Expired visa: Overstayers in UAE to be fined from Oct 11

Dubai, Oct 11: Dubai residents, whose visas expired between March 1 and July 12, will be fined from today after the deadline to renew the visa or exit the country ended on October 10. After the deadline, overstay fines will apply, according to Amer Centre employees and visa consultants in the emirate.

Following the UAE Cabinet's decision to cancel all resolutions about the automatic extension of visas, the Federal Authority for Identity and Citizenship (ICA) started receiving visa renewal applications on July 12.

Amer Centre employees and visa consultants had told Khaleej Times that the grace period for residents whose visas expired between March 1 and July 12 would end on October 10.

"If a visa has expired mid-April and has not been renewed with the same sponsor, the holder has until October 10 to renew it," said an Amer call centre employee.

"If the visa has been cancelled, like usual, visa-holders have a month to cancel their visa and apply for an employment visa...from their new employer or exit the country. They also have the option to change to a tourist visa, however, that is subject to approvals by the General Directorate of Residency and Foreigners Affairs," the staff added.

Overstay fine of Dh25 per day

Overstayers shall be fined Dh125 on the first day and Dh25 per day from the second day onwards. Malik Naseer, operations manager at Cozmo Travels, said many of their visa applicants are Indians, followed by Pakistanis, Egyptians, and Filipinos. "Majority of them are jobseekers."

Rashid Abbas, managing director of Arooha Travels, added: "Those whose visas were cancelled between March 1 and July 12 were predominantly people who lost their jobs amid the pandemic situation. Many of them have changed their status to three-month tourist visas...as they find it safer to remain in the UAE."

Meanwhile, Raheesh Babu, chief operating officer of Musafir Travels, said they are not seeing a rush for renewals at the moment. "I imagine it is because many have already changed their visa status or have returned to their home countries."

New Delhi: The Union Cabinet on Thursday approved bills to implement 'One Nation, One Election', and the draft legislations are likely to be introduced in Parliament in the ongoing Winter session, sources said.

The decision was taken at a meeting of the Union Cabinet chaired by Prime Minister Narendra Modi.

The government is keen on holding wider consultations on bills which are likely to be referred to a parliamentary committee.

Sources said the government was also keen to consult the Speakers of various state legislative assemblies through the committee.

Moving ahead with its 'one nation, one election' plan, the government in September accepted the recommendations of the high-level committee for holding simultaneous polls for the Lok Sabha, state assemblies and local bodies in a phased manner.

Citing recommendations of the high-level committee, sources had said one of the proposed bills would seek to amend Article 82A by adding sub-clause (1) relating to the appointed date. It will also seek to insert sub-clause (2) to Article 82A relating to the end of terms of the Lok Sabha and state legislative assemblies together.

It also proposes to amend Article 83(2) and insert new sub-clauses (3) and (4) relating to the duration and dissolution of the Lok Sabha. It also has provisions related to the dissolution of the legislative assemblies and amending Article 327 to insert the term simultaneous elections.

This bill will not require ratification by at least 50 per cent of the states, the recommendation said.

However, any move to hold local body elections together with Lok Sabha and state assemblies will require ratification by at least 50 per cent of the state assemblies as it deals with matters relating to state affairs.

Another bill will be an ordinary one to amend provisions in three laws dealing with Union territories having legislative assemblies -- Puducherry, Delhi and Jammu and Kashmir -- to align the terms of these Houses with other legislative assemblies and the Lok Sabha as proposed in the first constitutional amendment bill.

The statutes it proposes to amend are the Government of National Capital Territory of Delhi Act-1991, the Government of Union Territories Act-1963 and the Jammu and Kashmir Reorganisation Act-2019.

The proposed bill will be an ordinary legislation not requiring a change in the Constitution and will also not need ratification by the states.

The high-level committee had proposed amendments to three Articles, insertion of 12 new sub-clauses in the existing articles and tweaking three laws related to Union Territories having legislative assemblies. The total number of amendments and new insertions stands at 18.

In its report submitted to the government in March, just before the general election was announced, the panel recommended implementing one nation, one election in two phases.

The Israeli military has completely destroyed 70 percent of buildings in the Jabalia refugee camp as the occupying regime continues with its deadly aggression against northern Gaza. 

Amos Harel, a military affairs analyst, wrote in the Israeli daily Haaretz on Sunday that the Jabalia refugee camp has become a “ghost town” amid Israel’s deadly offensive in the area.

