Halal row: Circular from Animal Husbandry Dept says ‘stunning’ of animal must before slaughter

As the saffron outfits are intensifying campaign against halal meat, the Department of Animal Husbandry and Veterinary Services in Karnataka has mandated in a circular dated April 1, that animals have to ‘stunned’ before they can be slaughtered for meat.

This comes after animal lovers pointed towards the Prevention of Cruelty to Animals Rules, which were drafted in 2001. These rules state that animals need to stunned before they can be slaughtered.

The stunning process ensures the animal is unconscious and insensible to pain before being bled out at the slaughter house.

As per Section 6 in The Prevention of Cruelty to Animals (Slaughter House) Rules, 2001, rule number 4, 'every slaughter house as soon as possible shall provide a separate space for stunning of animals prior to slaughter, bleeding and dressing of the carcasses.'

The order was passed by the Union government in 2001, and the rule has since then existed in books, however, after activists brought it back in the public eye, it is being pressed for implementation.

It is being reported that Bangalore Urban District AHVS Deputy Director and SPCA Member Dr. Umapathi has issued circulars to all Societies for the Prevention of Cruelty to Animals (SPCAs) in Bengaluru Urban District on Friday for following mandatory stunning of animals and making them unconscious before slaughtering them as per PCA (Slaughter House) Rules 2001.

Following this, the Animal Husbandry department also mandated the rule, asking the BBMP to supervise if meat shops are equipped with the stunning facilities. The department also asked BBMP to submit a report to the Society for Prevention of Cruelty to Animals whether or not the practice of 'stunning' is being followed or not.

However, Prabhu Chauhan, the Minister of State for Animal Husbandry Department told TV9 that his department has not issued the mandatory ‘stunning’ order. "No orders have been issued by our department. Stunning is not mandatory. There was only a letter written that Halal cut should not be practiced. There was no order issued. I will review the letter," he said.

The controversy began when some right-wing groups gave a call to boycott 'Halal' meat, with the Hindu Janajagrithi Samithi, a hindutva organisation in Karnataka, starting a campaign against the purchase of Halal meat.

The BJP's National General Secretary C T Ravi added fuel to this, comparing Halal meat to ‘economic jihad’, saying that ‘halal’ is used like a jihad so that Muslims should not do business with others. This came amid a flurry of messages on social media, appealing to Hindus to shun Halal meat, especially after the festival of Ugadi, which is being celebrated on April 2, Saturday this year.

In reference to the controversy, Karnataka Chief Minister Basavaraj Bommai said that the state government will look into the halal meat issue as "serious objections" have been raised about it, a day after which, some Bajrang Dal activists allegedly attacked a Muslim vendor in Bhadravathi for selling halal meat.

Who will be the next captain of the Indian cricket team? After India's 1-3 loss in the Border-Gavaskar Trophy, this question has become the hottest topic in Indian cricket circles. Current skipper Rohit Sharma, despite stepping aside for the final Test, has confidently declared that he is not stepping down as captain. However, with India not playing another Test until June (in England), questions loom over whether the BCCI selectors will retain Rohit for the next World Test Championship cycle.

Amid the debate, former Indian cricketer Mohammad Kaif has cautioned against appointing star pacer Jasprit Bumrah as the full-time captain. Kaif emphasized that Bumrah’s primary focus should remain on taking wickets and maintaining his fitness. “BCCI should think twice before appointing Bumrah as a full-time captain. He needs to solely focus on taking wickets and staying fit. Added leadership responsibility and heat-of-the-moment decisions can lead to injuries and shorten an outstanding career. Don’t kill the golden goose,” Kaif posted on X (formerly Twitter).

However, legendary Indian batter Sunil Gavaskar has offered a contrasting perspective. Gavaskar recently expressed confidence in Bumrah’s ability to lead the Indian Test team in the near future. Speaking on Channel Seven, Gavaskar praised Bumrah’s calm demeanor and leadership qualities. “He will be the next man because he leads from the front. He has an aura of leadership but doesn’t pressurize players. Some captains put undue pressure on their teammates, but Bumrah allows others to perform their roles without micromanagement,” Gavaskar remarked.

