Meeting held on moral policing, crimes against women

Mangalore, Dec 27: Few like-minded organizations came together to discuss and outline a plan of action in a meeting against the backdrop of the alleged kidnap and blackmail of two medical students last week on the outskirts of the city, to prevent further such incidents in the future.

In a gathering of few activists from NGOs, organisations and concerned citizens, questions were raised on how to check the increasing number of moral policing instances and crimes against women in the district.

Advocate and chairperson of Child Welfare Committee Asha Nayak said that in cases of crimes against women, people in the civil society had to change their mindset towards the victims. “Usually after the initial concern shown towards the victims, there is silence after a case has been filed. The concern and moral support towards the victim must remain till the end,” she said.

Speaking on the mindset of the educational institutions in cases where the victims are students, she said that the institutions need to be broad in their approach to the incident and support to the concerned victims. “There also needs to be rehabilitative measures for the victims. We need to lend enough support and fill courage in the girl, in addition to extending support to the victim's family. We need to be in constant touch with her,” she said.

She also said that in few cases where a girl is sexually assaulted or exploited, the family of the victim did not support her and traumatised her to take back her statement in the case, which is another cause that the victim becomes disturbed and loses hope.

Suggestions were offered in the meeting on improving the situation of handling crimes against women and moral policing instances in the society and bringing public awareness in the society on such crimes.

Few suggestions included training and sensitising special juvenile officers in police stations in cases of crimes against children. Others were strengthening the existing legal system and laws in favour of the victims, formation of a local panel of advocates who would offer advice and support to the victims, involvement of student welfare officers in colleges and educational institutions and educating college authorities and teachers/lecturers on safety of women, among others.

Narendra Nayak said that if we look at incidents of moral policing in totality, it is evident how the authorities try to close up the issue. Sometimes, the police and criminals are hand in glove with each other, which leads to cover-up of crimes. These kind of incidents are dangerous for the society, he said.

Activists such as Vidya Dinker from Forum Against Atrocities on Women (FAAW), P B D'Sa of People's Union for Civil Liberties (PUCL), Muneer Katipalla of Democratic Youth Federation of India (DYFI) and others were participated in the meeting.

In a tragic turn of events, a young spectator lost his life during a bull-taming event, Kobbari Hori, at Chigalli in Mundgod taluk, Uttara Kannada, on Saturday. 

Parameshwar Siddappa Harijan, aged 22, was fatally gored by a marauding bull during the event, which had drawn large crowds as part of the Deepavali festival celebrations.

With thousands of spectators lining the path to witness the action, the event took a horrific turn when the bull charged directly at Parameshwar, inflicting severe injuries. 

Despite efforts to rush him to the hospital, Parameshwar tragically succumbed to his wounds on the way.

In response to the fatal accident, another bull-taming event scheduled for the evening in Mundgod town was promptly cancelled, as shock and grief swept through the community following the heartbreaking incident.

Bengaluru: Karnataka Deputy Chief Minister D K Shivakumar on Thursday backed Chief Minister Siddaramaiah over his claim that the BJP had offered Rs 50 crore each to 50 Congress MLAs in an attempt to "topple" the state government.

Addressing reporters here, Shivakumar, also the Congress state president, said, “The BJP indeed lured 50 Congress MLAs with Rs 50 crore each.”

He defended Siddaramaiah’s statement and said the Congress MLAs were briefed about the BJP’s alleged 'Operation Lotus', a term used to describe the BJP's attempts to destabilise ruling governments through horse-trading.

“Some of our MLAs informed the Chief Minister about this matter, and he, in turn, shared it with the media,” Shivakumar said.

At an event in Mysuru, Siddaramaiah reiterated the claim that "none of the Congress MLAs had accepted the offer".

He also accused the BJP of filing false cases against him in a bid to "remove him and overthrow his government".

The BJP has yet to respond to the allegations.

Bengaluru: The Karnataka government has warned that disciplinary action will be taken against those officials who change the land mutation records and serve eviction notices to farmers under the Waqf Act.

In a letter, the Revenue Department Principal Secretary Rajender Kumar Kataria reminded all regional commissioners and deputy commissioners in the districts that Chief Minister Siddaramaiah recently had a meeting following complaints about certain land properties being made in favour of the Karnataka Board of Waqfs.

In the meeting it was decided that all the directions issued previously by any government office or authority to change the mutation records has been withdrawn, the letter said.

It added that all the notices served in the past have also been withdrawn and no action should be taken against the farmers who are cultivating on the said land.

On the directions of the chief minister, the previous letters and the latest reminders served on November 7 to the farmers and land owners have been withdraw, the letter said.

"The officials who served reminder-2 despite the chief minister's direction will face appropriate disciplinary action," Kataria said in his letter.

He said he has been instructed to strictly implement the chief minister's direction.

The fresh direction was issued in poll-bound Karnataka, where bypolls to three crucial assembly segments are due on November 13.

Some farmers in Honwad village in Vijayapura in north Karnataka had alleged last month that they were served eviction notices as the Waqf Board claimed rights over it.

Subsequently, complaints started in pouring in from some other parts of the state.

BJP leader Tejasvi Surya on October 25 alleged that Karnataka Waqf Minister B Z Zameer Ahmed Khan directed the deputy commissioners and revenue officials to register lands in favour of the Waqf Board within 15 days, which resulted in confusion.

On Surya's request, the Chairman of the Joint Committee of Parliament on the Waqf (Amendment) Bill, Jagdambika Pal visited Karnataka on November 7 and met farmers in Hubballi, Vijayapura and Belagavi districts who had alleged that their lands were marked as Waqf properties.
