Implementation of NEP is undemocratic, dictatorial: Siddaramaiah

Bengaluru, Aug 9: Senior Congress Leader and former Karnataka chief minister Siddaramaiah said the decision of the state government to implement the New Education Policy from the current academic year is undemocratic and dictatorial.

"It is a dictatorial decision. The NEP has been implemented without any discussion. It is against the spirit of federalism. The policy should have been implemented after a detailed discussion," he said.

On Saturday, the government had issued an order implementing NEP-2020 from the current academic year and with it Karnataka became the first state in the country to issue the order on it.

Commenting further, Siddaramaiah said the government went ahead with the implementation of the policy despite education experts urging it to do so only after discussions with experts, he said.

This policy, Siddaramaiah said, will give private universities a free hand, while reducing government universities into mere certificate-selling shops.

"The central and the state governments have gone out of their way to reduce the government universities into mere certificate-selling shops and encourage private universities to make more money," he alleged.

Moreover, education is in the concurrent list as per the Schedule 7 of the Indian Constitution, but the union government is imposing the policy on the states by denying them their right.

Siddaramaiah also pointed out that some of the recommendations made in the policy are harmful to the interest of the state.

Mangaluru: Police have arrested five miscreants belonging to saffron outfits for pelting stones at a masjid at Katipalla near Surathkal on the outskirts of the city last night. 

The arrested have been identified as Bharat, Chennappa, Nitin, Manu and Sujit all residents of Surathkal and surrounding areas. Among them, Bharat is said to be a rowdy sheeter. 

The miscreants, who came on two motorbikes late on Sunday night, pelted stones at Masjidul Huda, located at 3rd block of Katipalla on the eve of Miladunnabi.  

Confirming the incident, City Police Commissioner Anupam Agrawal said that investigation is in progress and a case has been registered at Surathkal police station.

Indore: Two Army officers were thrashed and one of their two women friends was allegedly gang-raped by armed miscreants when they were out on a picnic in Madhya Pradesh's Indore district in the wee hours of Wednesday.

Additional SP Rupesh Dwivedi said on Wednesday night that six suspects had been identified, two of whom have been detained from the jungles.
Both Army officers were injured in the mob attack. One of them managed to dial his senior officers but by the time police arrived from Mhow, 30km away, the woman had already been gang-raped.

The two Armymen are undergoing the Young Officers course at Infantry School, Mhow, SP Rural Hitika Vasal said.

According to the complaint filed by one of the lieutenants, the four of them had driven to Ahilya Gate near Jam Gate on Mhow-Mandleshwar road on Tuesday night. Built in 1791 by Rani Ahilyabai Holkar, Jam Gate is a popular picnic spot for its stunning views of the valley below, and the temple near Ahilya Gate draws a lot of devotees.

Around 2.30am, one of the officers and his female friend were in the car when 6-7 men attacked them. The other pair was atop a nearby hillock then and rushed down on hearing the confrontation.

The complaint says that the attackers held the pair they had attacked in the car hostage at gunpoint. They asked the other officer to bring Rs 10 lakh in ransom. This gave the officer - who was accompanied by the other woman - a chance to inform his seniors at Mhow, who in turn alerted police.

A large police force was dispatched to the spot but the attackers had escaped into the forest by then. All four of them were brought to Mhow Civil Hospital around 6.30am where a medical examination confirmed one of the women had been gang-raped. As per the duty doctor, there were injuries on both officers' bodies. "The complainant has alleged that the woman who was with him was raped, and they were looted as well," SP Vasal said.

Badgonda police registered a case under BNS sections 70 (gang-rape), 310-2 (dacoity), 308-2 (extortion) and 115-2 (voluntarily causing hurt), plus sections of Arms Act.

Forces from four police stations combed the jungles near Chhoti Jaam village and picked up two suspects.

Ahmedabad: The investigation into the death of a six-year-old girl in Gujarat's Dahod district has led to a chilling revelation -- the Class I student was choked to death, allegedly by her school's principal after she resisted his attempts to sexually assault her. He then dumped her body in the school's compound and her bag and shoes near the classroom. Police have arrested the accused, 55-year-old Govind Natt.

Senior police officer Rajdeep Singh Jhala said the six-year-old girl's body was found on the premises of her school on Thursday evening, sparking panic in the area. The post-mortem revealed that she suffocated to death. Police registered a case and formed 10 teams to probe the matter. The girl's mother told the police that she went to school with the principal, Govind Natt, every day. When the cops spoke to him, the principal said he had dropped off the girl at the school and left for some work.

The cops were not convinced. When they examined Govind Natt's phone location details on the day of the incident, it was found that he reached school late that day. When he was grilled, the principal confessed to the heinous crime.

"He picked up the girl from her home at around 10.20 am. Her mother helped her get into the principal's car and saw her off. But she never reached the school. The school's students and teachers confirmed this. On the way to school, the principal tried to sexually assault her, and she started shouting," the senior officer said, adding that the principal choked the girl to stop her from shouting.

On reaching the school, the principal left the girl's body in his car and locked the vehicle. "Around 5 pm, he dumps the body behind the school building and plants her school bag and shoes outside her classroom. He denied this initially, but we suspected him after the technical analysis," Mr Jhala said.

Govind Natt, police have said, faces stringent charges under the Bharatiya Nyay Sanhita and the stringent Protection of Children from Sexual Offences (POCSO) Act.

State Education Minister Kuber Dindor said it was a shameful incident for the society. "I am pained by this. We were following this up for three days. We had told police to get to the bottom of this. The principal has been arrested. I condemn this incident and we will take steps to ensure such crimes are not repeated."
