Adani and his conglomerate as a “betrayal of Indian investors.”

Taking to X, Khera outlined the US charges, including claims that Adani’s group bribed Indian government officials between 2020 and 2024 to secure contracts. Citing media reports, he also pointed out that Gautam Adani personally met a government official to advance the scheme.

Khera referred to a March 2024 incident where the Adani Group allegedly misled the Bombay Stock Exchange and the National Stock Exchange, calling it a “grave violation of investor trust.”

He further highlighted a March 2023 FBI raid on the premises of Sagar Adani, Gautam Adani’s nephew, where electronic devices were seized as part of the investigation.

'SEBI NOT ABLE TO PROVE ANY CHARGES AGAINST ADANI'

Shiv Sena (UBT) leader Priyanka Chaturvedi criticised central probe agencies following US charges against Gautam Adani and others in an alleged bribery case linked to solar energy contracts.

Chaturvedi raised concerns about corporate governance and regulatory oversight in the country. “They talk about corporate governance, responsibility, and accountability. The industrialists should be asked to follow the rules and regulations, but even the agencies were defending him. The SEBI has not yet been able to prove charges against him,” she said, pointing to what she viewed as failures in ensuring accountability.

'BROUGHT DISREPUTE TO INDIA'

On US charges against Gautam Adani, AAP leader Sanjay Singh called for a probe against the industrialist. He said that the probe should be conducted by an investigation agency under the Supreme Court.

"Adani Group has brought disrepute to India. This is a very serious matter. The PM of India should come forward and answer this. All the pending matters against Adani should be probed by an investigation agency under Supreme Court monitoring, and all the corruption done by him, within and outside the country, should come out before the country and action should be taken against him," he said.

BJP DFENDS

BJP IT cell chief Amit Malviya responded sharply to the Opposition’s criticism regarding allegations involving Adani Green Energy and US-based Azure Power. He pointed out that the charges in the indictment are only allegations and emphasised, “The defendants are presumed innocent unless and until proven guilty.”

Malviya argued that the crux of the case concerns agreements to supply 12 GW of power to the Solar Energy Corporation of India (SECI), contingent on SECI securing power purchase agreements with state electricity distribution companies (SDCs).

The media office in the Gaza Strip, where the Israeli regime has been waging a genocidal war since last October, says as many as 188 Palestinian journalists have been killed since the onset of the brutal military onslaught.

The office provided the figure on Saturday, naming four journalists as the most recent victims of the onslaught.

It identified the foursome as Zahraa Mohammad Abu Sukheil, Ahmad Mohammad Abu Sukheil, Mustafa Khadr Bahar, and Abdel Rahman Khadr Bahar.

The office said it “strongly condemns the targeting, killing, and assassination of Palestinian journalists by the Israeli occupation and holds it fully responsible for committing this heinous crime.”

“We call on the international community, international organizations, and those involved in journalistic work worldwide to take action against the occupation, pursue it in international courts for its ongoing crimes, and pressure it to halt the genocide and the targeted killings of Palestinian journalists,” it said.

Earlier in the day, the office said the Israeli regime had bombed the tents sheltering journalists and displaced persons at the al-Aqsa Martyrs' Hospital in the city of Deir al-Balah in central Gaza for the ninth consecutive time.

The atrocity that claimed the lives of two people and injured 26 others came as part of “the genocidal crimes committed by the Israeli occupation army against hospitals, civilians, and displaced persons,” it said.

The media office held the regime and the United States, its biggest ally, as well as other countries aiding the genocide fully responsible for such systematic crimes.

At least 43,552 Palestinians, mostly women and children, have been killed and 102,765 others wounded since the launch of the war that followed a retaliatory operation by Gaza’s resistance groups.

The fatalities include 44 people, who were killed across the coastal sliver, in the most recent phase of the military onslaught.

As many as 24 of the victims were killed in the northern part of the territory, where the regime has markedly intensified its deadly attacks for weeks.

They included an eight-year-old child and a five-year-old one, who lost their lives after Israeli warplanes targeted a group of minors filling up jerry cans with water alongside their mother at the Jabalia Refugee camp.

Gaza’s heath ministry, meanwhile, said a number of victims remained under the rubble and in the streets following Israeli airstrikes, saying ambulances and civil defense teams could not reach them due to the sheer extent of the destruction caused by the raids and obstruction caused by the regime.

Also on Saturday, the Integrated Food Security Phase Classification (IPC) report, a United Nations-backed assessment, warned that famine was looming in northern Gaza amid escalated Israeli aggression and the regime’s near-total siege of the targeted areas.

The alert from the Famine Review Committee warned of "an imminent and substantial likelihood of famine occurring, due to the rapidly deteriorating situation in the Gaza Strip."

On October 17, the body projected that the number of people in Gaza facing "catastrophic" food insecurity between November and April 2025 would reach 345,000, or 16 percent of the population.

The IPC report classified that figure as Phase 5 -- a situation when "starvation, death, destitution, and extremely critical acute malnutrition levels are evident."

The Israeli military, however, questioned the report's credibility.

"To date, all assessments by the IPC have proven incorrect and inconsistent with the situation on the ground," the army said in a statement, denouncing "partial, biased data and superficial sources with vested interests."