Bumrah showcased his leadership skills during the Border-Gavaskar Trophy, where he captained India in two Tests, including the series-opening match in Perth, which India lost by 295 runs. Despite the series defeat, Bumrah’s individual performance stood out. He claimed 32 wickets in five matches at an impressive average of 13.06 and a strike rate of 28.37, earning him the Player of the Series award.

Gavaskar highlighted Bumrah’s brilliant handling of the fast-bowling unit, often seen guiding them from mid-off or mid-on. “With the fast bowlers, he’s been absolutely brilliant. He’s always at hand to provide advice without overwhelming them. I wouldn’t be surprised if he takes over the captaincy very soon,” Gavaskar added.

India’s bowling attack, however, suffered in crucial moments during the series. In the Sydney Test, Bumrah’s absence in the fourth innings due to a back spasm proved costly. India was defending a modest target of 162 but lacked the firepower to challenge Australia’s batting lineup. Gavaskar lamented Bumrah’s unavailability, noting the impact he could have had. “What a difference it would have made if Bumrah was available to bowl in that final innings. Even an early spell of four or five overs could have turned the match in India’s favor,” he observed.

As India gears up for its next phase in Test cricket, the debate over captaincy intensifies. While some caution against burdening Bumrah with added responsibility, others see his leadership as a natural progression for the team’s future.

Mangaluru: In a significant development, Mescom has proposed a phased electricity tariff hike starting with Rs 0.70 per unit for the fiscal year 2025-26. The proposal has been submitted to the Karnataka Electricity Regulatory Commission (KERC) for approval, signaling a potential increase in electricity costs for consumers.

Mescom emphasized that the current tariff structure is insufficient to meet operational expenses and manage revenue effectively. To address this, the company has invited public objections to the proposed hike.

Currently, the electricity supply cost is Rs 9.23 per unit, while the consumer tariff stands at Rs 8.53 per unit, leading to a shortfall of Rs 0.70 per unit. For the financial year 2023-24, Mescom reported revenue of Rs 5,924.73 crore against an expenditure of Rs 6,310.39 crore, resulting in a deficit of Rs 367.66 crore. For the 2025-26 fiscal year, projected revenue is Rs 5,850.81 crore, with an actual requirement of Rs 5,961.63 crore, creating a deficit of Rs 110.82 crore.

In a first, Mescom has submitted a multi-year tariff revision proposal to KERC. The plan outlines a hike of Rs 0.70 per unit for 2025-26, followed by Rs 0.37 per unit for 2026-27 and Rs 0.54 per unit for 2027-28.

"An increase in electricity tariff is inevitable," stated Jayakumar R, Managing Director of Mescom. "Mescom has submitted a proposal in this regard to KERC."

Mangaluru: Non-Resident Indians (NRIs) in Singapore remain determined to establish direct air connectivity between Mangaluru and Singapore despite setbacks. This follows Air India Express' (AIE) recent decision to postpone its planned direct flight service on this route, disappointing many expats.

In response, NRIs have proposed an alternative solution: extending IndiGo's existing Singapore-Bengaluru flight to Mangaluru. Currently, the Singapore-Bengaluru flight lands at Kempegowda International Airport at 7:40 AM, but passengers cannot board the 9:00 AM Bengaluru-Mangaluru connection due to insufficient transit time. Extending the Singapore-Bengaluru flight to Mangaluru would address this issue and benefit travelers.

Rajesh H. Acharya, director of HQ Connections in Singapore and coordinator of the Singapore Tuluver community, expressed disappointment over AIE's handling of the situation. "We’ve been advocating for this route since 2017, and it was close to becoming a reality. However, the sudden postponement and lack of stakeholder support have delayed our efforts," he said.

A petition has been submitted to IndiGo Airlines requesting the introduction of a direct Mangaluru-Singapore flight. Alternatively, it suggests extending IndiGo’s existing Singapore-Bengaluru flight to include Mangaluru. Expats have also approached Scoot Airlines in Singapore for direct connectivity. However, the lack of 'Point of Call' status for Mangaluru Airport remains a significant hurdle for international flights.

Despite the challenges, NRIs continue their efforts to make direct air connectivity between Mangaluru and Singapore a reality.
