Bengaluru, May 17: The implementation of the five 'guarantees' announced by the Congress may cost the state exchequer an estimated Rs 50,000 crore annually.

Key party leaders who spoke about the cost of the welfare measures insisted that one could not call them "freebies" as they were tools of empowerment.

The 'guarantees' found resonance with voters of the May 10 Assembly elections, particularly with women, and played a key role in the party's resounding victory, political analysts noted.

The Congress bagged 135 seats in the 224-member Assembly, and ousted the BJP from power, with the erstwhile ruling party winning in just 66 constituencies, while the Janata Dal (Secular) managed to get only 19 seats.

Some BJP leaders have alleged that implementation of the 'guarantees' would push the State into financial bankruptcy, and have also claimed that the Congress would not honour its pre-poll promises fully.

During campaigning, Rahul Gandhi and other Congress leaders had repeatedly said that if voted to power, the party's government in its maiden Cabinet meeting on the first day of assuming power would pass orders approving the 'guarantees' to facilitate their swift implementation.

The five schemes that the Congress guaranteed it would implement are 'Gruha Jyothi' -- to provide 200 units electricity free to every household; 'Gruha Lakshmi' -- to grant Rs 2,000 to every woman head of a family; 'Anna Bhagya' -- to distribute 10 kg rice to every member of BPL families every month; 'Yuva Nidhi' -- to sanction Rs 3,000 dole to unemployed graduates and Rs 1,500 to unemployed diploma holders for two years (in the 18-25 age-group); and 'Shakti' -- to enable free travel for women across Karnataka in state buses.

In an interview on Wednesday, vice chairman of the Congress manifesto drafting committee Professor K E Radhakrishna said the implementation of the five guarantee schemes will not cost more than Rs 50,000 crore annually.

"I can authoritatively say that all these guarantee schemes put together will not be more than Rs 50,000 crore," he said.

Radhakrishna, who has the distinction of drafting five manifestos for the Congress, said even some of the Congress leaders have the perception that these schemes cannot be implemented.

"Some of our leaders have that perception but we are very sure because I have worked out the financial implications. It is not more than Rs 50,000 crore. Even Rs 50,000 crore is not a charity. It's empowerment," he said.

Explaining the way these schemes will be implemented, the educationist noted that the total budget of Karnataka government is about Rs three lakh crore. At least 60 per cent of revenue of any good economy is spent on sustained development, Radhakrishna said, adding that it goes to paying salary of government employees and to implement empowerment programmes.

"Revenue moves capital, capital moves revenue. So, Rs 1.50 lakh crore of the Rs three lakh crore budget has to be spent. If that does not happen, then we will not have funds to spend another Rs 1.5 lakh crore. They are related to each other," he explained.

Out of five guarantees, 'Anna Bhagya' is an existing scheme, and the new promise is an extension, he added.

"We were giving seven kg of rice. BJP reduced it to five kg. Now again we want to make it 10 kg. We are giving rice and millets. This will encourage its cultivation and production," the Congress leader pointed out.

Regarding 'Gruha Jyothi', Radhakrishna said Karnataka is a power surplus state and is selling electricity to other states.

According to him, the Congress in its manifesto has promised to set up huge solar parks of 5,000 megawatt capacity. It has also promised to set up a small solar cluster in each village.

"These clusters will generate employment to people in the village and make the villages self-sufficient in terms of electricity. We are going to increase power generation, which will eventually generate employment opportunities," Radhakrishna explained.

The Rs 2,000 guarantee under 'Gruha Lakshmi' is not for all women heads of families, he clarified. "This is only for the Below Poverty Line families. We will not give to rich people. This scheme is only for empowering poor people," the Congress leader said.

Regarding 'Yuva Nidhi', he said world-over unemployment allowance is given in many countries.

"Whether our degree education is relevant for a job is a larger issue, but as of today the graduates are in a helpless condition," Radhakrishna pointed out.

As part of the scheme, the government is planning to set up a large employment exchange, he said.

"We are going to coordinate with 'Bharat Jogo Udyoga Kendra' (Bharat Jodo Employment Centre) where we will take private industries on board," he explained.

The government will also tie up with the Rajiv Gandhi Skill Development Corporation to train and skill the graduates and make them employable by the industries, Radhakrishna said.

Talking about the 'Shakti' scheme of free bus rides for women, he said already students are getting free passes to travel to their college from their house.

"Not every woman travels in the buses. Only those who are not rich travel in buses. It's (the free travel guarantee) will empower garment workers, domestic servants, 'pourakarmikas' and women engaged in menial jobs," he said.

"There will be no conditions. We will be very happy if every woman travels. It will reduce pollution," Radhakrishna quipped.

He said these five schemes are meant only to empower people and they are not freebies.

Recalling the proverb 'If you give a man a fish, you feed him for a day. If you teach a man to fish, you feed him for a lifetime', the educationist pointed out, "But we believe that to catch the fish, that hand that catches the fish should have some minimal strength. That is the empowerment we do."

Mangaluru, Nov 28: In a major breakthrough, police have arrested Rahul, alias Bol Karmaveer Eshwar Jat, a Haryana native, for a brutal train murder committed on October 25. Rahul, a notorious interstate serial offender, was apprehended after a relentless investigation involving multiple state police forces.

The October 25 incident occurred during a train journey when Rahul got into an argument over a cigarette with Mauzzam, a resident of Chikkaballapur. The altercation escalated, leading to Rahul strangling Mauzzam to death. He fled the scene with the victim’s mobile phone, bag, and cash.

