You’re in beginning of 2nd wave of Covid-19; scale up vaccination drive: Centre warns Maharashtra

Union Health Secretary Rajesh Bhushan, in a letter to the Uddhav Thackeray-led Maharashtra government, has said the state is "in the beginning of a second wave of Covid-19 pandemic".

Amid concern of rising Covid-19 cases in Maharashtra, the central government team has asked the state to focus on containment strategies and scale up the pace of vaccination campaign, especially in districts witnessing a sharp increase in infections.

The letter to Maharashtra Chief Secretary Sitaram Kunte, which is based on the assessment of the central govt team, has urged the state to bring down its positivity rate and step up contact-tracing.

The letter also notes the lack of Covid-19-appropriate behavior and "tracking and testing of cases".

What the letter says

"Maharashtra is in the beginning of a second wave of Covid-19 pandemic. There very limited active effort to track, test, isolate cases and quarantine contacts. There is no adherence to Covid appropriate behaviour among people both in rural and urban areas," the Union Health Secretary warned in the letter.

He also pointed out that eight of the top 10 districts of India in terms of active Covid-19 infections are in Maharashtra and the only way to curb the spread is to increase the pace of vaccination.

"Covid-19 pandemic in the recent past has shown a rising trend in Maharashtra where the number of active cases has increased by 171.5% over the last one month from 36,917 cases on February 11, 2021 to 1,00,240 cases on March 11, 2021," Bhushan wrote to Kunte.

Bhushan flagged high death rates

He also said that the current case fatality was found to be very high among admitted cases in hospitals like -- Government Medical College in Aurangabad and in Vasant Rao Pawar Medical College, Nashik. This needed investigation in detail, including sending samples for Whole Genome Sequencing.

Because of limited contact tracing, a large pool of asymptomatic and pre-symptomatic people were not being tracked and tested, said the letter, suggesting that testing be considerably enhanced according to protocol laid down by the Indian Council of Medical Research.

The letter says that the number of people testing positive was high, "ranging from 5.1% in Mumbai to 30% in Aurangabad", implying that there were many cases that were not being tested and "there is high transmission in the community".

Bhushan added, "The Central team inferred that the administrative mechanism should be re-instated to the level witnessed in August -September 2020 to contain/suppress the Covid transmission."

"The central team found that the District Administration is not much worried about the evolving situation. We could sense a feeling that enough has been done already. This complacency may take its toll," Bhushan said.

Another 12.74 lakh of vaccine doses

Bhushan also said that the state would get another 12.74 lakh of vaccine doses by 18 March.

The worst-affected districts in the state include Pune, Nashik, Nagpur, Thane, Mumbai, Amravati, Jalgaon, and Aurangabad.

Meanwhile, Maharashtra has reported around 15,051 new coronavirus cases pushing the total number of infections to 23,29,464, according to the health bulletin.

The state also reported 48 deaths in a span of 24 hours, taking the death toll to 52,909. At present, the number of active Covid-19 cases in the state stands at 1,30,547.

Bengaluru: Karnataka Chief Minister Siddaramaiah has instructed the Hindu Religious Endowment Department to submit a proposal for constructing a gold chariot for the presiding deity of the state, Chamundeshwari, official sources said on Monday.

The directive follows a request from Member of Legislative Council (MLC) Dinesh Gooligowda, who highlighted the historical and cultural significance of the Chamundeshwari Temple on Chamundi Hill in Mysuru, which dates back to the 12th century AD.

Gooligowda noted that the existing wooden chariot, donated by devotees from Coimbatore, Tamil Nadu, has deteriorated over time.

“Devotees have expressed their desire to organise a ‘rathotsava’ using a gold chariot for Goddess Chamundeshwari. This proposal has been under consideration for some time, with an estimated cost of Rs 100 crore,” the MLC said.

He emphasised that the government’s financial involvement would not be required, as devotees are willing to contribute towards making the chariot a reality.

