Israel orders 1.1 million trapped Palestinians to move to southern Gaza in 24 hours; ‘impossible’, says UN

Jerusalem, Oct 13: Israel’s military delivered sweeping evacuation orders for almost half of Gaza’s 2.3 million people Friday ahead of a feared ground offensive aiming at eradicating the Hamas residence group after its grisly assault into Israel, U.N. officials said. The orders sent panic through civilians and aid workers already struggling under Israeli airstrikes and a blockade.

The Israeli military sent one evacuation order in the morning, warning the hundreds of thousands of civilians of Gaza City to flee deeper south into the Gaza Strip, a narrow coastal territory. Israel’s directive charged that Hamas militants were hiding in tunnels under the city.

“This evacuation is for your own safety,” the Israeli military said, in a warning it said was sent to Gaza City civilians.

The United Nations said it received a separate directive from the Israeli military late Thursday in New York, giving all 1.1 million civilians of northern Gaza 24 hours to flee south.

Hamas, which has ruled Gaza since 2007, dismissed the orders, calling on Palestinians to “remain steadfast in your homes and to stand firm in the face of this disgusting psychological war waged by the occupation,” according to a statement from its authority for refugee affairs.

“This is chaos, no one understands what to do,” said Inas Hamdan, an officer at the U.N. Palestinian refugee agency in Gaza City, while she grabbed whatever she could throw into her bags as the panicked shouts of her relatives could be heard around her. She said all the U.N. staff in Gaza City and northern Gaza had been told to evacuate south to Rafah.

Nebal Farsakh, a spokesperson for the Palestinian Red Crescent in Gaza City, said there was no way more than one million people could be safely moved that fast.

“Forget about food, forget about electricity, forget about fuel. The only concern now is just if ... you’re going to live,” Farsakh said, breaking into heaving sobs.

“What will happen to our patients?” she asked. “We have wounded, we have elderly, we have children who are in hospitals.” Farsakh said many of the medics were refusing to evacuate hospitals and abandon patients. Instead, she said, they called their colleagues to say goodbye.

The flurry of directives was taken as signalling an already expected Israeli ground offensive, though the Israeli military has not yet confirmed such a decision. On Thursday it said that while it was preparing, no decision has been made.

Israeli military spokesman Jonathan Conricus said the military will operate with “significant force” in Gaza in the coming days and is calling on civilians to evacuate in the sealed-off territory so it can strike Hamas militants. He said Israeli forces “will make extensive efforts to avoid harming civilians.”

“Out of an understanding that there are civilians here who are not our enemy and we do not want to target them, we are asking them to evacuate so that we will be able to continue to strike military targets belonging to Hamas in the Gaza Strip.”

The U.N. said the broad evacuation warning it received for all of Gaza’s north also applies to all U.N. staff and to the hundreds of thousands who have taken shelter in U.N. schools and other facilities since Israel launched round-the-clock airstrikes Saturday.

“The United Nations considers it impossible for such a movement to take place without devastating humanitarian consequences,” U.N. spokesman Stephane Dujarric said.

“The United Nations strongly appeals for any such order, if confirmed, to be rescinded avoiding what could transform what is already a tragedy into a calamitous situation,” Dujarric said.

Another U.N. official said that the United Nation is trying to get clarity from Israeli officials at the senior most political level. The official, speaking on condition of anonymity because he was not authorized to speak publicly, called it unprecedented.

A ground offensive in Gaza, which is ruled by Hamas and where the population is densely packed into a sliver of land only 40 kilometers (25 miles) long, would likely bring even higher casualties on both sides in brutal house-to-house fighting.

Hamas’ unprecedented assault last Saturday and smaller attacks since have killed more than 1,300 people in Israel, including 247 soldiers — a toll unseen in Israel for decades — and the ensuing Israeli bombardment has killed more than 1,530 people in Gaza, according to authorities on both sides. Israel says roughly 1,500 Hamas fighters were killed inside Israel. Thousands have been wounded on both sides.

As Israel pounds Gaza from the air, Hamas militants have fired thousands of rockets into Israel. Amid concerns that the fighting could spread in the region, Syrian state media reported that Israeli airstrikes on Thursday put two Syrian international airports out of service.

Israeli Prime Minister Benjamin Netanyahu vowed to “crush” Hamas. 

The number of people forced from their homes by Israel’s airstrikes soared 25% in a day, reaching 423,000 out of a population of 2.3 million, the U.N. said Thursday.

The media office in the Gaza Strip, where the Israeli regime has been waging a genocidal war since last October, says as many as 188 Palestinian journalists have been killed since the onset of the brutal military onslaught.

The office provided the figure on Saturday, naming four journalists as the most recent victims of the onslaught.

It identified the foursome as Zahraa Mohammad Abu Sukheil, Ahmad Mohammad Abu Sukheil, Mustafa Khadr Bahar, and Abdel Rahman Khadr Bahar.

The office said it “strongly condemns the targeting, killing, and assassination of Palestinian journalists by the Israeli occupation and holds it fully responsible for committing this heinous crime.”

“We call on the international community, international organizations, and those involved in journalistic work worldwide to take action against the occupation, pursue it in international courts for its ongoing crimes, and pressure it to halt the genocide and the targeted killings of Palestinian journalists,” it said.

Earlier in the day, the office said the Israeli regime had bombed the tents sheltering journalists and displaced persons at the al-Aqsa Martyrs' Hospital in the city of Deir al-Balah in central Gaza for the ninth consecutive time.

The atrocity that claimed the lives of two people and injured 26 others came as part of “the genocidal crimes committed by the Israeli occupation army against hospitals, civilians, and displaced persons,” it said.

