Indian green card aspirants may benefit as Trump has a new immigration plan

Washington, May 16: In a major policy speech Thursday, US President Donald Trump is all set to announce a new proposal to overhaul the country's immigration policy that would give preference to foreigners based on merit rather than the existing system that gives preference to family ties, a move that could end the agonising Green Card wait for hundreds and thousands of Indian professionals.

Brainchild of Trump's son-in-law, Jarred Kushner, the new plan primarily focusses on strengthening border security and revamping the system of Green Card or legal permanent residency so that people with merit, higher degrees and professional qualifications could get an easy access to the immigration system.

As of now, about 66 per cent of the green cards are given to those with family ties and only 12 per cent are based on skills. The Trump Administration intends to change this. Trump is scheduled to roll out his plan at the Rose Garden of the White House Thursday afternoon.

However, the plan faces an uphill task mainly because of the bitterly divided Congress on partisan lines, especially on the issue of immigration reform.

Even if Trump succeeds in convincing his Republican lawmakers on this, the opposition Democrats, led by Congresswoman Nancy Pelosi, House Speaker, and Senate Minority Leader Chuck Schumer, are dead against any such legislative success to the president.

The Trump Administration is well aware of the issue. It is planning to make it an election issue in 2020 if the opposition Democrats are unwilling to be engaged on this, a senior administration official told reporters during an interaction on the eve of the rollout of the merit-based immigration policy.

"It is going to be a very detailed piece of legislation and it can be what they want it to be. If they do not want to engage, then it will be part of the election. If they want to engage, then it could be part of a negotiation. That is going to be up to them," said the official who requested anonymity.

Both Trump and Kushner are believed to have briefed Republican lawmakers on the issue.

In his speech, Trump is unlikely to propose changes in the existing number — 1.1 million — of green cards issued each year. Instead, the new policy calls for issuing more than half of the green cards to those based on employment or skills.

Such a move is likely to benefit hundreds and thousands of Indian professionals on H-1B visa whose current Green Card wait, on an average, is more than a decade.

According to the details given by the senior administration official, the proposed system mirrors the point-based system of countries like Canada, Australia, New Zealand and Japan.

Officials said the plan would favour those immigrants who are exceptional students, those with "extraordinary talent" and people who work in professional and specialised vocations.

The applicants would receive points for age, English proficiency and offers of employment at a certain wage threshold in order to protect low-wage American workers, the official said.

Mangaluru: Mayor Sudheer Shetty Kannur said that as a part of the International Day of Democracy, the Mangaluru City Corporation (MCC) will hold a 23-km long human chain and plant 1000 saplings in the Bengre area on September 15.

The human chain will be formed from Pavanje bridge to the border of Arkula, which will pass through Nanthoor Junction- Kannur Junction. The event is organised with the objective of creating awareness among the public, particularly the youth, about the significance of democracy. Around 10,000 people, particularly students, will participate in forming the human chain in the city limits, he told media persons.

He said Democratic system in India is a model to the world and we should be grateful to Dr B R Ambedkar for giving the country a beautiful constitution. To make the people, particularly the youth, aware of the Constitution and its preamble, the state government has chalked out a plan to form a mega human chain from Bidar to Chamrajnagar. As a part of it, the programme will be held in Mangaluru. Students from various schools, colleges, various organisations, NGOs should actively participate to make the event a grand success.”

The Mayor said as a part of the celebrations, an arch will be built at Pavanje bridge and Kannur Junction. The Zonal office at Surathkal will be decorated with tri colour along with KPC Circle, Nanthoor Junction, Padil Junction. The main programme will be held at Kadri Circle near Circuit House in Mangaluru, which will be attended by DK MP Capt Brijesh Chowta, MLAs D Vedavyasa Kamath, Dr Y Bharath Shetty, DC Mullai Muhilan MP and others. Flags will be placed for every 100 metre of the human chain stretch. The participants can click their photos and upload it through https://democracydaykarnataka.in/ to collect a certificate, added the mayor.

