Karnataka to get Rs 900 cr more for afforestation, conservation of forests

New Delhi, Jul 30: With Parliament passing the Compensatory Afforestation Bill, Karnataka is set to receive more than Rs 900 crore from the Union government to create and conserve forests and ecology.

Karnataka's share (Rs 917 crore) is more than Tamil Nadu's (106 crore) and Kerala's (Rs 76 crore), but less than that of Andhra Pradesh (Rs 2,223 crore) and Maharashtra (Rs 2,435 crore) which had diverted large tracts of forest land over the years for infrastructure and industrial projects.

The biggest beneficiaries of the new green fund would be Odisha, Chhattishgarh, Madhya Pradesh and Jharkhand, all of whom would receive more than Rs 3,000 crore. Odisha would be the biggest gainer with close to Rs 6,000 crore flowing into its kitty.

The bill would pave the way for creating a Compensatory Afforestation Fund and a Compensatory Afforestation Fund Management and Planning Authority at the national and state levels.

The fund would receive money from project proponents, who would use forest land for their projects. The coffers already have Rs 42,000 crore under the supervision of the Supreme Court and may receive Rs 6,000 crore every year.

As the Rajya Sabha cleared the legislation late Friday evening, several members wondered whether the bill would protect the rights of the forest dwellers or trample them while favouring industrialists and big corporates.

Non-governmental organisations too raised concerns. “For 150 years, forest dwellers fought a criminal and oppressive colonial system for their rights. The (CFA) bill now essentially gives carte blanche to forest officials to spend gigantic amounts of money without any accountability to the people whose forests, lands and lives will be damaged or destroyed by their activities,” said Campaign for Survival and Dignity, an NGO.

Environment minister Anil Dave, however, assured the House that necessary safeguards would be put in place through the rules to empower the Gram Sabhas.

“If there are concerns on the rules, we will review them after one year,” he said, before the legislation was passed through voice vote. The bill was passed by the Lok Sabha in May, 2016.

Mandya: A 21-year-old man died after he allegedly blew himself up with a gelatin stick in front of the house of a girl he was in love with after her family rejected him, police said on Monday.

The incident occurred at Kalenahalli village of Mandya district on early Sunday morning, they said.

According to police, Ramachandra was in a relationship with a minor girl. Last year, he was booked under Protection of Children from Sexual Offences Act after he eloped with the girl. He was arrested in the case and spent three months in jail as an under-trial.

After getting released from jail, he entered into a compromise with the girl's family and the case was refuted in the court. But later, he started calling the girl and continued to maintain his relationship with her, police said.

Apparently, the girl's family was planning to get the girl married to someone else once she attained the legal age, a senior police officer said.

Ramachandra, a resident of a neighbouring village in Nagamangala taluk was allegedly upset with the girl's family for rejecting him. Suddenly on Sunday, he reached in front of the minor girl's house and detonated the gelatin stick he carried with him and the explosion claimed his life on the spot, the officer added.

Based on the complaint from the deceased person's family, calling it suspicious death, a case has been registered, police said. His family was in quarrying business and that's how he got access to gelatin stick, police said.

Mangaluru: Despite a reduction in the number of cybercrime cases in 2024 due to effective preventive measures and increased public awareness, the financial impact of cybercrimes in the Mangaluru Commissionerate was the highest this year. Over Rs 40.46 crore was lost, with Rs 9.32 crore frozen and Rs 2.55 crore released to the complainants, reported Commissioner of Police Anupam Agrawal.

Comparing years, the number of cybercrime cases at CEN Police Station decreased from 196 cases in 2023 to 72 cases in 2024. In total, CEN registered 313 cybercrime cases from 2022 to 2024, including 55 cases in 2022, 196 in 2023, and 62 in 2024. In contrast, other police stations reported 120 cybercrime cases during this period, with eight cases in 2022, 40 in 2023, and 72 in 2024.

The financial losses from cybercrimes in 2022 were Rs 61 lakh, with Rs 7 lakh frozen and Rs 6 lakh returned to victims. In 2023, the losses increased significantly, with Rs 9.83 crore lost, Rs 6.29 crore frozen, and Rs 1.17 crore released to complainants.

Cybercrimes were mainly investment frauds, accounting for 50% of the cases and around 75% of the total losses. A total of 67 cases of investment fraud led to a loss of Rs 30.3 crore in 2024. Other major cybercrime categories included digital arrest scams (25 cases, Rs 7.1 crore lost), job frauds (8 cases, Rs 1.2 crore lost), and matrimonial frauds (4 cases, Rs 60.4 lakh lost). Online shopping frauds resulted in Rs 5.9 lakh in losses from three cases, while share market frauds led to Rs 41.96 lakh in losses from five cases. Other frauds, including advertisement, KYC, and miscellaneous scams, caused additional losses.

The National Cyber Crime Reporting portal received 5,498 complaints, with 215 cases converted into FIRs. Arrests related to cybercrimes increased in 2023, particularly at other police stations. This year, 42 individuals were arrested for cybercrimes, with 15 from Karnataka and 27 from other states, including Kerala and Tamil Nadu.

To combat cybercrime, 217 awareness programs were held across Mangaluru, targeting various sections of society. These programs were organized at the Police Station, Beat, Sub-division, and Commissionerate levels, helping spread awareness and prevent future crimes.

Bengaluru, Jan 6: Most wanted Maoists operating in deep jungles of Western Ghats, hilly and coastal region of Karnataka have decided to lay down their arms and join the mainstream following the appeal by Chief Minister Siddaramaiah-led Karnataka Congress government.

According to sources, the Maoists have taken the decision following the encounter of Vikram Gowda and the continuous combing operations in the Western Ghat region by the Anti-Naxal Force (ANF) and the Karnataka Police.

Sources said that top leaders Mundagaru Latha who leads the Tunga Naxal Wing in the state; Sundari, Vanajakshi, Jeesha, the most wanted Maoists of south India; K. Vasantha from Andhra Pradesh and Mareppa Aroli have decided to surrender and lay down their arms.

Maoist leader Sundari’s brother Anand, who was also a Naxal and returned to the mainstream, stated, “They will welcome her home if she decides to lay down arms. Let her and associates stop the struggle and live like common people. It’s 17 years since she had gone away from home. We will be happy if she comes back to us.”

“Sundari, surrender before the government and come back home,” he appealed in Kutlur of Mangaluru district.

The surrender procedure will happen in two to three days, sources confirmed.

The sources also revealed that the Maoists had written a letter in this regard to the Citizen’s Forum, a progressive organisation and the members of the forum have discussed the matter already with Chief Minister Siddaramaiah.

CM Siddaramaiah welcomed the proposal and gave the green signal for authorities to start the surrender procedures.

The Maoists have demanded that the surrender process should take place in a dignified manner and that their self-respect should not be harmed. They have also demanded that they should not be prevented from exercising their rights under a democratic system.

The Maoists have also demanded that they should not be made to languish in prisons. The 'false' cases against them should be closed and cooperation has to be extended for them after surrender to obtain bail. It has also been demanded that all cases must be brought under one court and trial has to be expedited.

They have also demanded financial support from the government to shape their lives. The package has to be applied to other surrendered Maoists who are presently in prison. They have also sought clarification on whether Karnataka, Tamil Nadu and Kerala states will take one stand on the matter.

The Maoists have also demanded a judicial investigation of the Vikram Gowda encounter.
