Mangaluru’s 3 decades old Beggars’ Rehabilitation Centre has plenty of life transformation stories to tell

A host of home-grown vegetables welcome the visitors at Beggars’ Rehabilitation Centre (BRC) at Pachanady in Vamanjoor on the outskirts of the coastal city of Mangaluru. Once barren land with laterite rocks, today the 2-acre land boasts of its lush-green vegetation across its one-acre landscape. Brinjal, Coriander, Drumstick, Green chilli, Pumpkin, Spinach, Mint leaves, Jackfruit, Mango; are among the several vegetables that the inmates have raised with their labour.

"Although, it was initially a challenge to motivate them, now most of them, either through self motivation or inspired by others have taken to cultivation on their own. They tend to the crops as their own and use it for self-consumption," Ashok, in-charge of BRC said.

Besides vegetation, the Centre ensures that inmates do not spend their time idling. Beyond the normal rest or sleeping hours, the inmates are involved in pre-seeding work, tilling the soil, watering the soil beds, preparing organic manure, timely harvesting and gardening.

While some of the woman inmates engage in agriculture, they also involve in envelope making, crafts, early morning walks, exercise or at least their routine chores such as washing their own clothes.

Well educated, hailing from an affluent family, with two brothers employed in reputed banks, Anupama* (28) had everything she had asked for. But in an unfortunate turn of events, the sudden demise of her parents few years ago, Anupama found herself roaming around the streets of Pandeshwar in Mangaluru.

Beyond recognition, begging for food with pedestrians, she would sleep on the streets and roam about aimlessly. Reported by the local residents in 2014, Anupama’s plight caught attention of the jurisdictional Pandeshwar police, who shifted her to BRC.

In a span of one year, Anupama, who formerly found solace in anonymity and in begging alms, today has become a tailor. She came out of the BRC and eked out her living through tailoring. Anupama also slapped legal cases against her brothers who had allegedly cheated her of property. “She currently owns a property in Karkala, with bank deposits bequeathed in her name by her mother,” her case officer adds.

Another, Ramesh*, an electronics and electrical engineer from Chennai addicted to drinking and drug abuse had abandoned his family. He was brought to BRC that kicked-out his alcohol habit. Now working in an MNC, Ramesh is back on top of his game and works for a multinational company in Chennai.

BRC that began in 1991 under Karnataka Social Welfare Department today has grown to be one of the most trusted of the 14 Centre’s in the state.

Upon the identification of an individual as a destitute or a beggar, Mangaluru City Commissioner (MCC), Taluk court, Chief Executive Officer (CEO) of Taluk Panchayat, District level officer(s), and jurisdictional Police Sub-Inspector are empowered to detain and surrender destitute/beggars at the Centre.

In-charge of BRC, Ashok says that the Centre’s team and staff guard travel around their respective districts and identify the beggars and bring them to the court within 24 hours. As per the current provisions, they can house a beggar for one-year. During which, through a series of vocational and counseling sessions, it can encourage a destitute to quit begging and live independently. “Once the Centre is reassured of their skills, the Centre informs their family members and requests to take them back. In the absence of the family, the member is referred to a government aided Centre.” Ashok said.

Over the year, BRC has aggregated destitute from different parts of the country in its Mangaluru Centre. "Since, Mangalore Central Railway Station is the last station in the region, majority of them de-board the train here and venture into the city. Most of our inmates are from Karnataka, Tamil Nadu, Kerala and Andhra Pradesh," a BRC official says.

A team of psychiatrists, doctors, skin specialists, who visit once in 15-days, have the mandate to ensure that the inmates are hale and healthy. Over the years, for about 137 destitute in Dakshina Kannada, BRC has become a haven for transformation; Owing to alcohol, substance abuse, financial stress and family issues, these inmates who had once resorted to begging today claim of confidence to thrive with their abilities.

Bengaluru: Karnataka has declared a holiday for state government offices, schools and colleges on Wednesday, December 11, in the wake of a state funeral for former chief minister S M Krishna, who passed away in Bengaluru on Tuesday.

The last rites of Krishna, 92, will be held at his native village of Somanahalli in Mandya's Maddur taluk.

