Secret India-Pak peace roadmap brokered by top UAE royals

About 24 hours after military chiefs from India and Pakistan surprised the world last month with a rare joint commitment to respect a 2003 cease-fire agreement, the top diplomat of the United Arab Emirates popped over to New Delhi for a quick one-day visit.

The official UAE readout of the Feb. 26 meeting gave few clues of what Foreign Minister Sheikh Abdullah bin Zayed spoke about with Indian counterpart Subrahmanyam Jaishankar, noting they “discussed all regional and international issues of common interest and exchanged views on them.”

Yet behind closed doors, the India-Pakistan cease-fire marked a milestone in secret talks brokered by the UAE that began months earlier, according to officials aware of the situation who asked not to be identified. The cease-fire, one said, is only the beginning of a larger roadmap to forge a lasting peace between the neighbors, both of which have nuclear weapons and spar regularly over a decades-old territory dispute.

The next step in the process, the official said, involves both sides reinstating envoys in New Delhi and Islamabad, who were pulled in 2019 after Pakistan protested India’s move to revoke seven decades of autonomy for the disputed Muslim-majority state of Jammu and Kashmir. Then comes the hard part: Talks on resuming trade and a lasting resolution on Kashmir, the subject of three wars since India and Pakistan became independent from Britain in 1947.

Over the years, India and Pakistan have routinely made peace overtures only to have them quickly fall through, particularly as both sides frequently use the issue to stir up emotions around election time. Officials said expectations were low that the current detente would achieve much beyond the return of envoys and a resumption of trade through their Punjab land border.

But this process appears to be the most concerted effort in years, and comes as the Biden administration is seeking wider peace talks on Afghanistan -- a place both countries for years have battled for influence. Indian Prime Minister Narendra Modi wants to shore up growth and focus military resources on the border with China, while Pakistan’s leaders are also facing economic woes and looking to make a good impression with the U.S. and other powers.

Pakistan’s Foreign Ministry didn’t comment on the talks or the role of the UAE, while the foreign ministries of India and the UAE had no immediate comment.

Last week Pakistan army chief General Qamar Javed Bajwa asked India “to bury the past and move forward” while saying the military was ready to enter talks to resolve “all our outstanding issues.” The comments came a day after Prime Minister Imran Khan after called for a resolution on Kashmir, which he described as “the one issue that holds us back.”

On Saturday, Modi sent a tweet wishing Khan well after he was diagnosed with Covid-19 -- another sign that relations between the countries are getting warmer.

The UAE, which has historic trade and diplomatic links with India and Pakistan, has taken a more assertive international role under de facto ruler Sheikh Mohammed bin Zayed Al Nahyan. The biggest shift has been in the Middle East where the Gulf Arab state has intervened in conflicts and backed groups and regional leaders. But it has also looked to Asia as it strengthens political alliances beyond its role as a global trade and logistics hub.

India-Pakistan ties were effectively cut off two years ago after a suicide attack in India-controlled Kashmir killed 40 Indian soldiers, prompting Modi’s government to authorize air strikes on alleged terror facilities inside Pakistan. The joint statement last month said the two sides “agreed to address each other’s core issues,” signaling a wider discussion on Kashmir and terrorism.

Several clues over the past few months pointed at the UAE’s role. In November, Jaishankar met bin Zayed and the crown prince on a two-day visit to Abu Dhabi, followed by Pakistan Foreign Minister Shah Mahmood Qureshi the following month. Roughly two weeks before the Feb. 25 announcement, the UAE foreign minister held a phone call with Pakistan Prime Minister Imran Khan “wherein they discussed regional and international issues of interest.” And just days before, India allowed Khan’s aircraft to fly over Indian airspace as he headed to Sri Lanka for a state visit -- a practice suspended since the 2019 hostilities.

After the cease-fire, the UAE was one of a handful of countries to issue a statement welcoming the cease-fire announcement, highlighting the “close historical ties” it has with both India and Pakistan and hailing “the efforts made by both countries to come to this agreement.” In Washington, State Department spokesman Ned Price dodged a question on what role the U.S. played in bringing the two sides together while urging Pakistan to play a constructive role in Afghanistan, Kashmir and other places.

“Obviously Pakistan has an important role to play when it comes to Afghanistan and what takes place across its other border,” Price said on Feb. 25. “So clearly, we will be paying close attention.”

Bengaluru, Nov 22: For the second day running, the Karnataka BJP on Friday staged a statewide protest condemning the government’s alleged move to notify land of farmers as Waqf property.

The BJP staged a protest before the offices of Deputy Commissioners at district headquarters.

The BJP leaders are vehemently demanding that the state government cancel a 1974 Gazette notification in this regard.

The agitators are also demanding scrapping of the Waqf Board and the resignation of Chief Minister Siddaramaiah and Minister for Waqf and Housing Zameer Ahmad Khan.

The BJP MLAs, MLCs, MPs gathered in the premises of Freedom Park and staged a protest under the leadership of Leader of Opposition R. Ashoka and slammed the state government.

MLA T.S. Srivatsa led the protest in Mysuru and hundreds of party workers and farmers staged the protest under the leadership of former MP Pratap Simha in Kodagu.

Former MP Sumalatha Ambareesh led the agitation in Mandya.

This was the first time that Sumalatha took part in the party’s programme after the Lok Sabha elections.

