India is very important inspiration: UN cheif Guterres

United Nations, Jun 9: Describing India as a "very important inspiration" for the international community, UN chief Antonio Guterres has commended the country for its leadership in a development partnership fund with the UN that he said has emerged as a vital example of deepening South-South cooperation.

Guterres thanked India for its "strong commitment to multilateralism" and to partnership with the United Nations, which he said is expressed in many ways across the global agenda and seen through the activities of this "important" fund.

“India played a very important role in shaping the Sustainable Development Goals. And even before the Goals were crystallized, India’s own development efforts and vision reflected many of the same priorities and aspirations. India is, for all of us, a very important inspiration,” Guterres said in his remarks to an event marking the first anniversary of the India-UN Development Partnership Fund.

“The Fund shows the further deepening of South-South cooperation, an increasingly valuable dimension of our work for development,” the Secretary General said.

The UN Chief, who is expected to visit India later this year, commended India for its “leadership and solidarity”, saying he looks forward to further engagement with the country on the fund.

“And I will have the opportunity soon in Delhi to congratulate the Indian government on this very very important initiative,” he said at the event here yesterday attended by several UN Ambassadors and diplomats.

The India-UN Development Partnership Fund was launched last year with the aim of assisting projects for the implementation of the Sustainable Development Goals (SDGs) in partner countries. It supports Southern-owned and led, demand-driven, and transformational sustainable development projects across the developing world, with a focus on least developed countries and small island developing states.

The fund is managed by the UN Office for South-South Cooperation and UN agencies implement the Fund’s projects in close collaboration with partnering governments. The Indian Government has committed an amount of 100 million dollars over ten years.

In April 2018, the Government of India established a separate Commonwealth Window under the Fund aimed at partnership with developing countries in the Commonwealth. Under this window, an additional sum of USD 50 million over the next five years has been committed for partnerships with developing country members of the Commonwealth. Projects supporting biomedical waste management in Grenada, clean energy in Tuvalu and census data collection in Vanuatu have been approved under this window.

Guterres said that South-South cooperation between developing nations is not an instrument aimed at replacing North-South cooperation between developed and developing nations.

“South-South cooperation is not an instrument for the commitments that were made by developed countries now to be put aside. South-South cooperation must be a stimulus for an intensified North-South cooperation, for the Addis Ababa agenda to be fully implemented and for everybody to assume their responsibilities in the context of a world in which we want a fair globalization, in which justice prevails in international relations,” he said.

India’s Permanent Representative to the UN Syed Akbaruddin said that from the first project of a million dollars, the annual contribution and portfolio of projects has multiplied several times within the first year of the fund’s operation.

Calling for a “1-2-3 process”, Akbaruddin urged the Secretary General to ensure that the speed of implementation of projects entrusted to the UN agencies is enhanced.

Explaining the 1-2-3 process, Akbaruddin said funds are put up up-front and the mechanisms for assessing a project from the partner countries and accepting it in consultation with the South-South Fund has been cut down to less than a month. “So that is part 1,” he said. He added that Part 2 entails that each of the projects in this Fund are implemented quickly and completed within a two-year period, none going beyond the 3rd year.

“Only then can we call it the 1-2-3 process with true meaning and effectiveness. We look forward to the reformed system being put in place from January 1, 2018 providing greater efficiency and effectiveness to the UN’s facilitation of sustainable development efforts across the world and ensuring a 1-2-3 process for triangular cooperation with the Global South,” Akbaruddin said.

Bengaluru: In a major legal twist, an FIR has been filed against Union Minister H.D. Kumaraswamy, his son Nikhil Kumaraswamy, and their close associate Suresh Babu. The trio is accused of threatening a senior IPS officer and making false allegations against him. The FIR, registered by the Sanjaynagar police, follows a complaint by Additional Director General of Police (ADGP) M. Chandrasekhar, who heads the Special Investigation Team (SIT) under the Karnataka Lokayukta.

Allegations Against Kumaraswamy
The crux of the case revolves around ADGP Chandrasekhar's investigation into Kumaraswamy's alleged illegal approval of a mining lease to Sri Sai Venkateshwara Minerals (SSVM). Kumaraswamy, currently serving as Union Minister for Steel and Heavy Industries, has been accused of bypassing legal procedures in favor of SSVM, prompting Chandrasekhar to seek the Karnataka Governor's approval to pursue legal action.

In response, Chandrasekhar claims that Kumaraswamy lashed out publicly. On September 28 and 29, the former Karnataka Chief Minister held press conferences, accusing the officer of bribery, misuse of medical records, and personal misconduct. According to the ADGP, Kumaraswamy also issued a threat of transferring him to another cadre outside Karnataka.

