Karnataka's financials good in 100 days of BJP rule: CM

Bengaluru, Nov 6: Karnataka's financials in the first 100 days of the BJP government's rule are good and financial discipline is also well maintained, said Chief Minister BS Yediyurappa on Tuesday.

"The state's financial situation and tax collection is as per the target in all departments except transport department. Financial discipline is also well maintained," Yediyurappa said to mark the occasion.

The 76-year-old Yediyurappa became Chief Minister of the southern state for the fourth time on July 26, days after the JD(S)-Congress coalition government fell on July 23 when its Chief Minister H.D. Kumaraswamy lost the trust vote in the state Legislative Assembly after 17 rebel legislators from both parties resigned and did not attend the 10-day monsoon session.

The BJP government completed 100 days in office on November 2.

Yediyurappa, who also holds the finance portfolio, however, did not share the financial numbers, including the target set and achieved in the first 100 days of his government.

As the over three-month-old fledgling BJP government passed by voice vote on July 29 the state budget for fiscal 2019-20, presented by Kumaraswamy on February 8 before the general election in April-May, the estimates have not changed.

Burdened by Rs 12,650-crore farm loan waiver and other exigencies, Kumaraswamy projected a deficit budget for the present fiscal.

The estimated tax revenue of Rs 1,18,993 crore, including Goods and Services Tax (GST) compensation from the central government was projected to be 11.9 per cent over the revised estimate of fiscal 2018-19.

Though the budget has projected Rs 258 crore revenue surplus for 2019-20 as against revised estimate of Rs 194 crore for fiscal 2018-19 and reduced the burden on the capital account to Rs 174 crore from the budget estimate of Rs 579 crore for 2018-19, the budget estimates Rs 687 crore deficit for 2019-20.

"We came to power with new concepts for development and to provide corruption-free governance. But sudden floods in two-thirds of the state in August forced us to provide relief works, restore normalcy, provide shelter, housing, essentials and resume services that were disrupted by the trail of disaster by heavy monsoon rains and flooding," said Yediyurappa.

Titled "Dina Nooru, Sadhane Nooraru" in Kannada (Hundreds of efforts in 100 days) in the service to the people, the chief minister said the government's priorities changed as floods persisted across the state although the objective to protect their interests remained firm.

"In addition to Rs 4,000 to beneficiaries of the Prime Minister's Kisan Samman Nidhi Yojana scheme to 25-lakh farmers, we have waived loans of fishermen and weavers to reduce their burden," the chief minister recalled.

As Karnataka is the second most arid state after Rajasthan with more dryland for growing crops round the year, the state government has given priority to irrigation to spur the farm growth.

"The Union Ministry of Environment has given clearance to Kalasa-Banduri drinking water project in the state's drought-prone northwest districts of Belagavi, Hubli-Dharwad, Gadag and Vijauapura. Work is on for the upper Krishna project to irrigate more farms for boosting production," he added.

The BJP government approved the treatment of 1,29,305 patients under the centrally-sponsored Ayushman Bharath Arogya Karnakata scheme during the last 100 days at a cost of Rs 197 crore.

The state government has also signed an agreement to allow the state-run Airports Authority of India (AAI) to operate and maintain the newly-built Kalburagi airport in the state's northern district, about 650km from Bengaluru.

"Bids have been invited for the development of runway at Shivamogga in the state's Malnad region for feeder air connectivity through the state-run Karnataka Industrial Investment Development Corporation (KSIIDC)," said the chief minister.

The state cabinet has given consent to build Shivamogga-Shikaripur-Ranibennur railway line in the Malnad region, which falls in the assembly segment of the chief minister.

The industries department has approved 34 proposals during the last 3 months with combined investment of Rs 1,414 crore and prospects of generating 8,390 jobs across the southern state.

Mysuru: Chairman of JD(S) core committee and Chamundeshwari constituency MLA G T Devegowda on Thursday expressed his solidarity with Chief Minister Siddaramaiah saying the latter need not resign, while lambasting leaders of his own party and alliance partner BJP, including Union Minister H D Kumaraswamy.

In his speech during Mysuru Dasara inauguration he said that if persons against whom FIR is registered have to resign, many leaders from all the three parties, including Opposition Leader R Ashoka, will have to resign.

“All are sitting in glass houses... Since I know Siddaramaiah well, I am talking about him. At a time when mines and real estate are ruling politics, Siddaramaiah has survived in politics. He has never done any favour,” Devegowda said.

He added, “Allegations against Siddaramaiah are unexpected and accidental. If the Governor and Chief Justice order an investigation, it does not mean that he should resign."

He continued, asking, "Have they told Siddaramaiah to resign or have they asked to imprison him? When a person becomes a Central minister, he or she should realise their dignity and responsibility. Instead of recognising the good work done by Siddaramaiah, they ask him to resign. Will Kumarswamy (facing an FIR) resign? Should Siddaramaiah, who has become CM with a support of 135 MLAs, resign?"

