SC directs 3 states to take suo motu action against hate speech

New Delhi, Oct 21: Holding that the Constitution of India envisages a secular nation, the Supreme Court Friday directed Delhi, Uttar Pradesh and Uttarakhand governments to come down hard on hate speech, promptly registering criminal cases against the culprits without waiting for a complaint to be filed.

The apex court warned any delay on the part of the administration in taking action on this "very serious issue" will invite the court's contempt.

"The Constitution of India envisages a secular nation and fraternity among citizens assuring the dignity of the individual...The unity and integrity of the nation is one of the guiding principles enshrined in the preamble.

"There cannot be fraternity unless the members of the community from different religions are able to live in harmony. The petitioner points out despite various penal provisions, no action has been taken and there is a need to serve constitutional principles. We feel this court is charged with a duty to protect the fundamental rights and also protect and serve the constitution where the rule of law is maintained," the top court said.

A bench of Justices K M Joseph and Hrishikesh Roy also issued notices to Delhi, Uttar Pradesh and Uttarakhand on the petition filed by journalist Shaheen Abdullah.

The court said action must be taken against those making hate speech irrespective of their religion to preserve the secular fabric of the nation.

"Respondents 2-4 (the three states) will file a response as to what action has been taken for the speech highlighted. They shall ensure that as and when any (hate) speech or action takes place without any complaint being filed, suo motu action is taken in such cases in future without waiting for complaints.

"Respondents will issue directions to their subordinates for appropriate action and such action will be taken irrespective of religion against the person who delivers such hate speech so that the secular character of this country as envisaged in the preamble is maintained," it said.

Abdullah has moved the top court also seeking direction to the Centre and states to initiate independent, credible and impartial probe into the incidents of hate crimes and hate speech across the country.

The death toll from the overnight Israeli aggression against a number of military positions across Iran has risen to four.

Earlier the Iranian Army had announced the martyrdom of two of its forces in the Israeli attack, who lost their lives “while confronting the projectiles of the criminal Zionist regime in order to safeguard the security of Iran and prevent harm to the Iranian nation and interests.”

Media reports identified the two martyred Army forces as Major Hamzeh Jahandideh and Sergeant Mohammad-Mehdi Shahrokhifar.

Major Sajjad Mansouri and Sergeant Mehdi Naghavi, who had been injured in line of duty, also succumbed to their injuries, reports said.  

The strikes targeted parts of military sites in the capital Tehran as well as the western and southwestern provinces of Ilam and Khuzestan, with Iran’s air defense saying the attacks were “successfully intercepted and countered.”

The attacks caused “limited damage” in some locations and the dimensions of the incident are under investigation.

Despite Israeli media reports overplaying the Israeli attack by circulating fake images, the Iranian public returned to their routines and daily life continued smoothly across the country.

Iran’s Civil Aviation Organization announced that flights had resumed after a short interruption and footage from Mehrabad Airport in western Tehran showed operations running normally, with passengers moving through as usual.

The Tehran Oil Refining Company also dismissed rumors of an Israeli attack on its facilities.

On October 1, Iran responded to the Israeli assassination of Hamas political bureau chief Ismail Haniyeh, Hezbollah Secretary General Sayyed Hassan Nasrallah, and senior IRGC commander Abbas Nilforoushan by launching as many as 200 ballistic missiles toward the occupying regime’s military and intelligence bases all over the occupied Palestinian territories.

Dubbed Operation True Promise II, the retaliatory strike dealt a severe blow to the illegal regime all the more ruinous than its prequel in April, with Tel Aviv having so far declined to reveal the extent of loss it suffered despite vowing to respond on several occasions.

Mangaluru, Oct 22: A Mangaluru resident has fallen victim to a ₹20 lakh scam after being lured into a fraudulent investment scheme by individuals posing as representatives of J.P. Morgan India. The case, filed at Kadri police station, highlights the growing threat of investment fraud in the region.

The victim, whose identity has not been disclosed, was contacted on September 24 by a man named Vishwanathan, who falsely introduced himself as the Chief Investment Strategist for J.P. Morgan India. Shortly after, a woman named Neeta Sharma reached out, using multiple phone numbers to convince the victim of her association with the prestigious financial firm. She shared a company link and urged the victim to invest ₹20 lakh, promising high returns.

On October 14, after being convinced by Neeta's claims, the victim transferred ₹20 lakh to the fraudulent account. Following this, Neeta instructed the victim to purchase 1,000 shares at ₹240 per share, which he did. The next day, she advised buying 7,900 more shares at ₹250.95 each, further strengthening her false credibility.

However, trouble arose when Neeta told the victim to withdraw the invested amount. Instead of receiving the full sum, the victim was sent only ₹1,500, transferred from an unknown account. When questioned, Neeta could not provide a clear explanation for the discrepancies.

Sensing the deceit, the victim demanded a full refund of his investment. Neeta, however, brazenly asked for an additional ₹4 lakh, prompting the victim to realize the extent of the fraud. He then filed a formal complaint with the Kadri police.

This incident serves as a critical reminder for the public to remain vigilant against fraudulent schemes, particularly those involving investment promises from unverified sources. Always ensure that you verify the legitimacy of financial institutions and representatives before transferring funds. 

The Kadri police are investigating the case and have urged the public to stay alert and report any suspicious investment schemes.

4.    Report Suspicious Activity: If you suspect a scam, report it immediately to local authorities or financial regulatory bodies to prevent further fraud.

Fines of up to 300,000 Saudi riyals (approximately Rs 68 lakh) or imprisonment for up to five years will be imposed on anyone found guilty of abusive behaviour in workplaces, schools, or places of worship, the Saudi Public Prosecution announced in a statement on its official account on X (formerly Twitter).

The Public Prosecution emphasised that any harmful actions in these environments constitute a criminal offence, reiterating the importance of enforcing the Protection from Abuse Law.

The statement underlined the nation's commitment to ensuring a safe and secure environment for all, as part of broader efforts to protect individuals from violence and abuse.
