Kerala to pursue legal steps to avail foreign aid, says CM Pinarayi Vijayan

Thiruvananthapuram, Aug 30: As Kerala picks up the pieces, Chief Minister Pinarayi Vijayan today said the government would explore the possibility of legal options to avail the funds offered to the state, including that from abroad. 

His statement assumes significance in the wake of a row over the Centre's refusal to accept the United Arab Emirates' (UAE) reported offer of Rs 700 crore to the flood-hit state.

Addressing a specially convened one-day session of the state assembly to discuss the unprecedented flood situation, Vijayan said 483 people have lost lives in the state since the onset of monsoon on May 28 and 14 were still missing.

He said the state's economy had been badly hit and the loss could be much more than the state's annual plan outlay for the year which stood at Rs 37,247.99 crore.

"Offers of financial assistance for Kerala are pouring in from different quarters of the world. The government is also moving towards legal steps to avail these funds," Vijayan said.

The funds offered from across the globe is giving confidence to the government, he said. 

Besides Rs 600 crore sanctioned by the Centre, the state was hopeful to get more financial assistance from the Union government considering the gravity of the situation, the chief minister said.

"The Chief Minister's distress relief fund has received Rs 730 crore till yesterday," he said, adding that the government had also been offered land and jewels towards relief fund.

On the discussions held with World Bank officials as part of fund mobilisation for rebuilding the state, Vijayan said the government policy was to accept funds from any quarters if it was in tune with the state's interests.

Apparently referring to the Opposition charge that the deluge that ravaged the state was due to the sudden release of water from dams without any prior warning, the chief minister said unexpected torrential rains had resulted in the calamity.

"The state had received rains three times more than what was predicted by the India Meteorological Department (IMD) during the period," he said.

The IMD had forecast an estimated 98.5mm rainfall in the state between August 9 and 15. But, the actual rainfall received was 352.2 mm, he added.

Terming the calamity as the worst in the century that had virtually battered all sections of the economy, the Left leader said 57,000 hectares of agricultural land was flooded.

Flood water entered lakhs of houses forcing people to flee to relief camps, he said. 

But rescue operations were carried out promptly and on a war-footing by the government in coordination with various defence forces. The effort helped reduce the death toll, Vijayan said.

With regard to the rehabilitation programmes, he said the gravity of the calamity had also raised some environment issues. 

"One of the most significant points is whether to rehabilitate the displaced people in the same places where landslips, landslides and mud slips occurred. A consensus has to be evolved in this," the Kerala chief minister said.

He also wanted that environmental aspects should be considered while taking up construction activities in these areas.

Incessant rains and floods have forced over 14.50 lakh people to seek refuge in relief camps across the state, he said, adding that over 59,000 people are still lodged in 305 camps.

Meanwhile, Opposition member V D Satheesan (Congress) maintained the charge that the floods were due to the simultaneous release of water from various dams. 

CPI(M) veteran and former chief minister V S Achuthanandan batted for the implementation of the Madhav Gadgil committee report on the preservation of ecologically fragile Western Ghats to avoid such calamities in future.

He also wanted all illegal constructions in the ecologically sensitive areas to be removed.

Mangaluru: Nearly half of Dakshina Kannada's coastline is facing significant erosion, according to a recent response in the Lok Sabha to a question raised by MP Captain Brijesh Chowta. The data, provided by the Ministry of Environment, Forest and Climate Change (MoEFCC), reveals that between 1990 and 2018, 48.4% of Dakshina Kannada's total coastline of 36.6 km has been eroded.

The written reply, issued by Kirti Vardhan Singh, Minister of State in the MoEFCC, addressed Captain Chowta's query on the impact of sea-level rise and coastal erosion, particularly in Karnataka. The MP had inquired about studies assessing the rise in sea levels and their effect on the coastal regions, as well as the government's plans to mitigate the threats posed by erosion.