State President B.Y. Vijayendra claimed, “The Congress government in Karnataka is issuing notices to farmers claiming the ownership of their lands to the Waqf Board and pushing them on the streets overnight.”

In the first week of December, three teams formed by the BJP will travel across the state and record the grievances of farmers.

“The state government is attempting to snatch away the lands belonging to temples as well,” Vijayendra alleged and added that the teams would comprise all senior leaders of the BJP.

Meanwhile, the police have taken Sri Ram Sena chief Pramod Muthalik into custody while staging a protest march to the office of Zameer Ahmad Khan in Bengaluru.

Muthalik along with Hindutva activists was planning to lay siege to Zameer’s office over the Waqf row.

The police stopped Muthalik and requested him to submit the memorandum by reaching the minister’s office in a vehicle. However, Muthalik refused to go with the police and continued his footmarch. The police took him into custody following arguments.

The UN humanitarian coordinator for Lebanon has warned that the “picture of life in Lebanon remains grim,” highlighting an "alarming" level of human suffering and significant humanitarian consequences due to the ongoing Israeli carnage.

Imran Riza, the UN Deputy Special Coordinator and Resident and Humanitarian Coordinator for Lebanon (UNSCOL), provided a stark overview of the Arab country's dire circumstances in a statement released on Monday.

“The current picture of life in Lebanon remains grim. Yesterday, airstrikes reportedly killed 23 people, including seven children, in the village of Aalmat in Mount Lebanon,” Riza said on X.

An airstrike in the city of Tyre on the same day resulted in the tragic deaths of five siblings from a single family, all of whom had special needs, according to his statement.

He added that in the last week, Israeli airstrikes have killed at least 241 individuals and left 642 others injured in Lebanon, as reported by the Ministry of Health.

“In the past month, more than 185,000 people have fled their homes in their search for safety within the country, bringing the total to over 870,000 people internally displaced,” Riza said

The UN official highlighted that numerous individuals, including the elderly and those with health issues, are staying behind while witnessing the ruins of their ancestral homes.

He urged for the swift safeguarding of civilian people and infrastructure, emphasizing the necessity to uphold international humanitarian law and end the ongoing violence.

Lebanon’s National News Agency reported that Israeli forces bombed a house in the town of Maydoun in Bekaa on Monday night, killing three people and destroying the house.

Earlier, Israel bombed the northern town of Ain Yaaqoub, killing at least 14 people.

The killings came as Israeli military continued to pound Lebanon, bombing shops selling electrical appliances in the southern city of Tyre and carrying out air raids on the towns of Shamshtar in eastern Baalbek and Roumine in southern Nabatieh.

Lebanon’s Ministry of Health said Israeli attacks killed at least 54 people across the country on Monday.

Israel’s merciless attacks continue despite calls from the UN Security Council for an immediate ceasefire and directives from the International Court of Justice urging measures to prevent genocide and alleviate the dire humanitarian situation in Gaza and Lebanon.

In Lebanon, at least 3,243 people have been killed and 14,134 others wounded in Israeli attacks since the war on Gaza began on October 7, 2023.

The Lebanese resistance movement Hezbollah opened a support front for Palestinians in Gaza only a day after the Israeli regime unleashed its genocidal war on the besieged territory.

Former minister and ex-MLC C M Ibrahim claimed that he still heads the original JD(S) and asked former prime minister and party supremo H D Deve Gowda to cut ties with the BJP, so that the party can be strengthened again. He also said options are being explored to either strengthen the JD(S) or to float a new regional party.

He was speaking to media persons, in Mysuru, on Monday, after meeting JD(S) MLA and former minister G T Deve Gowda, who has expressed his displeasure that he has been sidelined in the party and the party leaders have indicated his retirement from politics.

He stated, “If Deve Gowda had joined the Congress, during the last Assembly election, he would have been a minister now. We retained him in the JD(S), to strengthen the party. Now, efforts are being made to strangulate Deve Gowda’s political career. I have discussed all matters with Deve Gowda. In two days, I will start a Karnataka state tour and meet some leaders. After that, I will meet Deve Gowda again, and then decide on the further course of action.”

Ibrahim said, “The original JD(S) is ours. I am still its state president. All documents and accounts are in our name. Even now, if Deve Gowda leaves BJP’s company and returns, we will build the JD(S) again”.

“Union Minister H D Kumaraswamy should mend his ways and stop making JD(S) into a family-owned company. The JD(S)’s situation has become hopeless. Its love for the BJP is over. He should understand this,” he said.

“When I was with Kumaraswamy, he spent just Rs 4 crore in Channapatna and won by 20,000 votes. Now, without me, he spent Rs 150 crore and still lost by 25,000 votes. Without Muslims’ support, the JD(S) cannot win a single seat. Now, it is proved that 19 MLAs of the JD(S) won in 2023, because of Muslims,” he added.

Speaking on other options available, Ibrahim said, “We have not yet decided to go with the Congress. We are only considering to establish a third front. Whether it is founding a new regional party, forming a third front, or strengthening the JD(S), will be decided shortly.”

Earlier during the day, before meeting Deve Gowda, Ibrahim had said, that 12 to 13 JD(S) MLAs were dissatisfied with the party, but like Deve Gowda, were enduring pain.

“Now, I have started the task of uniting them. I as the JD(S) state president, it is my responsibility to address our MLAs’ grievances. At present, the JD(S) is on fire and all JD(S) MLAs want to protect their respective constituency. Hence, they have started speaking one by one,” he said.