The media office held the regime and the United States, its biggest ally, as well as other countries aiding the genocide fully responsible for such systematic crimes.

At least 43,552 Palestinians, mostly women and children, have been killed and 102,765 others wounded since the launch of the war that followed a retaliatory operation by Gaza’s resistance groups.

The fatalities include 44 people, who were killed across the coastal sliver, in the most recent phase of the military onslaught.

As many as 24 of the victims were killed in the northern part of the territory, where the regime has markedly intensified its deadly attacks for weeks.

They included an eight-year-old child and a five-year-old one, who lost their lives after Israeli warplanes targeted a group of minors filling up jerry cans with water alongside their mother at the Jabalia Refugee camp.

Gaza’s heath ministry, meanwhile, said a number of victims remained under the rubble and in the streets following Israeli airstrikes, saying ambulances and civil defense teams could not reach them due to the sheer extent of the destruction caused by the raids and obstruction caused by the regime.

Also on Saturday, the Integrated Food Security Phase Classification (IPC) report, a United Nations-backed assessment, warned that famine was looming in northern Gaza amid escalated Israeli aggression and the regime’s near-total siege of the targeted areas.

The alert from the Famine Review Committee warned of "an imminent and substantial likelihood of famine occurring, due to the rapidly deteriorating situation in the Gaza Strip."

On October 17, the body projected that the number of people in Gaza facing "catastrophic" food insecurity between November and April 2025 would reach 345,000, or 16 percent of the population.

The IPC report classified that figure as Phase 5 -- a situation when "starvation, death, destitution, and extremely critical acute malnutrition levels are evident."

The Israeli military, however, questioned the report's credibility.

"To date, all assessments by the IPC have proven incorrect and inconsistent with the situation on the ground," the army said in a statement, denouncing "partial, biased data and superficial sources with vested interests."

The International Criminal Court (ICC) has issued arrest warrants for Israeli prime minister Benjamin Netanyahu and his former minister of military affairs Yoav Gallant over war crimes against Palestinians in the Gaza Strip.

The court’s Pre-Trial Chamber I issued warrants of arrest for Netanyahu and Gallant "for crimes against humanity and war crimes committed from at least 8 October 2023 until at least 20 May 2024, the day the Prosecution filed the applications for warrants of arrest”, it confirmed in a statement Thursday.

It is the first instance in the court's 22-year history it has issued arrest warrants for Western-allied senior officials.

In its statement, the ICC's Pre-Trial Chamber I, a panel of three judges, said it has rejected appeals by Israel challenging its jurisdiction. 

The chamber said it has decided to release the arrest warrants because "conduct similar to that addressed in the warrant of arrest appears to be ongoing", referring to Israel's ongoing onslaught on Gaza.

Netanyahu and Gallant, it said, “each bear criminal responsibility” for “the war crime of starvation as a method of warfare; and the crimes against humanity of murder, persecution, and other inhumane acts,” as well as “intentionally directing an attack against the civilian population.”

All 124 states that signed the Rome Statute, the treaty that established the court, are now under an obligation to arrest the wanted individuals and hand them over to the ICC in the Hague. 

The court relies on the cooperation of member states to arrest and surrender suspects. The Netherlands' foreign minister quickly said his country was prepared to enforce the warrants while 93 nations earlier reiterated their support for the ICC.

Triestino Mariniello, a lawyer representing Palestinian victims at the ICC, called the warrants "a historic decision".

He noted that the court had endured "pressure and threats of sanctions" from the US government, but acted nonetheless.

As expected, the Tel Aviv regime rejected the rulings, with its security minister Itamar Ben Gvir calling the warrants “anti-Semitic through and through.”

The ICC said Israel’s acceptance of the court’s jurisdiction was not required.

Israel and its major ally, the United States, are not members of the court. 

Israel unleashed its bloody Gaza onslaught on October 7, 2023. So far, it has killed at least 43,985 Palestinians, mostly women and children, and injured 104,092 others, according to the Gaza Health Ministry.

Israel faces an ongoing South Africa-led genocide case at the International Court of Justice (ICJ).

Iran’s Islamic Revolution Guards Corps (IRGC) has killed or captured 69 terrorists linked to the Israeli spy agency Mossad during a major counterterrorism drill in the country's southeast, its spokesman says.  

General Ahmad Shafaei, the spokesman for the “Martyrs of Security” drill, said Friday that a total of 23 terrorists have been killed and another 46 arrested in various clean-up operations ever since the IRGC Ground Force launched it in the Sistan and Baluchestan province on November 1.

Seven terrorists have also turned themselves in during the period.

“The undeniable fact about terrorists is that they rely on arrogant powers, particularly the intelligence service of the wicked and vicious Zionist regime," Shafaei said.

“Unfortunately, weapons and munitions at terrorists’ disposal are among the most sophisticated ones in the world. This accounts for their heavy dependence.” 

The official stated that several members of the disbanded terror teams were non-Iranian nationals, who had been hired by foreign intelligence agencies to carry out acts of sabotage and terror inside Iran.

In a most recent operation, six terrorists were arrested and four others were eliminated, three of whom were non-Iranians, he added. 

On October 26, ten members of Iran's law enforcement forces were killed in a terrorist attack in the Gohar Kuh district of Taftan in the Sistan and Baluchestan province.

The so-called Jaish al-Adl terrorist group claimed responsibility for the assault, which was one of the deadliest in the province in recent months.

The group has carried out numerous terrorist attacks in Iran, primarily in Sistan and Baluchestan.

Its tactics include the abduction of border guards as well as targeting civilians and police stations within the province to incite chaos and disorder.

In January, Iran launched a military operation during which the headquarters of the Pakistan-based terrorist group was targeted in missile strikes, destroying its infrastructure.