While the erosion rate in Dakshina Kannada is notably high, the response highlighted that Karnataka's overall coastal situation is less alarming. Approximately 50% of the state’s coastline remains stable, with 26% undergoing accretion (growth) and 24% experiencing erosion. This data, compiled by the National Centre for Coastal Research (NCCR), is based on a study conducted from 1990 to 2018, using satellite images and field surveys.

The NCCR's findings indicate that 33.6% of the Indian coastline is affected by erosion, with 26.9% in a state of accretion, and 39.6% remaining stable. In Dakshina Kannada, erosion has impacted 17.7 km of its 36.6 km coastline. Uttara Kannada and Udupi districts are similarly affected, with erosion covering 21.6 km and 34.9 km of their respective coastlines.

In response to these concerns, the central government is actively implementing measures to combat coastal erosion and protect vulnerable communities. The Karnataka government has developed a Shoreline Management Plan in compliance with the CRZ notification of 2019. Additionally, under the Karnataka Strengthening Coastal Resilience and Economy (K-SHORE) project, supported by the World Bank, the state is working to enhance coastal protection, improve coastal infrastructure resilience, boost the livelihoods of coastal communities, and address marine plastic pollution.

Mangaluru: In a heartbreaking incident, three first-year nursing students drowned in the Phalguni River near Barkaje dam, within the Venoor police station limits, on Wednesday evening.

Preliminary reports identify the deceased as Lawrence from Moodbidri, Suraj from Belthangady, and Jaison from Vagga in Bantwal.

According to police sources, the tragedy occurred around 5:30 PM. The group of friends had gathered at a friend's house to celebrate a church feast. After lunch, five of them decided to visit the river near the dam for a swim.

While in the water, two of the students were caught in the strong current. Jaison, attempting to rescue them, was also swept away. Fire and emergency services personnel, along with the police, rushed to the scene and retrieved the bodies.

This tragic event has left the community in deep sorrow.

Former minister and ex-MLC C M Ibrahim claimed that he still heads the original JD(S) and asked former prime minister and party supremo H D Deve Gowda to cut ties with the BJP, so that the party can be strengthened again. He also said options are being explored to either strengthen the JD(S) or to float a new regional party.

He was speaking to media persons, in Mysuru, on Monday, after meeting JD(S) MLA and former minister G T Deve Gowda, who has expressed his displeasure that he has been sidelined in the party and the party leaders have indicated his retirement from politics.

He stated, “If Deve Gowda had joined the Congress, during the last Assembly election, he would have been a minister now. We retained him in the JD(S), to strengthen the party. Now, efforts are being made to strangulate Deve Gowda’s political career. I have discussed all matters with Deve Gowda. In two days, I will start a Karnataka state tour and meet some leaders. After that, I will meet Deve Gowda again, and then decide on the further course of action.”

Ibrahim said, “The original JD(S) is ours. I am still its state president. All documents and accounts are in our name. Even now, if Deve Gowda leaves BJP’s company and returns, we will build the JD(S) again”.

“Union Minister H D Kumaraswamy should mend his ways and stop making JD(S) into a family-owned company. The JD(S)’s situation has become hopeless. Its love for the BJP is over. He should understand this,” he said.

“When I was with Kumaraswamy, he spent just Rs 4 crore in Channapatna and won by 20,000 votes. Now, without me, he spent Rs 150 crore and still lost by 25,000 votes. Without Muslims’ support, the JD(S) cannot win a single seat. Now, it is proved that 19 MLAs of the JD(S) won in 2023, because of Muslims,” he added.

Speaking on other options available, Ibrahim said, “We have not yet decided to go with the Congress. We are only considering to establish a third front. Whether it is founding a new regional party, forming a third front, or strengthening the JD(S), will be decided shortly.”

Earlier during the day, before meeting Deve Gowda, Ibrahim had said, that 12 to 13 JD(S) MLAs were dissatisfied with the party, but like Deve Gowda, were enduring pain.

“Now, I have started the task of uniting them. I as the JD(S) state president, it is my responsibility to address our MLAs’ grievances. At present, the JD(S) is on fire and all JD(S) MLAs want to protect their respective constituency. Hence, they have started speaking one by one,” he said.
