Mock drill at BPCL LPG bottling plant commemorates Bhopal disaster

Mangaluru, Dec 5: An operator noticed a leakage in the LPG pipeline connecting the 650 metric tonne LPG storage sphere bottom to the Remote Operated Valve (ROV), at the Bharat Petroleum Corporation Limited (BPCL) LPG bottling plant at Baikampady Industrial area in Mangaluru on Thursday at around 11.20 am.

Immediately the emergency siren was blown, which was followed by the fire extinguishing process, initially by the fire hydrant facility of the factory. Subsequently, the fire tenders from the mutual aid partners and fire tenders from the State Fire and Emergency Services arrived at the spot and all started dousing the fire.

This was a scenario during the off-site mock drill organised by the Dakshina Kannada District Administration, District Disaster Management Authority, and District Disaster Management Cell in association with Bharat Petroleum Corporation Limited LPG bottling plant and Mangalore Chemicals and Fertilisers Limited as a part of Chemical Disaster Prevention Day, to commemorate the Bhopal tragedy of 1984, at BPCL premises.

Later, addressing media persons, District Chief Fire Officer H S Varadarajan said that leakage in the LPG pipeline may result in fireballs due to Boiling Liquid Expanding Vapour Explosion (BLEVE). There is another sphere of 600 MT capacity and four small spheres of 125 MT capacity. The fireballs may hit all other spheres resulting in worst, which is called as domino effect or cascading effect.

Deputy Director of Factories Nanjappa said that Emergency Control Centre of MCF Limited was used as Local Emergency Control Room. The casualties' injured during the incident were taken to first aid centre at Occupational Health Centre at the factory and then to the OHC at MCF Limited, which is outside the danger zone, using Mangalore Refinery and Petroleum Limited and New Mangalore Port Trust ambulances. All persons in the plant were evacuated on declaration of off-site emergency, he said.

MCF Director Prabhakar Rao said that chemicals should be handled carefully according to National Disaster Management Act. There is threat from chemicals always. It may be in the form of poor design of containers, equipment fault, natural calamity or terrorist attack. Four important things of NDMA guidelines are preparedness, response, recovery and mitigation. Chemicals can affect entire humanity and environment.

There is a need for increasing awareness among stakeholders. Though companies have off-site and on-site plans, they should be put into practice, he said.

One of the observers, Ambabhavani Kumar from HPCL said that wind direction is a very important point to be observed during the disaster management process. Nagaraj of Total Oil said that vehicular and manual movement should be restricted within 432 metre of the disaster zone, which is also called as danger zone.

Communication should be improved during the disaster management. Signboards should be put throughout the emergency route and route should be kept clear. Mariannavar of MCF Limited said that the residents who live at the danger zone were not aware about the chemical disaster. They should be informed about the chemical disasters, he said.

Assistant Commissioner Ashok, District Disaster Management Cell Expert Member Dr Srinikethan and CFO H Varadarajan among others were present.

Mangaluru: Dakshina Kannada MP Captain Brijesh Chowta recently met with Union Minister for Railways Ashwini Vaishnav to discuss urgent concerns regarding the region's railway infrastructure development. Key issues raised during the meeting included the long-pending Mangaluru-Bengaluru connectivity, the Shiradi Ghat stretch, and other vital railway concerns impacting the region.

In addition to discussing these issues, Captain Chowta submitted a letter requesting the Union Minister's intervention and support. The letter emphasized the need to merge Konkan Railway with Indian Railways and called for the doubling of railway tracks between Bengaluru and Mangaluru, which would significantly improve rail connectivity between the state capital and Mangaluru.

Further, Captain Chowta raised concerns about enhancing passenger facilities along the region's rail routes, particularly the need for better services between Subrahmanya and Mangaluru.

To bring more attention to these pressing issues, Captain Chowta took to social media, urging the state government’s support. In a tweet on his official X handle, he requested Chief Minister Siddaramaiah to expedite the resolution of these concerns. “In this direction, I request our Karnataka government led by CM Shri @siddaramaiah to kindly provide the necessary state support for the swift redressal of various concerns pertaining to both Konkan Railways as well as HMRDC to ease movement of both people and cargo in this important stretch between Mangalore and Bangalore,” he posted.

The meeting with the Union Minister was attended by Bengaluru Rural MP Dr. CN Manjunath, Udupi-Chikmagalur MP Kota Srinivas Poojary, and Uttara Karnataka MP Vishweshwara Hegde Kageri, all of whom supported the discussion on enhancing railway infrastructure in the region.

Bengaluru: Karnataka Deputy Chief Minister D K Shivakumar on Thursday backed Chief Minister Siddaramaiah over his claim that the BJP had offered Rs 50 crore each to 50 Congress MLAs in an attempt to "topple" the state government.

Addressing reporters here, Shivakumar, also the Congress state president, said, “The BJP indeed lured 50 Congress MLAs with Rs 50 crore each.”

He defended Siddaramaiah’s statement and said the Congress MLAs were briefed about the BJP’s alleged 'Operation Lotus', a term used to describe the BJP's attempts to destabilise ruling governments through horse-trading.

“Some of our MLAs informed the Chief Minister about this matter, and he, in turn, shared it with the media,” Shivakumar said.

At an event in Mysuru, Siddaramaiah reiterated the claim that "none of the Congress MLAs had accepted the offer".

He also accused the BJP of filing false cases against him in a bid to "remove him and overthrow his government".

The BJP has yet to respond to the allegations.

Bengaluru: Amidst the ongoing Waqf controversy in the state, a Vokkaliga seer has sparked controversy by suggesting the disenfranchisement of Muslims, claiming it would end vote bank politics in India.

The provocative remarks were made by Kumara Chandrashekaranatha Swami during a protest organized by the Bharatiya Kisan Sangh, a farmers’ organization with links to the RSS. The protest focused on farmers' lands being marked as Waqf properties.

"Politicians are exploiting this issue for votes. Muslims should be deprived of voting rights. This step is necessary to eliminate vote bank politics and allow India to prosper," the seer stated. He is the head of the Vishwa Vokkaliga Mahasamsthana Mutt, which was founded with support from JD(S) leader and former Prime Minister HD Deve Gowda.

The seer also made misleading claims about Pakistan, stating, “In Pakistan, minorities don’t have the right to vote. If we implement the same in India, Muslims would be isolated, and peace would prevail.” However, minorities in Pakistan have voting rights. 

Chandrashekaranatha Swami continued his criticism of the Waqf Board, accusing it of unlawfully seizing properties. “It is unjust to take someone’s property. We must ensure that the Waqf Board is abolished,” he said. He further emphasized the need for farmers' land to remain protected, even at the cost of political fallout.

Minister Condemns Remarks

Minister for Social Welfare, H.C. Mahadevappa, swiftly condemned the seer’s comments, stating, “After years of struggle, Baba Saheb Dr. B.R. Ambedkar established the principle of ‘one vote, one value.’ It is crucial for Dalits, backward communities, and minorities to understand its significance.”

He continued, "Those who spread hatred for political gain under the guise of religion must end their harmful rhetoric."

Earlier, Kumara Chandrashekaranatha Swami had stirred controversy by suggesting that Chief Minister Siddaramaiah step down to allow Deputy Chief Minister D.K. Shivakumar to assume the role of Chief Minister for the remainder of the term. The statement created a fresh political debate, raising questions about the power dynamics in Karnataka's ruling party.

The seer remarked, “Everyone has had the opportunity to hold the Chief Minister’s position, except D.K. Shivakumar. I request our experienced Chief Minister Siddaramaiah to vacate the post and bless Shivakumar with the opportunity.”
