Saudi Arabia, China emerge as comprehensive strategic partners as Xi wraps up kingdom visit

Riyadh: Saudi Arabia and China agreed to strengthen their strategic relations and expand commercial ties during Chinese President Xi Jinping’s three-day state visit to the Kingdom.

Xi and his delegation held talks with Saudi Arabia’s King Salman, Crown Prince Mohammed bin Salman, and the heads of key ministries, resulting in 35 memorandums of understanding and deals worth $30 billion.

The two sides signed a Comprehensive Strategic Partnership Agreement, committing to support each other’s core interests, sovereignty and territorial integrity, and to defend the principle of non-interference in the internal affairs of states.

Addressing the media at the conclusion of Xi’s visit on Friday, Prince Faisal bin Farhan, the Saudi minister of foreign affairs, said the deepening of relations with China did not mean the Kingdom was turning its back on the US and other Western allies.

He said: “Saudi Arabia’s main focus is how to grow economically, and through the work with strategic partners we will continue to find ways to enhance bilateral cooperation with all.

“The Kingdom is a member of the G20 and is aiming to become one of the top 15 economies globally. We have to be open to cooperation with everyone.

“There is no doubt that working together with the second largest economy in the world is vital to Saudi Arabia’s growth, but that does not mean that we cannot continue to work with the world’s largest economy.

“We strive to work with all large economies and others around the world. By working with various partners, it will ensure the transition of the Kingdom to another level of growth that cannot happen by declining opportunities from one country to another.

“We have to be open to cooperating with others and that has been the Kingdom’s philosophy to achieve mutual interests.”

The Saudi side reaffirmed its adherence to the one-China principle during the summit, while the Chinese side expressed support for the Kingdom in maintaining its security and stability, and rejected any attacks targeting civilians, civilian infrastructure, territories, and Saudi interests.

“We look to enhance our Comprehensive Strategic Partnership with China and find means to develop it beyond trade,” said Prince Faisal. “The partnership supports the Kingdom’s development and serves its interests.”

Regarding regional and international issues, the two sides welcomed the first China-GCC Summit and the first Arab-Chinese Summit, both of which were also held in Riyadh on Friday.

The two sides stressed the importance of enhancing cooperation through the high-level Saudi-Chinese Joint Committee to achieve common goals, enhance cooperation, and intensify communication between government and private sectors.

Both sides stressed the importance of stability in the global oil markets and agreed to explore common investment opportunities in petrochemicals, and to enhance cooperation in solar, wind, and other sources of renewable energy.

They also agreed to cooperate on hydrocarbons, energy efficiency, localization of energy sector components and supply chains, in addition to the peaceful uses of nuclear energy and the development of technologies like artificial intelligence.

In particular, the delegations stressed the importance of deepening cooperation with regard to the Belt and Road Initiative, including involvement in energy and investment partnerships and making use of the Kingdom’s location as a regional center.

The two sides welcomed the signing of the “harmonization plan” between the Kingdom’s Vision 2030 social reform and economic diversification agenda and China’s Belt and Road Initiative.

Xi announced the launch of the Belt and Road Initiative — formerly known as One Belt One Road — in 2013.

The initiative sets out to connect the markets and manufacturers of East Asia to those of Europe via a vast logistical and digital network running through Central Asia, the Middle East and North Africa in a modern-day reimagining of the ancient Silk Road.

China’s Belt and Road Initiative shares the same goal of boosting interconnectivity through cooperation in energy, trade, investment and technology as Saudi Arabia’s Vision 2030 agenda, launched in 2016 by the Saudi crown prince.

China is Saudi Arabia’s largest trading partner. According to Reuters news agency, bilateral trade between the two countries hit $87.3 billion in 2021, with Chinese exports to the Kingdom reaching $30.3 billion and China’s imports from Saudi Arabia totaling $57 billion.

China’s main exports to Saudi Arabia are textiles, electronics and machinery, while China mainly imports crude oil and primary plastics from the Kingdom. In the first 10 months of 2022, China’s Saudi oil imports reached 1.77 million barrels per day, valued at $55.5 billion, according to Chinese customs data.

The delegations agreed to boost the volume of non-oil trade, increase joint investments, expand capacity for commercial airlines, motivate private sector investment, and create an attractive investment environment.

In particular they agreed to deepen cooperation in the automotive industry, supply chains, logistics, water desalination, infrastructure, manufacturing, mining, and the financial sector.

The Saudi side said it hopes to attract Chinese expertise to participate in the Kingdom’s forthcoming mega-projects, and for Chinese companies to open regional headquarters in Saudi Arabia.

The two sides also welcomed agreements concerning hydrogen energy, the judiciary, Chinese language education, housing, direct investment, radio and television, the digital economy, economic development, standardization, the news media, tax administration, and anti-corruption.