A government order stated that the holiday would apply to private aided educational institutions too.

Besides, the government has declared three days of mourning (December 10-12), during which no public entertainment programmes would take place, while the national flag would fly at half-mast.

S M Krishna passed away at his residence on December 10, 2024. The 92-year-old veteran politician was ailing for quite some time, a family source said.

A charismatic leader with a modern outlook, he not only laid a strong foundation for the growth of IT and BT industries in Karnataka but also managed to get them onboard with the government to build “Brand Bengaluru” at the international level.

He held several prominent positions throughout his career as External Affairs Minister, Maharashtra Governor, Chief Minister of Karnataka, Speaker of Karnataka Legislative Assembly and Minister in the Karnataka government.

Although known for his tech savviness, flamboyancy, style and the Western outlook, the Congressman-turned-BJP senior leader was a hardcore Bengalorean who loved the city’s trees and flowers. SMK also had a love for tennis. Even when he was Chief Minister, he would visit the tennis court to play the game two to three times a week.

Mangaluru City Corporation Mayor Manoj Kumar issued a stern directive to GAIL Gas Limited, instructing them to immediately restore roads damaged during their ongoing gas pipeline project.

The issue, which has left motorists and residents frustrated, dominated discussions at a special meeting chaired by the mayor on Monday. Corporators unanimously criticized the delay in road restoration, with Opposition Leader Anil Kumar warning that the project should be halted if the roads remain neglected.

Corporator Naveen D’Souza pointed out that permissions granted for the pipeline project were limited to two years, yet the roadwork disruption has dragged on for over five years. He demanded criminal charges and penalties against responsible officials for the prolonged inconvenience.

Adding to the outcry, Corporator Sangeetha Nayak called for MCC engineers to inspect the affected areas, while Corporator Varun Chowta flagged a severe lack of coordination between MCC, GAIL, and Jalasiri 24x7 officials.

The mayor directed GAIL Gas Limited to submit a report within two days addressing the complaints raised. He also insisted on a detailed update on the project’s implementation to be presented at the next review meeting, aiming for a resolution to the ongoing chaos.

Angry BJP lawmakers stormed Assembly Speaker U T Khader’s chambers at the Suvarna Vidhana Soudha, escalating tensions after the ruling Congress turned the tables on the saffron party over the Panchamasali Lingayat community’s reservation issue.

The friction began when Congress MLA Vijayanand Kashappanavar, a Panchamasali Lingayat, was allowed to criticise the Basavaraj Bommai-led BJP government’s controversial decision to scrap the 4 per cent Muslim quota, reallocating it equally to Lingayats and Vokkaligas. Kashappanavar slammed the BJP’s move, accusing it of being a mere election gimmick.

“The previous BJP government created two new reservation categories, 2C for Vokkaligas and 2D for Lingayats, just before the 2023 Assembly elections,” Kashappanavar said. “When challenged in the Supreme Court, the BJP government admitted it would not implement the decision. They announced it for votes but backtracked in court, misleading Panchamasali seer Basava Jaya Mrityunjaya Swami.”

Adding fuel to the fire, Kashappanavar alleged that RSS members had incited violence during a protest for enhanced Panchamasali Lingayat reservation. This claim enraged BJP lawmakers, who demanded the comment be expunged. However, Speaker Khader permitted Revenue Minister Krishna Byre Gowda to read aloud the BJP government’s affidavit to the Supreme Court.

“If the Panchamasali Lingayat community has faced injustice, it is because of the BJP,” Gowda declared, sparking further protests from the opposition. BJP leaders accused Khader of being “one-sided” and disregarding a point of order raised by BJP MLA V Sunil Kumar.

When Khader adjourned the session for lunch, the confrontation boiled over. Opposition Leader R Ashoka, BJP state president B Y Vijayendra, MLAs Dr C N Ashwath Narayan, Sunil Kumar, and others barged into Khader’s chambers. Chaos ensued as shouting and hollering echoed through the halls, prompting marshalls to intervene.

“The Speaker was warned that if he continued behaving this way, we would boycott the session,” Narayan stated afterward.