Nikhil and Aide Suresh Babu Involved
Kumaraswamy’s son Nikhil Kumaraswamy is also implicated in the controversy. On September 29, Nikhil allegedly echoed his father’s accusations against Chandrasekhar. The third individual named in the FIR, Suresh Babu, a close aide to Kumaraswamy, is accused of escalating the issue by writing a letter to the Karnataka Chief Secretary. This letter, containing further allegations, was made public on social media, adding to the pressure on the senior officer.

Legal Action and Charges
Though Chandrasekhar's complaint was filed in October, formal legal proceedings began on November 4 after securing approval from the 42nd Additional Chief Metropolitan Magistrate (ACMM). The charges include Section 224 (threat of injury to a public servant) of the Bharatiya Nyaya Sanhita (BNS). A police source familiar with the case confirmed the charges.

ADGP Chandrasekhar's Response
In a strong rebuttal, ADGP Chandrasekhar addressed his team and the media, branding Kumaraswamy as an accused person trying to intimidate the SIT. He emphasized that these attacks were intended to undermine his officers' morale and interfere with the investigation.

“An accused, no matter how powerful, remains an accused. This attempt to instill fear in the minds of officers is meant to hinder justice," Chandrasekhar said in a written statement. Referring to Kumaraswamy, he added, "This accused, who is currently out on bail, has resorted to such tactics to shake our resolve."

Quoting Shaw to Drive the Point Home
In a dramatic conclusion, Chandrasekhar cited playwright George Bernard Shaw, saying, “Never wrestle with pigs. You both get dirty, and the pig likes it,” signaling his intent to remain unshaken in the face of public accusations and personal threats.

Mangaluru: Six youths including teenagers have been arrested by the Bantwal Rural Police in connection with a brutal assault on 21-year-old Aboobakar (name changed to hide identity), an incident that was widely shared on social media after footage revealed the victim tied to a pole and violently beaten.

The arrested individuals, all from Kanchinadkapadavu, Sajipanadu village in Ullal Taluk, have been identified as Mohammad Sapwan (25), Mohammad Rizwan (25), Irfan (27), Anis Ahmad (19), Nasir (27), and Shakeer (18). According to police reports, the assault took place on November 7 in Kanchinadkapadavu.

The sequence of events began when Aboobakar was reportedly called to a residence in Kanchinadkapadavu by a female relative. Upon his arrival, he was confronted by the accused, who questioned his presence, tied him to a pole with ropes, and attacked him while he was shirtless. 

Aboobakar managed to file a police complaint the following day, detailing the assault. As his injuries worsened, he was admitted to a private hospital in Mangaluru.

While in the hospital, Aboobakar alleged that his attackers intended to kill him during the assault. This statement led to additional charges of attempted murder being filed. 

Police officials stated that the suspects were subsequently apprehended, charged with group assault and attempted murder, and placed in judicial custody. The investigation is ongoing, and further details are awaited.

In the wake of the tragic drowning of three students at a resort near Ullal on the outskirts of Mangaluru city, the tourism department in Dakshina Kannada is set to implement comprehensive safety guidelines for properties with swimming pools or beach access. This initiative aims to ensure guest safety and prevent similar incidents in the future.

New Safety Mandates for Resorts and Homestays

Rashmi S.R., deputy director (in-charge) of the tourism department, announced, “We will instruct all homestays and resorts to enforce precautionary measures, especially those with pools or direct beach access. Properties must ensure 24/7 supervision, particularly during guest hours. This tragedy highlights the importance of having trained personnel on-site.”

Key Safety Guidelines

The district, home to around 150 homestays and 130 resorts, will see the following measures enforced:

  • Clearly displaying pool depths.
  • Installing adequate safety equipment, such as life buoys.
  • Employing trained lifeguards at all times.
  • Establishing clear pool operating hours.
  • Reviewing and implementing standard operating procedures (SOPs) for pool and beach usage.

Booming Beach Tourism Calls for Vigilance

Manohar Shetty, president of the Association for Coastal Tourism (ACT), Udupi, highlighted the growing popularity of beachside resorts, particularly during peak seasons. Properties in Udupi, often fully booked with tourists from Bengaluru, Mysuru, Kodagu, and Shivamogga, face increasing pressure to maintain safety standards.

Udupi district boasts 22 beachside commercial properties catering to this rising demand.

Shetty emphasized, “Authorities must scrutinize safety measures and carefully evaluate guidelines before issuing new resort licenses. Panchayats should rely on the Karnataka Town and Country Planning Act when handling such cases.”

Long-Term Solutions for Water Safety

Recognizing the need for a cultural shift in water safety, Shetty proposed integrating swimming lessons into school curricula. This move would not only equip students with essential skills but also encourage safe participation in water-based activities.