“As far as the eye can see lie miles and miles of destroyed homes. It's hard to look away from the devastated remains of Jabalia's refugee camp in northern Gaza,” Harel said.

“I could see that even the few buildings that are still standing were badly damaged,” he added.

Harel went on to say that the Israeli military has operated in the area twice before, but this time the camp was torn down.

“Jabalia has become a ghost town. Outside, you mainly see pack after pack of stray dogs roaming around and hunting for scraps of food,” he said.

The Israeli regime dispatched tanks again to northern Gaza last month in what it said was aimed at combating members of the Palestinian resistance movement launching retaliatory strikes, and preventing them from regrouping.

The towns of Beit Lahiya, Beit Hanoun and Jabalia have been besieged for more than 40 days, without food, water, medicine, or aid, and under constant bombing, shelling, and drone attacks.

Israel launched the war on Gaza on October 7, 2023, after Hamas-led resistance groups waged the surprise Operation al-Aqsa Flood against the occupying entity in response to its decades-long campaign of devastation against Palestinians.

The regime’s bloody onslaught on Gaza has so far killed 45,227 Palestinians, mostly women and children, and injured 107,573 others. Thousands more are also missing and presumed dead under rubble.

The Tel Aviv regime has also imposed a “complete siege” on the territory, cutting off fuel, electricity, food and water to the more than two million Palestinians living there.

Separately on Sunday, the Ezzedine al-Qassam Brigades, the armed wing of Hamas, said its fighters hit a group of nine Israeli soldiers who had taken refuge inside a house in the west of the Jabalia refugee camp.

It made the remarks in a statement on Telegram, noting that several Israeli forces were killed and wounded in the attack which was carried out with a TBG (thermobaric) rocket.

Qassam Brigades further noted that its fighters had killed an Israeli soldier from a long distance in the central area of the Jabalia camp.

Qassam Brigades has been daily carrying out military operations against the Israeli occupation forces since October 7 last year.

On Thursday, Qassam Brigades said its fighters stabbed at close range an Israeli officer and three soldiers at the Jabalia refugee camp, resulting in their deaths.

The retaliatory operation came following another attack on Wednesday, when Hamas fighters killed five Israeli soldiers in central Jabalia, also at close range.

Israeli forces have captured two towns in the southwestern Syrian province of Quneitra near the Israeli-occupied Golan Heights and are moving towards the neighboring Dara’a province, after militant groups took control of the Arab country.

Israeli troops seized the towns of Madinat al-Baath and Hader after they pushed into the buffer zone in the Quneitra area and launched artillery shelling in the strategic region.

According to Israeli media outlets, the incursion was launched following heavy shelling of surrounding areas.

Israeli army soldiers are now heading towards areas in Dara’a, located about 90 kilometers (56 miles) south of the capital Damascus.

Earlier, Israeli soldiers had taken over a Syrian army outpost at the summit of Mount Hermon in the Golan Heights.

Soldiers from Shaldag, the Israeli Air Force’s commando unit, captured the outpost “without encountering resistance,” according to Kan TV News.

The commander of the Israeli military’s Northern Command, Ori Gordin, and the commander of the Training Command, David Zini, also visited the summit, the broadcaster said.

The Syrian army reportedly left the post amid the collapse of Bashar al-Assad’s government.

Israeli media also reported the entry of the regime’s tanks into Khan Arnabeh, which is to the northeast of Quneitra and five kilometers from the border of the occupied Golan.

The regime’s prime minister Benjamin Netanyahu said on Sunday that the decades-old agreement with Syria had collapsed, and he ordered Israeli forces to grab a buffer zone in the Golan Heights after Syrian soldiers had abandoned their positions.

The Israeli military also issued a warning, calling on residents of five towns in southern Syria to stay in their homes until further notice as it carried out dozens of air strikes against Syrian military bases, facilities and weapon depots.

These towns are Ofania, Quneitra, al-Hamidiyah, western al-Samadaniyah, and al-Qahtaniyah. 

Armed groups, led by Hay’at Tahrir al-Sham (HTS) militants, announced on Sunday that they had fully captured the Syrian capital and confirmed reports of the fall of the Assad government.

Syrian Prime Minister Mohammed Ghazi Jalali said the government was ready to “extend its hand” to the opposition and hand over its functions to a transitional government.