New Delhi: Two days after he was granted bail and walked out of prison after six months, Delhi Chief Minister Arvind Kejriwal announced his shock resignation from the top post at a party meeting this afternoon. "Two days later, I will resign as Chief Minister. I will not sit on that chair till the people announce their verdict. Elections in Delhi are months away. I got justice from the legal court, now I will get justice from the people's court. I will sit on the Chief Minister's chair only after the order of the people," he said. 

"I want to ask the people of Delhi, is Kejriwal innocent or guilty? If I have worked, vote for me," he said, adding that a meeting of AAP MLAs will be held within the next two days to choose the new Chief Minister for the national capital.

The Aam Aadmi Party (AAP) leader said a member of the party will be named Chief Minister after his resignation. He said he would go among the people and ask for their support. Mr Kejriwal also demanded that the elections in the national capital, scheduled for February, be held in November along with the polls in Maharashtra.

In his address to the AAP workers, Mr Kejriwal launched an all-out attack against the Narendra Modi government and said it was more dictatorial than the British.

He said he did not resign as Chief Minister despite being arrested because he wanted to save democracy. "They have registered cases against (Karnataka Chief Minister) Siddaramaiah, (Kerala Chief Minister) Pinarayi Vijayan, (Bengal Chief Minister) Mamata didi (Banerjee). I want to appeal to non-BJP, do not resign if they register cases against you. This is their new game," he said.

Mr Kejriwal said he had also spoken to former Deputy Chief Minister Manish Sisodia about the issue. Mr Sisodia too was recently granted bail in connection with corruption allegations surrounding Delhi's now-scrapped liquor policy. "I spoke to Manish, he too has said that he will handle the post only after the people say we are honest. My and Sisodia's fate are in your hands now," he said.

Responding to the shocking development, BJP's Harish Khurana questioned why the AAP leader is creating a drama. "Why after 48 hours? he should resign today. In the past too, he has done this. People of Delhi are asking, he can't go to the secretariat, can't sign documents? What is the point then?" Asked if the BJP was ready for early polls, Mr Khurana replied, "We are ready, whether it is today or tomorrow. We will return to power in Delhi after 25 years."

NRI professionals hailing from the coastal and Malnad regions of Karnataka, now based in Singapore, Indonesia, Malaysia, Hong Kong, and Australia, have been urging the Indian government and airlines to introduce a direct flight between Mangalore International Airport (MIA) and Singapore’s Changi Airport.

These professionals argue that Singapore’s strategic location as a hub connecting India with East Asia makes this flight essential. They highlight that this route would serve over 12 million people from the coastal and hill regions of southern India, fostering stronger ties with East Asian economies.

The group, consisting of individuals from Dakshina Kannada, Uttara Kannada, Udupi, Chikkamagaluru, Kodagu, Shivamogga, and Hassan, is spearheaded by Rajesh H Acharya, director of HQ Connections Pte Ltd, Singapore, and coordinator of the Singapore Tuluver community. Acharya emphasized the significance of the Indian government’s Act East policy, which aims to strengthen relationships between India and ASEAN, East Asia, and the Asia-Pacific region.

“This flight will open new doors for cultural, trade, tourism, and technological exchanges between these regions,” Acharya said.

The Mangalore Chapter of IndUS Entrepreneurs (TiE) has also proposed positioning the region as the 'Silicon Beach of India.' A direct flight would provide greater opportunities for entrepreneurs and investors from both Singapore and Mangaluru, boosting business exchanges.

Moreover, Singapore’s Changi Airport could see increased tourism from the Karnataka coast, while Coastal Karnataka would benefit from a surge in visitors from ASEAN countries, the Far East, Australia, New Zealand, and the US West Coast.

While a similar attempt in 2017 did not succeed, Acharya and his team are hopeful that this time their appeal will be taken seriously, tapping into the immense growth potential of the eastern half of the globe.