Gooligowda proposed a deadline for the 2025 Dasara festival for the completion of the chariot, ensuring it is ready for the grand procession featuring the idol of Chamundeshwari.

Mangaluru: District-in-Charge Minister and Minister for Health and Family Welfare, Dinesh Gundu Rao, announced that a day-care chemotherapy centre will soon be established at District Wenlock Hospital. Speaking to mediapersons after reviewing the activities at Wenlock and Government Lady Goschen Hospital, he shared the government’s plans to enhance healthcare services in the region.

Key Initiatives Announced

•    Day-Care Chemotherapy Centre:

  • Ten beds will be reserved for cancer patients.
  • The government will collaborate with Yenepoya Hospital to provide chemotherapy treatments.
  • All required facilities for the centre are already in place, awaiting inauguration by the Chief Minister.

•    Wenlock Hospital Facelift:

  • Critical Care Block: To be built at a cost of ₹24 crore.
  • Integrated Public Health (IPH) Lab: Planned with a budget of ₹1 crore.
  • New OPD Block: As per a 2017 agreement, KMC Hospital will take up construction. Discussions with KMC management are underway.

•    Additional Requirements:

  • A new mortuary and post-mortem building.
  • Paramedical college building.
  • Modern kitchen.
  • Bridge connecting two buildings within the hospital.

•    Total facelift cost: ₹6 crore to ₹10 crore, utilizing funds from the Department of Health and Family Welfare and CSR contributions.

•    Timeline:
By December or January, priority works will be finalized. The superintendents of Wenlock and Lady Goschen Hospitals are scheduled to visit Bengaluru next week to discuss these projects.

•    MRI Fee Allegations:
The minister assured that allegations of patients being charged for MRI scans at Wenlock Hospital will be resolved at the earliest.
These measures aim to improve healthcare accessibility and infrastructure, positioning Wenlock Hospital as a state-of-the-art facility in the region.

Mysuru, Nov 12: Zameer Ahmad Khan, the Tourism and Waqf minister of Karnataka, who stirred a controversy by addressing the Union Minister HD Kumaraswamy as ‘Kaala Kumaraswamy’ has tendered apologies for his remarks.

Speaking to reporters in Mysuru on Tuesday, Minister Zameer stated that he will apologise if remarks have hurt JD-S workers.

“We both are very close. Then, in a total of 24 hours, we were together for 14 hours. He used to fondly address me as “kulla” (shorty) and I used to address him as “kariyanna” (blacky, kaalia),” Minister Zameer stated.

“I am not addressing him as ‘kaalia’ for the first time. I have not said something highly derogatory. It is being made as big in the backdrop of elections. With love, he used to call me a shorty and I called him a blacky. If I had caused pain to anyone by my words I apologise,” he said.

He further stated: “Kumaraswamy had said that he didn’t want the votes of the Muslim community. But now they are attempting to purchase Muslim votes. Against this backdrop, I have made the remark.”

Minister for Home G. Parameshwara stated on Tuesday, “Minister Zameer and Kumaraswamy are close friends. Their comments against each other are not significant.”

Zameer Ahmad Khan, the Tourism and Waqf minister of Karnataka stirred a controversy on Monday as he addressed the Union Minister as ‘Kaala Kumaraswamy’.

JD-S on Tuesday demanded a public apology and resignation of Minister for Waqf and Tourism Zameer Ahmad Khan over his ‘racist’ remarks.

“Remember, there is no place here for your divisive policies. You have insulted the people by making ethnic, racist and discriminatory statements. You should apologize to the people of the state and resign,” the JD (S) demanded in the post.

Union Parliamentary Affairs and Minister for Minority Affairs Kiren Rijiju reacted sternly to the racist jibe and stated, “I strongly deplore Congress Minister Zameer Ahmed calling Union Minister and former Chief Minister of Karnataka Kumaraswamy as 'Kaalia Kumaraswamy'.