"Opposition leaders are not remembering the good work of earlier CMs Kengal Hanumanthaiah, Veerendra Patil, Ramakrishna Hegde, H D Deve Gowda or S M Krishna. Karnataka is a model state. It is a bad trend to topple an elected government which is doing good work,” he further said.

Devegowda added, “Siddaramaiah is Goddess Chamundeshwari’s ‘Varaputra’ and hence has her blessings during tough times. He won the election in Chamundeshwari Assembly constituency, when the BJP-JD(S) government was in power in 2006. With the blessings of the Goddess, he has held varied positions right from becoming an MLA for the first time in 1983. He presented 15 budgets and has become CM for a second time. He took H C Mahadevappa, a Dalit leader to the state level. Siddaramaiah has the support of Deputy CM D K Shivakumar as ‘Jodeththu’. Blessings of the beneficiaries of guarantee schemes are with him (Siddaramaiah).” 

Siddaramaiah said, “Devegowda was a MUDA member. He knows the truth. Hence, he is saying this. His words have filled strength in me. ‘Satyameva Jayate’, Truth will always triumph.”

Karnataka Health Minister Dinesh Gundu Rao reminded that V D Savarkar was not against cow slaughter as he himself was non-veg eater, PTI reported on Thursday.

"As a Brahmin he was eating meat, and he was openly propagating eating meat," said the minister at an event in Bengaluru.

Reacting to Gundu Rao's claim, BJP MP Anurag Thakur called Congress a "factory of lies" as he warned that India won't tolerate any disrespect towards Savarkar.

"By disrespecting Veer Savarkar they have shown that they don't respect freedom fighters. During the Congress government, Sardar Bhagat Singh was termed a separatist in textbooks...By making those who want to break the nation join the congress party, Rahul Gandhi is taking forward the ideology of 'tukde tukde' and he is a 'modern Jinnah' who speaks ill of the country abroad...," he said.

Meanwhile, a court in Maharashtra's Nashik district summoned Congress MP Rahul Gandhi earlier this week in a defamation case filed against him for his alleged objectionable remarks against the Hindutva ideologue.

The complainant, who is the director of an NGO, claimed he watched a press conference addressed by Gandhi in Hingoli and also a speech made by the Congress leader in November 2022.

He alleged that Gandhi, on the two occasions, by his words and visual representations knowingly harmed the reputation of Veer Savarkar and also tried to defame the latter's image in the society.

According to the complainant, Gandhi said "Savarkar is BJP and RSS jin" which was defamatory in nature.

Bengaluru, Sep 28: The Special Investigation Team (SIT) probing charges against arrested Karnataka BJP MLA N. Munirathna Naidu, including allegations of rape, honey-trapping, and other offences, on Saturday conducted raids at his residence and 15 other locations across the city.

Sources confirmed that the raids were taking place at his Vyalikaval residence and other properties owned by the BJP MLA. The operation is being conducted by the SIT under the Criminal Investigation Department (CID) led by ACP Kavitha.

The team is examining documents, electronic devices, and other materials related to the rape and honey-trapping case. The SIT is being supported by experts from the Forensic Science Laboratory (FSL), with Superintendent of Police (SP) Sowmya Latha also participating in the search and inspection at Munirathna’s Vyalikaval residence.

According to sources, the raids were triggered by information provided by the victim, who alleged that Munirathna recorded footage of sexual assaults and used it to blackmail politicians and public servants, including IAS and IPS officers.

The victim reportedly revealed that she was used to entrap the woman who had lodged a rape case against a senior IFS officer. She was allegedly instructed to frame the rape victim in a drug peddling case.

The complainant told police that she was tasked with capturing compromising videos of the rape victim who had filed the case against the IFS officer. She claimed that, after several failed attempts to obtain the videos, the victim was drugged with sleeping pills, and obscene footage was recorded without her consent. Later, the IFS officer was bailed out from the charges.

Furthermore, the complainant has accused MLA Munirathna of raping her at his office within the state legislature, in his official vehicle, and at his godown. She has alleged that he recorded videos of these assaults.

Police sources also revealed that the victim in the MLA's case provided details of a plot involving sending HIV-infected women to Munirathna's targets in an attempt to ruin them politically and personally. She also disclosed the names of several politicians whom she had entrapped through honey-trapping.

The woman further claimed that Munirathna had threatened to have her son kidnapped and killed if she refused to comply with his demands. According to her, the MLA had a well-organised team dedicated to carrying out these honey-trapping operations, and she provided details about his close associates and relatives involved in the scheme.

Munirathna, who was in judicial custody following his arrest in the rape and honey-trap case, has now been taken into the custody of the SIT.

The MLA was transferred from Bengaluru Central Jail to the CID office on the night of September 24. The BJP legislator, however, has denied all the allegations, claiming they are false.

Karnataka Congress leader D.K. Suresh had alleged that Munirathna was trying to infect his adversaries with HIV and that the government should investigate the matter.