Muazzan worked as a sales representative and was differently-abled. He boarded the train on October 24 from Yesvantpur and occupied the Divyang Coach. The incident came to light on the morning of October 25 at Udupi, where a railway guard found Muazzam unresponsive. The railway police immediately rushed him to the hospital, but doctors declared him dead.

Accused Rahul was tracked down through an exhaustive review of over 2,000 CCTV recordings by police teams from Valsad, Vapi, Surat, and Udvada. His identity was eventually confirmed by a vigilant officer from Surat Central Jail, leading to his capture in a joint operation by Railway and Surat police.

Rahul’s criminal record reveals a trail of horrifying offenses across Gujarat, Karnataka, Maharashtra, Telangana, Haryana, and West Bengal. Among these are the rape of a mentally ill minor girl in Pune and the rape and murder of a 19-year-old woman near Udvada railway station in Gujarat's Vapi district. Despite being arrested in the past, Rahul resumed his crimes after securing bail.

On November 19, he allegedly stabbed a 60-year-old man to death aboard the Katihar Express in West Bengal, with a case registered at the Howrah police station. In Telangana, he confessed to murdering a woman in yet another shocking crime.

Public Advisory:

  • Stay vigilant when traveling on trains, especially during late hours.
  • Report suspicious individuals or activities to railway authorities immediately.
  • Ensure your personal belongings are secure while traveling.
  • This arrest brings a sense of relief, but the investigations continue as authorities piece together the full extent of Rahul’s crimes.

Former minister and ex-MLC C M Ibrahim claimed that he still heads the original JD(S) and asked former prime minister and party supremo H D Deve Gowda to cut ties with the BJP, so that the party can be strengthened again. He also said options are being explored to either strengthen the JD(S) or to float a new regional party.

He was speaking to media persons, in Mysuru, on Monday, after meeting JD(S) MLA and former minister G T Deve Gowda, who has expressed his displeasure that he has been sidelined in the party and the party leaders have indicated his retirement from politics.

He stated, “If Deve Gowda had joined the Congress, during the last Assembly election, he would have been a minister now. We retained him in the JD(S), to strengthen the party. Now, efforts are being made to strangulate Deve Gowda’s political career. I have discussed all matters with Deve Gowda. In two days, I will start a Karnataka state tour and meet some leaders. After that, I will meet Deve Gowda again, and then decide on the further course of action.”

Ibrahim said, “The original JD(S) is ours. I am still its state president. All documents and accounts are in our name. Even now, if Deve Gowda leaves BJP’s company and returns, we will build the JD(S) again”.

“Union Minister H D Kumaraswamy should mend his ways and stop making JD(S) into a family-owned company. The JD(S)’s situation has become hopeless. Its love for the BJP is over. He should understand this,” he said.

“When I was with Kumaraswamy, he spent just Rs 4 crore in Channapatna and won by 20,000 votes. Now, without me, he spent Rs 150 crore and still lost by 25,000 votes. Without Muslims’ support, the JD(S) cannot win a single seat. Now, it is proved that 19 MLAs of the JD(S) won in 2023, because of Muslims,” he added.

Speaking on other options available, Ibrahim said, “We have not yet decided to go with the Congress. We are only considering to establish a third front. Whether it is founding a new regional party, forming a third front, or strengthening the JD(S), will be decided shortly.”

Earlier during the day, before meeting Deve Gowda, Ibrahim had said, that 12 to 13 JD(S) MLAs were dissatisfied with the party, but like Deve Gowda, were enduring pain.

“Now, I have started the task of uniting them. I as the JD(S) state president, it is my responsibility to address our MLAs’ grievances. At present, the JD(S) is on fire and all JD(S) MLAs want to protect their respective constituency. Hence, they have started speaking one by one,” he said.

Iran’s Islamic Revolution Guards Corps (IRGC) has killed or captured 69 terrorists linked to the Israeli spy agency Mossad during a major counterterrorism drill in the country's southeast, its spokesman says.

General Ahmad Shafaei, the spokesman for the “Martyrs of Security” drill, said Friday that a total of 23 terrorists have been killed and another 46 arrested in various clean-up operations ever since the IRGC Ground Force launched it in the Sistan and Baluchestan province on November 1.

Seven terrorists have also turned themselves in during the period.

“The undeniable fact about terrorists is that they rely on arrogant powers, particularly the intelligence service of the wicked and vicious Zionist regime," Shafaei said.

“Unfortunately, weapons and munitions at terrorists’ disposal are among the most sophisticated ones in the world. This accounts for their heavy dependence.”

The official stated that several members of the disbanded terror teams were non-Iranian nationals, who had been hired by foreign intelligence agencies to carry out acts of sabotage and terror inside Iran.

In a most recent operation, six terrorists were arrested and four others were eliminated, three of whom were non-Iranians, he added.

On October 26, ten members of Iran's law enforcement forces were killed in a terrorist attack in the Gohar Kuh district of Taftan in the Sistan and Baluchestan province.

The so-called Jaish al-Adl terrorist group claimed responsibility for the assault, which was one of the deadliest in the province in recent months.

The group has carried out numerous terrorist attacks in Iran, primarily in Sistan and Baluchestan.

Its tactics include the abduction of border guards as well as targeting civilians and police stations within the province to incite chaos and disorder.

In January, Iran launched a military operation during which the headquarters of the Pakistan-based terrorist group was targeted in missile strikes, destroying its infrastructure.