The Chinese delegation also expressed its keenness to deepen investment cooperation in the digital economy and green development, enhance cooperation in e-commerce, and explore means of joint economic and trade cooperation with Africa.

Regarding the shared challenge of climate change, the Chinese delegation welcomed the Kingdom’s Saudi Green Initiative and Middle East Green Initiative and expressed its support for Saudi Arabia’s application of the circular carbon economy.

They also agreed to urge developed countries to take their historic responsibilities seriously, through the fulfillment of their obligations by greatly reducing emissions before the target date, and to tangibly help developing countries through financial, technical, and capacity-building support.

The two sides stressed the need to strengthen partnership in communications, digital economy, innovation, and space, to achieve better digital infrastructure for the future generations in both countries.

They also stressed the importance of enhancing cooperation and joint action on developing the air and sea transport sectors, modern transport modes and railways, and expediting the completion of studies on the Saudi land bridge project.

Both delegations affirmed their determination to develop cooperation in defense to combat organized crime, terrorism, and cybercrimes.

They also stressed the importance of strengthening health cooperation to combat current and future health threats and pandemics, and agreed to develop cooperation in the areas of heritage, culture, sport, tourism, and science.

The BJP has selected Kishore Kumar Puttur as its candidate for the bypoll to Karnataka Legislative Council from Dakshina Kannada and Udupi Local Authorities’ Constituency. The by-election will be held on October 21.

Kishore Kumar is presently serving as the General Secretary of Dakshina Kannada BJP unit. He had served as vice president of State BJP Yuva Morcha from 2014 to 2016.

The by-election will be held to the seat vacated by Kota Srinivas Poojary of the BJP who has been elected as the Lok Sabha member from Udupi-Chikmagaluru Lok Sabha constituency. The vacancy was created on June 15, 2024 following Poojary’s resignation to the Council. His term in the council was till January, 2028.

In the last Council election held for the dual member constituency in December 2021, Poojary had secured 3,672 votes while the Congress candidate Manjunath Bhandary had secured 2079 votes. Poojary and Bhandary had secured required votes from the first preferential votes and had won the election.

There were several aspirants for the BJP ticket including former MP Nalin Kumar Kateel, DK BJP president Satish Kumpala, Mangaluru divisional in-charge Uday Kumar Shetty, former minister Pramod Madhwaraj and former Udupi district BJP president Kuilady Suresh Nayak.

The Congress is yet to announce its candidate for the election. KPCC working president Manjunath Bhandary in a recent press meet in Mangaluru had said that an opportunity will be given to congress leaders from Udupi district to contest by-election.

The Dakshina Kannada and Udupi Local Authorities’ Constituency has 6037 voters including 3551 from Dakshina Kannada comprising eight MLAs, one MP. The last date for filing nomination is October 3 and the last date for withdrawal of nomination is October 7. The counting will be held on October 24.

New Delhi: Seeking to strengthen bilateral ties, India and the Maldives on Monday inked a currency swap agreement to the tune of $400 million, a move that would help the archipelago nation overcome foreign exchange reserve issues.

Prime Minister Narendra Modi and visiting Maldivian President Mohamed Muizzu also launched Rupay card in the Maldives, inaugurated the new runway at the Hanimadhoo International airport and agreed to further strengthen bilateral relations that had hit a rocky patch last year.

Muizzu, who is on a four-day state visit, held talks with Prime Minister Modi at the Hyderabad House here.

After the talks, India also handed over 700 social housing units to the Maldives built under the EXIM Bank’s buyer’s credit facilities.

"Today, we have inaugurated the redeveloped Hanimaadhoo Airport. Now, the Greater Male Connectivity Project will also be expedited. We will also support the development of a new commercial port in Thilafushi," Modi told reporters here with Muizzu by his side.

Modi said India and Maldives have decided to initiate discussion on the Free Trade Agreement to further strengthen economic ties.

The prime minister described Maldives as a "close friend" which had an important position in India's neighbourhood policy and SAGAR vision.

"India has always fulfilled the responsibilities of a neighbour. Today, we have taken up the vision of a comprehensive economic and maritime security partnership to give our mutual cooperation a strategic direction," Modi said.

Earlier, Muizzu was accorded a ceremonial welcome at the Rashtrapati Bhawan by President Droupadi Murmu. Prime Minister Modi was also present on the occasion.

Muizzu was given a tri-services guard of honour before he drove down the Rajghat to offer his respects at the memorial to Mahatma Gandhi.

The ties between India and the Maldives came under severe strain since Muizzu, known for his pro-China leanings, took charge of the top office in November.

Muizzu won the presidential election last year on the 'India out' campaign and asked New Delhi to withdraw its military personnel posted in the archipelago nation by May this year.

The bilateral ties also hit a rocky patch when Maldivian ministers were critical of Modi. However, Muizzu has since toned down his anti-India stance and even sacked ministers who were critical of the Indian prime minister.

