Kumaraswamy presents Budget as 4 rebel Cong MLAs give session a miss

Bengaluru, Feb 8: Karnataka CM HD Kumaraswamy on Friday presented the state budget even as the rebel Congress MLAs remained incommunicado, prompting senior leader Siddaramaiah to raise demand for suspension of the dissenting legislators.

"Will petition before the assembly speaker to suspend the four dissenting Congress MLAs," he said.

Four rebels and a few other disgruntled legislators of the Congress are keeping the HD Kumaraswamy-led coalition government in Karnataka on the edge ahead of the budget presentation on Friday.

Defying the party whip, the Congress MLAs, said to be 10 in number, skipped the joint session of the state legislature on the first day of the 10-day budget session on Wednesday.

As the rebels — Ramesh Jharkiholi, Mahesh Kumatalli, Umesh Jadhav and B Nagendra — continued to remain incommunicado, Congress Legislature Party (CLP) leader Siddaramaiah on Thursday warned them of disqualification under the anti-defection law if they do not attend the CLP meeting on Friday morning.

Chief Minister HD Kumaraswamy of the Janata Dal-Secular (JD-S) is scheduled to present budget for the next fiscal (2019-20) on Friday.

To tackle disgruntled legislators, the Congress general body reviewed the situation and plans to write to Speaker KR Ramesh Kumar to disqualify the MLAs who do not attend the House when the budget is presented. The budget has to be passed after debate by February 15.

With the BJP deciding to press for division at voting on the budget, the presence of all the 79 Congress members has become necessary to ensure its passage.

In the 225-member Assembly, including one nominated from the Anglo-Indian community, the Congress has 80 members, including the Speaker, the JD-S 37, the BJP 104 and remaining are an Independent and one each from the BSP and the KPJP, a regional outfit.

As the combined strength of the ruling allies is 116, including four rebels, the government will be able to pass the budget as 113 is the halfway mark required for a simple majority.

"Even if the four rebels are disqualified, the government will still be able to pass the budget, as the overall strength of the Assembly will come down to 221, with 111 as the halfway mark for a simple majority," a Congress leader claimed.

Two legislators, H Nagesh of Karnataka Pragnavantha Janatha Party (KPJP) and Independent R Shankar, who withdrew their support to the coalition government last month, also kept away from the session on Wednesday. The allies are, however, trying to woo Nagesh and Shankar to vote in favour of the budget or abstain to prevent its defeat on the floor of the House.

BS Yeddyurappa, BJP state president and its leader in the House, however, claimed that his party would not move a no-confidence motion against the coalition government or prevent Kumaraswamy from presenting the budget.

"We will neither move a no-confidence motion nor approach the Governor. The government will collapse on its own, given the bickering among its MLAs. The government is on the brink due to ‘revolt' in the Congress and serious differences between the two allies over many issues," said Yeddyurappa.

Though the ruling allies have survived over the last 8 months despite uncertainty and bickering over power-sharing, fear of the ‘big brother' (BJP) staging a coup has kept them together, however uneasy their relations may be.

It is for the first time an out-of-power Congress was forced to keep the JD-S alive and relevant in the state politics by extending unconditional support to form a coalition government on May 23 after the three-day BJP government fell on May 19 for want of a simple majority.

As the hung verdict was against then ruling Congress, which won 78 seats initially against 121 in the 2013 Assembly elections, it lost no time in wooing its arch rival (JD-S) to form a post-poll alliance after a bitter electoral battle, though the latter could win only 37 seats.

While the necessity of keeping the BJP at bay forced the allies to hold on, absence of "chemistry" between the two has taken a toll on their "opportunistic" alliance, which is evident from pot-shots between them over many issues from day one.

While JD-S supremo and former Prime Minister H.D. Deve Gowda and Chief Minister Kumaraswamy still consider coming to power again as a providential gift despite having only 37 members, the "big brother" attitude of the Congress is turning to be a millstone around their neck due to its alleged interference in administration, appointments, transfers and allocation of funds to various sectors, a political analyst said.

"Though coming to power with just 37 MLAs has been a dream come true for the JD-S, the Congress dominance in power-sharing in terms of cabinet posts, heads of boards and corporations and portfolios has made Kumaraswamy bear the cross for the survival and continuation of the fledgling coalition government as long as it can," he said.

Bengaluru: The Karnataka Food Safety and Quality Department has issued an urgent warning following the discovery of potentially cancer-causing chemicals in cakes sold by certain bakeries across the state.

Recent tests conducted by the department revealed that some cake samples, particularly those with vibrant colors, contain harmful synthetic coloring agents such as Allura Red, a substance known to pose health risks. The findings have raised concerns about the use of artificial colors in bakery products, especially given their potential link to cancer and other serious health conditions.

"We routinely test various food products, and this time, our officials noticed unusually dark-colored cakes on the market," said Srinivas K, Commissioner of Food Safety for Karnataka. "Upon testing, we found that a few cakes contained Allura Red, a synthetic dye associated with health risks."

The use of artificial colors, especially in popular cakes like red velvet and pineapple varieties, is widespread as it attracts customers, particularly children. However, many bakers prefer using natural, safer alternatives, while some opt for synthetic dyes to enhance the cake's visual appeal.

"Most bakeries use permissible, natural colors that are safe for consumption. Unfortunately, a few are resorting to synthetic dyes just to make their cakes more attractive," said a bakery owner from Electronic City, speaking anonymously.

Medical experts are warning that consuming synthetic colors can lead to numerous health issues, including asthma and allergic reactions.

"Some of these artificial dyes are carcinogenic, and prolonged exposure could have serious consequences, especially for children and young adults," cautioned Dr. Vandana G, a private medical practitioner.

While the Food Safety and Standards Authority of India (FSSAI) confirms that only a limited number of samples tested positive for harmful colors, legal action is being taken against the violators.

"There is no need for widespread panic or halting production. We are closely monitoring the situation, and only a few bakeries were found to be non-compliant. Rest assured, appropriate legal measures are underway," assured an FSSAI official.

Mysuru, Oct 1: The Karnataka Lokayukta team on Tuesday arrived at the disputed plot in Mysuru and began investigation into the MUDA case against CM Siddaramaiah and his wife, news agency ANI reported. Snehamayi Krishna, the complainant in the case was also present with the team.

Sources stated that ED sleuths might issue a notice to CM Siddaramaiah at any time and issue summons to him for questioning. The sleuths are also keenly watching the movements of CM Siddaramaiah’s close associates and relatives, including a cabinet minister in connection with the MUDA scam.

Sources further said that there is a possibility of the ED conducting raids across the state on offices and residences of close associates of CM Siddaramaiah. The ED has also gathered information on bank accounts and financial transactions of CM Siddaramaiah and his associates.

The Directorate of Enforcement (ED) on Monday registered an Enforcement Case Information Report (ECIR), equivalent to an FIR by the police, against CM Siddaramaiah over the alleged irregularities in the allotment of 14 sites to his wife Parvathi B.M. by the Mysore Urban Development Authority. The ED registered the case taking cognisance of the FIR registered against the Chief Minister by the Lokayukta police on September 27.

Meanwhile, the Karnataka Lokayukta probing the MUDA case has also expedited the probe. The sleuths led by Mysuru Lokayukta SP T.J. Udesh have visited the controversial land on the outskirts of Mysuru city. The petitioner, Snehamayi Krishna, also accompanied the team.

The move of Chief Minister Siddaramaiah’s wife to return 14 sites allotted by the MUDA to her has triggered a debate. BJP MLA from Mysuru T.S. Srivatsa stated on Tuesday that the move of CM’s wife is not acceptable. "The two commissioners who colluded in the MUDA scam are roaming freely even today," he said.

"CM Siddaramaiah first claimed that there was no scam at all. Later, he formed a commission and now there is an FIR against him. After committing the mistake, you offer to return the sale deed. The time is up. He will have to tender his resignation and I am sure he won’t be in the position until Dasara festivities," MLA T.S. Srivatsa stated.

T.J. Abraham, one of the petitioners in the MUDA case said, “I had demanded the MUDA commissioner to take back the allotted sites. He had written back saying the process would be initiated. They were waiting for the investigation report."

"CM Siddaramaiah has not approached the division bench or the Supreme Court to challenge the order against him because there is nothing to be challenged. Returning sites is not a big sacrifice. The Chief Minister has lost it," Abraham stated.

Mysuru: Chairman of JD(S) core committee and Chamundeshwari constituency MLA G T Devegowda on Thursday expressed his solidarity with Chief Minister Siddaramaiah saying the latter need not resign, while lambasting leaders of his own party and alliance partner BJP, including Union Minister H D Kumaraswamy.

In his speech during Mysuru Dasara inauguration he said that if persons against whom FIR is registered have to resign, many leaders from all the three parties, including Opposition Leader R Ashoka, will have to resign.

“All are sitting in glass houses... Since I know Siddaramaiah well, I am talking about him. At a time when mines and real estate are ruling politics, Siddaramaiah has survived in politics. He has never done any favour,” Devegowda said.

He added, “Allegations against Siddaramaiah are unexpected and accidental. If the Governor and Chief Justice order an investigation, it does not mean that he should resign."

He continued, asking, "Have they told Siddaramaiah to resign or have they asked to imprison him? When a person becomes a Central minister, he or she should realise their dignity and responsibility. Instead of recognising the good work done by Siddaramaiah, they ask him to resign. Will Kumarswamy (facing an FIR) resign? Should Siddaramaiah, who has become CM with a support of 135 MLAs, resign?"

"Opposition leaders are not remembering the good work of earlier CMs Kengal Hanumanthaiah, Veerendra Patil, Ramakrishna Hegde, H D Deve Gowda or S M Krishna. Karnataka is a model state. It is a bad trend to topple an elected government which is doing good work,” he further said.

Devegowda added, “Siddaramaiah is Goddess Chamundeshwari’s ‘Varaputra’ and hence has her blessings during tough times. He won the election in Chamundeshwari Assembly constituency, when the BJP-JD(S) government was in power in 2006. With the blessings of the Goddess, he has held varied positions right from becoming an MLA for the first time in 1983. He presented 15 budgets and has become CM for a second time. He took H C Mahadevappa, a Dalit leader to the state level. Siddaramaiah has the support of Deputy CM D K Shivakumar as ‘Jodeththu’. Blessings of the beneficiaries of guarantee schemes are with him (Siddaramaiah).” 

Siddaramaiah said, “Devegowda was a MUDA member. He knows the truth. Hence, he is saying this. His words have filled strength in me. ‘Satyameva Jayate’, Truth will always triumph.”