As the Maldives was grappling with a serious economic downturn, India has decided to extend vital budgetary support to the Maldives government with the rollover of a $50 million Treasury Bill for another year.

Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei has hailed “the brilliant work of our armed forces” in launching a missile strike on the Tel Aviv area, saying it was “completely legal and legitimate”.

Ayatollah Khamenei delivered a public sermon at the weekly Friday (Jum’a) prayer to a huge number of worshipers gathered at the Imam Khomeini Grand Mosalla mosque in central Tehran.

“The brilliant work of our armed forces was completely legal and legitimate. What our armed forces did was the least punishment for the usurping Zionist regime over the astonishing crimes of this wolf-like regime and rabid dog of America," he said.

Ayatollah Khamenei, “Whatever duty the Islamic Republic has in this regard, it will fulfill with strength and fortitude. We will neither delay nor hurry in carrying out the task."

“What is logical and reasonable and the opinion of the political and military decision makers will be done in the future if necessary just like it was done” on Tuesday, he added.

The prayer in Tehran followed a commemoration ceremony for Hezbollah leader Sayyed Hassan Nasrallah who was assassinated in an Israeli airstrike in Beirut. Ayatollah Khamenei last led Friday prayers in January 2020 after Iran fired missiles at a US army base in Iraq, in response to a strike that martyred anti-terror commander Brigadier General Qassem Soleimani.

Ayatollah Khamenei described Nasrallah "my brother, my dear and my pride, the beloved face of the Islamic world, and the eloquent voice of the nations of the region, [and] the shining jewel of Lebanon".

“I felt it necessary to pay tribute to Mr. Sayyed Hassan Nasrallah (May God bless him and grant him peace) in the Friday prayer in Tehran, and to convey some notifications to everyone,” the Leader said.

“The audience of this sermon is the whole Islamic world, but it is specially addressed to the dear nation of Lebanon and Palestine.

“We are all saddened and mournful for the martyrdom of Dear Sayyed. This is a great loss and we are deeply saddened, but our mourning does not mean depression, distress and despair.

“It is a kind of mourning for the Master of Martyrs Hussein ibn Ali. It is enlivening, instructive, motivating, and hopeful,” the Leader said, referring to Imam Hussein (AS), the third Imam of Shia Muslims.

Ayatollah Khamenei said though Nasrallah's body has left this world, “his true personality, his soul, his way, and his expressive voice are still among us and will be with us forever”.

“He was the high flag of resistance against oppressive and predatory demons - an eloquent voice and a brave defender of the oppressed. He was a source of encouragement and valor for fighters and rights seekers. His popularity and influence had gone beyond Lebanon, Iran and Arab countries, and now his martyrdom will increase this influence.”

Ayatollah Khamenei said all Muslims are bound to “pay their debt to the wounded and bloody Lebanon”.

“Hezbollah and the Martyr Sayyed, by defending Gaza and Jihad for Al-Aqsa Mosque and striking the usurping and tyrannical regime, took a step in the path of vital service to the entire region and the entire Islamic world,” the Leader said.

The relentless defense of the Lebanese people for the Palestinians, he said, is “legal, reasonable, logical and legitimate, and no one has the right to criticize them for entering this battle”.

By the same token, the Al-Aqsa Storm operation of Palestinian fighters inside the Israeli occupied territories in October 2023 was “right and internationally legal”, he added.

“The Palestinian nation has the right to stand against the aggressors, and no court has the right to protest to the Palestinian nation for standing against the usurping enemy of Palestine.”

Ayatollah Khamenei said the adamance of the US and its allies on protecting Israel is a “cover for the deadly policy of turning the usurping regime into their tool to take over all the resources of this region and use it in major global conflicts”.

“Their policy is to turn the regime into a gateway for the export of energy from the region to the Western world and the import of goods and technology from the West to the region.

“This tells us that every attack on the regime by anyone and every group is a service to the entire region and to the entire humanity.

“This Zionist and American dream is definitely a false and impossible fantasy. The regime is the evil tree uprooted from the earth, which according to divine truth has no abode,” he added.

The Zionist regime, the Leader said, has kept itself afloat simply by being injected American support, adding the situation will not last long.

“Today, the Zionist criminal gang itself has come to the conclusion that they will never win over Hamas and Hezbollah."

The Leader called on Muslims to unite against the world’s arrogant powers and transgressors who are still following their policy of divide and conquer with all kinds of tricks in the Islamic states.

“The policy of the Qur'an is that Muslim nations and groups should have solidarity, and if you have this solidarity, divine wisdom will support you and you will overcome all obstacles and win over all enemies."

The Leader said the time has come for the Islamic Ummah to overcome the plots of the enemies.

"The enemy of the Iranian nation is the same enemy of the Palestinian nation, the Lebanese nation, the Iraqi nation, the Egyptian nation, the Syrian nation and the Yemeni nation. The enemy is one.”
